Costs and benefits of debt and debt service reduction

    No full text
The author evaluates the costs and benefits of debt and debt service reduction (DDSR) from the point of view of five countries that have concluded Brady deals: Costa Rica, Mexico, the Philippines, Uruguay, and Venezuela. He concludes that, contrary to widely held views, commercial banks have probably benefited from the operations. Commercial bank participation in DDSR is voluntary, so direct financial savings to the country are probably negative at present values. The benefit from DDSR is not that debt is bought at"bargain prices"at the expense of commercial banks. It appears difficult to justify a DDSR operation on purely financial grounds. A more realistic way to look at a DDSR operation is to view it as a"project"that involves a certain financial cost. The return on such a project is how the DDSR operation improves the macroeconomy, or contributes to development. The main purpose of DDSR is to establish a more efficient arrangement between debtor countries and commercial banks, leading to improved conditions for development. A DDSR operation that does not help development is costly and should not be undertaken. The impact of DDSR on development is usually measured by the increase in the growth rate of GDP, but it is too soon to measure that for these five countries. A suitable alternative is to look at the change in investment patterns. A strong policy framework is needed if debt and debt service reduction are to significantly improve development. In Mexico and, to a lesser extent, Venezuela, improved and sustained strong adjustment policies have generated the greatest development benefits. Gains have been less in smaller countries where policies were not as supportive. The author concludes that for a country to benefit from DDSR, it needs significant indirect benefits (such as increased domestic and foreign savings). Direct benefits are likely to be negative because of the commercial banks'financial gains and because DDSR operations are frontloaded. DDSR operations cannot be justified solely by direct benefits and savings in cash flow.Strategic Debt Management,Banks&Banking Reform,Economic Theory&Research,Environmental Economics&Policies,Financial Intermediation

    Recollections of endearment

I am interested in exploring this space of memory through the process of painting and installation. My memory of growing up with the Mexican culture is the lens I use to approach my body of work. I am seeking to create an experiential space through the artwork that has the potential to visually transcend language, culture, and religion. The cultural and religious elements from private and public memorials, shrines, and altars are incorporated into the work. I fuse my interests in the visual exploration with the subjective space of memory, culture and influences from contemporary art. Also, I have used the persuasion of contemporary artists such as Jacqueline Humphries, Charline Von Heyl, Beatriz Milhazes, and Pepon Osorio as an underlying inspiration for much of my work.M.F.A.Includes summaryIncludes bibliographical references (p. 25-26)by Leticia Fernandez Luevano

L’ÉCRITURE DE L’ITALIE CHEZ DOMINIQUE FERNANDEZ : SACRALISATION D’UN ESPACE PROFANE

Italy in the Writings of Dominique Fernandez: The Sacralization of a Profane Space. For Dominique Fernandez, writing about Italy is associated with a quest for original androgyny. The Italian space supports a return to a primitive existence. Synonymous with freedom and sexual undifferentiation, it allows us to find prelapsarian paradise, where the boundaries between the sexes did not exist. Mircea Eliade’s works follow the same logic. Indeed, the author studies the nostalgia for the origins which incites man to discover the mythical primordial era sanctified by the gods. Hence, this article blends the historical-religious endeavor with the literary approach which, though unable to go back in time, keeps repeating it indefinitely, thanks to the demiurgic power of the writer.

Title: Regenerating nerve fiber innervation of extraocular muscles and motor functional changes following oculomotor nerve injuries at different sites Author(s): Zhang Wenchuan; Visocchi Massimiliano; Fernandez Eduardo NEURAL REGENERATION RESEARCH Volume: 6 Issue: 26 Pages: 2032-2036 DOI: 10.3969/j.issn.1673-5374.2011.26.006 Published: SEP 15 2011 In the present study, the oculomotor nerves were sectioned at the proximal (subtentorial) and distal (superior orbital fissure) ends and repaired. After 24 weeks, vestibulo-ocular reflex evaluation confirmed that the regenerating nerve fibers following oculomotor nerve injury in the superior orbital fissure had a high level of specificity for innervating extraocular muscles. The level of functional recovery of extraocular muscles in rats in the superior orbital fissure injury group was remarkably superior over that in rats undergoing oculomotor nerve injuries at the proximal end (subtentorium). Horseradish peroxidase retrograde tracing through the right superior rectus muscle showed that the distribution of neurons in the nucleus of the oculomotor nerve was directly associated with the injury site, and that crude fibers were badly damaged. The closer the site of injury of the oculomotor nerve was to the extraocular muscle, the better the recovery of neurological function was. The mechanism may be associated with the aberrant number of regenerated nerve fibers passing through the injury site

A travel report, the book O ouro dos Trópicos: Passeios pelo Portugal e o Brasil Barrocos, by Dominique Fernandez, aims to be a literary critique too. Although the author thinks that Grande Sertão: Veredas, by Guimarães Rosa, is one of the best works of the Brazilian literature, he regrets, and tries to explain what he calls “an artificial ending”: the Brazilian novelist denies the homosexual nature of Riobaldoʼs love by revealing that his Diadorim was a woman. This essay, whose introduction assumes the form of a letter to that French author, bets on the idea that Riobaldoʼs trajectory is not based upon certainty. Notwithstanding any Cartesians inferences, Brazil is, in fact, baroque and Guimarães Rosaʼs narrative is a perfect pearl.
