    Effectiveness of Preservation of Kampung Tugu as a Cultural Heritage Area by the Cultural Service of the North Jakarta City Administration

    This study examines the effectiveness of preservation in Kampung Tugu as a Cultural Heritage Area by the North Jakarta City Administration Cultural Sub-Department. The purpose of this study is to determine how the North Jakarta City Administration Cultural Sub-Department strives for the effectiveness of preservation in the Kampung Tugu area which is experiencing degradation. The method used in this study is a qualitative research method by analyzing data using the theory of effectiveness with 5 appropriate indicators, namely Appropriate Policy, Appropriate Implementation, Appropriate Target, Appropriate Environment, and Appropriate Process. This study found that preservation in this area based on Law Number 11 of 2010 concerning Cultural Heritage has not been effective due to degradation in the area and other conflicting policies also apply in the same area, namely the Regulation of the Governor of the Special Capital Region of Jakarta Province Number 31 of 2022 concerning the Detailed Spatial Planning Plan for the Special Capital Region of Jakarta Province. With the findings in this study, it can be used as evaluation material for policy makers and policy implementers in order to determine the status of Kampung Tugu which can then develop this area effectively according to the specified policy. However, this research has not been able to provide the views of policy makers regarding the preservation problems experienced by Kampung Tugu so that further research can add new perspectives from policy makers regarding the problems that occur in Kampung Tugu

    Public Perception of Women's Political Participation in the 2024 Legislative Election (Case Study of Dapil 2 and Dapil 4 in Palu City)

    This study aims to analyze public perception of women's political participation in the 2024 legislative election in Palu City, focusing on two constituencies: Dapil 2 and Dapil 4. A qualitative descriptive approach was used, with data collected through in-depth interviews, observation, and literature studies. Thirty informants, including male and female voters, were purposively selected. The findings reveal that Dapil 2 holds a positive perception of female candidates due to their active engagement in social initiatives and structured campaigns, while Dapil 4 reflects a more negative perception due to low visibility and male dominance. Local socio-cultural factors significantly shape these perceptions. The study recommends inclusive campaign strategies and gender-based political education to enhance women's political participation at the local level.     Inovasi Penanggulangan Stunting Melalui Implementasi Program OMASUKA di Kelurahan Gajah Sakti Kecamatan Mandau Kabupaten Bengkalis

    This study aims to determine the implementation of the OMASUKA (Mandau Special Healthy Food Taxi for Toddlers) program by TP-PKK in tackling stunting in Gajah Sakti Village, Mandau District, Bengkalis Regency. This program is one of the community-based service innovations in the form of providing supplementary food delivered directly to the homes of toddlers with stunting status. The background of this study is based on the high rate of stunting in the area and the need for community-based interventions to overcome stunting. This study uses a qualitative descriptive approach with data collection techniques in the form of interviews, observation, documentation and triangulation. The theory used as an analytical tool is the theory of policy implementation according to George Edward III, which includes communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the OMASUKA program has been running quite well. However, several inhibiting factors were found, firstly in the communication aspect, although coordination between policy implementers is running well, mothers of toddlers who receive benefits still have minimal understanding of the OMASUKA program and the issue of stunting. Then, the program implementation has not been consistent due to the uncertain frequency of activities. As well as limited operational facilities are inadequate. Latar belakang penelitian ini didasari oleh tingginya angka stunting di wilayah tersebut serta perlunya intervensi berbasis komunitas untuk penanggulangan stunting. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Teori yang digunakan sebagai pisau analisis adalah teori implementasi kebijakan menurut George Edward III, yang mencakup komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa keempat indikator tersebut berjalan efektif dalam mendukung pelaksanaan program OMASUKA. Komunikasi yang terbuka antara TP-PKK dan masyarakat, tersedianya sumber daya yang memadai, sikap pelaksana yang positif, serta struktur organisasi yang tertata menjadi faktor keberhasilan utama program ini. Program OMASUKA terbukti mampu meningkatkan kesadaran orang tua terhadap pentingnya gizi dan mengurangi risiko stunting pada balita.     Exploring Policies to Reduce Stunting in Indonesia, Philippines, Malaysia, and Vietnam: A Literature Review

    Stunting is a global problem that occurs in developing countries. Stunting policies in developing countries have different implementation trends.  This research aims to explore and describe stunting policies through Indonesian government programs with the governments of the Philippines, Malaysia, and Vietnam. The selection of country objects is determined based on the average stunting prevalence rate based on the Asian Development Bank in 2022, namely 2 countries above the average stunting prevalence in Southeast Asia (Indonesia and the Philippines) and 2 countries below the average stunting prevalence rate (Vietnam and Malaysia). This research was conducted using a literature study method on 80 main articles from international journals with a publication range of 2019-2024.  The findings were analyzed with indicators of successful policy implementation: Communication, Resources, Disposition, and Bureaucratic Structure which serve to assess the role and success of the policy. This research shows that there are similarities and differences in the policy implementation framework in each country. Similarities are caused by culture, socio-demographics, and poverty which are the dominant factors for stunting. The differences that arise are caused by the approach chosen by the government to overcome stunting. As a recommendation, the government needs to make the stunting handling program a national priority. In supporting the success of stunting management policies, it is necessary to strengthen coordination between institutions, build commitment between implementers, and align the policy agenda between stakeholder

    Transformation of Cultural Capital at Borobudur Temple and the Habitus of the Buddhist Society of Krecek Hamlet (Analysis of Pierre Bourdieu's Theory)

    Krecek Hamlet is a Buddhist tourism village that plays an important role in promoting and preserving the noble values of Borobudur Temple. This research aims to analyze the transformation of the cultural capital of Borobudur Temple and the habitus of the people of Krecek Hamlet through the analysis of Pierre Bourdieu's theory. The method used in this research is a case study. The research results stated that Borobudur Temple as a representation of Buddhist teachings is a cultural capital. Borobudur cultural capital has a role in shaping the character and cultural identity of the people of Krecek Hamlet. The habits formed include religious habitus, togetherness, friendliness and tolerance, simplicity, respect for tradition, respect for nature, as well as traditional and spiritual leadership.  The habitus of the people of Krecek Hamlet is the result of social interaction. The people of Krecek Hamlet live based on socio-cultural structures and adhere to religious values and traditional norms. The transformation of Borobudur's symbolic capital into the habitus of the people of Krecek Hamlet is performed through the process of reproducing religious culture and local wisdom. This research has many shortcomings, thus it needs to be studied more deeply, especially regarding social media and the digitization of the culture of Buddhists in Krecek Hamlet in preserving religious values and promoting Buddhist tourism.Krecek Hamlet is a Buddhist tourist village that plays an important role in promoting and preserving the noble values of Borobudur Temple.     Multiple Streams/Critical Juncture Approach in E-Government Policy Implementation: A Study on SEMESTA Application

    This study aims to analyze the implementation of the SEMESTA application policy in order to improve administrative efficiency in Ogan Ilir Regency. The research method used is descriptive qualitative research. Data collection techniques using interviews, observation and documentation. The technique of determining informants is purposive sampling and snowball sampling analysis. The data analysis technique uses descriptive data analysis by following the six stages of qualitative analysis according to Creswell. This research uses Michael Howlett's Multiple Streams policy implementation theory, which includes four streams, namely the problem stream, policy stream, political stream, and program stream. Findings based on interviews, observations, and official documents show that the implementation of the SEMESTA application policy is still not optimal. Based on the analysis, problem flow and political flow are the main drivers of the policy, while when viewed from the program flow analysis, the implementation of the SEMESTA application policy faces challenges such as employee resistance to using fake GPS applications, the absence of specific regulations governing the SEMESTA application, and limited technological infrastructure, especially related to internet signals in certain areas. This study recommends increasing training and socialization, infrastructure, making special regulations for the SEMESTA application and continuous evaluation to support the sustainability of the SEMESTA policy

    The Effect of ASN Motivation and Social Capital on Collaboration in the Implementation of One Data Indonesia in Ogan Komering Ilir Regency

    This study aims to determine the influence of motivation and social capital of civil servants (ASN) on Collaboration in the implementation of the One Data policy in Ogan Komering Ilir Regency. The research employs a descriptive quantitative approach, emphasizing numerical data analysis using multiple linear regression methods. The study population consists of 78 civil servants involved in the implementation of the One Data Indonesia policy in Ogan Komering Ilir Regency, making the sample a saturated sample or census. Questionnaires were collected using instruments based on a Likert scale. The study concludes that both motivation and social capital of civil servants have a significant impact on Collaboration in implementing One Data Indonesia in Ogan Komering Ilir Regency. Social capital has a greater influence than motivation, indicating that strengthening trust, social networks, and cooperative relationships should be the primary focus to enhance the quality of collaboration among civil servants and ensure the success of public policies

    Justin Trudeau's Intended Resignation: Implications for Immigration Reforms, United States - Canada Trade Relations, And Geostrategic Politics in North America During Donald Trump’s Resumption in The Oval Office

    This study explored the potential effects of Justin Trudeau's planned resignation on immigration reforms, U.S.-Canada trade relations, and geostrategic dynamics in North America under Donald Trump's presidency. Using a historical research approach, the study examined the political developments and policy changes during Trudeau's time in office, considering their future implications following his expected departure. The study utilized the Realist Theory of International Relations, focusing on the role of national interest and power in shaping relationships between states. The findings suggest that Trudeau’s resignation could lead to significant shifts in Canada’s immigration policies, potentially resulting in more restrictive measures aligned with conservative ideologies. In terms of trade, U.S.-Canada relations, already complicated by Trump’s protectionist stance and the USMCA renegotiation, may face greater instability, impacting the region’s economic stability. Furthermore, Trudeau’s departure could alter the geostrategic balance in North America, diminishing Canada’s diplomatic influence in trilateral negotiations with the U.S. and Mexico, as well as its position in global affairs. The study concluded that Trudeau's resignation would create a leadership gap that could challenge Canada’s policy continuity and international relationships. The study recommended among others that Canada should diversify its trade relationships to lessen dependence on the U.S., focusing on building stronger connections with emerging economies in Asia, the EU, and Africa

    Cycling Cities as a Government Effort to Realize Sustainable Cities in Yogyakarta in 2023-2024

    The growth in the number of vehicles in Yogyakarta has contributed to increased air pollution, despite a significant decline during the COVID-19 pandemic. To mitigate these environmental impacts, the government is promoting a bicycle-friendly city program, but its effectiveness still requires support in the form of adequate facilities, strong regulations, and public awareness of cycling. This study was conducted using a qualitative descriptive method that combined literature review, interviews, and field observations as triangulation techniques. This approach aimed to obtain an in-depth picture of the implementation of bicycle-friendly city policies in Yogyakarta and the obstacles that arose in their implementation. The results show that the development of bicycle lanes not only supports environmentally friendly mobility but also encourages local economic growth. From an economic perspective, the existence of bicycle lanes not only facilitates environmentally friendly mobility but also encourages local economic growth through bicycle-based tourism, sporting events, and the empowerment of MSMEs.  From an environmental perspective, the construction of bicycle lanes is in line with air pollution control, noise reduction, and the development of green open spaces that continue to pay attention to ecosystem sustainability and support climate change mitigation. Meanwhile, from a social perspective, the government has implemented various educational programs and cycling campaigns from an early age to the public, which are reinforced by the development of supporting infrastructure such as special lanes, traffic signs, and bicycle parking. Overall, community involvement is an important factor in supporting this policy because its success depends not only on regulations but also on the collective awareness of citizens. This policy demonstrates the integrated efforts of the Yogyakarta City government in creating a sustainable, inclusive Cycling City that supports the welfare of the communityPertumbuhan jumlah kendaraan di Yogyakarta berkontribusi pada meningkatnya polusi udara, meskipun sempat menurun signifikan saat pandemi COVID-19. Untuk menanggulangi dampak lingkungan tersebut, pemerintah mendorong program kota ramah pesepeda, namun efektivitasnya masih membutuhkan dukungan berupa fasilitas memadai, regulasi yang kuat, serta kesadaran masyarakat dalam bersepeda. Penelitian ini dilakukan dengan metode deskriptif kualitatif yang menggabungkan studi pustaka, wawancara, dan observasi lapangan sebagai teknik triangulasi. Pendekatan ini bertujuan untuk memperoleh gambaran mendalam mengenai implementasi kebijakan kota ramah pesepeda di Yogyakarta serta hambatan yang muncul dalam pelaksanaannya. Hasil penelitian menunjukkan bahwa pengembangan jalur sepeda tidak hanya mendukung mobilitas ramah lingkungan, tetapi juga mendorong pertumbuhan ekonomi lokal. Dari segi ekonomi, keberadaan jalur sepeda tidak hanya memfasilitasi mobilitas ramah lingkungan, tetapi juga mendorong pertumbuhan ekonomi lokal melalui wisata berbasis sepeda, event olahraga, dan pemberdayaan UMKM.  Dari aspek lingkungan, pembangunan jalur sepeda selaras dengan pengendalian polusi udara, pengurangan kebisingan, serta pengembangan ruang terbuka hijau yang tetap memperhatikan kelestarian ekosistem dan mendukung mitigasi perubahan iklim. Sementara itu, dari aspek sosial, pemerintah melaksanakan berbagai program edukasi dan kampanye bersepeda sejak usia dini hingga masyarakat umum, yang diperkuat dengan pembangunan infrastruktur penunjang seperti jalur khusus, rambu lalu lintas, dan parkir sepeda. Secara keseluruhan, Keterlibatan masyarakat menjadi faktor penting dalam mendukung kebijakan ini karena keberhasilan tidak hanya bergantung pada regulasi, tetapi juga pada kesadaran kolektif warga.     Implementation of Risk-Based Business Licensing Policy in Supporting Ease of Doing Business (Study in Ogan Ilir Regency)

    Risk-Based Business Licensing isa response to the JobCreation Law aimed at improving the investment ecosystem, business activities, and the Ease of Doing Business (EoDB) in Indonesia. This study analyzes theimplementation of risk-based business licensing policies in Ogan Ilir Regency using Charles O. Jones' implementation theory, which includes three main aspects: organization, interpretation, and application. The research method usedis descriptive qualitative through interviews, observations, and documentation. The analysis results show that the implementation of risk-based business licensing policies in Ogan Ilir Regency has been running well, as reflected in the adjustment of the organizational structure and the formation of a licensing technical team, adequatehuman resources in the licensing service sector, adequate internet networks and facilities, and good coordination between DPMPTSP in Ogan Ilir Regency and the licensing technical team. However, several challenges were identified,including budget limitations whichhave implications for the lack of policy socialization and participation in face-to-face OSS RBA training, insufficientpublicunderstanding of theOSS RBA system itself,and supporting regulations for risk-based business licensing that are still in the drafting stageand havenot yetbeen ratified.Itis necessaryfor theRegional Government to strengthen the capacity and competence of human resources, encourage the availability of budget allocations for licensing services, encourage OPD participation to accelerate the preparation of supporting regulations for risk-based licensing, and expand access to assistance by utilizing digital services through simple video tutorials for business actors.It is recommended that future research conduct a comparative study between regions to analyze patterns and best practices in the implementation of risk-based business licensing policies in Indonesia, particularly in areas facing similar challenges. Additionally, future studies should adopt a quantitative approach to measure the policy's impact on business actors
