    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Transparência, classificação de informações e descentralização decisória: a normalização do segredo por parte dos entes subnacionais brasileiros

    Resumo: Leis de acesso à informação têm se tornado, em todo o mundo, instrumentos de governança voltados a promover a transparência de atos estatais e, assim, permitir maior participação política, controle da corrupção e lisura dos atos públicos. No entanto, até que ponto essas leis permitem a publicização de documentos sensíveis? Este artigo analisa o conteúdo e significado jurídico de uma importante exceção à regra da transparência: o regime constitucional e legal das “informações classificadas”, cuja restrição de acesso é permitida para assegurar a segurança do Estado e da sociedade. Argumentamos que a sistemática jurídica do ato de classificação torna-o um ato não submetido a mecanismos de accountability social ou horizontal. O artigo possui duas contribuições às atuais discussões sobre transparência e controle social. Do ponto de vista teórico, o estudo constrói o argumento de que o ato de classificação impõe obstáculos institucionais à regra de que, nas democracias, deve-se tomar decisões que permitam minimamente a participação informada das pessoas. Do ponto de vista empírico, o estudo demonstra que a não submissão a mecanismos de controle pode induzir órgãos públicos à sobreclassificação de informações.     A judicialização da política no Rio Grande do Sul : análise das ações diretas de inconstitucionalidade julgadas pelo Tribunal de Justiça gaúcho (2007-2010)

    A judicialização da política, entendida como a expansão das atribuições do Poder Judiciário com potencial capacidade de intervenção sobre as instituições legislativas (Vallinder, 1995 : 13), tem suscitado relevante debate no Brasil e do mundo. De um lado, argumenta-se que os juízes estariam usurpando a competência dos tradicionais órgãos representativos (Pozzolo, 2006: 100). De outro, o Judiciário é visto como uma instituição estatal ainda mais representativa que o Legislativo (Cappelletti, 1993: 100). Este trabalho abordou um recorte específico deste extenso debate, analisando especificamente a judicialização da política no Rio Grande do Sul, através da análise quantitativa e qualitativa das Ações Diretas de Inconstitucionalidade (ADIns) propostas contra leis e atos normativos municipais e estaduais no Tribunal de Justiça gaúcho (TJRS). Importantes conclusões foram extraídas da análise do referido material. A mais visível delas é que TJRS tem sido um ator importante no processo de policy making local. Tomando-se como referência o período compreendido entre 01/01/2007 e 30/06/2010, verificou-se que, de um universo de 724 ADIns, 481 foram julgadas integralmente procedentes. Também se verifica que a corte é chamada a se pronunciar principalmente em questões relacionadas à Administração Pública, e que o Ministério Público é o principal proponente de ADIns no âmbito estadual.The judicialization of politics, understood as the expansion of the Judicial Branch‟s role leading to a potential intervention over legislative institutions (Vallinder, 1995 : 13), has given rise to a relevant debate in Brazil and worldwide. On the one hand, some argue that judges would be usurping the jurisdiction of traditional representative bodies (Pozzolo, 2006: 100). On the other hand, the Judicial Branch is seen as a state-related institution even more representative then the Legislative Branch (Cappelletti, 1993: 100). This paper addressed a particular excerpt from such extensive debate and specifically analyzed the judicialization of politics in the state of Rio Grande do Sul through quantitative and qualitative reviews of Direct Unconstitutionality Actions (Ações Diretas de Inconstitucionalidade - ADIns) filed against city and state laws and regulatory orders with the Rio Grande do Sul Court of Appeals (TJRS). Important conclusions have been drawn from the analysis of such material. The most visible of them is that the TJRS has been an important player in the local policy making process. Taking the period between 1/1/2007 and 6/30/2010 as reference, it was found that out of a universe of 724 ADIns, 481 were fully granted. It was also found that the court is called to issue a decision especially on matters related to the Public Administration, and that the Public Attorney has filed 46% of the ADIns in the aforementioned timeframe
