VALUE CHAIN GOVERNANCE FOR SMOKED FISH PRODUCTS IN THE NORTH COAST OF CENTRAL JAVA
The seafood and aquaculture industry in Indonesia is much less vertically coordinated. However, there are trends towards coordination in fishery value chains through processing and distribution to retail and food service customers. This study aims to examine the governance of the smoked fish value chains in the North Coast of Central Java. The study used the survey data of 52 actors along the smoked fish value chains in the North Coast of Central Java, including fisherman in Demak and Rembang regencies, various types of middleman, processor, and retailers in Semarang. The data was analyzed using value chain mapping and governance analyses. The results showed that the actors involved in the smoked fish value chains consist of fishermen, wholesalers, collectors, processors, retailers, food stalls, and restaurants. Each actor has different activities in their role to add value to differentiate smoked fish products. The results also showed that the types of value chain governance of smoke fish in the North Coast of Central Java leads to relational governance with the complex and interdependent transactions.

EVALUATION OF BUD CHIP METHOD TO INCREASE SUGARCANE PRODUCTIVITY (CASE STUDY OF PT PERKEBUNAN NUSANTARA X)
Bud chip method has proven to improve the productivity of sugarcane and produce more efficient, but still a few farmers who use it. This is due to higher production costs and sugarcane farmers are still not technically skilled. This study aimed to analyze the technical efficiency of sugarcane farming with conventional methods and bud chips in the PTPN X and to identify the factors underlying the farmers to use methods of bud chips in the PTPN X. The number of samples used as many as 31 farmers (11 farmers sugarcane bud chip method and 20 sugarcane farmers mule method). This study uses a stochastic frontier production function approach with Stochastic Frontier production function Cobb Douglas and using a logistic regression model. The results showed the value of technical efficiency index sugarcane growers with bud chip method is efficient (TE = 0.98) whereas the sugarcane farmers who use mule systems have not been efficiently categorized (TE= 0.78). Bud chip method has been proven can improve technical efficiency because it can result in higher productivity. The underlying things that make farmers choose the bud chip method are extensive cultivation, education level and ease of sugarcane cultivation with the bud chip method. Therefore, sugarcane productivity in PTPN X can be increased through the use of the bud chip method accompanied by an increase in sugarcane land area and training for farmers.

A PUSH AND PULL INTERVENTION TO CONTROL AVIAN INFLUENZA: A LESSON LEARNED FROM THE WESTERN JAVA POULTRY SECTOR
HPAI H5N1 is considered endemic in Indonesian poultry and poses a major challenge to animal and human health authorities. The complex structure of the Indonesian poultry meat value chain is an important reason for the limited efficacy of HPAI control in Indonesia so far. The paper objective is to describe how to implement a push-and-pull strategy in the poultry supply chain to control HPAI infection in Western Java. More specifically, this study investigates the poultry value chain in Western Java in relation to consumers’ behavior and governance of the value chain. Implementation of biosecurity and HPAI control measures was strongly related to the governance structure of the chain, with interactions that accentuating the risk of HPAI. In conclusion, a push strategy, as an incentive mechanism, should be designed in such a way that it pays attention to the interactions between actors in a value chain and their impact on introduction and transmission of disease. Moreover, a pull strategy as an incentive mechanism for consumers forcing producers to improve their production environment into higher levels of biosecurity is expected to be less effective than a push strategy targeting producers.

The Effects of Macroeconomic Variables and Corporate Financial Performance on Stock Prices of Palm Oil Companies in Indonesia
Palm oil commodity is still one of the largest foreign exchange contributors to the Indonesian states and remains as an attractive industry. In 2016, Indonesia was the main exporter of CPO with the highest production volume in the world. Palm oil issuers face business challenges from external and internal factors. This research was conducted to analyze whether the stock price of oil palm issuer in Indonesia was influenced by macroeconomic variables (crude oil price, exchange rate, inflation, and interest rate) and financial performance variables (DER, ROA, ROE, EPS, and AUR). This is important because if the macroeconomic variables and financial performance of the company have an impact on the company\u27s performance reflected in the stock price movement of the issuer, this will be an important consideration for investors to take decisions. The results of this research using panel data regression (2010-2016 with quarter data) indicated that only one macroeconomic variable of Exchange Rate that had a negative significant effect on the price of palm oil stock while the financial performance variables in this research affecting the palm oil stock price significantly were DER, ROA, ROE, EPS, EPS t-1, and Stock Price t-1. All variables used in this research can represent the influence of the stock price of palm oil by 99.21%
Premia and Discount of Rice Characteristics: The Case of Retail Market in Bogor-Indonesia
Rice marketing in Indonesia has undergone significant changes, especially at the retailer level. Rice provided by retailers is increasingly diverse, both in terms of variation and quality. This study is aimed at analyzing the implicit value of various characteristics that are generally used as a reference when consumers buy rice at retailers. The study employed a hedonic price model, which was originally introduced by Lancaster. The data used are primary data from the survey of various types of rice sold by retailers in various locations in urban area of Bogor. The survey was conducted in March 2018. The results showed that the content of rice fragments or minute kernels and off-color rice can discount the price of rice. The estimation results of the model also showed that the length characteristic had a negative influence on the price of rice. Rice producers and traders have the opportunity to increase the price of rice they sold by reducing contents of the minute kernel and off-color rice that can be visually observed by consumers when making the choice of rice to buy. Keywords: consumer preference, implicit price, quality attributes, retail marke
Characteristics of Farmer Adopters of High Value Horticultural Crops in Indonesia
Improving the participation of smallholder farmers in horticultural value chains to benefit from the rapidly growing demand for high value agricultural products is one strategy for raising farm income. However, smallholder farmer adoption of high value horticultural crops in Indonesian is under-researched. To address this knowledge gap, this study aims to examines the characteristics of farmers who adopted and those who did not adopt a new horticultural crop with respect to the household (farmer), farm and institutional characteristics. The unique data from a 2013 survey of 960 Indonesian farmers on Java Island that produce a variety of agricultural products was analysed using independent-sample t-tests. Basic statistical analysis showed relatively low adoption rates (10%) of new horticultural crops amongst 960 selected Indonesian farmers with different characteristics. The result showed that current low rates of horticultural crop adoption are associated with a variety of factors, such as lower levels of education among farmers, resource constraints, lack of information on horticultural crop production and low participation in farmer groups. Keywords: horticultural crops, smallholder farmer adoption, househol
