Digital Anarchy and Security Dilemmas: Unraveling the TikTok Controversy in the Landscape of Cyber Realism and Hegemony Struggles between the United States and China
This study delves into the intricate digital geopolitical dynamics surrounding the contentious relationship between TikTok and the United States (US) by employing the lens of cyber realism. The analysis focuses on the intricate interplay of digital anarchy, security dilemmas, and digital hegemony between the two entities. TikTok, originating from a Chinese company, faces scrutiny due to perceived threats to security and privacy. Within the framework of digital anarchy, characterized by the absence of a central governing authority in cyberspace, the TikTok case underscores the dynamic interplay of uncertainty and competition between US national interests and China’s quest for digital dominance. The dilemma faced by the US lies in the imperative to secure national interests while preserving freedom and innovation in the digital era. Amidst the pursuit of digital hegemony, the US aims to sustain its pivotal role in the digital landscape, interpreting TikTok’s expansion as a strategic move by China to extend influence and control over user data. Employing secondary data collection methods, including library research, this study reveals the US’s responses to these challenges, involving attempts to restrict TikTok’s operations within its borders, such as the ban on TikTok’s operation and endeavors to gain control of its US operations. Implementation of the Family Hope Program in Improving the Living Standards of Early Childhood in Wonokusumo Village, Surabaya City
The aim of this research is to determine and describe the implementation of the Family Hope Program in improving the standard of living of young children in Wonokusumo Village, Surabaya City. The research method used is qualitative descriptive research. Data collection techniques use interviews, observation and documentation. The technique for determining informants is purposive sampling analysis and snowball sampling. The data analysis technique uses interactive model data analysis developed by Miles & Huberman, namely Data Collection, Data Condensation, Data Presentation, and Conclusion Drawing and Verification, according to the research focus based on policy implementation theory according to Charles O Jones with three indicators, (1) Organization (2) Interpretation (3) Application. The results of the research are, (1) the organization, policy implementers understand what they are doing in accordance with their main duties and functions, (2) Interpretation, policy implementers refer to related regulations, namely Minister of Social Affairs regulation number 1 of 2018, and guidelines for implementing the Family Hope Program. They have carried out activities in accordance with what is written in the regulations, the procedures for implementing each activity have also been carried out appropriately by the policy implementers. (3) application, the program targets also understand what they are doing, such as participating in mentoring activities, procedures for receiving assistance, so that this is applicable. Therefore, the existence of this family hope program assistance is still not able to improve the standard of living of young children even though policy implementers can carry out their respective main tasks and functions, and parents of early childhood have been applicable in carrying out procedures in accordance with coordination with the policy implementer

Strategies for Improving Population Administration Services at the Tuban District Population and Civil Registration Office
The Tuban District Population and Civil Registration Office (Dispendukcapil) has an obligation under the law to organize population administration services as an integral part of public services that must be accounted for by the government to the community. However, a number of obstacles are still faced in the administration of civil registration services. The purpose of this research is to investigate and describe strategies that can be applied to improve civil registration services at the Tuban District Dispendukcapil. The research method used was a qualitative approach using a case study. Three data collection techniques were used: documentation, observation and interviews. A purposive and snowball approach was used to identify relevant informants. The data analysis process followed an interactive approach, with the stages of Data Collection, Data Condensation, Data Display, and Conclusion Drawing and Verification, developed by Miles & Huberman. This research, which adopted Moenir's theoretical framework, produced several findings, including that 1) the awareness of officials and executive leaders regarding the problem has made significant progress; 2) The process of making adequate regulations has run quite smoothly, but in terms of SOPs, the completion it is still not ideal; 3) Although the organization has a dynamic system mechanism, there are still shortcomings in socialization to the community; 4) The competencies and talents required for a job or position have been applied, and everything is going well; and 5) Service facilities are available in accordance with the nature and format of service tasks, but the‘ball pick-up’ services still need to be improved
The Effectiveness of Electronic Services for Land and Building Tax-Rural and Urban in Tuban Regency
Taxes are one of the main revenues for the Indonesian State. Land and Building Tax-Rural and Urban (PBB P2) is a state tax imposed on land and buildings of a material nature, which the amount of tax payable is determined by the condition of the object, including land, funds or buildings. In improving the quality of services, Tuban Regency has implemented E-Government innovations in accordance with Tuban Regent Regulation Number 1 of 2019 concerning the implementation of non-cash transactions within the Tuban Regency Government, thus Tuban Regency has made an innovation called as Electronic Land and Building Tax-Rural and Urban (E-PBB P2) through the BPPKAD which aims to provide convenience for the public to find out information related to the E-PBB P2 and to be able to make payments independently through the Collecting Agents provided. The purpose of this research is to determine the effectiveness of Electronic services for Land and Building Tax-Rural and Urban implemented at the Regional Revenue, Financial and Asset Management Agency (BPPKAD) in Tuban Regency. The method used in this research was descriptive-qualitative method using data collection techniques in the form of interviews, observation and documentation, as well as applying Budiani's theory with 4 indicators, including (1) Program Targets (2) Program Socialization (3) Program Objectives, and (4) Program Monitoring. The research results show that the E-PBB P2 service in Tuban Regency has been running effectively but is still not optimal
Implementation of SIAGUS in The Online Presence 0f Junior High School Teachers in The City of Surabaya
This research aims to determine the implementation of the Surabaya teacher application information system in the online presence of junior high school teachers in the city of Surabaya. The SIAGUS application is the object of research because it is the only application to support teacher activities specifically in the city of Surabaya. This research methodology is descriptive qualitative with observation, interviews accompanied by documentation studies as a way to obtain data. The data was analyzed using the Rippley and Franklin theory quoted in (Yulianto Kadji, 2015) with the achievement of 3 sufficient indicators including the level of bureaucratic compliance, smooth routine and no problems and performance. The research results show that the SIAGUS application is here to make it easier for teachers to attend online, teachers feel helped and the level of teacher discipline after the application has clearly increased. even though there are obstacles such as the network on the application user's device and the resources of teachers who are classified as elderly. Measuring Digital Maturity in Local Government: A Case Study of Karanganyar Regency Technological Adoption and Organizational Readiness
Although there is no fixed definition for digital maturity, it can be concluded that digital maturity refers to the ability of an organization to use digital technology effectively and efficiently in achieving its strategic goals. This research proposes a new framework to assess the digital maturity of local governments called the Digital Maturity Model for Local Governments in Indonesia (DMM-LGI). The framework has two main dimensions, namely technology adoption and organizational readiness. This research method uses a mixed approach, combining quantitative and qualitative research methods. The research process begins with a literature review from scopus-indexed journals, followed by the formulation of a digital maturity framework, measuring the level of digital maturity, identifying a certain level, and providing recommendations for further digital transformation. The results showed that the digital maturity of the local government of Karanganyar regency was at the level of average digitalization, where the main obstacle was that there were limitations in aspects of adequate and quality human resources (HR). In addition, the excessive number of applications and information systems poses new problems, especially related to integration and interoperability. Bibliometric Analysis of Child Marriage Issues in Scopus and WoS Databases (1999-2024)
This study aims to identify gender injustice in child marriage through a literature review and bibliometric approach. The data analysed come from the Scopus and Web of Science databases, covering 126 journals published between 1990 and 2024. Bibliometric methods were applied using R Studio (Biblioshiny) and VOSviewer software to identify research trends, collaboration patterns, and geographical and topical distributions in the existing literature. The results show an increase in the number of publications each year, with the United States, India, and the United Kingdom being the countries with the highest research contributions. Author analysis identified Koski A, Na N, and Sethi D as the most productive authors. At the same time, McGill University and Mashhad University of Medical Sciences had the highest number of publications. The study recommends several areas for further research. First, further research can conduct a more in-depth investigation into the socioeconomic impacts of child marriage, especially in high-risk regions. Second, Multidisciplinary research involving the legal field to strengthen regulations, the health field to mitigate reproductive impacts, the education field to encourage access to learning, and the economy for family empowerment can provide a comprehensive and sustainable solution to the issue of child marriage

Autonomous vehicles are now a unique and modern new trend in the development of public transport. Its application in various countries such as China, South Korea, Germany, and the United States is interesting to study from policy to implementation. Indonesia also has a great opportunity to develop autonomous vehicles to reach level 3 to 5, considering that the New Capital City (IKN) also has plans to use Integrated Transport System (ITS) and autonomous vehicles as public transport in the future. However, challenges and obstacles such as road facilities, cybersecurity threats, and public indiscipline can be a barrier to the implementation of autonomous vehicles in Indonesia. Integration of Public Communication in the Perspective of Organizational Environment in Social Media
This research is motivated by the growing trend among various entities, including government organizations and private companies, in using social media platforms for communication strategies within the overall organizational environment. This phenomenon is widely regarded as a favourable development due to the inherent openness of the Web 2.0 environment, which allows for the dissemination of information and the facilitation of active engagement, discourse, and the creation of online communities. Nevertheless, the optimistic perspective on the advantages of social media communication in organizations ignores potential conflicts between the principles of openness associated with Web 2.0 and organizational management strategies and practices. This research aims to investigate the utilization of social media by several organizations in Indonesia. A qualitative approach was applied to generate the research findings by conducting in-depth interviews with informants from the research object and various social media specialists. These interviews aimed to explore methods for resolving conflicts between the nature of social media and organizations' strategic and managerial aspects. Specifically, this research focuses on addressing conflicts related to control and governance. The research results suggest a potential path for further exploration in the field of public communication, particularly in aligning organizational goals with the needs of online communities
