Monetary and budgetary-fiscal policy interactions in a Keynesian context: revisiting macroeconomic governance
Because it was designed for efficient stationary regimes, the New-Consensus Macroeconomic governance carries several drawbacks when implemented in Keynesian non-ergodic regimes. As long as Keynesian unemployment is interpreted in terms of 'natural' rate, it serves as a macroeconomic policy target in such a way that the policy mix may anchor the system far from full employment. We develop an argument that suggests a Keynesian explanation (which involves inappropriate economic policy) of what New Keynesians have referred to as unemployment hysteresis. However, difficulties do not vanish when authorities adopt the Keynesian vision of the world, for policy makers also have to deal with uncertainty. In contrast with the automatic economic-policy rules of the New Consensus Macroeconomics (NCM), we put forward a Keynesian pragmatic and progressive approach, based on intermediate targets designed with respect to the confidence that authorities have in the chances of success (which depends on the context and moves with it). Monetary and budgetary-fiscal policy interactions are discussed in such a context. Even if the monetary policy ability to reduce interest rates and increase effective demand is doubtful, it matters indirectly through avoiding increases in interest rates when fiscal and budgetary policy aims to stimulate effective demand.Monetary policy, fiscal policy, macroeconomic governance, post-Keynesian
Preoccupation with Death Wish in Samuel Beckett’s Plays Waiting for Godot and Endgame : A Psychobiography
Waiting for Godot and Endgame by Samuel Beckett are two of the most famous absurd plays of the 20th century. Some previous analyses have been dealing a great deal with the philosophy of the absurd and the socio-economic critique in the works. This article tries to give a new view examined from the standpoint of the psychology of the author and through the theory of psychoanalysis of Sigmund Freud. Concepts that are used are Freudian slips, as well as symbols and free associations. This article will explore the relationship between the author’s past with his works and the ways in which the author reflects his latent desires into his work. In can be concluded that there is a common thread between the events in the author's past, and that they contribute to the author’s psychological disorders that are expressed in the two works. Keywords: Freud, Beckett, thanatos, psychobiograph

The high cost of protecting Uruguay's automotive industry
Domestic content requirements are regulations that mandate minimum percentages of domestic value-added, or domestic components for products sold within the country, or provide strong incentives to substitute domestic for imported inputs. The author developed a model to investigate the distortions, costs, and transfers among groups caused by the combination of domestic content and compensatory export requirements. This model was applied to the protection scheme for Uruguay's automobile industry. The author found that the protective regime keeps vehicle prices and domestic production costs high and transfers large sums to special interest groups. Higher finished vehicle prices encourage more output from domestic assembly operations, but domestic content and compensatory export requirements discourage domestic assembly. The net effect could either encourage or discourage domestic assembly operations, depending on the net impact of the regulations. Trade in this industry should be liberalized. Care should be taken not to inadvertently increase effective protection of the assembly industry by, for example, phasing out domestic content and compensatory export requirements on kits faster than those on finished autos, thus temporarily encouraging domestic assembly.Economic Theory&Research,Environmental Economics&Policies,Access to Markets,Markets and Market Access,Water and Industry
Finance and its reform : beyond laissez-faire
That the financial sector should be liberalized was the orthodox view in the mid-1970s, during a pendulum swing toward reliance on the free market. In the early 1980s, the pendulum swung back to the left, based partly on evidence - especially from Latin America - that overly rapid reform had real costs, and partly on an increased appreciation of financial market failure. Blind adherence to free market principles was no longer appropriate. Now a counter-counterrevolution is in sight, with some swing back toward the view that the market makes a mess of it, but the government makes it even worse. The authors agree that market-oriented financial systems appear to do a better job than systems with extensive government involvement, but contend that the assumption that perfect competition will solve all problems in finance - especially in banking - can be dangerous. Information problems, implicit or explicit government guarantees associated with the payments system make banks unique. Governments implicitly recognize banking's uniqueness - few allow just anyone to enter banking - but public pronouncements and observers'recommendations often favor a move to more competition. Perfect competition, however, is optimal under the assumption, among others, of no government guarantee. In fact, most governments differ only in how explicit they are about their deposit insurance schemes. The financial reforms most likely to succeed are those that give banks an incentive to engage in safe and sound banking. When excessive competition is allowed, the charter value of banking diminishes to the point that it is no longer profitable for bankers to behave prudently. A consideration of finance's role, and a look at how reforming economies have fared, suggest also that gradual reform is often to be preferred in this domain. Deregulation of credit markets and interest rates can be counterproductive in unstable macroeconomic conditions and when banks are unsophisticated or have weak balance sheets. And changes in the charter value may evolve only slowly after reform. Faster progress and greater efforts should be made, however, in bank supervision and regulation and in institutional development, including accounting, auditing, legal and judicial reform, and training (of bankers and other finance professionals). In sum, many economies would benefit from less government intervention in financial markets, but the prescription should not be abrupt or total government withdrawal from the financial sector. Rather than intervening heavily in credit allocation decisions, governments should focus on doing what only they can do: providing an enabling environment for the private financial and nonfinancial sectors, and ensuring that financial operations are safe and sound.Environmental Economics&Policies,Banks&Banking Reform,Financial Intermediation,Economic Theory&Research,Financial Crisis Management&Restructuring
Marketing Channel Analysis, Marketing Margins, and Farmer's Share Cinnamon Commodity in Sungai Penuh City, Jambi Province, Indonesia
The cinnamon commodity is quite significant in the economy of Sungai Penuh City, but farmers have not felt its role in improving welfare. The fundamental problems faced by cinnamon farmers in Sungai Penuh City are the weak bargaining position of farmers in the pricing process due to lack of access to price information, the attachment of farmers to collecting traders, and the limited ability of farmers to develop processed cinnamon products allegedly resulting in farmers only getting a small profit from sales. Traders, collectors, and exporters process more to meet domestic and foreign market demand. For this reason, an analysis of the existing condition of marketing margins and farmers' share of cinnamon commodities in Sungai Penuh City is needed. The purpose of this study is to analyze cinnamon marketing margins between farmers, collecting traders and exporters in each marketing channel in Sungai Penuh City, analyze the amount of farmers share obtained by farmers in each cinnamon marketing channel in Sungai Penuh City, and analyze cinnamon marketing functions in the form of physical functions, exchange functions and facility functions between farmers, Collecting traders and exporters in Sungai Penuh City.
