Strategies and Policies To Increase Competitiveness of Cassava in Lampung Province, Indonesia
Cassava is an important commodity and has a strategic role for the Indonesian economy, especially for Lampung Province as the main producer. However, prices and provitas that tend to be low, policies are not in favor of farmers, and weak institutions, so the commodity\u27s is low competitiveness. Government intervention in encouraging the competitiveness of a commodity by providing protection to producing farmers is felt to be very effective, especially for cassava commodities. Therefore, this study aims to analyze appropriate strategies and policies in increasing the competitiveness of cassava commodities in Lampung Province. Therefore, strategies and policies are needed to increase the competitiveness of cassava commodities in Lampung Province. The research was conducted in 2020 in Central Lampung and East Lampung Regencies with a total of 120 farmers as respondents. This research uses policy matrix analysis or PAM analysis and qualitative descriptive. The results showed that cassava has comparative and competitive advantages even though it is low. Therefore, the best policy is needed to increase the competitiveness of cassava commodities. The policy in order to increase the competitiveness of cassava in Lampung Province can be done by increasing output by 20% even though the cost of fertilizer increases by 20%. Some of these policies and strategies can have an impact on production cost efficiency, improve the quality of cassava, increase the quantity of cassava, and increase the income of cassava farmers.

A Strategy Map Model to Improve The Efficiency of Indonesian Banks
This study approaches the problem of banking efficiency in an innovative way. It aims to identify workable solutions for enhancing the efficiency of Indonesian banks as something that is very important after this pandemic Covid-19 time. In order to build a strategy map model, the research is divided into four steps: (1) a desk study of best practices for enhancing banking efficiency; (2) a survey for choosing strategies; (3) a focus group discussion to identify relationships among strategies; and (4) an Analytic Network Process (ANP) modeling to prioritize and build a strategy map model. According to the Strategy Map, the following areas should be prioritized for efficiency improvement: Financial, Customer Value, Learning and Growth, and Internal Process. Indonesian bankers could allocate limited resources in ways that would boost the efficiency of the majority of banks based on the designed strategy map. Despite the fact that these strategy maps are not universal, the research shows that the suggested method is a practical and objective way to create more justified strategy maps.

Can adoption of chemical pesticide-free farming practices benefit to farmers? An empirical study in shallot production in Central Java, Indonesia
This study aims to provide empirical evidence in the shallot production in Indonesia, what drives farmers to adopt chemical pesticide-free production as sustainable agricultural practices and its impacts on farmers’ income. By using national agricultural survey in 2014, this study employed logit regression and regression analysis to estimate the determinants and impacts of adoption of chemical pesticide-free farming practices among shallot farmers in Central Java. The results of a logit regression model showed that level of education, type of land ownership, participation in farmers group, source of fund, certified seed cost, and cost production were significantly associated with decisions to adopt chemical pesticide-free farming practices. The results of a regression model showed that farmers who adopted chemical pesticide-free farming practices had higher income. Aside the chemical pesticide-free adoption factor, the results showed that farmers’ income from shallot farming were influenced by level of education, harvested area, type of land ownership, cooperative membership, access to credit, access to extension services, and cost of certified seed. Future research may consider the different level of usage of non-chemical inputs among shallot farmers as the adoption is a process and dynamic, taking into account both other potential determinants of adoption and other potential factors affecting farm profitability, and focusing on shallot traders, wholesalers, retailers, and consumers.

Rice Balance Simulation in Order To Support Sustainable Rice Self-Sufficiency Program in North Sumatera
The UPSUS program for food self-sufficiency launched by the government has succeeded in increasing national rice production, including in North Sumatera, by increasing the additional embedded area (LTT). However, the aspect of rice supply and distribution is still a problem, so rice imports are still carried out. This study aims to determine the rice balance by comparing the value of rice production to consumption every month throughout the year. The method used is a dynamic system approach using secondary data to build a simulation model. The simulation results show that, in general, the demand for rice has been fulfilled, although in certain months there is a deficit because the planting area in that month is not as large as in other months. Likewise, for some rice production centers, there are regions that experience rice deficits throughout the year. Therefore, efforts to improve supply chain management are an alternative solution to supporting sustainable rice self-sufficiency in North Sumatera.

An ISM Modeling for The Innovation Barrier in Processed Food Industry
In Indonesia, the processed food industry is one of the strategic sectors of economic growth because rapid and massive innovation expected to accelerate the recovery of the Indonesian economy during Covid-19 pandemic. Therefore, this study aims to identify the innovation barriers as well as to understand how they interact with each other so that the decision makers can focus on to overcome these barriers. There is a presentation of hierarchy-based and the mutual relationships among these hindrances using interpretive structural modeling. Three main barriers including economic or political uncertainty, overlapping government regulations, and low organizational commitment was identified to show a high driving power with a low dependence because they have strategic importance and require great attention from stakeholders. The results become a reference for stakeholders in formulating the innovation development strategies and several formulating policies for the maintenance of political or economic stability as well as the harmonization of regulations.

Analysis of Resilience Priorities for Micro, Small and Medium Enterprises (MSMEs) in Deli Serdang District
The COVID-19 virus pandemic during 2020 has become the material for research & investigation in building a priority model for the resilience of Micro, Small and Medium Enterprises (MSMEs). The purpose of this study is to provide empirical evidence on the resilience of MSMEs in coastal, urban and Plateau agricultural areas in Deli Serdang Regency, North Sumatra Province (PSU). Data collection techniques in this study are secondary data collection (the income and production aspects of one-quarter of MSME during the COVID-19 pandemic which is calculated by averages and regional positions), observation and interviews. The analysis technique used is the Analysis Hierarchy Process. The results show the trend of MSME resilience in the aspects of income and production, researchers who get production value always experience a general decline, so that prioritization in decision making in MSME resilience becomes a solution for decision-makers, product packaging, distribution networks and the need for agricultural and food products are priorities major for the community. Dissemination and guidance on awareness using a marketing model through social media for MSME actors has an impact on changing thinking and income, and the role of all decision-makers in obtaining information as an effective workflow and policy to build sustainable small and medium industries amid the COVID-19 pandemic.

Loyalty to Community Modeling Through Value Co-Creation Behavior Activities With Perceived Benefit Mediation: Organic Food Product
The current trend of people\u27s lifestyles is to start consuming foods that are safe and environmentally friendly. The development of information on the usefulness of organic products more broadly becomes necessary. This study aims to determine the impact of value co-creation activities on loyalty to community, mediated by perceived benefit value. The analysis tool used in this study is Structural Equation Model (SEM) analysis. The sampling method used is a convenience sampling approach with 385 respondents. The results show that consumer perceived benefits value have a strong effect on loyalty to the community. In addition, value co-creation activities in the community is shown to be measurable by customer participation behavior and customer citizenship behavior to obtain the desired perceived benefits. The role of the community with the support of the loyalty of its members can be an effective means of disseminating knowledge about organic food products more broadly to the public. Having these results, the recommended policy direction is to increase the perceived benefits of customer community participation and citizenship. Further studies are needed to refine and build a more comprehensive model that integrates other theoretically related constructs.

Inclusive Business Models in Coffee Value Chain: Comparing Practical Evidence Between East Java and North Sumatera
This paper explores inclusive business practices by focusing on the relationship between investments for-profit and social impact for small-scale farmers. Value chain mapping was used and combined with business model canvas to enable fact-finding and linkage between profit-taking action and social impact in the coffee value chain. The study was performed in two regions: East Java and North Sumatra. The study interviewed 72 farmers from Bondowoso District, East Java, and 30 farmers from Mandailing Natal District, North Sumatra. The qualitative analysis revealed the role of local organization networks in supporting the extension and improving performance in value chain governance. The organization networks supported social issues and provided access to diverse resources and environments for companies to build commitments. Furthermore, the business model canvas modeled value propositions that were practically tackling the dimensions of profit and social impact to the organization\u27s context. The coffee value chains in both regions were differ based on key features and elements of small farmers\u27 inclusion in the coffee value chain. The findings show that the coffee business model in Mandailing Natal encouraged smallholder farmer inclusion better than in Bondowoso. Therefore, the study implies that a shifting from profit into social initiatives in inclusive business is needed. This study provides practical evidence of business model canvas in the coffee value chain cases, showing how to develop a mission social innovation in a profit organization.

EFFECT OF THE GOVERNMENT INTERVENTION PROGRAM TO THE CROP INSURANCE PARTICIPATION LEVEL
In addition to premium subsidies, Indonesia\u27s government implements other intervention programs as a stimulus to boost farmers’ participation in Rice Farmers Business Insurance (AUTP). Therefore, this study aimed to investigate the effect of the government intervention program in 2019 that requires participation in AUTP as a prerequisite for redeeming subsidized fertilizer. This study also aimed to ascertain the socioeconomic factors that influence farmers to participate. Meanwhile, primary data were obtained through questionnaires distributed from March 23 to April 6, 2020, and completed by 103 farmers in 14 villages in Sliyeg, Indramayu. The data were analyzed with McNemar Test to determine the effect of farmers’ participation in AUTP when the government intervention program was implemented and terminated. Furthermore, Logistic Regression Analysis is used to ascertain the socioeconomic factors that influence farmers to participate. The result showed that the program affects their participation in AUTP. This level is higher when the program is enforced and decreased when terminated. The socio-economics variables that influenced farmers to participate in AUTP when implemented in the government program are land ownership status and land size, while only land size influenced them when terminated.

A CONFIRMATORY ANALYSIS OF FOOD SECURITY IN NORTH SUMATERA
This study aims to provide empirical evidence and investigations on the development of food security in North Sumatera Province (PSU). This research was conducted in districts/cities in North Sumatera Province. Data collection techniques in this study were secondary data collection (aspects of food production per year in a cycle of two harvests calculated on an average, annual population growth rate and annual rice field area), observation and interviews. The analysis technique using Confirmatory Factor Analysis. The results showed that the trend of food security in the aspect of food production, in the aspect of production value, has generally decreased, so that the fulfillment of food production is only eighty percent and shortages each year are met through imports from other countries. Welfare in the PSU is determined by confirmatory factors with the availability of agricultural land, then population and food security.
