"Література та культура Полісся": сторінки його історії (1990–2020)
No full textArticle dedicated to the 100th issue of the scientific collection "Literature and Culture of Polissya". Its founder and editor is Professor G. V. Samoilenko. The history of its functioning since 1990 as a regional publication of the Department of History of Culture, Literature and Ethnology on the newly created author of articles of the Faculty of History and Philology of the Mykola Gogol Nizhyn State Pedagogical Institute (now the University) appeared in the articles. During the thirty years of the collection of the review of the status of the regional edition, it defines a general scientific publication, which is published in two series -"philological sciences", "historical sciences", which contain profile articles, as well as research on cultural history, archival materials and reviews. The articles also reveal the work of the editor with the author's team not only in many universities and institutions of Ukraine, but also abroad, filling the collections with interesting material of relevant scientificdirections, introduction of the scientific collection into the international library electronic system of Ukraine, Russia, Belarus, Georgia, USA, Poland, Germany, and other states and international contact networks, in particular Index Copernicus.Стаття присвячена 100-му випуску наукового pбірника "Література та культура Полісся". Засновником і відповідальним редактором його є професор Г. В. Самойленко. У статті розкрито передумови появи та історія його функціонування з 1990 р. як регіонального видання кафедри історії культури, літератури і народознавства на новоствореному автором статті історико-філологічному факультеті Ніжинського державного педагогічного інституту (нині університету) імені Миколи Гоголя. Протягом тридцятирічного існування збірник переріс статус регіонального видання у нині визнане загальнонаукове видання, що виходить двома серіями – "Філологічні науки", "Історичні науки", в якому розміщено профільні статті, а також дослідження з історії культури, архівні матеріали та рецензії. У статті розкрита робота відповідального редактора з авторським колективом не лише багатьох вишів та установ України, а і зарубіжжя, наповненням збірника цікавим матеріалом відповідних наукових спрямувань, введенням наукового збірника у міжнародну бібліографічну електронну систему України, Росії, Білорусі, Грузії, США, Польщі, Німеччини та інших держав і контактну міжнародну мережу, зокрема Index Copernicus тощо

Social Integration Processes of the Roma in Montenegro in 2006–2017
No full textThe article reveals the processes of social integration of the Roma in Montenegro in 2006–2017. The author analyses the performances of the government regarding the Roma issue. The article also shows that the Roma socialization process is an essential premise for Montenegro in their determination to European integration, which requires substantial adjustment and improvements in the legal system. In the research, the author assesses official documents concerning the Roma, which shows that the Roma community complies with a significant part of the overall Montenegrin population. Interestingly, almost two-thirds of Roma in Montenegro arrived at the country during the war in Kosovo in 1999–2000 and then received the status of internally displaced persons what made them hostages of international law for the decade. In addition, considering the social and cultural differences of the ethnic group with other nations living in the country, the integration process into the Montenegrin society is a real challenge for the state. The problem of social adaptation of the Roma is a topical issue for national welfare and security not only for Montenegro but for the whole of Central and Eastern Europe. Being a participant of the regional initiative “The Decade of Roma Inclusion” since 2005, the government of Montenegro have actively advanced the national legal system, developed and implemented projects for dwellings, education and culture of the Roma community. It is also noticeable that solving the Roma issue in the country correlates with the foreign policy objectives such as European and Euro-Atlantic integration. The author provides different examples to prove that in the first eleven years of independence, the government of Montenegro managed to make significant steps forward to the acceptance of European values through strenuous legal reforms

Character Assassination: The Sociocultural Perspective
No full textThis article offers a fresh view on character assassination as a strategic effort embedded in power and ideological struggles in society. The author uses structuration theory to explain character assassination as a means of both domination and subversion. In the latter, character assassination practices are integrated into modes of signification and legitimation and executed via subversion campaigns. Knowledgeable subversive actors consider character assassination a power resource to challenge cultural hegemony and traditional moral order via strategic and audience-centered protest campaigns. Social networking sites provide strategic actors with resources to realize subversive campaigns in both liberal democracies and authoritarian societies. Although social media allow more active audiences to challenge dominant conventions, the modes and aesthetics of social protest can be easily harnessed and appropriated by power structures for spin and information control. The author calls for more research inspired by the sociocultural view of character assassination to make sense of new social phenomena such as “cancel culture.â

Features of lobbyism development in Ukraine
No full textThe study briefly reviewed and summarized some of the most common scientific approaches to identifying the problem of lobbying in Ukraine. The main lobbying trends and problems are described. In particular, special attention was paid to the substantiation of legislative initiatives to legalize lobbying in Ukraine as a specific type of professional activity. The main preconditions to realize the idea of legislative consolidation of lobbying activity are defined. Certain obstacles to the possibility of synchronizing lobbying activities with the current anti-corruption legislation have also been substantiated. The main stages of the model of lobbying development in Ukraine are substantiated. Relevant conclusions have been made on the legal basis for solving the problem of legalization of lobbying, in particular, the emphasis is on the existence of several potential advantages of this process. One of the main advantages of legalizing lobbying in Ukraine may be the withdrawal from the shadow trade of significant amounts of funds, which are currently circulating in the relations system of illegal lobbying. Taxation of these funds can be an additional source of replenishment of the state budget. According to the research results, the author offers his vision for solving the problems of lobbying development in Ukraine. It is determined that the implementation of initiatives to legalize lobbying in Ukraine, on the one hand, will strengthen the right of businesses to defend their interests before public authorities, and on the other, will provide the latter with clear levers to legally assess lobbyists and their necessary regulation
