O declínio hegemônico militar em nível regional: os EUA frente à ascensão do Brasil
Dissertação (mestrado) - Universidade Federal de Santa Catarina, Centro Sócio-Econômico, Programa de Pós-Graduação em Relações Internacionais, Florianópolis, 2014.A re-militarização do mundo após os ataques de 11 de setembro se dá em um período de franca expansão de novas potências econômicas, sobretudo na Ásia, mas também de uma retomada de crescimento econômico em outras partes da periferia do sistema internacional. O envolvimento norte-americano em aventuras militares no Oriente Médio aprofundou um quadro de declínio econômico dos EUA, revelando a super-extensão militar do Estado norte-americano. Ao mesmo tempo, a crise financeira de 2008-2009 revelou os problemas da financeirização econômica em um contexto de emergência de novos centros de poder, colaborando para um cenário de enfraquecimento da hegemonia dos EUA. Em um esforço para restaurar a primazia, o hegemon passou a se envolver mais prontamente com estes novos centros econômicos. Com base na ameaça percebida pelos formuladores da política de segurança dos EUA, houve uma priorização da Ásia como contraposição ao crescimento da China. O Brasil e seu entorno imediato (América do Sul), que também conseguiu alcançar níveis de crescimento econômico significativos desde a década de 2000, não tem recebido a mesma resposta de contrabalanceamento do hegemon. Em tal conjuntura, o presente trabalho pretende examinar como o declínio relativo da hegemonia dos EUA em nível mundial influenciou seu nível de projeção militar na América do Sul, vista como zona de influência regional do Brasil. O período analisado compreende os anos de 2000 a 2013. A tese principal deste trabalho é que essas dinâmicas de segurança estão diretamente relacionadas à capacidade material de projeção de poder do hegemon. Ao passo que diminuem as vantagens econômicas desse ator, diminuem também suas capacidades de projeção de poder militar. Logo, a racionalização dos recursos leva à priorização da projeção de poder nas zonas ou regiões no qual o hegemon percebe maior ameaça para a manutenção de sua primazia. Esta lógica de tomada de decisão pode estar sempre presente, mas fica mais aguda nos momentos de crise econômica doméstica e de fortalecimento de competidores internacionais. Como esta pesquisa mostrará, a mobilização mais intensa dos instrumentos de dominação militar pelo hegemon declinante após 11 de Setembro tem levado, paradoxalmente, à deterioração do seu poder militar em certas regiões do globo, especialmente na América do Sul.The re-militarization that has swept the world after the terrorist attacks of 9/11 took place in a period of booming of new economic powers. This trend is more acute in Asia but it is also possible to perceive a resumption of economic growth in other parts of the periphery of the international system. As the U.S. engaged in military adventures trough the Middle East its economy became weakened and strained by military overextension. At the same time, the financial crises of 2008-2009 showed the problems of economic financialization in a context of emergence of new power centers, contributing to a conjuncture of weakened U.S. hegemony. In an effort to restore primacy, the U.S. government has maintained the logics of balance of power and started to engage more promptly with this new economic centers. Based on the threat posed by China's growth, there was a prioritization of U.S. policy towards Asia to counter-balance China's growth. Brazil and its immediate surroundings (South America), which also managed to reach levels of economic growth, have not received the same response of counterbalancing by the hegemon. This study intends to investigate how the relative decline of U.S. hegemony globally has influenced the level of military projection in South America, seen as a regional area of Brazil's direct influence. The period of analysis comprehends the years between 2000 and 2013. The main thesis of this work is that this security dynamics is directly related to the material capability of the hegemon for power projection. As its economic advantages decrease, so does its capacity to project military power. Thus, a rationalization of resources leads to prioritization of power projection in zones or regions in which the hegemon perceives there is the greatest threat to maintaining its own primacy. This logic of decision making might always be present but is more acute in times of domestic economic crisis and strengthening of international competitors. As this research shows, the most intense mobilization of the military instrument of domination by the declining hegemon after September 11 has led, paradoxically, to the deterioration of its military power in certain regions of the globe, especially in South America
O trips e o acta no regime internacional de propriedade intelectual: uma análise comparada
Dissertação (mestrado) - Universidade Federal de Santa Catarina, Centro Sócio-Econômico, Programa de Pós-Graduação em Relações Internacionais, Florianópolis, 2014.Este trabalho apresenta uma análise histórico-comparativa entre os acordos TRIPS e ACTA com o intuito de compreender o atual momento do regime internacional de propriedade intelectual (PI). Na década de 1980, os EUA lideraram um movimento de fortalecimento da proteção aos direitos de PI através de pressões unilaterais, acordos bilaterais e, na esfera multilateral, a negociação do acordo TRIPS, o maior acordo de PI em escopo e número de membros até então. Sendo parte da OMC, o TRIPS se caracteriza por atrelar questões de proteção à PI ao regime de comércio, uma novidade em relação à OMPI, agência da ONU que coordenava as Convenções de Paris e Berna que compunham o regime internacional de PI. Com o avanço de pautas de cunho desenvolvimentista - licença compulsória, importação paralela, transferência de tecnologia - no TRIPS e na OMPI, os EUA iniciam, em 2006, um novo movimento em direção ao fortalecimento da proteção aos direitos de PI com as negociações de um novo tratado focado na aplicabilidade (enforcement) das leis vigentes, o ACTA. Tendo utilizado muitas das mesmas estratégias empregadas na negociação do TRIPS, os EUA não conseguem, contudo, atingir o mesmo resultado com o ACTA, amplamente criticado por países em desenvolvimento (PEDs) e rejeitado pelo Parlamento Europeu em julho de 2012. Com a não ratificação da União Europeia e a rejeição dos grandes Estados emergentes, o ACTA não atingiu a multilateralidade lograda pelo TRIPS. Esta pesquisa oferece uma explicação para esta diferença de resultados em uma narrativa que considera os dois períodos históricos focada em três fatores: (1) a perda de efetividade da coerção comercial por parte dos EUA; (2) a diminuição da vulnerabilidade financeira dos PEDs; (3) o declínio do Consenso de Washington.<br
How Argentine farmers overpowered Monsanto: the mobilization of knowledge-users and intellectual property regimes
"Since the 1980s, governments and transnational corporations from core countries led by the United States have driven a global upward ratchet of intellectual property protection. In agriculture, this has meant strengthening the rights of seed companies over the plant varieties they develop and curtailing the rights of farmers over the seeds they cultivate. Exceptionally, from the 1990s to 2013, Argentine soy growers overcame the pressures from the seed industry, guaranteeing the right to freely save seeds of proprietary varieties from their own harvests for future cultivation. Based on a comparative historical analysis of conflicts over intellectual property on seeds in Argentina, Brazil, and Paraguay from the 1990s to 2013, this study suggests that a successful mobilization of knowledge-users in struggles over intellectual property depends on (1) the organizational stability of their political representation, (2) the coordination between the organizations that represent them, (3) the existence of independent channels for the representation of knowledge-users most sensitive to royalty payments, and (4) their ability to produce a public discourse capable of drawing support from a broad coalition." A crise Baring e a crise do Encilhamento nos quadros da economia-mundo capitalista
O final do século XIX foi marcado, para Brasil e Argentina, por crescimento e instabilidade na economia. Neste período, ocorreram duas importantes crises econômicas, que ficaram conhecidas como crise Baring (na Argentina) e crise do Encilhamento (no Brasil). Este artigo tem o objetivo de apresentar as conexões existentes entre essas duas crises e a conjuntura da economia-mundo capitalista das últimas décadas do século XIX, enfatizando o problema da dívida externa e da política econômica, e re-organizando algumas contribuições da historiografia econômica por meio da metodologia da “encompassing comparison” e da teoria dos ciclos mundiais de endividamento. O artigo mostra que ambas as crises estiveram condicionadas pela dinâmica da economia-mundo capitalista, especialmente pelos fluxos mundiais de capital, não sendo resultados exclusivos de políticas econômicas nacionais.Abstract The end of the 19th century was characterized by economic growth and instability in Brazil and Argentina. In this period, two important economic crises took place – the Baring Crisis (in Argentina) and the Encilhamento Crisis (in Brazil). The aim of this paper is to present the connections between these two crises and the dynamics of the capitalist world-economy of the end of the 19th century, focusing on the problems of external debt and economic policy and re-organizing some contributions of economic historiography through the methodology of “encompassing comparison” and of the world debt cycles’ theory. The paper concludes that both crises were influenced by the dynamics of the capitalist world-economy, especially by the international flows of capital, and that they were not exclusive results of national economic policies. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.
