PROGRAM REHABILITASI TERHADAP NARAPIDANA KASUS NARKOTIKA DI LAPAS KELAS IIA SUMBAWA BESAR
Tulisan ini membahas isu tentang Permasalahan narkotika yang menjadi kejahatan transnasional dalam dua dekade terakhir di Indonesia. Pemerintah Indonesia telah mengambil langkah-langkah tegas untuk menanggulangi “Indonesia darurat narkoba”. Sikap tegas yang dilakukan oleh perintah Indonesia dalam menanggulangi Narkotika tercantum dalam Undang-Undang Nomor 35 Tahun 2009 tentang narkotika pengunaa narkotika pada tahun 2019 di Indonesia meningkat 0,03 persen dengan jumlah pengguna mencapai 3.600.000 jiwa di Indonesia. Didalam Undang-Undang tersebut menggunakan pendekatan yang seimbang, yaitu pendekatan represif terhadap bandar dan pengedar narkotika dan pendekatan humanis dan rehabilitatif terhadap penyalahguna narkotika. Tingginya tindak pidana narkotika ini berdampak pada tingginya jumlah penghuni kasus narkotika di Lapas dan Rutan di seluruh Indonesia. Dengan tingginya jumlah penyalahgunaan narkotika dan masalah kesehatan yang muncul di Lapas dan Rutan, harus dapat ditangani. Penanggulangan masalah narkotika di dalam Lapas dan Rutan saat ini berfokus pada demand reduction, yaitu penyelengaraan layanan rehabilitasi narkotika bagi tahanan/ Narapidana/ anak di UPT Pemasyarakatan
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Building self-acceptance in victims of sexual violence with online guidance
Purpose - The purpose of this research is to find out how the process of forming Self-Acceptance towards child clients of sexual violence cases online and to find out who plays a role in the implementation of online mentoring for child clients of sexual violence cases in the formation of Self-Acceptance.Method - This research uses Descriptive Qualitative Research Method. The use of this method is based on the consideration that there is a possibility that the data and information obtained in the field are facts and need to be analyzed in depth, so it is necessary to conduct interviews to expand the understanding and information needed by the author. Then the qualitative method will be more aimed at obtaining an in-depth description of data and information, especially with researchers' participation in the field.Result - The results showed that the process of forming Self-Acceptance in Child Clients of Sexual Violence Cases by Online Guidance has taken place, and the parties who play a role in the implementation of online guidance for child clients of sexual violence cases in the formation of self-acceptance can still provide good guidance.Implication - This research can provide a model of guidance for correctional clients during the Covid-19 pandemic in forming self-acceptance.Originality - This research studies how community guidance efforts carry out guidance with online guidance during the covid-19 pandemic capable of forming self-acceptance in child clients of sexual violence cases.***Tujuan - Tujuan dari penelitian ini adalah untuk mengetahui bagaimana proses pembentukan Penerimaan Diri pada klien anak kasus kekerasan seksual secara online dan untuk mengetahui siapa saja yang berperan dalam pelaksanaan pendampingan online pada klien anak kasus kekerasan seksual dalam pembentukan Penerimaan Diri.Metode - Penelitian ini menggunakan Metode Penelitian Kualitatif Deskriptif. Penggunaan metode ini didasarkan pada pertimbangan bahwa ada kemungkinan data dan informasi yang diperoleh di lapangan merupakan fakta dan perlu dianalisis secara mendalam, sehingga perlu dilakukan wawancara untuk memperluas pemahaman dan informasi yang dibutuhkan penulis. Maka metode kualitatif akan lebih ditujukan untuk memperoleh gambaran data dan informasi secara mendalam, terutama dengan keikutsertaan peneliti di lapangan. Dalam penelitian kualitatif ini, instrumen utama adalah peneliti karena merupakan pengumpulan data yang dapat berhubungan langsung dengan instrumen dan objek penelitian.Hasil - Hasil penelitian menunjukkan bahwa proses pembentukan Penerimaan Diri pada Klien Anak Kasus Kekerasan Seksual melalui Bimbingan Online telah berlangsung, dan pihak-pihak yang berperan dalam pelaksanaan bimbingan online pada klien anak kasus kekerasan seksual dalam pembentukan penerimaan diri tetap dapat memberikan bimbingan dengan baik.Implikasi - Penelitian ini dapat memberikan model bimbingan bagi klien pemasyarakatan di masa pandemi Covid-19 dalam pembentukan penerimaan diri.Orisinalitas - Penelitian ini mengkaji bagaimana upaya bimbingan kemasyarakatan melakukan bimbingan dengan bimbingan daring di masa pandemi covid-19 yang mampu membentuk penerimaan diri pada klien anak kasus kekerasan seksual
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
Where is the Government's Concern? How does Correctional Revitalization Answer in Realizing the Empowerment of Narcotics Case Convict to Obtain Social Justice and Fulfillment of Human Rights
One of the biggest cases of prisoners (WBP) in correctional institutions throughout Indonesia is Narcotics Cases. The number of prisoners in Indonesia ranks 7th in the World after the United States, China, Brazil, India, Russia, and Turkey which is around 275,518 WBP. As the prison capacity can only accommodate 140,424 WBP so that the overcapacity experienced is around 96%, while other data shows more than 158,000 WBP as narcotics cases (60%). The same thing is also experienced by the Regional Office of the Ministry of Law and Human Rights of South Sumatra with a total of 20 Technical Implementation Units (UPT) of Correctional Institutions (Lapas) and State Detention Centers (Rutan). At the South Sumatra Ministry of Law and Human Rights regional office, there are two special narcotics prisons, namely the Banyuasin narcotics prison and the Muara Beliti narcotics prison. The Banyuasin narcotics prison is the closest to the capital of South Sumatra province, which has a capacity of 484 WBP and is filled with 851 WBP narcotics cases. With such large numbers, it is important to encourage and maximize the Revitalization of Correctional Administration program to optimize the guidance of prisoners based on their level of risk keeping in mind the principle of legal protection and respect for human rights based on Pancasila and the 1945 Constitution of the Republic of Indonesia. The Directorate General of Corrections made a breakthrough to optimize the guidance of prisoners by implementing the Correctional Implementation Revitalization policy stipulated in the Ministry of Law and Human Rights Regulation Number 35 of 2018, concerning the correctional implementation revitalization policy which discusses the Determination of Super Maximum Security, Maximum Security, Medium Security, and Minimum Security Pilot Project Correctional Institutions. The application of the latest rules of Corrections, namely Law Number 22 of 2022 concerning corrections, where the correctional concept has an inseparable goal from an integrated criminal justice system organized by the government as part of the law enforcement process in the context of services as well as coaching and mentoring for social reintegration. It does not yet have a real model and concept and is felt by the community related to the Empowerment of Narcotics Case Prisoners in the context of realizing social reintegration. It can also be seen from the data in the South Sumatra Regional Office that there are more dealers than users, which is very funny and unreasonable if you think about it in a healthy and rational root of narcotics crime that has long survived and experienced an increasing trend; however, consumers or users are less than the market, namely sellers in terms of cases. Narcotics crimes that have high economic value, makes it difficult for people to find jobs or earn money further leading them to commit drug abuse crimes. For this reason, it cannot be underestimated related to the condition of community powerlessness, which is one of the factors for entering the realm of narcotics abuse. This then becomes a fundamental question in a society where the role of the Government lies in paying attention to and empowering prisoners to be independent. They should also be responsible for restoring the unity of life, living, and livelihood of prisoners where they are a generation of nations that must be saved by the state because their freedom of movement has been taken away by the State. It is important and urgent to gain the attention of the government regarding the empowerment of prisoners in the context to systematics, processes, models, harmonious and accountable concepts, synergy, and collaboration to achieve WBP goals so as not to repeat the crime of narcotics abuse; and can independently play an active role in the community environment and support the National development process.
