Case Study of Corlu, Turkey
The traffic congestion, which has become one of the major problems of developed and developing countries, has led to a shift in the way public transport systems are viewed, and it has accelerated efforts to increase the efficiency of these systems. In recent studies, several approaches, in which both user and operator benefits are evaluated together in order to increase the demand for public transportation systems and to ensure the sustainability of these systems, are emphasized. In this study, a bilevel simulation/optimization model is developed to optimize service headways and departure times of first buses from the beginning of the routes in urban bus networks. At the upper level of the proposed model, a multiobjective function representing user and operator costs is evaluated using the metaheuristic harmony search (HS) optimization technique. The transit assignment problem, which represents the distribution of transit users over the routes, is handled at the lower level. In the proposed model, the transit assignment problem is solved by the timetable-based assignment approach with VISUM transport planning software. The timetable-based transit assignment is an approach in which the perception errors within the users' route choice are taken into consideration and the transfer wait times can be precisely calculated. The proposed model is applied to a real-life urban bus network of the Çorlu district (Tekirdaǧ, Turkey), and the effectiveness of the model on a medium-sized urban bus system has been demonstrated. The results show that the user and operator benefits can be simultaneously increased by adding an initial departure offset parameter to the problem. © 2018 Huseyin Ceylan and Tayfun Ozcan.

Minimization Problems in Signalized Road Networks
In this study, we present a bilevel programming model in which upper level is defined as a biobjective problem and the lower level is considered as a stochastic user equilibrium assignment problem. It is clear that the biobjective problem has two objectives: the first maximizes the reserve capacity whereas the second minimizes performance index of a road network. We use a weighted-sum method to determine the Pareto optimal solutions of the biobjective problem by applying normalization approach for making the objective functions dimensionless. Following, a differential evolution based heuristic solution algorithm is introduced to overcome the problem presented by use of biobjective bilevel programming model. The first numerical test is conducted on two-junction network in order to represent the effect of the weighting on the solution of combined reserve capacity maximization and delay minimization problem. Allsop & Charlesworth's network, which is a widely preferred road network in the literature, is selected for the second numerical application in order to present the applicability of the proposed model on a medium-sized signalized road network. Results support authorities who should usually make a choice between two conflicting issues, namely, reserve capacity maximization and delay minimization. New approaches based on real and complex forms of ripplet-I transform for image analysis

Curvelet transform is analysis method which have been using wide variety of applications in multi resolution analysis. Ripplet-I transform is defined by recently generalising of the curvelet transform by adding parameters support (c) and degree (d). Even though this transform has been found out recently, it has been using wide variety of applications. Fast discrete and complex fast discrete versions of ripplet-I transform were examined by this study. In denoising application, better results were obtained with fast discrete and complex fast discrete versions of ripplet-I transform by discrete ripplet-I transform. © 2016 IEEE
A new method for extraction of image's features: Complex discrete Ripplet-II transform

This transform has either advantages or disadvantages on image processing applications. One of important disadvantage of wavelet transform is limited orientation problem. This problem has been solved by different orientation with ridgelet transform. Ripplet-II transform is defined by recently generalising of the ridgelet transform by adding parameter degree (d). Complex discrete form of ripplet-II transform defined by this study and added to the literature. Also, complex discrete Ripplet-II transform was tested on medical image classification application. For this, the most common benign lesions in liver MR are classified as cyst and hemangioma using complex discrete Ripplet-II transform and ANN. Obtained results shown that, classification success of complex discrete Ripplet-II transform with complex-valued coefficients is higher than real-valued coefficients
What are the lessons that can be learned from Turkey's transnational operational police cooperation experiences?
Although transnational organized crime and terrorism are not new, they are becoming increasingly intersected. Their combined activities threaten today‘s globalized world, making police collaboration across national borders more crucial than ever. As a consequence, bilateral and multilateral collaborations among national law enforcement agencies are increasing, and multinational police organizations are expanding their operations in order to cope more effectively with transnational crimes and terror. This dissertation explores the parameters of operational police cooperation across borders, by examining Turkey‘s policing relationships with other states as well as with international police cooperation organizations. Understanding how trans-border police cooperation works in practice, including what enhances or hinders such cooperation at the grassroots level, is the main objective of this study. A POETIC NASIHAT-NAME WRITTEN FOR MURAD IV: MIFTAH-I CENNET OF QADIRI HUSEYIN
Many nasihat-names have been written with the aim of improving the individual and society in Turkish Islamic Literature field. These works can be written for the general community, they are also written for a spesific part of the society such as women, children, brethren, state administrators. The work named Miftah-i Cennet of Qadiri Huseyin was written for Sultan IV. Murad, one of the 17th century Ottoman sultans. The aim of the work is to guide the sultan who ascended the throne at the age of just a child. Sultan is the collocutor of the advices given to lead him to the happiness of the world and the hereafter. In this study, Miftah-i Cennet that was written for Sultan IV. Murad and has the feature of a poetic nasihat-name will be introduced. In the first part of the study, which consists of two parts, the life and works of Qadiri Huseyin, the author of the work, which does not have any information about his life in the biographical sources, will be mentioned. In addition, the opinions that the person known as Muhyiddin-i Qadiri may be the same person as Qadiri Huseyin will be presented. In the second part, the copies of Miftah-i Cennet which is the subject of our study will be introduced and general information about the content of the work will be given
Optimal design of signal controlled road networks using differential evolution optimization algorithm
This study proposes a traffic congestion minimization model in which the traffic signal setting optimization is performed through a combined simulation-optimization model. In this model, the TRANSYT traffic simulation software is combined with Differential Evolution (DE) optimization algorithm, which is based on the natural selection paradigm. In this context, the EQuilibrium Network Design (EQND) problem is formulated as a bilevel programming problem in which the upper level is the minimization of the total network performance index. In the lower level, the traffic assignment problem, which represents the route choice behavior of the road users, is solved using the Path Flow Estimator (PFE) as a stochastic user equilibrium assessment. The solution of the bilevel EQND problem is carried out by the proposed Differential Evolution and TRANSYT with PFE, the so-called DETRANSPFE model, on a well-known signal controlled test network. Performance of the proposed model is compared to that of two previous works where the EQND problem has been solved by Genetic-Algorithms- (GAs-) and Harmony-Search- (HS-) based models. Results show that the DETRANSPFE model outperforms the GA- and HS-based models in terms of the network performance index and the computational time required. © 2013 Huseyin Ceylan

Huseyin, who has an important influence on the birth and development of Turkish generations with his ideas, is used by many researchers as a source for his studies in the field of history. Atsiz is a prominent figure of Turkish literature. In the first part of our study, the life of Huseyin Nihal Atsiz was mentioned. In the second chapter, the author's story of "Bozkurtların Ölümü, Bozkurtlar Diriliyor, Deli Kurt, Ruh Adam, Dalkavuklar Gecesi and Z Vitamini" novels was given. In the third, fourth and fifth chapters, the social, political and historical issues identified in the novels of the author were analyzed under different headings
Development of dynamic traffic signal control based on Monte Carlo simulation approach
This study addresses the maximum queue length problem arises when the arriving traffic exceeds the sensors' detection area, especially for the over-saturated condition. The paper presents an adaptive system working Monte Carlo based Signal Timing (MCaST) algorithm based on microscopic scale vehicle arrival. Since the algorithm works as an adaptive system, two new mathematical formulas for the delay and queue length calculations have been proposed instead for fixed time formulas. Based on both queue length and intersection delay, the intersection performance has been calculated and used as a slave method to optimize the cycle length. The suggested MCaST algorithm has been tested using real field data, and the delay is decreased by 30.2% less during peak hour traffic. Besides, the delay results from the algorithm have been compared with Webster's and Highway Capacity Manual 2010 delay formulas and VISSIM software. Results of the numerical experiments show the MCaST algorithm's validity.This study is a part of Author's (E.
