Ethnonationalism and Humanitarian Diplomacy: A Study on the Indigenous Papuan Response to Vanuatu’s Advocacy for Papuan Independence
Papua Province’s integration into the Unitary State of the Republic of Indonesia (NKRI) has been marked by historical intricacies, particularly stemming from the prolonged process that spans approximately 14 years. Commencing with the Round Table Conference in 1949 and culminating in the 1969 People’s Opinion (PEPERA), Papua’s trajectory has been shaped by political dynamics and challenges related to national integration. This paper delves into the complexities surrounding Papua’s integration, exploring the impact of the New York Agreement, the PEPERA process, and its subsequent implications for the region’s sociopolitical landscape. Drawing attention to the contested legitimacy of the PEPERA process, we examine the dynamics that have contributed to the ongoing conflict in Papua, with indigenous Papuans expressing disillusionment over perceived marginalization and discrimination. In light of these challenges, the emergence of ethnonationalism becomes a focal point, exacerbated by state policies that have further marginalized indigenous populations during periods such as the New Order era and the declaration of Military Operations Area (DOM) status. Central to our inquiry is an exploration of the response of the Indigenous Papuan community to the advocacy for Papuan humanitarian diplomacy by Vanuatu, a prominent member of the United Liberation Movement for West Papua (ULMWP). This study aims to investigate the extent to which the Orang Asli Papua (OAP) or Indigenous Papuan community’s response aligns with the values inherent in the concept of ethnonationalism. By addressing these issues, we seek to contribute to the scholarly understanding of ethnonational dynamics, humanitarian diplomacy, and the ongoing sociopolitical landscape in Papua
Examining the Role of ICT in Addressing Potential Issues in Indonesian Absentee Voting in Malaysia
This paper investigates the challenges and potential solutions for absentee voting among Indonesian migrant workers in Malaysia during the 2024 General Election. Key issues include administrative inefficiencies, outdated voter lists, legal ambiguities, and vulnerabilities in postal voting, exacerbated by geographic and socio-economic barriers, particularly for rural and undocumented workers. Using qualitative content analysis with NVivo, the study explores how Information and Communication Technology (ICT), such as digital voter registration and blockchain voting, can enhance transparency, data accuracy, and election security. The research is novel in its focus on ICT solutions tailored to the unique challenges faced by Indonesian migrants in Malaysia, a topic that has been largely overlooked. It underscores the importance of coordinated efforts among government agencies, NGOs, and technology providers for effective implementation. While ICT offers promising opportunities for reform, challenges related to infrastructure, digital literacy, and voter trust remain significant. The study provides practical recommendations for improving absentee voting, with broader implications for countries with large expatriate populations, emphasizing the need for multi-stakeholder collaboration to ensure inclusivity and electoral integrity. Future recommendations should focus on addressing these challenges and maximizing the potential of ICT. Comprehensive policy reforms are needed to clarify legal ambiguities and streamline administrative processes, making voter registration and voting mechanisms more accessible and efficient. Governments should invest in robust digital infrastructure and implement digital literacy programs to empower migrant workers, especially those in rural areas or with undocumented status. Advanced technologies like blockchain should be further explored to enhance transparency, security, and data accuracy in absentee voting systems. Collaboration among government agencies, NGOs, and technology providers is essential for successful implementation. Future research should also examine the long-term impact of ICT-based voting systems on voter trust and participation, as well as conduct comparative studies with other countries facing similar challenges
Communication Network Analysis on the Issue of #PertaminaKembaliTerbakar on Social Media X year 2023
The case of the Pertamina refinery that caught fire again in 2023 became a trending topic on social media platform X (formerly Twitter) shortly after the incident occurred. From this topic, researchers aimed to measure and analyze the communication network that was formed, the topics discussed, and the actors involved. Due to the limited research on social media communication networks related to the issue identification process for companies, this study also focused on analyzing the results of mapping the communication network that formed on social media platform X and its connection to the concept of reputation when a company faces a negative issue. Data collection was done using the Netlytic application, which was then processed using the Gephi application. From the data collection results, the research showed a diameter value of 9, indicating a relatively loose network of actors. The density, with a value of 0.001445, and the reciprocity, with a value of 0.0001443, indicated very low interaction density. From the actor's perspective, there were three main actors with the highest degree of centrality connecting other actors, but the topics discussed tended to be negative. These findings indicate that the actor @detikcom is dominant, with many other actors connected to the account to discuss topics related to Pertamina. The second dominant actors are @geiszchalifah and @giginpraginanto, who, upon further investigation, are active figures on social media providing information and commenting on political issues
Accessibility for People with Disabilities in Public Services at UPTD LIPONSOS Kalijudan Surabaya City Social Service
In fulfilling human rights, there must be no provisions that exclude and align one person with another regardless of the shortcomings and advantages of each person, including no difference in treatment for normal people and people with disabilities. Persons with disabilities have the right to obtain justice for the availability of public services. For mankind, the principle of justice is an important principle that humans crave as the highest ideal of mankind. The existence of 4 aspects that have been explained in the Surabaya City regional regulations, namely Convenience, Usability, Safety and Independence, are expected to be able to improve accessibility for people with disabilities. The research method used is descriptive qualitative method with literature study and observation in the form of interviews. The results showed that in the aspect of convenience, it is quite good even though there are still some things that have not shown maximum results such as the absence of handrail facilities leading to the bathroom and handrails for wheelchair users, then for aspects of usability, convenience and independence have shown very good results
Communication on the university library websites and students’ scientific information-seeking during the Covid-19 outbreak: A comparison of four Asian countries
This studyaims to evaluate the quality of dialogic communication on university library websites and its correlation with students’ scientific information-seeking behaviour during the Covid-19 outbreak. Internet services that organizations frequently use for communicating with their audiences can provide discussion forum services. The university library’s management can investigate their students’ novel ideas, needs, and doubts through dialogic communication, so it will activate and enhance the intellectual power. This research proposed dialogic communication from a sample of 171 undergraduate and graduate students from four countries, China, Indonesia, Taiwan, and Malaysia. Data was obtained by an online survey. The results confirm that during the outbreak, the library websites have implemented the principles of dialogic communication. There is a significant correlation between dialogic communication and scientific information-seeking behaviour except for Chinese students. Library websites can serve as an effective conduit for engaging students in seeking scientific information for academic works. Students stated that e-learning increases their satisfaction and commitment to university websites. Lecturers are recommended to develop collaborative activities among students using the library website. Impacts on practice or policy are that website administrators can use dialogic communication to assist students; university top management can assure students’ rights to education; lecturers may use library website facilities to support asynchronous case-based learning
Changes in Coalition Patterns of Ideological Political Parties to Transactional Pragmatists President Joko Widodo's Leadership Period 2014-2024
This study discusses changes in the coalition pattern of political parties in the leadership period of President Joko Widodo who was elected in 2014 and 2019, this research uses a descriptive qualitative method with a literature/literature study approach, so the results show that in the first period the coalition pattern that was built was an ideological coalition pattern, but this pattern changed to transactional pragmatism, because the Coalition of political parties pro-president Joko Widodo's government experienced successive defeats in parliament, One of the defeats did not get a leadership seat in parliament because it lost the number of votes in parliament, so the ideological coalition pattern turned into a transactional pragmatic coalition, where President Joko Widodo attracted opposition parties, namely PPP, Golkar and PAN, to join the pro-government coalition, by sharing ministerial seats, with the aim that the government coalition could win in parliament in determining policies. In the second period of Joko Widodo's presidency, he became more pragmatic because Prabowo, who was Joko Widodo's rival, was drawn into a coalition with the government by giving Prabowo the position of Minister of Defense, so that the impact caused by democracy became unstable, because opposition parties were getting weaker and many policies in their determination were controversial, including the Job Creation Law, revision of the KPK Law, the IKN Law and the dissolution of organizations considered radical by the government
The Symbolic Values of Borobudur in the Tribuana Manggala Bakti Tradition
Borobudur Temple is a cultural heritage consisting of various symbols. The Borobudur symbols contain spiritual values and moral education. Tribuana Manggala Bakti is one of a series of Vesak celebration activities in Jatimulyo Village, Kulon Progo. This activity is a Buddhist religious activity with a combination of Javanese culture. This research aims to describe the symbolic values of Borobudur in the Tribuana Manggala Bakti tradition. This research used a holistic descriptive method. The research results stated that Tribuana Manggala Bakti is a religious cultural product containing social, cultural, and spiritual values. Tribuana Manggala Bakti consists of elements of celebration, amisa puja procession, puja bakti, animal release, tree planting, and performing arts. Each of these elements is in harmony with the symbolic values of Borobudur depicted on the reliefs. Jatimulyo Buddhists strive to integrate Buddhist teachings and Javanese culture. Tribuana Manggala Bakti's cultural construction functions as a revitalization of Borobudur values, a means of strengthening Buddhist identity and strengthening interfaith unity. Semiotic Analysis of "Hyundai Presents Re:Style 2020" Green Marketing in Automotive Ads
One detrimental consequence of the automotive industry's excessive production is the accumulation of end-of-life vehicles (ELV). ELV ought to be disposed of via a waste recycling system. As a result, the automotive sector bears a substantial obligation with regard to ELV. Hyundai is one of the automotive industries that has managed ELV effectively. The YouTube advertisement for the Hyundai Re:Style Presents 2020 model illustrates this. Hyundai's collaboration with fashion designers to recycle automobile byproducts including leather, airbags, seat belts, and glass is featured in the advertisement. They create fashion items from waste, including jewelry, denim jumpsuits, work vests, corsets, and tote bags. Researchers are intrigued by the pursuit of investigating the significance of the sign representation, the object, and the interpretant, as well as the implications of advertising within the framework of green marketing theory. To achieve this aim, the semiotic theory of Charles Sanders Peirce was employed by featuring a triadic model comprising an object, representation, and interpretant. Additionally, Sinh's green marketing framework was incorporated, comprising a green place, green product, green price, and green promotion. Consequently, A qualitative research based on Charles Sanders Peirce's semiotics was used. The results shows that the signs, objects, and interpretants in Hyundai advertisements show the meaning of green marketing
Palm Oil Workers Employment Policy and Sustainability
Employment policies in Indonesia's palm oil industry often have a significant impact on palm oil workers. Many of the government's efforts to appreciate the existence of workers through regulations have stalled due to low participation by plantation owners and companies. The reality of palm oil workers in Musi Banyuasin Regency indicates the weak knowledge of workers and low participation by plantation owners, which results in a lack of security for palm oil workers' livelihoods. This research uses a qualitative approach, collecting in-depth interviews and participant observation data. The research results show that workers' low understanding of labor regulations causes the working conditions of palm oil workers to become increasingly difficult, as does the low participation of plantation owners in the implementation of labor regulations, which makes regulations increasingly less functional as the main aim of making palm oil workers prosperous
Tradition and Modernity: Leadership struggle for political space in Warri South Local Government Area of Delta State, Nigeria
This paper investigates the issue of incorporating traditional rulers into Nigeria's modern local government system with the goal of resolving issues that arise from the interface of tradition and modernity in Warri South Local Government Area of Delta State. This theoretical paper draws its arguments primarily from secondary sources of data, such as existing legal frameworks and other associated policies, journal publications, and textbooks. This paper shows how traditional leadership institutions strategically used decentralized governance policy reforms to reestablish themselves as the mainstay in grassroots politics. This review is placed within the framework of the debate over the worth of traditional leadership institutions, in the twin processes of democratic transformation and decentralized governance. While the opposing side of the debate dismisses them as mere impediments, the other contends that they are assets that can be used to effectively domesticate reforms, because traditional leaders exhibit ethical principles such as political transparency, accountability, and probity. While research finding showed that traditional leaders possess the capacity to play an advisory role in efforts to institutionalize and customize reforms to the necessities of the community but their poor material circumstances make them unanimously readily available targets for politicians intent on fulfilling their own intended political objectives. The paper thus recommended, among other things, that local government actors and traditional authorities in Warri South Local Government Area should see one another as partners in progress and foster mutual respect and understanding. They must be aware that they cannot function in a watertight compartment and should therefore be cooperative and tolerant
