Get PDFBased on the 1945 Constitution, the government is obliged to provide annual budget for conducting national education at amount of 20% from APBN and APBD. The implementation of this regulation is controversial and has not been done fully. This article discusses the provision of education budget by reviewing the rule of region in contributing there local budget for education development in their regions. It is concluded that in general the contribution of each region is still low. The article suggests that the local governments should improve their policy in allocating their budget for education development to improve the quality as well as the quantity of education in their own regions

EVALUASI PELAKSANAAN PROGRAM TAMAN BACAAN MASYARAKAT (TBM) TALENTA AZZURA DI JOGOYUDAN, JETIS, KOTA YOGYAKARTA
Get PDFThis article is an evaluation result of the program implementation of TBM “Talenta Azzura†at Jogoyudan, Jetis, Jogyakarta. The evaluation was aimed at (1) community’s interest on the program, (2) community as members, (3) managers and attendants, (4) support systems, (5) fund, (6) management systems, (7) services, and (8) usefulness either for its members or the community. Subjects of the evaluation were members as well as the managers and staffs of TBM “Talenta Azzuraâ€. Data were gathered through techniques of observation, interviews, questionnaires, and documentation. The analysis was conducted by using SPSS 10,00 for Window (statistical program), it was descriptive. The Evaluation model applied was Stufflebeam’s CIPP (context, inputs, process, and product). The evaluation results indicate that community has diversed socio-economic background as shown by the total income of parents ranges from Rp. 500.000,- to Rp. 750.000,-/month. Most members’ parents are vendors. The questionnaires drew a conclusion that community’s support quality is mediocre yet no rejection or feelings against the program. Further, conclusions drawn upon evaluation model are (1) inputs are members who age between 3 – 12 years old, mostly higlymotivated girls, (2) there are two categories of the managers and staffs, permanent managers or attendants are from the community itself and there are some part-time attendants. Somehow the TBM gets little support for services and lack of fund. Results from questionnaires regarding process show low quality of management and services though data gathered regarding mentoring program indicate meaningfulness of the program for members and the community. In regards of product, results from questionnaires,interviews and observation picture that the existence of TBM is advantageous either for members or the community

Get PDFThe objectives of this research are to discover the difficulties faced by the students as the candidates for kindergarten teachers in studyint music, to identify the kinds of the difficulties, to know the students ‘knowledge of musical instruments, and to measure the degrees of students’ creativity in learning music. The research used survey conducted as from May through November 2005 in The Study Program of PGTK within the Department of Child Education, Schoolof Education, State University of Jakarta. The population covered all students of the Program Study of D-II PGTK which were doing music course. The respondents were choosen by random sampling technique with the total number of 40 students. The result of the study show that (1) background knowledge of music in skill low, (2) reading musical notation is the most difficult to study, (3) the best known musical instrument is tambourine and the best known is castanyet and (4) student’s creativity in learning music is categorized high
