    The Impact of Regional Expansion on Local Government (Study on Musi Rawas and North Musi Rawas Regency)

    The purpose of this research is to understand and analyse the impact of regional expansion in the context of local government with a study of Musi Rawas Regency and North Musi Rawas Regency.  The research method used is qualitative research. This research focuses on three parameters that become criteria and objectives in regional expansion, namely economic growth, regional financial performance, and community welfare which are tested using the impact evaluation method, namely comparative before - after from Finsterbusch & Motz (1980) in the dimension of ‘difference between actual and expected impact’ from Langbein (1980). Data collection techniques used interviews, observation, and documentation. The technique of determining informants is purposive sampling and snowball sampling analysis. The data analysis technique uses data analysis developed by Robert K. Yin (2016), namely compile database, disassemble data, reassemble data, interpret data, & conclude. The results showed that regional expansion in the parent region and DOB had an actual impact that was positive as expected through the parameters of economic growth, regional financial performance, and community welfare, but there were also unexpected and negative impacts. The positive impacts received by the community and local governments have not been proportional to the burden on the state budget for the expansion process and the transfer of funds each year to local governments. The results of this study indicate the need for strategies from the Mura and Muratara governments to improve and oversee community empowerment and regional superior commodities, infrastructure, and PAD, as well as equal distribution of teachers and health workers

    Work Ethics and Organizational Performance in The Nigerian Public Service: A Study of Delta and Rivers States, Nigeria

    This study examined the impact of work ethics on organizational performance in the public service sectors of Delta and Rivers states. Using a cross-sectional research design, data were collected through a structured survey from a sample of 506 employees randomly selected from both states. The study was grounded in labour process theory and agency theory. Labour process theory highlights how organizations can limit employee autonomy by implementing control mechanisms to enhance work performance. Meanwhile, agency theory emphasizes the use of decision-making rights to ensure effective governance, management, and the establishment of incentives and sanctions within an organization. A systematic random sampling method was used to select survey respondents, and the data were analyzed using Pearson’s product-moment correlation and multiple regression analysis. The findings revealed that work ethics encompassing work attitude, workplace commitment, teamwork, and workplace discipline, had a significant and positive impact on organizational performance in the public services of Delta and Rivers states. Additionally, the study identified a linear positive relationship between work ethics practices and organizational performance. This indicates that work ethics not only hold sentimental value but are also critical for enhancing public service performance and sustaining service delivery in Nigeria. The study concluded that work ethics positively influence organizational performance in Delta and Rivers states' public service. The ethical principles outlined in the Nigerian public service code play a key role in guiding civil servants towards behaviors that improve organizational outcomes. As a recommendation, leaders in the public service of Delta and Rivers states, as well as across Nigeria, should prioritize staff training on workplace ethics. Such efforts would help improve employee attitudes, commitment, teamwork, and discipline, ultimately fostering better performance amidst evolving workplace dynamics. The study was limited to the public service sectors in Delta and Rivers states. It is recommended that future research expand to include other states across Nigeria to provide a more comprehensive understanding of the topic.     Changes in Public Perception of Juvenile Delinquency (Case Study in Mulyoagung Village)

    This study aims to identify the shifting forms of community perceptions of juvenile delinquency over time (case study in Mulyoagung Village). Juvenile delinquency according to the community is a social problem that is considered as intimidation equivalent to social deviation, but over time the perception of the community has changed the way of thinking about juvenile delinquency. This research was conducted using a purposive sampling method with a qualitative research approach. The data collection methods used were observation, interviews, and documentation involving the community and adolescents as research subjects. The results of this study identify that there is a change in people's perceptions of juvenile delinquency, where according to the community, juvenile delinquency is currently very concerning due to various factors such as environmental factors, family factors, social factors, and friendship factors. The community responds to juvenile delinquency in different ways, based on research this is seen with the difference in age among the community. This has a negative impact if the community ignores the existence of juvenile delinquency in the social environment, therefore the community plays an important role in maintaining social stability.     Hard Way to Enhance Service Quality at The Regional Secretariat Organization Bureau of South Sumatera Province: A Qualitative Reports

    This study examines the Public Service Innovation Development Model in improving service quality at the Bureau of Organization of the Regional Secretariat of South Sumatra Province. Using a qualitative approach with interviews, observations, and documentation, the study finds that while the innovation model is effective, challenges exist in innovation process management, innovator skills, service standardization, and public participation. Supporting factors include visionary leadership, skilled human resources, technological infrastructure, collaboration, and an innovative culture. Inhibiting factors involve rigid policies, budget constraints, lack of evaluation, and minimal public involvement. Efforts to overcome these challenges include enhancing HR skills, forming an innovation team, developing a strategic plan, establishing service standards, and fostering multi-stakeholder engagement. The study highlights the need for a structured and adaptive innovation model to enhance public service quality effectively.     Ethical Leadership as a Catalyst for Ethical Synergy between Ethics and Performance of Civil Servant : A Study of the Gunungkidul Regency Government

    This research aims to analyse how ethical leadership as a catalyst for synergy between ethics and performance of the state apparatus in Gunungkidul district government and the factors that cause it. This research uses a descriptive qualitative approach with ethnographic method. The etnographic method aims to deeply understand the culture, values, practices and perspectives of factors in a specific government context. Data collection involved secondary data obtained through review and analysis of previous studies and primary data obtained through observation. The theory used in this research is ethical leadership theory, which includes integrity, honesty and moral responsibility toward others. Ethical theory consists of values. Principles, standards and norms of behaviour and government performance theory measured by input, output,outcome and impact indicators. The result indicate that the Gunungkidul district government has great potential to make ethical leadership a driver of ethics and performance synergy. Although its implementation has not been uniform at all levels. This unevenness is influenced by several factors such as different interpretations of the code of ethics, inconsistent supervision, different leadership examples and resistance from different organisational cultures

    Collaboration between the Purworejo Regency Government and MDMC in Flood and Landslide Disaster Management

    This research aims to identify ways to handle flood and landslide disasters in strengthening collaboration between the government and CSOs in Purworejo Regency. Often describe elements of cooperation in handling flood and landslide disasters. The research method applied is qualitative with a case study approach between CSO and the Purworejo Regency Government in disaster management in 2021-2022. The findings of this study show that efficient collaboration in disaster management can be implemented through three important steps, namely: the importance of creating trust between all parties from the beginning, showing a high level of commitment throughout the process, and this collaboration can create common understanding and outcomes that benefit the community and the government. For this reason, the Regional Disaster Management Agency of Purworejo Regency provides a more comprehensive picture of the effectiveness of collaboration in disaster management as well as the factors that contribute to overcoming flood and landslide disasters. However, the implementation of Collaborative Governance has not gone well, this can be seen from the constraints and lack of private sector participation in analyzing articles on flood and landslide disasters.     The Effectiveness of the Role of Adhoc Bodies in Handling Voter List Updating Problems in General Elections

    This study aims to reveal the effectiveness of the Adhoc Agency's role in handling voter list updates in general elections, with a focus on Tegal Timur Subdistrict, Tegal City. Updating the voter list is a crucial stage in the conduct of elections as it determines the accuracy of voter data and the legitimacy of election results. The study employs Performance Prism analysis using the Nvivo software tool, based on transcripts of interviews with two commissioners and the Chair of the Election Commission (PPK). The research findings indicate that the Ad Hoc Body has a clear function, but its effectiveness is still hindered by several factors, including high population mobility, which leads to an increase in issues, low public participation in population administration, and the inadequate development of technology that should support the performance of election organisers. These findings occurred during the 2024 general and regional elections. Overall, these findings underscore that the challenges in updating the voter list are multidimensional. Administrative and technological barriers cannot be separated from participatory and structural aspects. Therefore, collaboration is needed between stakeholders of the Ad Hoc Agency and the government through a comprehensive and inclusive approach that not only focuses on updating the information system but also encourages active community involvement, whether through strengthening human resources or socialisation, and enhancing institutional capacity to ensure accuracy and fairness in the compilation of the voter list.     From the Dutch East Indies to the Cape: Mapping the Networks of 18th Century Slavery in South Africa

    This paper offers analysis of the forces shaped the emergence of slavery in the Dutch Cape Colony. Throughout African history, it appears that coercion was one of means of acquiring labour. In the Dutch Cape Colony, settlers relied on the coerced labour of slaves. According to Vijaya Teelock and Edward Alpers of the University of California, have stated of Mauritian slavery: “No study of language, culture, religion, social organization of slave and post-slave society can be scientific‘ unless it is underpinned by accurate empirical information about the origins of slaves,” the term “slave” referred to people with a specific status under the law, mainly individuals imported from India, Angola, Mozambique, Madagascar, and the Dutch East Indies. The Cape Colony at the southern tip of Africa offers valuable lessons on the emergence of the productive agricultural society in a pre-colonial setting. This paper posits that the Cape Colony of the eighteenth century was one of the most prosperous regions in the world and Cape farmers prospered, on average, because of the economies of scale and scope achieved through trans-Atlantic slave trade processes. Slaves allowed farmers to specialise in agricultural products that were in high demand from the passing ships. In exchange, farmers could import cheap manufactured products from Europe and the East. A conclusion reached in this paper is that the 18th century Dutch Cape Colony slavery gave rise to a relatively affluent settler society which continues to be affluent even to date.     Determinants Influencing Household Waste Disposal Behavior in River Stream Areas

    River pollution caused by household waste remains a serious environmental issue in many urban areas. This problem not only affects aquatic ecosystems but also poses threats to public health and the quality of life of surrounding communities. The urgency of this study lies in the need to understand the social and structural factors that influence household waste disposal behavior, so that environmental policies and intervention programs can be more effective and contextually relevant. Using a quantitative approach and multiple linear regression analysis, this study found that social norms have a significant influence on waste disposal behavior, as indicated by a regression coefficient of 0.746 and a significance value of 0.000 (p < 0.05). This means that collective awareness and informal social control play a crucial role in shaping environmentally responsible behavior. In contrast, the use of waste disposal facilities and existing policies showed no statistically significant influence. These findings highlight that behavioral change in environmental practices cannot rely solely on infrastructure and regulation, but must be supported by the strengthening of social values and active community participation. However, this study is limited by its reliance on cross-sectional data and the exclusion of other potential determinants such as economic conditions, educational background, and cultural factors that may also influence waste disposal behavior. Future research should incorporate longitudinal designs, qualitative approaches, and a broader range of variables to capture the complexity of household decision-making processes and provide more comprehensive insights for sustainable environmental management.     Community Participation in Manyaran Village, Banyakan Subdistrict, Kediri District in the Kampung Keluarga Berkualitas Program

    Kampung Keluarga Berkualitas (KB) in Manyaran Village was established in response to the challenges faced by the community, namely the low awareness of the importance of using long-term contraceptives and the prevalence of marriage at a young age.  This study aims to determine the active participation of Manyaran Village community in the Quality Family Village program. This study uses Cohen and Uphoff's theory of community participation to look at community participation in four stages: when making decisions, when carrying out activities, when utilizing program results, and when evaluating the program. This research uses qualitative methods by collecting data through interviews, observations, and documents. The results showed that: 1) Decision Making: The community has not been fully involved in decision-making, especially during meetings; 2) Activity Implementation: Tribina Kampung KB activities have not been implemented evenly in all hamlets; 3) Utilization of Results: The community benefits from additional food for children, vitamins, and new knowledge about the family. In addition, the establishment of Rumah Data Ku also provides social benefits; 4) Evaluation: The community has not actively participated in evaluating the program
