    The Rationality of Student Political Choices in the 2024 Presidential Election

    Students are one of the important social segments that are affected and have an impact on the 2024 Presidential General Election (Pilpres). Therefore, this research aims to describe the rationality of students' political choices between rational, primordial, pragmatic, and emotional preferences or types, as well as their comparison with each other. With a population of 6174 students of Hatta University, spread across 33 study programs in the Even Semester 2023-2024, namely with cluster data collection techniques and proportional random sampling, the research sample was 330 people (5.34%), using a questionnaire instrument. The results of this study show that in real and internal comparison, each type of student political choice between rational and non-rational (irrational) preferences/types is contrasting but weak, namely 60.1% compared to 11.9%, primordial type 55.6% and non-primordial type 15.3%, pragmatic type 59.8% and non-pragmatic type 15.3%, while emotional type is 60.1% and non-emotional type 11.9%. Externally and in real terms, there is no dominant (weak) difference. However, the negative preferences of the primordial and emotional types were still more prominent, namely 55.6% and 60.1% (both less strong), so that the average difference in percentage with non-primordialism and non-emotional was 44.25% (less strong

    Trends and Challenges of Digital Transformation in the Public Sector: Policy Implications for Improving Public Services in Indonesian

    This research explores trends, challenges and innovations in digital transformation in the public sector, with a focus on its implications in Indonesia. The objectives of this study are to evaluate operational efficiency improvements in public services generated by digital transformation, identify challenges in the implementation of digital technologies, and provide policy recommendations to ensure the sustainability of technology adoption in the Indonesian public sector. The methodology used included a literature review and data analysis from the Scopus database, which was analyzed using VOSviewer to identify key patterns and trends in digital technology adoption in the public sector. The results show that the success of digital transformation depends not only on the adoption of new technologies, but also requires structural changes and organizational culture. Key challenges include resistance to change, the digital divide between urban and rural areas, and infrastructure limitations. This research provides policy recommendations that can accelerate the adoption of digital technologies in Indonesia, particularly through cross-sector collaboration and infrastructure improvements. The findings are expected to serve as a reference for policymakers and practitioners to strengthen the digitalization of public services in a sustainable manner. This research still has several limitations, such as the absence of field studies that directly test the effectiveness of digital transformation in the public sector, as well as analysis of regulations and human resource readiness that still need to be deepened. In addition, the mapping of digitalization trends in Indonesia is still limited to secondary data. For this reason, future research is recommended to conduct surveys or direct interviews with policy makers, strengthen policy analysis, and compare the implementation of digital transformation in other countries so that the strategies formulated are more appropriate and contextual for Indonesia

    Strategy of the Public Relations Team of LLDIKTI Region III in Enhancing Public Services in the Digitalization Era

    This study aims to identify how the Public Relations (PR) team of LLDIKTI Region III designs strategies to improve public services in the digitalization era by launching the SIL@T application. This research employs the theory of Parasuraman, Zeithaml, and Berry (1998), which consists of five indicators that serve as the foundation for developing service quality improvement strategies: Tangibles (physical form), Reliability, Responsiveness, Assurance, and Empathy. The study uses a qualitative descriptive method by conducting direct observations of the occurring phenomena. The findings indicate that LLDIKTI Region III has met the five indicators of service quality improvement, both in terms of infrastructure and direct services, as well as technology-based services through the launch of the SIL@T application. Moreover, the services provided, whether through face-to-face interactions or the SIL@T application, have received positive feedback from users

    Democracy And Resurgence of Coups in Africa: The Implications For The African Union

    This study explored democracy and resurgence of coups in Africa: the implications for the African Union. The major focus is on reasons why there is a sudden reoccurrence of military coups in Africa and what spurs their successes and/or failures so far in the region. Using the secondary data collection method, the study identified the major causes of occurring coups in Africa and also using the regime security theory, the reasons for the spiraling effect of military coups in Nigeria was found to be similar in most of the countries that recently engaged in coups and countercoups. Furthermore, the theory provided for mostly the successes in these countries and why they would always succeed. The study went further to account for the efforts made by the African Union and other economic organizations in the region to reduce the spread of coups in Africa. The study concludes that the African Union and other related economic organizations also end up having some form of political and economic interests in remaining in power for their own selfish gains hence the cycle of resurgence of military coups in Africa.     Strategy for improving human resource quality in government administration in Indonesia, Sytematic Literature Review

    This study aims to map the development of research and scientific publications related to strategies to improve the quality of human resources in Indonesian government administration. This research uses the Sytematic Literature Review (SLR) approach by following the PRISMA protocol and analyzing 64 relevant scientific articles from the Dimension database, published in 2013-2024. The analysis was conducted using VOSviewer to identify topic clusters, related concepts. As well as research trends. The results revealed that there are five main clusters that are dominant and relevant in the development of human resources for government officials, namely: education, HR management, technology, digital literacy, bureaucratic reform, and public service innovation. The education cluster emerged as the most dominant theme, showing the importance of literacy and continuous training in supporting the digital transformation of the bureaucracy. This research makes a significant contribution to the development of ASN capacity building policies through a data-based approach and scientific trends. In addition, these findings also serve as a strategic reference in strengthening HR management systems and technology-based governance. The limitation of this study lies in the data source that only comes from the data dimension, so that the coverage of the literature does not represent the whole of various relevant sources. Therefore, future studies are advised to combine data from various reputable databases such as Scpus, Web of Science, and EBSCO for more comprehensive results.     Collaborative Governance Pentahelix and the Management of Sports Development in South Sumatra: Key Challenges and Future Potentials

    This article explores the evolution of sports policy in South Sumatra, focusing on athlete development and the challenges faced in the implementation process. South Sumatra has emerged as a key player in national sports, hosting prestigious international and national events, yet the province struggles with consistently producing top-performing athletes. The study examines the complexities of sports policy, including the role of government and private sector collaboration, and the impact of infrastructure and resource availability on athlete performance. It also highlights the disconnected between the large-scale investments in sports facilities and the declining achievements of local athletes. Key challenges identified include the lack of a comprehensive and cohesive policy framework, minimal private sector involvement, and inadequate athlete development programs. Through a review of the existing sports policies, this article aims to provide insights into how South Sumatra can improve its athlete development strategies to address these challenges. The findings emphasize the need for coordinated efforts between government, private stakeholders, and local communities to create a sustainable model for sports development in the province.     Implementation of Citizen Relation Management (CRM) applications in the public services of the city of North Jakarta in 2023

    Public service is a form of activity to fulfill the demands of the served party, namely the community by the serving party, namely the state, which in this case is the government. The increasingly strong globalization accompanied by increasingly sophisticated technological developments forces almost all sectors to follow its development, including public services. Modern and internet-based public services are considered as the government's participation in presenting a form of community service that is in accordance with the times. Citizen Relation Management (CRM) is a form of public service innovation that follows technological developments. Citizen Relation Management (CRM) is an application used as a forum for complaints about problems for the people of DKI Jakarta Province which is connected to 13 complaint channels, some of which can be accessed via cellphone using the internet. This study aims to describe how the implementation of the implementation of Citizen Relation Management (CRM) in public services in North Jakarta in 2023. This research methodology uses a qualitative descriptive method with data collection, namely through documentation, observation, and interviews. The data obtained is then analyzed using the theory of 5 (five) criteria for successful implementation. The results showed that the people of North Jakarta felt that the implementation of Citizen Relation Management (CRM) was very helpful and made it easier for them to complain about a problem because of the availability of various complaint channels, some of which could be accessed directly via cellphone. However, during its implementation in 2023 there were still several obstacles, both from internal officers and from the external community itself

    Empowering Indramayu migrant workers has an important and strategic role in increasing economic development and human resources. In reality, the role of empowering post-migrants through the Pe-Ribe Independent Women Program has not yet been maximally carried out by the regional government of Indramayu Regency. The method used in this research is qualitative. The collection is carried out. Interview techniques will be used as a tool in qualitative research. Information that is not recorded in documents, information from relevant events and personalities, namely interactive model analysis. The research results show that the implementation of protection and empowerment of former migrants in Indramayu Regency has not been optimal in the field, especially the issue of business capital assistance for former migrants, facilities are inadequate for implementation

    Geopolitical Rivalries: The Ethnic Dimensions and Global Implications of the Russia-Ukraine Conflict

    This paper investigates the Russia-Ukraine conflict as a nexus of historical legacies, ethnic nationalism, and US-Russia geopolitical contestation, rooted in the aftermath of the Soviet Union’s dissolution. By synthesising historical analysis, policy documents, through a mixed-methods framework, the study positions the war as a proxy struggle shaped by competing globalist and irredentist agendas. Four interconnected drivers emerge: Russia’s resurgence as a counterweight to US-led unipolarity; NATO’s eastward expansion as a catalyst for Russian security anxieties; energy geopolitics influencing regional dependencies; and de-Russification policies amplifying ethnic tensions in Ukraine’s divided sociopolitical landscape. The findings revealed the conflict transcends Ukraine’s sovereignty, reflecting broader systemic rivalries where external powers exploit historical grievances – such as Soviet-era identity fractures and contested territorial narratives – to advance strategic aims. These dynamics have entrenched Ukraine as a battleground for ideological and resource dominance, fuelling ultranationalism and internal discord. The analysis highlights the interplay between structural forces– great-power competition, alliance militarisation – and localised factors, including memory politics and economic disparities, which collectively hinder diplomatic resolution. The study critiques the humanitarian consequences of proxy warfare, particularly civilian displacement and infrastructural collapse. It further underscores the role of digital disinformation and economic sanctions as hybrid tools of modern conflict.
