    Shifting Livelihoods of Farmers in Namlea City

    As a result of land conversion into infrastructure development areas, cultivated land in Namlea Village has decreased which hurts farmers' ability to earn a living. Changes in land function are the primary source of problems because they reduce farmers' production. This study aimed to determine how farmers' efforts to diversify sources of income and adapt to urban changes have affected their agricultural land. This study uses a qualitative approach, and the number of informants to be interviewed was 18 people, who were interviewed purposefully. The informants surveyed in Namlea Village, Buru Regency, were farmers, housewives, community leaders, traditional leaders, and religious leaders. The data for this study were collected through in-depth interviews and observation methods. This study concluded that the shift in farmers' livelihoods as an impact of land conversion is carried out so that farmers' productivity is decreasing, as well as farmers'. To overcome the effect of land conversion in Namlea Village, the efforts needed are to encourage diversification of farmers' income through side business training, develop sustainable agribusiness, and provide access to capital and technology for production efficiency and wise land use planning, community empowerment in decision making, and social protection programs for farmers are also important

    Synergy in Accelerating the Reduction of Stunting in Seram Bagian Timur Regency, Maluku Province

    This study aims to analyse the synergy in accelerating the reduction of stunting in  Seram Bagian Timur Regency and to identify the factors that support and hinder the acceleration of stunting reduction in Seram Bagian Timur Regency. This study uses a qualitative approach. Data collection techniques were conducted through interviews, observations, and document studies. This study uses the concept of synergy which includes two main dimensions: communication and coordination. The results of the study indicate that synergy in accelerating the reduction of stunting in Seram Bagian Timur Regency has shown progress through the active role of the local government in communication, cross-sectoral coordination, and the implementation of specific and sensitive interventions. However, the synergy achieved is not yet optimal. In terms of communication, there are still limitations in communication media such as pocketbooks and leaflets, which hinder information dissemination, and two-way communication or feedback has not been effective, as evidenced by the presence of audiences providing irrelevant responses. In terms of coordination, weaknesses lie in the low capacity of some cadres and the lack of awareness among village governments and communities regarding the urgency of stunting. Budget constraints and shortages of health workers such as midwives, nurses, and nutrition educators limit the scope of services, particularly in remote areas. Difficult geographical conditions further complicate efforts to accelerate stunting reduction. Therefore, it is recommended to enhance synergy in accelerating stunting reduction in Seram Bagian Timur District through: strengthening human resources, including improving cadre capacity and equitable distribution of health workers; increasing awareness among village governments and communities about the urgency of stunting; strengthening programme funding; and implementing interventions tailored to the geographical conditions of the area.     Evaluation Of Building Construction Approval Policy in Pademangan District

    This study evaluates the implementation of the Building Construction Approval Policy (PBG) in Pademangan District, North Jakarta. The transition from a Building Construction Permit (IMB) system to a PBG system aims to simplify bureaucracy and support orderly and legal urban development. However, this change faces several challenges, particularly in densely populated areas like Pademangan, which has many unlicensed buildings. Using William Dunn's policy evaluation theory and descriptive-qualitative methods, this study assesses the effectiveness, efficiency, equity, responsiveness, adequacy, and appropriateness of the PBG policy. Data collection techniques included interviews with officials and residents, field observations, and literature studies. The results indicate that although the digital SIMBG system improves transparency and efficiency, public understanding of the PBG procedure remains low. Technical barriers, limited digital access, and a lack of government outreach are key obstacles. On the other hand, government initiatives in implementing online systems and providing public services have been supporting factors. This study concludes that the PBG policy in Pademangan needs to be optimized, particularly in terms of outreach and institutional coordination to ensure equitable access, legal compliance, and sustainable urban development.     Kolaborasi Pentahelix pada Program Satu Organisasi Perangkat Daerah (OPD) Satu Desa Binaan dalam Pengentasan Kemiskinan Ekstrem di Provinsi Maluku: Studi pada Enam Desa Prioritas di Kabupaten Seram Bagian Timur

    Extreme poverty is a multidimensional issue that demands a collaborative, cross-sectoral approach. Through the One OPD, One Fostered Village program, the Maluku Provincial Government aims to facilitate the involvement of five key pentahelix actors—government, private sector, academia, community, and mass media—to accelerate poverty alleviation in priority villages. This study investigates the dynamics of collaboration, the forms of collaborative actions, and the impacts of the pentahelix model in the implementation of the program. Employing a qualitative approach with a focused case study in six priority villages in East Seram Regency, data were gathered through in-depth interviews, participatory observations, and document analysis. Thematic analysis was conducted using the collaboration framework developed. The study offers practical recommendations, including strengthening cross-sectoral coordination, expanding the roles of collaborative actors, developing a sustainability roadmap, and improving policy frameworks to enhance the program’s long-term effectiveness and sustainability. Melalui program Satu OPD Satu Desa Binaan, Pemerintah Provinsi Maluku berupaya memfasilitasi keterlibatan lima unsur utama (pentahelix), yaitu pemerintah, sektor swasta, akademisi, masyarakat, dan media massa, guna mempercepat upaya penanggulangan kemiskinan di desa-desa prioritas. Penelitian ini bertujuan untuk mengkaji secara mendalam dinamika kolaborasi, bentuk tindakan kolaboratif, dan dampak dari kolaborasi pentahelix dalam pelaksanaan program tersebut. Dengan pendekatan kualitatif dan fokus studi di enam desa prioritas di Kabupaten Seram Bagian Timur, data diperoleh melalui wawancara mendalam, observasi partisipatif, serta telaah dokumen, kemudian dianalisis menggunakan pendekatan tematik berdasarkan teori kolaborasi Emerson, Nabatchi, dan Balogh (2012). Rekomendasi praktis yang disusun mencakup penguatan koordinasi antar-sektor, perluasan peran aktor kolaborasi, penyusunan peta jalan (roadmap) keberlanjutan kolaborasi, serta perbaikan skema kebijakan agar efektivitas dan keberlanjutan program dapat terjamin di masa depan

    Analysis of Public Policies in Indonesia’s Palm Oil Industry to Support Sustainable Development

    Indonesia's palm oil industry is facing a sustainability crisis driven by large-scale deforestation, ecosystem degradation, high carbon emissions, and human rights violations. These issues are exacerbated by weak land governance, productivity disparities, and the lack of a holistic integration of public policies in responding to global ecological, social, and economic pressures. This study aims to analyze palm oil policies within the framework of sustainable development using the Multiple Streams Framework. The research employs a qualitative method through a literature review, critically examining government policies and related reports on palm oil governance in the context of sustainable development. Findings reveal that the industry's sustainability is hindered by the misalignment between economic growth, environmental conservation, and social justice. Although the government has introduced policies such as B40 biodiesel and the National Action Plan for Sustainable Palm Oil (RAN-KSB), major challenges persist, particularly in weak governance, social inequality, and environmental damage. This study recommends the reformulation of more transparent and sustainable policies to promote a more responsible palm oil industry. Keywords: Palm Oil;  Sustainable Development; Public Policy

    This study aims to determine the Implementation of Ternate City Government Policy in Market Retribution Services at Bahari Berkesan Traditional Market, using a qualitative descriptive approach because the problems discussed in this study are not related to numbers, but describe, outline and depict situations and conditions in accordance with reality. Data collection techniques are carried out through observation, document interviews and secondary data assistance. while data collection techniques are carried out through observation, document interviews and secondary data assistance.The results of the study indicate that the Implementation of Ternate City Government Policy in Market Retribution Services at Bahari Berkesan Traditional Market is in accordance with the expected objectives, the parties involved in collecting market retribution, namely the Market Service as the person in charge of market management in Ternate City and the amount of retribution collected from retribution payers is in accordance with existing provisions, although sometimes the amount of retribution collected with tickets given to retribution payers (traders) does not comply with the rules. In addition, in the implementation of market retribution collection, especially in the Bahari Berkesan traditional market, there are four factors, namely communication, resources, disposition, and bureaucratic structure. However, in this study, the resource factor has a more sufficient influence to support the implementation of policies in collecting market retribution at the Bahari Berkesan Traditional Market.     Study of Student Perceptions on the Performance, Transparency, and Independence of Bawaslu as the Electoral Supervisory Agency s 2024

    General elections are one of the main pillars of a democratic system, serving to legitimize power through a peaceful and periodic process. In their implementation, the Election Supervisory Agency (Bawaslu) plays a central role as the supervisory body responsible for ensuring that elections are conducted in a direct, public, free, confidential, honest, and fair manner. This study aims to analyze students' perceptions of Bawaslu's performance, transparency, and independence in the implementation of the 2024 General Election. This study uses a qualitative descriptive method with data collection techniques in the form of a closed Likert scale questionnaire distributed to students at the University of 17 Agustus 1945 Jakarta. The data obtained was analyzed using a descriptive approach based on the frequency distribution and percentage of respondents' answers for each indicator. The results show that the majority of students have a positive perception of Bawaslu's performance and transparency, with a total of 60% and 59.9% of respondents agreeing and strongly agreeing. However, perceptions of Bawaslu's independence tended to be lower, with only 49.4% of respondents agreeing and strongly agreeing, and 50.6% remaining neutral or disagreeing. This shows that although trust in Bawaslu is generally quite good, there are still doubts among students regarding the institution's neutrality from political intervention. This study emphasizes the importance of increasing information transparency, strengthening public communication, and protecting the institutional independence of Bawaslu as part of efforts to strengthen the legitimacy and quality of electoral democracy in Indonesia. The perceptions of students as young voters and a critical group are important indicators in measuring the success of election monitoring functions in the public eye. However, the weakness of this study is the limited number of respondents from one university and the use of a closed questionnaire as an instrument. Future research should involve respondents from various universities and combine quantitative methods with interviews or focus group discussions (FGDs) to obtain a more in-depth and representative picture.     The Relevance of the Thoughts of the Winners of The "Puteri Kartini Jawa Timur" Event With Kartini's Thoughts on Gender Equality and Nationalism

    This research is motivated by the relevance of R.A. Kartini's thoughts on gender equality and nationalism with the thoughts of the winners of the "Puteri Kartini Jawa Timur Event." The objectives of the research include a description of Kartini's thoughts and the winners in 2024 of the event and an analysis of their relevance. The research method uses a qualitative approach with a descriptive type through in-depth interviews and literature studies. The results of the study show the application of gender equality values through emancipation, education, and criticism of traditions such as seclusion and polygamy. Humanist nationalism is also manifested in the preservation of local culture through educational programs and social campaigns. The conclusion of this study reveals that the "Puteri Kartini Jawa Timur Event" is a platform for advocacy of gender equality and nationalism while promoting Kartini's values that are relevant in building a strong and progressive national identity

    This research aims to provide a knowledge horizon regarding the importance of socialization in the Kudus religions election, as a form of providing understanding to novice voters and oriented towards increasing competent community participation. This research also reconstructs an understanding regarding the importance of the P5 program to equip students or novice voters to have a soul. democratic at school and in the community, and able to respond intensively to political dynamics in regional elections. This research focuses on the General Election Commission institution to look at its existence and main tasks and functions to provide political understanding for novice voters contextually in social society. The research approach is in the form of a qualitative approach, with observation, deskriptive, documentation, comparative, literature review, group discussion forums and tables as concrete forms of research validity. The results of the research show that understanding politics for beginner voters is very much needed as the main capital in determining candidate preferences by looking at track records, vision and mission and utilizing digital media as a comprehensive source of information, as well as instilling in the souls of students as beginner voters in a democratic context which is very necessary to face Holy Pilkada 2024, then in terms of socialization it is necessary to increase the participation of the community and first-time voters as evidenced by the percentage after the 2024  regional elections that voter participation is very high with a percentage of 86.57%

    This study examines the innovative culinary-inspired policy branding strategy employed by the Ridwan Kamil-Suswono (RIDO) campaign in Jakarta’s 2024 gubernatorial race. Using food-related acronyms for their flagship programs, RIDO aimed to make complex policy ideas more accessible and memorable to Jakarta’s voters. The study analyzes eight creative program names, each forming an acronym of a popular Indonesian dish, designed to capture attention and create positive associations with RIDO’s policy agenda. This approach simplifies policy communication and fosters a sense of local pride and cultural identity. The study explores how this strategy reflects an understanding of Jakarta’s multicultural fabric and may help the campaign appeal to diverse communities. Furthermore, it investigates how this culinary branding serves as a unique form of political communication, potentially increasing voter engagement and recall of key campaign promises. The study considers the effectiveness of this approach in the context of Jakarta’s reputation as a culinary hub and evaluates its potential impact on voter perceptions and campaign success
