    The issue of dismissal of members of the Regency/Municipal DPRD who has been found guilty by a court with permanent legal force is actually not such a complicated problem because the laws and regulations are very clear on how the process is implemented and who will carry out the dismissal process. Not carrying out the process of dismissing a member of the Rokan Hulu Regency DPRD for the 2014-2019 period who has been found guilty by the Supreme Court is a very fatal mistake that should not happen again in the future.     The main role of the government towards the people is to provide services in order to meet the needs desired by the community. Likewise, Dumai Timur District office is demanded to provide quality services for the community. To meet these needs requires good and skilled employee performance in supporting the acceleration of service. In its implementation, there are still complaints from some people about convoluted procedures, the absence of certainty in-service time, and less responsive officers. The purpose of this study was to determine the factors that affect service performance at Dumai Timur District office. The theory used in this research is the theory (Ratminto & Winarsih, 2013)which states there are (13) factors that influence service performance, namely service strategies, client-oriented officers/officers, client-oriented service systems, management commitment, formulation of organizational goals, standardization of tasks, team cohesiveness, person-job suitability, technology-job suitability, control reality, role clarity, role conflict, management level. Respondents in the study were all 29 employees with the census sampling technique. Data analysis used descriptive statistics with the Rating Scale measurement scale. The results of the study in the factors that affect the performance of services at Dumai Timur District office are categorized as quite good, with an average of 2236 (65.90%)

    Tesis dengan judul di atas dilatarbelakangi dengan kondisi pelaksanaan parate executie objek hak tanggungan masih jauh dari ciri utamanya yakni mudah dan pasti pelaksanaannya. Adapun rumusan masalah dalam penulisan tesis ini antara lain, apa yang melatarbelakangi pelaksanaan parate executie objek Hak Tanggungan dan bagaimana pelaksanaan parate executie itu sendiri di Bank Syariah Bukopin Cabang Bukittinggi. Tujuan penelitian ini menjawab rumusan masalah di atas dengan metode penelitian yuridis empiris yakni melihat pelaksanaan parate executie objek hak tanggungan yang dijami dalam Undang-Undang Nomor 4 Tahun 1996 tentang Hak Tanggungan Atas Tanah Beserta Benda-benda Yang Berkaitan Dengan Tanah, khususnya Pasal 6 jo Pasal 20, dengan mewawancarai narasumber di bank tersebut. Penelitian ini bersifat deskriptif analitis di mana data lapangan yang diperoleh disajikan secara deskriptif analitis dan dibahas berdasarkan teori-teori hukum yang digunakan sebagai 'pisau bedah' dalam pembahasan. Dari penelitian ini ditemukan bahwa hal yang melatarbelakangi dilakukannya parate executie terhadap objek Hak Tanggungan yakni, cepat dan biaya murah dalam upaya penyelesaian pembiayaan bermasalah dengan kolektabilitas 4 (diragukan) hingga kolektabilitas 5 (macet). Skema ini didasari berdasarkan UU Hak Tanggungan, Akta Pembebanan Hak Tanggungan, peraturan internal bank, berupa Surat Keputusan Direktur Nomor: 044/SKEP-DIR/KP-JKT/III/2016 Tentang Pedoman Kebijakan dan Peraturan Pembiayaan, dan Memorandum Direktur Utama Bukopin Nomor 267/DIR/KP/XI/2016 Tentang Program Penanganan Pembiayaan Bermasalah. Kedua, pelaksanaan parate executie terhadap pembiayaan bermasalah dengan kolektabilitas 5, dilakukan dengan tiga tahapan yakni pralelang, lelang, dan pasca lelang, dengan mengacu pada Peraturan Menteri Keuangan Nomor: 27/PMK.06/2016 tentang Petunjuk Pelaksanaan Lelang.     Pelaksanaan Publik dalam Upaya Memecahkan Masalah Pengangguran di Kota Dumai

    Masalah pengangguran di Kota Dumai diteliti untuk tujuan menganalisis kebijakan publik Pemerintah Kota Dumai dalam menurunkan tingkat pengangguran terbuka (TPT) serta mengevaluasi efektivitas program pelatihan, penempatan kerja, dan pengembangan sektor-sektor produktif yang dijalankan. Metode penelitian menggunakan pendekatan kualitatif-deskriptif melalui analisis dokumen kebijakan, data ketenagakerjaan daerah, serta telaah literatur yang dibandingkan dengan tiga penelitian terdahulu guna mengidentifikasi kesenjangan dan relevansi kebijakan. Hasil penelitian menunjukkan bahwa meskipun TPT Dumai menurun dari 5,12% pada tahun 2022 menjadi sekitar 4,66% pada tahun 2024, sejumlah kendala struktural masih menghambat efektivitas kebijakan ketenagakerjaan. Hambatan tersebut meliputi mismatch keterampilan antara pencari kerja dan kebutuhan industri, kurangnya koordinasi antar pemangku kepentingan, serta lemahnya integrasi data ketenagakerjaan dalam perencanaan program. Program pelatihan kerja yang tersedia belum sepenuhnya berbasis kebutuhan industri lokal, sehingga kompetensi lulusan pelatihan belum optimal terserap pasar kerja. Selain itu, sektor UMKM yang berpotensi sebagai penyerap tenaga kerja belum berkembang secara maksimal akibat keterbatasan akses permodalan, teknologi, dan pendampingan usaha. Berdasarkan temuan tersebut, penelitian ini merekomendasikan reformasi kurikulum pelatihan berbasis kebutuhan industri, pemberian insentif bagi UMKM yang mempekerjakan tenaga kerja lokal, digitalisasi sistem layanan penempatan kerja, serta penguatan mekanisme monitoring berbasis kinerja. Kontribusi penelitian ini terletak pada penyusunan kerangka kebijakan adaptif berbasis data real-time dan kolaborasi multi-sektor yang diharapkan dapat meningkatkan efektivitas kebijakan ketenagakerjaan di Kota Dumai

    Peran Collaborative Governance dalam Menanggulangi Banjir Air Rob di Kota Dumai

    Banjir rob di Kota Dumai merupakan permasalahan lingkungan dan tata kelola publik yang sangat kompleks dan mendesak. Kondisi ini secara fundamental disebabkan oleh kombinasi faktor alamiah dan antropogenik, meliputi kenaikan signifikan permukaan air laut global, penurunan permukaan tanah (subsidence) yang semakin cepat, serta buruknya sistem drainase kota dan manajemen ruang pesisir yang tidak terintegrasi. Dampak yang ditimbulkan sangat luas, mencakup kerugian sosial dan ekonomi yang signifikan bagi kehidupan masyarakat pesisir, sehingga penanganan efektif tidak mungkin diselesaikan hanya oleh upaya tunggal pemerintah daerah. Penelitian ini secara spesifik bertujuan untuk menganalisis dan mengeksplorasi peran strategis tata kelola kolaboratif (collaborative governance) dalam upaya mitigasi dan adaptasi terhadap banjir rob di Kota Dumai. Fokus utama adalah mengidentifikasi secara detail kontribusi spesifik dari pemerintah daerah, partisipasi aktif masyarakat lokal, peran vital sektor swasta, serta sinergi dan koordinasi antar lembaga yang terlibat. Metode yang digunakan adalah penelitian deskriptif kualitatif berbasis studi literatur ekstensif, dengan teknik analisis data kunci oleh Miles dan Huberman melalui tahapan sistematis: reduksi data, penyajian data temuan, dan penarikan kesimpulan substantif. Hasil penelitian secara tegas menunjukkan bahwa pemerintah daerah memegang peran inisiasi dalam merumuskan kebijakan dan mengoordinasikan kolaborasi lintas sektor; masyarakat berperan aktif sebagai mitra partisipatif utama dalam implementasi mitigasi struktural dan non-struktural; sektor swasta berkontribusi substansial melalui program Corporate Social Responsibility (CSR) dalam penyediaan infrastruktur pendukung dan peningkatan kapasitas adaptif warga; dan sinergi antar lembaga memperkuat efektivitas implementasi kebijakan melalui kerangka sistem koordinasi terpadu. Secara keseluruhan, model tata kelola kolaboratif terbukti nyata meningkatkan efektivitas mitigasi banjir rob melalui optimalisasi mobilisasi sumber daya yang ada, penjaminan pengambilan keputusan yang partisipatif dan inklusif, serta implementasi kebijakan yang lebih adaptif terhadap kebutuhan spesifik dan realitas lokal. Dengan demikian, tata kelola kolaboratif diposisikan sebagai model strategis dan berkelanjutan dalam mewujudkan pengelolaan banjir yang efektif berbasis pemberdayaan multi-aktor di Kota Dumai

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
