Student project allocation using integer programming
The allocation of projects to students is a generic problem in many universities within the U.K. and elsewhere, not only in engineering but also in various other disciplines. This paper defines the student project allocation problem explicitly by an objective function and a number of constraints. Two integer program models are presented, the first of which is a dynamic program. A general purpose solver is used to solve the models, and the input files are included in the Appendix. The models are computationally efficient and easily solved on a PC. Important issues in interpreting the model outputs are highlighted. As with any optimization problem it is possible for constraints to be too tight to permit any feasible solution. Application of the models is demonstrated by using data from the Department of Civil and Environmental Engineering, University of Southampton, for the academic year 2001-2002. The model has been used successfully to allocate Individual Project and Group Project to students and is likely to become the defacto method of allocation of projects in the future. Dr. Anwar has a long history of public service and leadership, beginning with his days as a student at the University of Malaya. He founded the Malaysian Youth Movement of Malaysia in 1971 and served as its president for 10 years. Dr. Anwar was first elected to the Malaysian parliament in 1982, and subsequently appointed as a deputy minister. He joined the cabinet as minister of youth in 1983 and later served as minister of education and finance. While serving as minister of education, Anwar was elected president of the UNESCO General Conference. In 1993 Anwar was elected deputy president of UMNO and appointed deputy prime minister while he continued to serve as finance minister. His interests in the role of culture led him to organize in 1995-1998, a series of conferences on the Asian Renaissance, aimed at crossing geo-political barriers between societies and nations and creating political structures to promote dialogue across cultures and civilizations.Dr. Anwar Ibrahim, a leading opposition figure in Malaysian politics and that nation’s Deputy Prime Minister from 1993 to 1998, spoke as part of the Distinguished Visiting Scholar Program in Liberal Arts at the University of Hawaii on February 23, 2006

EMPATHY PROFILE OF UNIVERSITAS MATHLA’UL ANWAR BANTEN STUDENTS. This study aims to reveal the empathy of Universitas Mathla’ul Anwar Banten students. The method used in this research is descriptive with the type of survey. The population of this study was students of Mathla'ul Anwar Banten University. The validity test of the research instrument items was carried out with the Product Moment correlation formula. The results of the validity test of 20 items resulted in 17 valid items and 3 drop items. Invalid statement items are changed and the editor corrects them to become new statements. The reliability test with the Cronbach Alpha formula obtained research results 0.803, which means that the instrument has a very high level of reliability. The results showed that the level of student empathy was high (64.18%), moderate (35.82%), and low (0%). The results of this study indicate that Mathla'ul Anwar University students have a high level of empathy. This is indicated by the more dominant results obtained in the medium category (64.18%). Research recommendations are shown to guidance and counseling students to improve empathy. Most of the students' empathy is still at a high level. However, there are still students who have moderate empathy so that this research can be used as the basis for developing the empathy ability of each student

Penerapan prinsip-prinsip supervisi kepala madrasah merupakan salah satu
program penting yang harus dilaksanakan oleh kepala madrasah untuk
meningkatan kompetensi guru. Peningkatan kompetensi guru merupakan suatu
keharusan bagi lembaga pendidikan yang ingin tetap survivi sepanjang masa,
karena guru pada lembaga pendidikan merupakan kunci utama keberhasilan dalam
proses belajar mengajar. Terkait Penerapan prinsip-prinsip supervisi kepala
madrasah oleh kepala madrasah, peneliti melakukan prasurvey di Madrasah
Aliyah Miftahul Anwar Kabupaten Lampung Tengah. Prasurvey dilakukan untuk
mengetahui hal-hal yang terkait dengan kegiatan supervisi akademik oleh kepala
madrasah. Berdasarkan informasi yang diperoleh pada saat pra research kepala
Madrasah Aliyah Miftahul Anwar Kabupaten Lampung Tengah mengatakan
bahwa Penerapan prinsip-prinsip supervisi kepala madrasah mutlak untuk
dilaksanakan terhadap para guru. Untuk mendapatkan hasil supervisi akademik
yang baik diperlukan manajemen yang baik pula.
Penelitian ini bertujuan untuk memahami dan menganalisis : Bagaimana
Penerapan prinsip-prinsip dalam supervisi Kepala Madrasah Aliyah Miftahul
Anwar Kabupaten Lampung Tengah.
Penelitian ini menggunakan metode kualitatif deskriptif. Penelitian
dilakukan di Madrasah Aliyah Miftahul Anwar Kabupaten Lampung Tengah.
Subyek dalam penelitian ini adalah kepala Madrasah Aliyah Miftahul Anwar
Kabupaten Lampung Tengah. Informan dalam penelitian ini adalah wakil kepala
sekolah bidang kurikulum, guru, dan tenaga tata usaha. Teknik pengumpulan data
menggunakan metode wawancara, observasi, dan dokumentasi. Pemeriksaan
keabsahan data dengan menggunakan uji kredibilitas yakni trianggulasi teknik dan
trianggulasi sumber. Analisis data menggunakan model interaktif, penyajian data,
dan penarikan kesimpulan.
Hasil penelitian menyimpulkan bahwa terdapat 4 (empat) prinsip
penerapan dalam supervisi kepala madrasah : (1) Penerapan Prinsip Ilmiah
(Scientific) Dalam Supervisi Kepala Madrasah Aliyah Miftahul Anwar Kabupaten
Lampung Tengah belum maksimal (2) Penerapan Prinsip Demokrasi Dalam
Supervisi Kepala Madrasah Aliyah Miftahul Anwar Kabupaten Lampung Tengah
sudah sesuai dengan prinsip-prinsip demokrasi, sehingga suasana Madrasah
Aliyah Miftahul Anwar terasa nyaman dan damai (3) Penerapan Prinsip kerjasama
Dalam Supervisi Kepala Madrasah yang diterapkan oleh kepala madrasah Aliyah
Miftahul Anwar Kabupaten Lampung Tengah sudah maksimal dan sesuai dengan
prinsip-prinsip kerjasama, sehingga kepala madrasah dan semua dewan guru

A fiscal needs approach to equalization transfers in a decentralized federation
The author reviews the conceptual basis for fiscal equalization transfers, analyzes the theoretical implications for optimal design of equalization transfers, and suggests quantitative approaches for assessing the fiscal needs of subnational governments and determining their entitlement to transfers. The author illustrates proposed methods using data for local and provincial Canadian governments. The proposed methods could be useful tools, he says, for undertaking systematic objective reviews of aggregate and sectoral public spending in developing countries. The author argues that in a decentralized federation, fiscal inefficiencies and inequities arise because of subnational governments'differing levels of ability to provide comparable public services at comparable tax rates. Fiscal equalization transfers that reduce or eliminate differentials in net fiscal benefits create a rare instance in economics when considerations of equity and efficiency coincide. These transfers must allow for differences in the spending needs and revenues-raising abilities of the various subnational governments. The author argues for a two-tiered approach to equalization. The first tier would be a federal responsibility to equalize the burden of federal taxes. The second tier would be an interprovincial equalization fund to be administered by the Council of Provincial Finance Ministers. It would entail a comprehensive equalization system that takes into account provincial spending needs. Demanding to be served : holding governments to account for improved access
This paper presents an overview of the constitutional-legal provisions on access to services in developing countries and shows that rights to public services are not justice-able. It further documents the performance record to show that governments'response to such a weak accountability framework has been predictable - poor performance in service delivery with little accountability. The paper also shows that while there has not been a shortage of ideas on how to deal with this problem, most approaches have failed because they could not diagnose and deal with the underlying causes of government dysfunction. The paper presents an analytical perspective on understanding the causes of dysfunctional governance and the incentives and accountability regimes that have the potential to overcome this dysfunction. The paper also documents practices that have shown some promise in improving access. The paper then integrates ideas from successful practices with conceptual underpinnings for good governance and presents a citizen-centric (rights based) governance approach to access. It further explores how such a citizen empowerment and government accountability framework can be implemented in practice, especially in the context of developing countries, where most governments still operate in a command and control environment with little or no orientation to serve their people. Fiscal decentralization in developing and transition economies: progress, problems, and the promise
The author discusses the revolution in public sector thinking that is transforming the public sectors of developing and transition countries. Countries are reconsidering their fiscal systems and searching for the right balance between central government control and decentralized governance. Political decentralization has advanced in most countries. Subnational expenditures in developing countries as a percentage of total public expenditures have also increased over the past two decades. However, the process is far from complete. In many countries, the central government is still involved in the delivery of local services, local governments have few sources of own-revenues, local governments have limited access to borrowing for capital projects, and the design of intergovernmental transfers does neither address regional fiscal equity nor convey appropriate incentives for fiscal discipline, improved service delivery performance, and accountability to citizens. Decentralized public governance can help realign public sector incentives through greater accountability to citizens, and attenuate the"democracy deficit"caused by globalization and the role of supranational institutions and regimes. However, this requires careful examination of the entire fiscal system.
