    Sosyal Bilimler Enstitüsü, Türk Dili ve Edebiyatı Ana Bilim Dalı"İrfan Yalçın'ın Romanları ve Romancılığı" adını taşıyan tez çalışmasında İrfan Yalçın'ın romanları ve roman anlayışı incelenmiştir. İrfan Yalçın şiir, çeviri, eleştiri, hikâye, roman gibi farklı edebî türlerde eserler vermiştir. Eleştiri ve roman türündeki eserleriyle çeşitli ödüller kazanmıştır. Toplumun her kesiminden insanı, bu insanların sıkıntılarını ve yaşam mücadelelerini romanlarında anlatmıştır. Sanat hayatında toplumun çeşitli kesimine ait insanları gerçekçi bir anlayışla eserlerinde işlemiştir. Yazar, romanlarını oluştururken gözlemden faydalanmıştır. Eserlerini günlük konuşma diliyle oluşturmuştur. Romanlarında yaşadığı topluma ait insanların yaşamlarından yola çıkarak toplumun ne hâlde olduğunu yansıtmaya çalışmıştır. İçinde bulunduğu döneme ve topluma kayıtsız kalamayan Yalçın eserlerinde yaşamı bozulmuş bireylerden yola çıkarak topluma dair düşündüklerini yansıtmıştır. Mekân olarak memleketi olan Zonguldak'ı ve eğitim görüp yaşamını da bir süre sürdürdüğü İstanbul'u kullanmıştır. Zaman ögesi romanlarında anlattığı dönemlerden izler taşımaktadır. Romanlarında zaman, olay örgüsünün önemli parçalarından birini oluşturur. Aldığı ödüller ve ortaya koyduğu eserlere rağmen İrfan Yalçın hakkında yeterli bir akademik çalışma bulunmamaktadır. Yapılan bu çalışmayla İrfan Yalçın'la ilgili yapılan çalışmalara yenisini ekleyerek konuyla ilgili literatüre katkıda bulunmak amaçlanmaktadır. Anahtar kelimeler: İrfan Yalçın, roman, romancılık.In this thesis titled "İrfan Yalçın's Novels and Novelism", İrfan Yalçın's novels and his understanding of the novel are analysed. İrfan Yalçın has produced works in different literary genres such as poetry, translation, criticism, story and novel. He won various awards with his works in the genre of criticism and novel. He described people from all segments of the society, their troubles and life struggles in his novels. In his artistic life, he depicted people from various segments of society in his works with a realistic understanding. The author benefited from observation while creating his novels. He created his works in daily spoken language. In his novels, he tried to reflect the state of the society based on the lives of the people belonging to the society he lived in. Yalçın, who could not remain indifferent to the period and society he was in, reflected what he thought about society in his works based on individuals whose lives were corrupted. As a place, he used Zonguldak, his hometown, and Istanbul, where he studied and lived for a while. The time element bears traces of the periods described in his novels. In his novels, time is one of the important parts of the plot. Despite the awards he has received and the works he has produced, there are not enough academic studies on İrfan Yalçın. With this study, it is aimed to eliminate the lack of academic studies on İrfan Yalçın and to contribute to the literature by analysing the novels and novelism of the artist.     RETHINKING INDUSTRIAL POLICY

    Despite the hold of the neoliberal orthodoxy on policy making in developing countries, industrial policy remains important for the promotion of industrial development. However, the context for the design of industrial policy has profoundly changed as a result of new rules governing international trade, the rise of global value chains and marketing networks, and other aspects of globalization. Traditionally, the case for industrial policy has been framed in terms of “market failures” but the paper argues that that is not a sufficient basis. After addressing the traditional points of criticism, an attempt is made to outline the “domains” of industrial policy in the current circumstances, especially for industrially lagging countries. As country contexts differ widely there are no satisfactory blueprints for policy making that countries can readily adopt. As in production decisions, considerable ingenuity and innovation is needed in designing policies. This is all the more necessary as the WTO rules have become increasingly stringent and the rise of international trading networks has created new barriers for young firms to enter the world market. These developments have changed the context but not the importance of policy in industrial development. The paper identifies areas where government intervention is needed and can still make a positive difference.

    A discrete-time performance model for congestion control mechanism using queue thresholds with QOS constraints

    YesThis paper presents a new analytical framework for the congestion control of Internet traffic using a queue threshold scheme. This framework includes two discrete-time analytical models for the performance evaluation of a threshold based congestion control mechanism and compares performance measurements through typical numerical results. To satisfy the low delay along with high throughput, model-I incorporates one threshold to make the arrival process step reduce from arrival rate ¿1 directly to ¿2 once the number of packets in the system has reached the threshold value L1. The source operates normally, otherwise. Model-II incorporates two thresholds to make the arrival rate linearly reduce from ¿1 to ¿2 with system contents when the number of packets in the system is between two thresholds L1 and L2. The source operates normally with arrival rate ¿1 before threshold L1, and with arrival rate ¿2 after the threshold L2. In both performance models, the mean packet delay W, probability of packet loss PL and throughput S have been found as functions of the thresholds and maximum drop probability. The performance comparison results for the two models have also been made through typical numerical results. The results clearly demonstrate how different load settings can provide different tradeoffs between throughput, loss probability and delay to suit different service requirements

    Metaphysics or ilm al-ilahî on Kâtip Çelebi

    Katib Celebi is one of the most important representatives of 17th century Islamic thought. Because he is concerned about philosophical sciences in addition to religious sciences. He also claimed that philosophy was removed from education. Therefore, this study focuses on Katip Celebi's metaphysics thought centring his famous work ‘Keşfüzzünun’ as the starting point. As it is known, metaphysics is one of the theoretical sciences of the philosophy. Therefore, it is impossible to handle metaphysics independently. Also metaphysics comes after physics education. So its name is metaphysics. Our author, Katip Celebi, separates Aristotle's Metaphysica, and Plotinus's Theologiae. While describing wisdom science he names it, theologiae (ilm-i ilâhî) and universal knowledge (ilm-i küllî) and first philosophy (felsefe-i ûlâ). He usually uses the concepts ‘the first philosophy (al-falsafa al-ûlâ)’, ‘ilm al-ilâhî’ and its plural form ‘al-ilâhiyyât’ for metaphysics. According to Celebi ilm al-ilâhî investigates being qua being. Celebi's classification of philosophy is an Aristotelian classification in essence. Celebi's source is Tasköprüzade and Ibn Sina. With a historical perspective Celebi began the philosophy with the Greek philosophers. He states that it is transferred to Islam through translations. He exposes its presence in Islam in three periods. In the third period after Ibn Rushd, that is after Fahr al-Razi, continues two metaphysical lines/traditions. First of them is synthesis line (ilm alKalam), second one is summarized line (talhîs) of theoretical sciences of philosophy. Theoretical philosophy is important for our author. Because theoretical philosophy led theology to the status of sciences. Also the philosophy brings Ottoman ulema in reputation. As a clerk, Celebi dealt with theoretical philosophy of science especially with Geography is the sub-discipline of astronomy (ilm al-hay’at) and eventually reached two truths about philosophy.Kâtip Çelebi 17.yüzyıl İslam düşüncesinin en önemli temsilcilerinden birisidir. Çünkü o, din bilimleri yanında felsefe bilimleri ile meşgul olmuş, ayrıca felsefenin Osmanlıda eğitim öğretimden kaldırıldığını iddia etmiştir. O nedenle bu çalışma, Kâtip Çelebi’nin metafizik düşüncesine odaklanmakta, hareket noktası olarak ünlü eseri, ‘Keşfüzünun’ adlı eserini merkeze almaktadır. Metafizik bilindiği gibi teorik felsefe bilimlerden birisidir ve o nedenle metafiziği onlardan bağımsız ele almak mümkün değildir. Ayrıca metafizik eğitimde fizikten sonra yer almaktadır. O nedenle adı metafiziktir. Yazarımız Aristoteles’in metafizik’i ile Plotinos’un Theologia’sını ayırmaktadır. Hikmet ilmini anlatırken ona, teoloji (ilm-i ilâhî) ve evrensel ilim (ilm-i küllî) ve ilk felsefe (felsefe-i ûlâ) adlarını verir. Metafizik için ilk felsefe, ilm-i ilâhî ve çoğulu ilâhiyyât’ kavramlarını kullanır. Çelebi’ye göre İlm-i ilâhî varlığı (el-mevcud) varlık olarak ele alır. Çelebi’nin felsefe tasnifi özünde Aristotelyen bir tasniftir. Çelebi’nin dayanağı Taşköprüzade ve İbn Sina’dır. Çelebi tarihsel açıdan felsefeyi Grek filozoflarıyla başlatır. Tercümelerle İslam’a aktarıldığından söz eder. İslam’daki varlığını, üç dönemde ortaya koyar. İbn Rüşd sonrası üçüncü dönemde, yani Fahr-i Razi ve sonrasında, birincisi sentez (ilm-i Kelam), ikincisi telhis yani özetlenmiş teorik felsefe bilimleri olmak üzere iki metafizik çizgi/gelenek devam eder. Teorik felsefe yazarımız için önemlidir. Çünkü Kelâm’ı bilim statüsüne sokan teorik felsefedir. Yine Osmanlıda ulemaya ün kazandıran felsefedir. Bir kâtip olarak Çelebi teorik felsefe bilimleriyle, özellikle astronomi’nin (ilm-i hey’et) alt disiplini Coğrafya ile uğraşmış, neticede felsefeyle ilgili iki hakikate ulaşmıştır

    Sunbulzade is an Ottoman poet-thinker. He is from Maras and lives in 18thcentury. He was müderris, Qadı and delegate. He is known by his poetic dictionaries and continuing the tradition of Nabi. His concern about the philosophy and his Works on the philosophy are not known in the world of thought. This research focuses on this aspect of the thinker. In other words, his wisdom understanding (hikmah) and the view of science (ilim) will be discussed. Because the author claims that he studied philosophy, took pleasure in studying it and followed the philosophical discipline (öğreti). Moreover he is from an 'ulama' and of 'suara' family. In the libraries, we can find a work of him about kalam and logic. Furthermore, he has a book on ethics discipline called "Lutfıyye". The poet-thinker presents his views on hikmah and the science by this work. His work can be evaluated in two parts. First one is his understanding and classification of sciences/philosophy and the second one is his thought of ethics. This study dealing with the first part consists of three sections. They are Sumbulzade's identity and his philosophical concern, his work about the science and his understanding of hikmah and view of sciences. In other words, his place on our philosophical tradition is specified under these sections.Sünbülzade , bir Osmanlı şair düşünürüdür. Maraşlıdır ve 18. yüzyılda yaşamıştır. Müderrislik, kadılık, elçilik görevleri yapmış, yazdığı şiirsel sözlükleri yanında Nabi geleneğini sürdürmesi ile tanınmaktadır. Şairimizin felsefeye olan ilgisi, felsefeyle meşguliyeti düşünce dünyamızda bilinmemektedir. İşte bu çalışma düşünürün bu yönüne odaklanmaktadır. Başka bir ifadeyle bu yazıda düşünürümüzün hikmet anlayışı ve ilimlere bakışı ele alınacaktır. Çünkü yazar bizatihi felsefe okuduğunu, keyif aldığını, bir süre felsefî öğreti peşinde gittiğini söylemektedir. İkinci olarak o bir 'ulema' ve 'şuara' ailesinden gelmektedir. Kütüphanelerde, onun adını taşıyan kelam ve mantıkla ilgili bir eser bulunmaktadır. Ayrıca o, felsefenin ahlak disiplini alanında, ancak pendname geleneğinde Lütfiyye adıyla bir esere sahip bulunmaktadır. Şair-düşünürümüz, hikmete ve ilimlere bakışını bu çalışmasında ortaya koymaktadır. Onun bu eseri, bu açıdan iki kısımda değerlendirilebilir. Birincisi ilim/felsefe anlayışı ve sınıflaması, ikincisi ahlak düşüncesi. Birincisini ele alan yazımız üç bölümden oluşmaktadır. Sünbülzade'nin kimliği, felsefe ilgisi ve bilimlerle ilgili eseri, üçüncü olarak hikmet anlayışı ve ilimlere bakışı. Diğer bir ifadeyle şairimizin felsefe geleneğimiz içerisindeki yeri belirtilen başlıklar altında belirlenmeye çalışılmaktadır

    ABSTRAK Buku Saya, Jawa, dan Islam karya Irfan Afifi ini selain di dalamnya terdapat banyak informasi sejarah budaya Jawa dan Islam dengan memberikan makna makna yang terkandung di dalamnya, di samping itu juga, si penulis dalam menceritakan prosesnya untuk lebih jauh mengetahui bagaimana sebuah pemikiran bisa terbentuk dan keterkaitanya dengan agama dan budaya, ternyata juga mengandung pesan dakwah yang tersirat. Penelitian ini mengkji tentang apa saja pesan dakwah yang terdapat dalam buku Saya, Jawa, dan Islam Karya Irfan Afifi. Metode yang digunakan adalah analisis isi dengan menggunakan model analisis isi Philipp Mayring, yaitu penelitian yang dimaksudkan untuk meneliti isi. Sumber data primer penelitian ini adalah teks Buku Saya, Jawa, dan Islam , sedangkan sumber data skunder berupa buku, jurnal, penelitian terdahulu yang memiliki kaitan dengan penelitian ini. Teknik pengumpulan data yang digunakan penelitian ini Yaitu Dokumentasi dan Wawancara. Hasil Peneletian ini menunjukan bahwa pesan dakwah dalam buku "Saya, Jawa, dan Islam" karya Irfan Afifi mencakup tiga aspek utama: aqidah, syariah, dan akhlak. Namun dalam penelitian ini ditemukan bahwa pesan dakwah akhlak adalah yang paling dominan dari buku ini , sedangkan pesan dakwah syariah terlihat tidak sebanyak pesan dakwah pada kategori lainnya. Kata Kunci: Pesan Dakwah, Buku, Saya Jawa dan Islam. ABSTRACT In addition to containing a lot of historical information about Javanese and Islamic culture, the book Saya, Jawa, dan Islam by Irfan Afifi provides the meaning contained in it, besides that, the author also tells the process to find out more about how a thought can be formed. and its connection with religion and culture, apparently also contains an implied message of da'wah. This research examines the da'wah messages contained in the book Saya, Jawa, dan Islam by Irfan Afifi. The method used is content analysis using Philipp Mayring's content analysis model, namely research intended to examine the content. The primary data sources for this research are the texts of My Book, Javanese and Islamic, while the secondary data sources are books, journals, and previous research that are related to this research. The data collection techniques used in this research are documentation and interviews. The results of this research show that the da'wah message in the book "I, Java, and Islam" by Irfan Afifi covers three main aspects: aqidah, sharia, and morals. However, in this research it was found that the moral da'wah message is the most dominant in this book, while the sharia da'wah message does not appear to be as much as the da'wah message in other categories.
