POLÍTICA DE RESPOSTA À COVID-19 E DIREITOS HUMANOS NA NIGÉRIA E NO QUÊNIA
No full textThis article analyses the intersection of response to Covid-19 and human rights in Nigeria and Kenya, as both countries illustrate two Covid-19 endemic and rapidly responding states to the Covid-19 pandemic. However, in Nigeria and Kenya, response to Covid-19 has to be understood in relation to their respective legal and policy frameworks and policy enforcement mechanisms. The paper notes that cases of police brutality, extortion and assault on civilians during Covid-19 pandemic raise the issue of insecurity and the whole question of human rights. The paper demonstrates that governments’ emergency measures have serious implications for fundamental rights in Nigeria and Kenya, particularly those of perceived violators of the measures, the poor and vulnerable people, and women and girls.Este artigo analisa a interseção da resposta à Covid-19 com os direitos humanos na Nigéria e no Quênia, pois ambos os países ilustram dois Estados endêmicos da Covid-19 e que responderam rapidamente à pandemia da Covid-19. No entanto, na Nigéria e no Quênia, a resposta à Covid-19 deve ser entendida em relação aos seus respectivos quadros legais e políticos e aos mecanismos de aplicação das políticas. O artigo observa que casos de brutalidade policial, extorsão e agressão a civis durante a pandemia de Covid-19 levantam a questão da insegurança e de toda a questão dos direitos humanos. O artigo demonstra que as medidas de emergência dos governos tiveram sérias implicações para os direitos fundamentais na Nigéria e no Quênia, particularmente para os que violaram as medidas, às pessoas pobres e vulneráveis e às mulheres e meninas
A Critical Analysis of the Security Crisis in Post-Gaddafi Libya
No full textThis article interrogates the mutually reinforcing issues that underlie the inability of the Libyan state to foster peace and security after the 2011 political uprising. The article demonstrates that whereas the post-Gaddafi transitional governments have succeeded in articulating a political, albeit fragile, transition programme, the failure to develop a coherent post-war peace-building and reconstruction agenda has undermined the political process, and the peace, stability and development of the country. This is aggravated by the limited contribution of the international community to the country’s post-war rebuilding process. Until these shortcomings are addressed, the paper concludes, the prospect of a peaceful and stable Libya is illusory
Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDFThis paper examines the role that South Africa during Mbeki’s presidency played in peace and security issues of Southern African Development Community (SADC). The paper infers that South Africa under Mbeki adopted a peace-building approach, comprising mediation, negotiation, peacekeeping, promotion of democracy and election monitoring, in addressing peace and security challenges in the SADC. It however argues that it was the person of Mbeki, shaped by his leadership and revolutionary experiences in the African National Congress (ANC) during apartheid era, alongside South Africa’s economic strength that underlined and shaped its approach and contributions to SADC peace and security.Este artigo examina o papel desempenhado pela África do Sul durante a presidência de Mbeki em questões de paz e segurança da Comunidade de Desenvolvimento da África Austral (SADC). O artigo infere que a África do Sul sob Mbeki adotou uma abordagem de construção da paz, que inclui mediação, negociação, manutenção da paz, promoção da democracia e acompanhamento eleitoral, para enfrentar os desafios de paz e segurança na SADC. Além disso argumenta-se que foi a personalidade de Mbeki, o qual era membro do Congresso Nacional Africano (ANC) durante a era do apartheid, em conjunto do bom desempenho da economia da África do Sul, que moldou a abortagem e contribuiu para a paz e segunrança da SADC
Political Party Crises and the Implications for Democratic Governance in Nigeria
Get PDFWhereas institutions and structures of governance in Nigeria have the features and capacity to function according to democratic processes and norms, their outputs over the years have been far below expectations, hence the persistent cry by people for tangible dividends of democracy from successive governments. This situation is linked to several factors, including corruption and government waste, which have been widely discussed in prior research. This study examines how internal party crises have contributed to the challenges Nigeria has faced in democratic governance. It adopts a qualitative research design involving secondary data sources, which are content analysed. It argues that persistent internal party crises distract ruling political parties from performing their core functions of governance and fulfilling campaign promises, while weakening opposition parties, rendering them incapable of effectively holding the government accountable. The study contributes to the burgeoning literature on party politics in Nigeria by showing why political parties have yielded few democratic dividends despite decades of the country’s uninterrupted democratic experience since 1999

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts

use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
