Palestinian NGOs: External Governance, Stakeholders, and Accountability
This article addresses nongovernment organizations (NGOs) accountability, relationship with stakeholders, and what kind of mechanisms - tools or processes have NGOs put in place to ensure all types of accountabilities. The assumption in this study is that Palestinian NGOs, individually and collectively, are more accountable to their donors and to the Palestinian Authority to a lesser extent as NGOs need these two which are the only stakeholders with a real power to exercise on the NGOs and enforce their accountability requirements. The research argues that stakeholders’ power is therefore determining NGO accountability. The findings highlighted the failure of NGOs in meeting the most pressing needs of the public and the poor in particular. The upward-accountability also signals of the sector’s inability to consolidate its legitimacy or define an agenda or develop down-ward accountability. On top of that, political parties’ involvement in the non-profit organizations is another factor that has compounded the sector’s lack of public accountability, negative competitiveness, fragmentation, self-serving leadership, and exploitation as a substitute of political arena. In NGOs’ opinion, the relationships to various stakeholders range from satisfactory to good especially where the PA, foreign donors, and political factions are concerned. The PA’s hostility towards NGOs stems from suspicion of their political or donor affiliations and NGOs critique of PA policies and performance. However, NGOs accountability flows towards two powerful external stakeholders, the donors and the PA. Consequently, the NGOs are more concerned with upward accountability than with down-ward ones such as to the general public and the non-profit sector as a whole. Finally, NGOs accountability dilemma is both a cause and a result of low level of public participation in NGOs affairs due to public’s lack of trust and the general feeling that NGOs are distant, self-absorbed, and wasting foreign funds on activities lacking sufficient relevance to actual needs. This conclusion based on huge investigation, a combination of qualitative and quantitative methodologies, survey, interview, focus groups in the West Bank, gathering huge data to build a theory from the field
Critique for Organization Development
This critique is for the article that show a fear in disappearing the career of organization developers who think in the future that this area will decline rapidly. The fear comes from changing in environments, especially from advanced technology. By using tens of secondary data from researchers and practitioners, the author analyzes and synthesizes these data to address the focal issues in the background, argument, and findings too. One solution against the fear is to develop and enlarge the size of organizations, so it keeps the profession oforganiz and organized, starts from raising the fear concerns and work collectively to find a solution for not allowing the advanced technology of smart robots to replace humans. Unlike the author believes, organizational practitioners do not respect human values, but rather they are interested in commercial and financial values. Therefore, the preservation of professions for humans must be studied in a social and moral context and not only for profit and benefit, especially with the increasing concern that smart machines will dominate life humanity
Palestinian NGO Sector: Development & Major Characteristics
This article examines the situation of Palestinian NGOs before 2012 through a review over the NGO sector and their regulation, governance and relationship to various stakeholders that the sector is expected to be accountable for. This article sheds light on Palestinian organizations to classify the sector's vulnerability. It also sheds some light on the multiple factors behind the contentious relationship between NGOs and public authorities on the one hand, and between NGOs and the general public on the other hand. The article uses a combination of a quantitative and qualitative methodology and mixed data collection methods from primary and secondary sources for the purposes of clarifying the governance situation of NGOs. The controversy surrounding Palestinian NGOs are because of their motivation, agendas and sources of funds. One of the factors that increases the suspicion is the fact that its board of directors and its director intrude from the Palestinian public and withhold information from them. In the period referred to, the Palestinian Authority closes organizations that support Islamic view and liquidates their resources, while tens of new PA supporter’s organizations have created, receives financial support from the PA., and others emerged that were established for personal purposes, maintaining a relationship with the current of power, and the legal framework and governance framework for NGOs remained left on the shelf and used for opponents/ one major finding is that the NGOs sector is able to serve the and helps in fulfulling public needs and strategic national interests if they choose to despite the changes in the national political situations and the pressures imposed from the authorities and donors. The study contributes positively to the understanding of NGOs as a sector. Its clafry the challanages and the weaknesses of the NGO sector and call for more foucs on seving public needs
Leadership Development in Government of the UAE: An Article Critique
This critique is for an article entitled “Leadership development in government of the United Arab Emirates: Re-farming a wicked problem” Written by professor Mathias in Journal of Teaching Public Administration. Leadership development programs are a focal point in the United Arab Emirates (UAE). Federal and local governments as well as different business sectors focus on developing leadership. Thus, leadership development programs should aim to allow potential leaders to think out of the box permitting participants to develop a vision and find how they can serve people and develop the country. This can be achieved when potential leaders participate in the development process of leadership program including the design and get engaged in formulating the vision of the country through encouraging their hearts, and enable them by learning and practicing without fear
Action Learning and Leadership Development: An Article Critique
This critique is for an article entitled "action learning and leadership development" written by three scholars: Volz-peacock, Carson, and Marquardt in 2016 and was published in the journal of Advances in Developing HumanResources. Action learning, a famous widely used method in developing people skills. The authors explain that action learning teaches individual and groups of managers to handle real problems that may face in work. This method benefits three parties: learners themselves, employees, and their organizations and ensure the pipeline of leaders will not stop. The popularity of action learning rose because the method helps to develop leaders with less or limited resources. Managers who are learning through this method continue performing their duties. Although the article has no clear objective, it finds that action learning suits both open and closed organizational systems. Action learning uses leaders from inside organization to develop potential leaders
Navigating sovereignty: Oman’s hybrid approach to open and closed systems in a globalized world
The open systems model has faced criticism for potentially undermining national sovereignty, especially when significant external influences shape domestic governance. This issue is particularly important for countries like Oman, which must balance global dynamics with the need to maintain internal autonomy. This article explores Oman’s historical shift between closed and open system models, emphasizing the equilibrium between cultural identity, national sovereignty, and international engagement. By analysing Oman’s development path since 1971, the study delves into the consequences of aligning with global powers while upholding internal control. The findings suggest that a hybrid approach—combining aspects of open and closed systems—can provide a practical way to seize international opportunities while protecting strategic and cultural interests. Initially, Oman functioned under a closed system focused on cultural preservation and stability. However, reforms introduced after the 1990s, such as Visions 2020 and 2040, marked a transition towards openness and global integration. Although these changes facilitated economic progress, they also brought forth cultural and societal challenges. Lessons from other hybrid models emphasize the necessity of striking a balance between openness and resilience. The study concludes with policy suggestions aimed at protecting national sovereignty amid globalization, providing strategic insights for nations in similar positions seeking balanced development
Human Resources Management and Creative Talent Management through Wise Leadership: Suggested Framework
The study delves into the critical linkage of Human Resource Management, creative talent management, and wise leadership in driving innovation, creativity, and long-term organizational success through an integrated holistic approach. The paper develops a complete theoretical framework, synthesizing secondary data through, among others, peer-reviewed academic articles and case studies, adding the authors' professional experiences of the last twenty years in a manner that aligns the goals of the organization with the HR practices while maintaining nurturance for creativity and wise leadership. The research points out the important lacuna in the existing literature, which has been dealing with HRM, creative talent management, and leadership in isolation, hence fragmented. The findings indicate that an integrated approach is imperative, especially in innovation-intensive sectors like academia, technology, and media. This may call for a paradigm shift in viewing HRM as being proactive enough to develop innovation and employee-empowerment initiatives. Although based on secondary data, the study makes a valuable theoretical contribution with practical recommendations for the organizational adoption of HRM strategies that foster sustainable creativity. It pinpoints several implications for both social and institutional contexts and calls for further research in order to explore these concepts in diverse organizational and cultural setting

The descriptive method and the data gathered by surveys. Data were collected from 189 professionals from various sectors in Oman, ensuring diverse perspectives. The data were analyzed using PLS-SEM.The study’s findings confirm that entrepreneurial leadership significantly impacts employee innovation and knowledge sharing as a mediator. The findings confirmed that the sector moderates the relationship between knowledge-sharing and innovation in Oman. Although this research is one of the few that deals with entrepreneurial leadership in the Sultanate of Oman based on Oman Vision 2040, there are some limitations, such as sample size, including the narrow scope of participants who are exclusively enrolled in postgraduate business administration programs at one school. From a practical perspective, entrepreneurial leadership involves encouraging risk-taking, bypassing bureaucratic barriers, and promoting innovation, while empowerment entails providing autonomy, resources, and support for individuals to meaningfully contribute to organizational goals. This study presents entrepreneurial leadership and its perceptions in the Omani context, where Oman is considered a stable economy in the Gulf region
