Assessing The Impacts of Food and Mouth Disease Outbreak on The Indonesian Economy and Its Regional Growth
Foot and mouth disease (FMD) is typically endemic and commonly found as a recurring issue in many developing countries, including Indonesia. In 2022, FMD has massively spread to 62 districts and cities so that it was declared an outbreak which caused significant economic losses. In this paper, we attempt to assess the impacts of FMD on the Indonesian economy by using a computable general equilibrium (CGE) approach. The results show that the FMD outbreak caused negative pressure on national economic growth, reducing the real wage and consumption, as well as exacerbating trade deficit. The outbreak also induced higher prices of beef and dairy sectors as well as their related sectors. Based on the regional perspective, the main production regions of beef and dairy are expected to suffer higher economic loss than that of other regions. Meanwhile, at the household level, the outbreak caused considerable effect in lowering income and consumption, particularly for rural farm households. Some necessary policies to overcome the outbreak, consisting of establishing a FMD handling post, promoting vaccination, extending financial supports, and maintaining communication and transparency with other countries regarding the outbreak status.

The Impact of Irrigation on The Allocative and Economic Efficiencies On Rice Farming: A Case Study in West Nusa Tenggara Province
The Integrated Participatory Development and Management Irrigation Program (IPDMIP) is an innovative approach to achieve a sustainable irrigation system. This effort is expected to support the achievement of rice self-sufficiency in accordance with the Indonesian Government\u27s Nawacita program. The purpose of this study was to estimate the technical, allocative and economic efficiencies of rice farming in West Nusa Tenggara Province. Data were collected purposively from 240 samples, with 120 samples that followed the program, and 120 samples non-program. Estimation of allocative and economic efficiency using Stochastic Frontier (SFA) with Cobb-Douglas production function model. The results showed that the factors affecting program rice production were land area, seeds, urea fertilizer, and NPK fertilizer, while non-program were land area, seeds, NPK fertilizer, and organic fertilizer. The average achievement of technical, allocative, and economic efficiency of the rice farming program was 0.906; 0.839, and 0.761 while the non-program was 0.741; 0.794, and 0.892. To achieve the level of allocative and economic efficiency, farmers need to improve the achievement of technical efficiency.

Business Development Strategy for Smart Watering Product of PT. Hidroponik Padjadjaran Indonesia
The urban hydroponic cultivation trend presents a promising opportunity for the advancement of hydroponic agro-industry within Indonesia. This phenomenon has been catalyzed by the innovation of the Smart Watering hydroponic kit introduced by PT. Hidroponik Padjadjaran Indonesia. The Smart Watering system, founded on the principles of self-watering irrigation and electricity-free operation, has unlocked new possibilities in hydroponic agriculture. This study aims to assess the formulation of strategic initiatives for the sustainable growth and continuity of Smart Watering business operations. Employing qualitative and quantitative research techniques, including IFE-EFE, BMC-SWOT, and AHP analyses, the investigation reveals that the IFE matrix scores 2.11, while the EFE matrix scores 2.70, positioning the company in quadrant V. Subsequently, a BMC-SWOT analysis identifies twelve potential strategies, which are further evaluated through AHP analysis to determine priority strategies. The findings underscore market penetration (0.689) as a key strategic criterion, with the top-priority strategy, W02 (0.156), emphasizing active engagement with local and regional hydroponic communities to foster network expansion and enhance human resource competencies. These findings provide a foundation for the implementation of growth and sustainability strategies in hydroponic agro-industry enterprises.

The Effect of Goverment Policy and Market Failure on Divergence of Cassava Competitiveness in South Lampung
Indonesia is one of the world\u27s leading cassava producers, and Lampung Province is the main producer. Efforts to increase cassava production must be accompanied by good farming activities that link to a complete agribusiness system. This study aims to analyze the divergence effect of cassava competitiveness as an effect of government policies and market failure in South Lampung. This study was conducted using a survey method. The number of respondents was 64 cassava farmers, 8 cassava collectors, and 1 tapioca industry. Data collection was carried out in August-September 2022. This study uses PAM (Policy Analysis Matrix) to analyze the competitiveness and the divergence effect and market structure analysis to analyze the market failure. The result showed that there is a market failure of cassava because the market structure is not perfectly competitive (oligopsony). Therefore, the divergence effect of cassava did not reach the target because it caused the transfer of inputs prices from traders to farmers due to the fertilizer subsidy and the transfer of income from consumers to farmers due to the determination of cassava minimum price (Rp900/kg). However, cassava farming has a competitiveness with the value of comparative advantage (DRCR = 0.3091) which is smaller than the value of competitive advantage (PCR = 0.5865). The changes from comparative to competitive advantage require government policies to control market failure and to reduce the high transaction cost economy.

Comparison of National State-Owned Enterprise and Global Company: Case Study of Efficiency in Fertilizer Producers
Efficiency for fertilizer producers is critical in facing national and global competition. This study compares the efficiency of national fertilizer producing State-Owned Enterprises (SOE) companies with global fertilizer companies in different market structures. This research uses purposive sampling, namely world fertilizer producers (based on the top 10 in revenue or net profit) and SOE producers. This quantitative research uses the Data Envelopment Analysis (DEA) method on national and global companies from 2015 to 2021. The research results show that no national fertilizer producer was efficient compared to all global producers in the research period. It shows that the domestic oligopoly market structure tends to be inefficient compared to the global perfect competition market structure. Efficient global companies, including CF Industries, PhosAgro, Yara International, Sinofert, and Nutrien, can be used as benchmarks for national companies to increase their competitiveness. When we compare the efficiency among national companies, Petrokimia Gresik (PKG) and Pupuk Kalimantan Timur (PKT) are efficient. The inequality/disparity in efficiency at the national and global level is relatively high, so it is necessary to take strategies such as guaranteeing the availability of fertilizer raw materials in the long term, controlling market share, revitalizing more efficient fertilizer factories, and optimizing the supply chain from upstream to downstream.

Strategy To Increase Participation of Palm Oil Enterprises in Registering Casual Laborers To Labor Social Security Program
Many new positions in palm oil plantations and mills are for casual laborers who are particularly vulnerable to poor earnings, lack of social security, and limited legal support. This study purpose is to identify the alternative strategy that can be taken by BPJS Ketenagakerjaan to increase the number of casual laborers in oil palm plantations who enroll in the labor social security program. Purposive sampling is utilized to collect primary data for this study. Respondents are interviewed and given paper-based questionnaires. The respondents are five experts involved in BPJS Ketenagakerjaan\u27s planning and strategy decision-making processes, specifically the Investigating Supervisory Officer (Petugas Pengawas Pemeriksa), Head of Branch Office, Deputy Director of DKI Jakarta Region, Deputy Director for Corporate and Institutional Membership, and Deputy Director for Special Membership. The results of the questionnaire were processed using Expert Choice 11, based on Analytic Hierarchy Process (AHP) as the analytical tool for this study. The results of this study suggest that BPJS Ketenagakerjaan can employ a law enforcement strategy to increase company compliance as an alternative strategy so that casual laborers are able to enroll in the labor social security program.

Decision Making of Oil Palm Farmers in Choosing Rejuvenation Partners in Siak District
Smallholder oil palm plantations in Riau have reached their economic age (25 years), resulting in decreased plantation productivity. One alternative to overcome this problem is oil palm rejuvenation (OPR). In implementing oil palm rejuvenation, there are two prominent partner institutions, the Village Unit Cooperative (VUC) and the Nucleus Estate-Smallholding (NES). As the main actors, farmers are in the position to choose partner institutions for oil palm rejuvenation. The purpose of this study was to find out the differences between the oil palm rejuvenation technology packages carried out by VUC and NES, and to identify the factors that influence farmers\u27 decisions in choosing an oil palm rejuvenation partner institution. This research was conducted in the Kerinci Kanan District, Siak Regency. The data analysis used was descriptive and binary logistic regression. The technology packages carried out by VUC and NES partners have several differences, including types of seeds, number of plants per hectare, spacing, production potential, BPDPKS support, amount of interest paid, OPR budget plan, and sources of funds. The factors that influence farmers\u27 decision-making in choosing OPR institutional partners are farmers\u27 perceptions of income, the presence of extension services, and rights and obligations. Counseling plays an important role in establishing partnerships, by transferring technology to farmers so that the technology package implemented can increase the productivity and quality of oil palm.

Consumer Preference and Willingness To Pay For Local Orange of Rimau Gerga Lebong
The increasing demand and consumption of oranges have led many local governments to participate in developing superior local orange varieties that are acceptable to consumers, such as the local orange variety called "rimau gerga lebong" from Bengkulu Province. This study aims to analyze consumers\u27 preferences and willingness to pay for rimau gerga lebong oranges. Primary data for the study were collected through an online survey of 200 respondents who have purchased and consumed oranges in Bengkulu, Sumatera Selatan, and Jambi regions. The survey was conducted from April to May 2022. The data were analyzed using a discrete choice experiment (DCE) and willingness to pay (WTP) analysis. Four attributes were considered in the DCE and WTP analyses: taste, water content, freshness, and price. The results indicate that consumers prefer gerga oranges due to their fresh, high water content, and sweet taste attributes. Furthermore, consumers are willing to pay a higher price, with a maximum additional price of Rp. 936.08/kg for fresh oranges, Rp. 497.59/kg for juicy oranges, and Rp. 307.89/kg for sweet oranges. Improving the quality of orange attributes according to consumer needs can lead to increased profits. The findings of this study provide valuable insights for breeders and marketers to ensure that orange quality aligns with the needs and desires of consumers. Based on these findings, several managerial implications can be formulated to enhance and maintain orange attributes.

The Effect of Motivation, Compensation, Work Environment on Work Performance Through Job Satisfaction PT XYZ Palm Oil Company
PT XYZ Palm Oil Company faces problems related to the performance of harvest workers. This study aimed to determine the effect of Motivation, compensation, and work environment on work performance either directly or through job satisfaction at PT XYZ. Based on initial observations of Motivation, compensation, work environment, job satisfaction, and work performance, especially in oil palm harvest workers, showing a low level of Motivation, lack of appreciation given, and lack of satisfaction with the applicable compensation system, high workload, laziness at work, lack of expertise/skills, longer environmental adaptation and dissatisfaction with the applicable compensation system, so that the level of satisfaction and performance of PT XYZ is not optimal. This research design uses a quantitative descriptive method, and the population is 510 harvest workers, and the sample in this study amounted to 105 harvest worker respondents divided by proportional sampling. The data analysis method was carried out using SEM-PLS with the SmartPLS 3.0 application. The results showed that Motivation, compensation, and work environment positively and significantly affected work performance through job satisfaction. Based on the results of the study, it can be concluded that the level of influence of compensation is the most significant influence, followed by the influence of the work environment and work Motivation, so that the increasing level of job satisfaction, the higher the level of work performance of harvest workers.

The Supply Chain Analysis of FS Jasmine Rice By PT Food Station Tjipinang Jaya Using Food Supply Chain Network (FSCN) Approach
Supply chain of FS Jasmine rice products from PT Food Station Tjipinang Jaya still facing some problems as low stock availibility, low rice quality, and high expenses but there was an increase in demand of FS Jasmine rice in 2021. Thus, the purpose of this study was to analyze the supply chain of FS Jasmine rice by using the Food Supply Chain Network (FSCN) approach comprehensively. The process of preparing Food Supply Chain Networks (FSCN) consists of supply chain structures, business processes, resources, and supply chain management. The sample in the study was 69 farmers, using the purposive sampling method by selecting farmers with the criteria of being members of the Malai Padi farmer group, CV Sandy Jaya and Tani Mulus who are partners of PT FSTJ. This research showed that the condition of the supply chain for FS Jasmine Rice in Indramayu Regency is already in good condition for each member of the supply chain because the supply chain already has clear goals, and market targets, namely domestic market and export plans, moreover development targets, namely increasing quality, product continuity, expanding market, moreover innovation and use of technology. However, optimizations are needed to strengthen the functions of farmer groups such as cultivation patterns to increase the quality, productivity per hectare, and quantity produced to meet the demand.
