    A transitory regime : water supply in Conakry, Guinea

    Both consumers and the government benefited from reform of the water system in Conakry, Guinea, whose deterioration since independence had become critical by the mid-1980s. Less than 40 percent of Conakry's population had access to piped water - low even by regional standards - and service was intermittent, at best, for the few who had connections. The public agency in charge of the sector was inefficient, overstaffed, and virtually insolvent. In several ways, the reform introduced to the sector in 1989 under a World Bank-led project was remarkable. It showed that even in a weak institutional environment, where contracts are hard to enforce and political interference is common, private sector participation can improve sector performance. The authors discuss the mechanismsthat made progress possible and identify factors that inhibit the positive effects of reform. Water has become very expensive, the number of connections has increased very slowly, and conflicts have developed between SEEG (the private operator) and SONEG (the state agency).     La industria de la construcción ha jugado un papel fundamental en la sociedad, pues, se ha convertido en uno de los motores principales que impulsa activamente el desarrollo y crecimiento económico de los países. La economía colombiana se divide en tres sectores: primario, secundario, terciario; este último incluye el sector de la construcción (Cajal, 2019). Empresas e instituciones han propuesto varias soluciones para mejorar la eficiencia de la misma (Guertin, 2010). En las últimas décadas, se han desarrollado métodos de construcción, buscando beneficios económicos, estructurales y ambientales, que han permitido un cambio rápido en las prácticas de construcción a nivel mundial. En Colombia, estas nuevas alternativas apuntan a identificar sistemas de última tecnología con diversas opciones que conlleven a una construcción segura y rápida permitiendo el aumento del rendimiento y así reducir costos y tiempos de entrega en las obras contratadas representando resultados financieros significativos para los diferentes tipos de usuarios sean: cliente, contratante o contratista (Rodriguez, 2019). Es así como nace Lean Construction o Construcción sin pérdidas, definido según el Lean Construction Institute (LCI) como una metodología basada en el sistema de gestión de producción resaltando la fiabilidad y entrega rápida de valor. El objetivo es construir un sistema que maximice el valor y minimice el desperdicio de residuos resultantes de las obras de construcción; esto demuestra teóricamente la efectividad de la prueba de los cinco minutos con el objetivo de reducir las pérdidas por el poco control de los desperdicios generados en las obras.  The construction industry has played a fundamental role in society, as it has become one of the main engines that actively drives the development and economic growth of countries. The Colombian economy is divided into three sectors: primary, secondary, and tertiary; the latter includes the construction sector (Cajal, 2019). Companies and institutions have proposed various solutions to improve its efficiency (Guertin, 2010). In recent decades, construction methods have been developed, seeking economic, structural and environmental benefits, which have allowed a rapid change in construction practices worldwide. In Colombia, these new alternatives aim to identify state-of-the-art systems with various options that lead to a safe and fast construction, allowing an increase in performance and thus reducing costs and delivery times in the contracted works, representing significant financial results for the different types of users are: client, contractor or contractor (Rodriguez, 2019). This is how Lean Construction or Lossless Construction was born, defined according to the Lean Construction Institute (LCI) as a methodology based on the production management system highlighting reliability and rapid delivery of value. The goal is to build a system that maximizes value and minimizes waste from construction site waste; This theoretically demonstrates the effectiveness of the five-minute test in order to reduce losses due to the poor control of waste generated in the works.Pregrad

    Alrededor del término desarrollo sostenible se han generado planes, programas y estrategias enfocados en la satisfacción de las necesidades de las generaciones del presente sin limitar la satisfacción de las necesidades de las generaciones futuras. Bajo este fin, los gobiernos a nivel mundial han realizado importantes esfuerzos, por un lado, para alcanzar los objetivos del milenio y por otro lado, ahora en el marco de los Objetivos de Desarrollo Sostenible (ODS). El gobierno colombiano asume el desafío de garantizar el logro de una vida sana para sus habitantes, la cual requiere de la interconexión e integralidad de los ODS. A nivel urbano se incluyen, entre otros desafíos, la mejora en los indicadores de salud, asociados a la contaminación del aire y que son alcanzables desde un marco de política. Para su logro requiere de la participación de los grupos de interés encabezados por la comunidad. Este estudio analizó la información publicada en diversos medios de comunicación virtuales, del orden nacional en el periodo 2009 a 2017; se aplicaron técnicas de minería de texto y herramientas de aprendizaje automático, mediante el uso del software R. Se identificaron temas centrales, sobre los cuales el país y su ciudad capital han prestado relevancia desde los medios de comunicación. Fue posible conocer el alcance en la divulgación de los retos, avances y oportunidades con la implementación de los Objetivos del Milenio, de los ODS y el papel de la calidad del aire. Se encontró que el desarrollo sostenible no presenta mayor divulgación en los medios; y la sostenibilidad se relaciona principalmente a la biodiversidad y las actividades financieras. Los esfuerzos se concentran en información específica y es escasa la divulgación de los retos, metas y avances en ODS. Aunque la calidad del aire es un tema de interés, no presentó un papel relevante, tal como lo soportan los hechos de seguridad, pobreza, educación y calidad de vida. Un análisis de este tipo permite establecer las prioridades temáticas, de información y de desarrollo político tendencial, divulgados a la comunidad, como actor sobre quien recae la implementación de los lineamientos de política

    Este título, sugestivo por los impactos durante la situación de la Covid 19 en el mundo, y que en Colombia lastimosamente han sido muy críticos, permiten asumir la obligada superación de tensiones sociales, políticas, y económicas; pero sobre todo científicas y tecnológicas. Inicialmente, esto supone la existencia de una capacidad de la sociedad colombiana por recuperar su estado inicial después de que haya cesado la perturbación a la que fue sometida por la catastrófica pandemia, y superar ese anterior estado de cosas ya que se encontraban -y aún se encuentran- muchos problemas locales mal resueltos, medianamente resueltos, y muchos sin resolver: es decir, habrá que rediseñar y fortalecer una probada resiliencia social existente - producto del prolongado conflicto social colombiano superado parcialmente por un proceso de paz exitoso - desde la tecnociencia local; como lo indicaba Markus Brunnermeier - economista alemán y catedrático de economía de la Universidad de Princeton- en su libro The Resilient Society…La cuestión no es preveerlo todo sino poder reaccionar…aprender a recuperarse rápido.This title, suggestive of the impacts during the Covid 19 situation in the world, and which have unfortunately been very critical in Colombia, allows us to assume the obligatory overcoming of social, political, and economic tensions; but above all scientific and technological.     Relevance of gastrointestinal manifestations in a large Spanish cohort of patients with systemic lupus erythematosus: what do we know?

    SLE can affect any part of the gastrointestinal (GI) tract. GI symptoms are reported to occur in >50% of SLE patients. To describe the GI manifestations of SLE in the RELESSER (Registry of SLE Patients of the Spanish Society of Rheumatology) cohort and to determine whether these are associated with a more severe disease, damage accrual and a worse prognosis. METHODS: We conducted a nationwide, retrospective, multicentre, cross-sectional cohort study of 3658 SLE patients who fulfil =4 ACR-97 criteria. Data on demographics, disease characteristics, activity (SLEDAI-2K or BILAG), damage (SLICC/ACR/DI) and therapies were collected. Demographic and clinical characteristics were compared between lupus patients with and without GI damage to establish whether GI damage is associated with a more severe disease. RESULTS: From 3654 lupus patients, 3.7% developed GI damage. Patients in this group (group 1) were older, they had longer disease duration, and were more likely to have vasculitis, renal disease and serositis than patients without GI damage (group 2). Hospitalizations and mortality were significantly higher in group 1. Patients in group 1 had higher modified SDI (SLICC Damage Index). The presence of oral ulcers reduced the risk of developing damage in 33% of patients. CONCLUSION: Having GI damage is associated with a worse prognosis. Patients on a high dose of glucocorticoids are at higher risk of developing GI damage which reinforces the strategy of minimizing glucocorticoids. Oral ulcers appear to decrease the risk of GI damage. © The Author(s) 2021. Published by Oxford University Press on behalf of the British Society for Rheumatology

    Multiplicity dependence of jet-like two-particle correlations in p-Pb collisions at sNN\sqrt{s_NN} = 5.02 TeV with ALICE at LHC

    Two-particle angular correlations between unidentified charged trigger and associated particles are measured by the ALICE detector in p–Pb collisions at a nucleon–nucleon centre-of-mass energy of 5.02 TeV. The transverse-momentum range 0.7 < pT,assoc<pT,trigp_{T,assoc} < p_{T,trig} < 5.0 GeV/c is examined, to include correlations induced by jets originating from low momentum-transfer scatterings (minijets). The correlations expressed as associated yield per trigger particle are obtained in the pseudorapidity range |η| < 0.9. The near-side long-range pseudorapidity correlations observed in high-multiplicity p–Pb collisions are subtracted from both near-side short-range and away-side correlations in order to remove the non- jet-like components. The yields in the jet-like peaks are found to be invariant with event multiplicity with the exception of events with low multiplicity. This invariance is consistent with the particles being produced via the incoherent fragmentation of multiple parton–parton scatterings, while the yield related to the previously observed ridge structures is not jet-related. The number of uncorrelated sources of particle production is found to increase linearly with multiplicity, suggesting no saturation of the number of multi-parton interactions even in the highest multiplicity p–Pb collisions.
