    Balai Pustaka adalah satu-satunya perusahaan yang bergerak di bidang penerbitan dan percetakan di Indonesia yang sernpat rnengalarni empat zarnan: Zaman Penjajahan Belanda, Zaman Pendudukan Jepang, Zaman Kemerdekaan (Masa Orde Lama), dan Zaman Pembangunan Nasional (Masa Orde Barn). Berbagai buku dan majalah yang berbahasa Melayu, Jawa, Sunda, Madura, Min angkabau, Batak, dan sebagainya telah diterbitkan Balai Pustaka dan disebarkan ke sekolah-sekolah di seluruh pelosok wilayah Hindia Belanda. Sebagai akibatnya, semua suku bangsa di wi layah Hindia Belanda menjadi makin menyadari bahwa bahasa Melayu dinilai paling praktis untuk diangkat menjadi cikal-bakal bahasa nasional , yaitu bahasa Indonesia. Kiprah yang dilakukan Balai Pustaka dalam bidang budaya pada kurun waktu tersebut ikut mewarnai perjuangan kemerdekaan bangsa Indonesia. Dalam alam Indonesia merdeka, pada tanggal 27 Juni 1963, Balai Pustaka menjadi sebuah Perusahaan Negara (PN). Secara berangsur-angsur Balai Pustaka memperluas spektrum penerbitannya.     The Impact of Literature on its Readers’ Reading Habits

    Some experts claimed that most novels published by Balai Poestaka, a publishing house funded by the Dutch colonial government, were regarded as the pioneers of the Indonesian literature. Some novels published by other private publishers were regarded as illicit reading-materials so that they were not worth consuming by Indonesian readers. Those of Balai Poestaka, so to speak, enjoyed being canonized, whereas those of private publishers suffered from political discrimination. The ultimate reason was in relation to the political efforts of the Dutch colonial government in controlling the reading materials for and the reading habits of the indigenous people. It is, therefore, I argue in this paper that the people’s reading habits cannot be separated from literary works. After scrutinizing the history of the early Indonesian literature, I found out two distinctive kinds of literature, based on its contents and/or politically subversive intent/purpose, namely: the didactic literature and the l’art pour l’art literature. The literary school of Balai Poestaka had a strong belief that all kinds of literature worth publishing and launching to the general public should be didactic in characteristic in order that they were in line with its politically-subversive intent to control the indigenous people’s reading habits. The l’art pour l’art literature, no matter how it was creatively composed, was declined to being published by the Balai Poestaka’s editors. Thus, this fact inspires me to theoretically infer that any literature written for the consumption of both children and adult readers will not only improve but may also have serious impact on the reading habits of its target readers, let alone, if it is related to the building of a national literature, such as: the Indonesian literature.     This paper presents the process of formulating new strategies for Balia Pustaka to respond to current changes in the environment using internal strategic factor analysis summary and external strategic factor analysis summary as basis for the strategies. Balai Pustaka, which was established on September 22, 1917, is the only publishing and printing company under the auspices of the Department of Education and Culture. Balai Pustaka Publishes and distributes textbooks and general reading books to schools throughout the archipelago. Since its establishment, Balai Pustaka has published more than 5, 000 titles of general reading books and printed approximately 130 million copies of books comprising general reading books and textbooks. At present, Balai Pustaka has established a working cooperation in the field of printing and publishing with several other private publishers. The working partners are mostly of the Indonesian Publishers Association. However, due to changes in the environment, like the current economic turmoil being experienced in Asia, Balai Pustaka is facing a dilemma how to cope with the environment and what strategies will enable Balai Pustaka to continue its past successful operations.
