    Collaborative Governance In Handling Violence Against Children in South Sumatera Province

    Child violence is a critical issue within the 2030 Sustainable Development Goals, requiring a collaborative approach among agencies for effective management. This study examines the collaborative governance processes implemented by the South Sumatra Provincial Women's Empowerment and Child Protection Agency, the South Sumatra Regional Police, the Class I Palembang Correctional Service, and the Class I Palembang Child Correctional Institution. Utilizing a qualitative methodology, this research gathered primary and secondary data through observation, interviews, and documentation. Analysis based on the collaboration process theory by Ansell & Gash (2008) indicates that collaborative governance has been effective, characterized by face-to-face dialogue, trust-building, joint commitment, and shared understanding, as well as the achievement of interim results. However, improvements are needed in inter-agency communication and the development of Standard Operating Procedures (SOP) for handling child violence cases, to strengthen the collaborative process and achieve sustainable outcomes

    Women Carrying Goods at Namlea Market in Family Economic Empowerment

    Female workers are female workers at Namlea Market, Buru Regency. As providers of labor services, they will transport and deliver every item consumers purchase to the location where they shop. Work complete of risks and exposure to health hazards does not prevent them from continuing their activities, and the actions taken become women's existence in meeting the economic needs of their families. This study is a qualitative study designed to describe the role of female workers in meeting household needs. The research locations are Karang Jaya Village, Namlea Market, and Namlea Terminal, considering the scope of the informant's activities. The analysis technique used is based on the concept of Miles and Huberman, which states that qualitative data analysis must be carried out interactively and continuously. The study results indicate that female workers are the central pillar in household livelihoods, and efforts to meet household needs are prioritized over physical strength without considering its health risks. In addition, to cover the shortage of needs, female workers work outside their primary jobs, such as cleaning shops, providing cleaning services, and processing agricultural products. Recommendations for stakeholders in efforts to improve the welfare of women who carry goods in the Namlea market include providing access to affordable health insurance, adequate rest facilities in the workplace, and micro-business capital assistance to increase household income

    The Role of WALHI in Advocating for Communities Affected by the Food Estate Policy during the Joko Widodo Administration (Case Study in Gunung Mas Regency, Central Kalimantan)

    This research aims to explain the role of WALHI in advocating for communities affected by the food estate policy in Gunung Mas Regency, Central Kalimantan during the Joko Widodo administration. This research uses qualitative research with descriptive-analytical method. The data collection methods used were interviews and literature studies. The researcher interviewed several WALHI members who participated in advocating related to the food estate project to the community. The researcher also conducted a literature study related to the conceptual framework of food estate, policy impact, and the main theory, namely organic intellectualism from Antonio Gramsci. The results showed that there is a paradigm problem in the food estate policy. The food estate project in Gunung Mas Regency has an impact on the rights of local communities in managing land, forest areas, local food, and traditional agricultural systems of local communities. WALHI as the largest environmental movement organisation in Indonesia realised that the food estate project actually did not care about the principle of food sovereignty centred on the independence of local communities and the creation of an environmentally friendly agricultural system. WALHI then began its role as an organic intellectual that promotes and inspires the knowledge of local communities so that they can voice their bad experiences with food estate projects

    Unravelling Power Relations in Sexual Violence in the Penyalin Cahaya Movie: Sara Mills' Feminist Stylistic Analysis Framework

    The number of sexual violence cases against women in Indonesia almost reached 9,000 cases from January to November 2021. This number is increasing every year as protection against victims, whom predominantly are women, remains weak. All this time, social stigma has labeled women as victims since they are weak and easily oppressed. However, the reality of sexual violence does not only affect women but also men, who have long been regarded as the ruling group. In the Penyalin Cahaya movie, the issue of sexual violence is packed with different perspectives. The image of women as victims, who have been portrayed as a second class, weak, and confined group, is not seen in this film. Conversely, men as victims choose to shut up and surrender. This research aims to reveal the representation of sexual violence victims experienced by men and women using the framework of the Feminist Stylistics Approach/FSA developed by Sara Mills. The research body consists of scenes depicting (1) forms of sexual violence, (2) the social narrative of the victims and power relations in handling cases of sexual violence in academic environments, and (3) the representation of victims who choose to remain silent to stay accepted by the society. The documentation techniques were used to look more deeply into the positions and actions taken by the victims to fight the stigma caused by sexual violence. The research results show (1) the negation against male victims of sexual violence, (2) that women’s appearance still becomes the main reason for her to be harassed and (3) academic institutions are weak in dealing with sexual violence cases

    Technology has helped make it easier for people to connect without meeting in person. Social media makes it easier for humans to interact without the need to meet in person. Information that is spread via social media can also apply quickly. This study aims to determine prospective candidates' popularity through social media as a campaign stage for the 2019 General Election. The research method used is descriptive, with a qualitative approach. This study's data sources are primary and secondary. Data collection techniques used are observation, documentation, and literature study. The data analysis technique used is a qualitative descriptive analysis model. The research findings show that social media helps prospective candidates use it as a campaign tool. In addition, social media, as prospective candidates, use a platform to increase their popularity by sharing activity posts featuring promotions or career paths from prospective candidates through their social media. This influence has a good impact on society. Young people, in particular, seem to be drawn to politics via social media

    Watching Cultural Hybridity in Hinduism Myth on The PRISMA Series Road to Baliphex 2022

    The Indonesian Philatelic Association (PFI) collaborated with PT. Pos Indonesia launched a special edition of PRISMA stamps to welcome Baliphex 2022, uniquely on PRISMA stamps there are symbols of ‘Wayang Kamasan’ painting (Balinese) and Mahabharata story (Indian) initiated by PFI. Researchers view that the special edition PRISMA series road to Baliphex 2022 is not just proof of payment and an event promotion tool, but as has meaning in each of the symbols that reflected Balinese and Indian culture. This study aims to reveal the representation of Balinese and Indian cultures in the PRISMA series Road to Baliphex 2022. We use Roland Barthes' semiotic method with units of analysis of denotation, connotation, and mythology. The results show that Balinese culture in PRISMA's Road to Baliphex 2022 series is structured through Mahabharata in Wayang Kamasan symbols, Baliphex events, and stamp elements that have denotative and connotative meanings. The mythology that appears in the PRISMA series Road to Baliphex 2022 is the myth of Hinduism, which is the belief of the majority of Balinese people. Hinduism mythology is structured through the symbolization Saput Poleng, Flags of Kober, Merdah and Tualen, Horse Carts, Big Trees, Ornaments, and Temples. The Hinduism mythology in the PRISMA series Road to Baliphex 2022 is not assembled through a single cultural representation, but with cultural hybrids from Mahabharata (Indian) and Wayang Kamasan (Balinese). This research contributes to the thesis statement that postage stamps can be used by the community as communication media to represent a certain ideology through a series of symbols with cultural hybridity

    Utilization of NTB Care Information Technology as a Public Complaint Media for West Nusa Tenggara

    This article tries to explain the use of information technology for the NTB Care application as a digital media for responding to public complaints. Three dimensions are measured to determine the effective implementation of NTB Care in resolving public complaint services: the Ease of Use dimension, the Trust dimension and the Reliability dimension. The research uses a comparative descriptive method with a qualitative approach and literature analysis by collecting data from official NTB government documents, the NTB Care data center, the NTB Care Website, the NTB care Facebook, and other literature related to NTB Care. The results showed that the use of the NTB Care application as a medium for responding to public complaints was good and received excellent public trust, but the obstacles faced were in the agency that became the goal of the problems raised by the community, the average response time for OPD in handling complaints that come in 1-120 days. There is no clarity regarding reports that have not been followed up on to be resolved. NTB Care is an application as a forum to accommodate the community's aspirations; then, the NTB Care admin will forward public complaints to the relevant agency or OPD based on the complaint problem who entered NTB Care

    Digital Marketing Communication Strategy For Strengthening Bengkulu City Tourism Brand

    Bengkulu City has various historical, cultural and natural tourism assets, this has allowed Bengkulu City to become a tourism city. The internet penetration rate of Indonesia's population continues to increase from year to year. However, the regional government of Bengkulu City has not read the opportunities for digital marketing platforms and made branding efforts for the Bengkulu tourism sector. This study aims to determine the digital marketing branding communication strategy for Bengkulu city tourism destinations. The research approach used is a qualitative approach based on the philosophy of postpositivism. This research is a case study research using the concept of AISAS theory which consists of Attention, Interest, Search, Action and share. The results of this study state that digital marketing communications carried out by the Bengkulu government focus on creating marketing content to create tourist attraction through social media. Image quality, content content, content duration and words in the content are important parts that must be considered. In addition, it is known that the creation of digital marketing content requires quite a lot of effort so that the content is of high quality and attractive, it is necessary to have human resources with special digital skills and a qualified team of creators

    Implementation of Service Policy Electronic Identity Card in Humbang Hasundutan District North Sumatera Province

    This study aims to analyze the implementation of the Electronic Identity Card (KTP-El) service policy in Humbang Hasundutan Regency, North Sumatra Province. This research is exploratory research with a qualitative approach. Data were collected through interviews, observations, and documentation. Informants were determined by purposive sampling and snowball techniques. The data analysis technique used the Spradley analysis model with four analysis stages: domain, taxonomic, componential, and cultural themes. The results of the study indicate that the implementation of the E-KTP service has not been optimal even though various efforts have been made, it can be seen from the unachieved target for the electronic E-KTP, which is caused by several factors, such as the lack of adequate socialization about the importance of the E-KTP, data recording tools, damaged networks, inadequate staff resources, and low public awareness of the importance of the E-KTP. Efforts that should be made are to conduct education and socialization in more detail and intensive on the significance of E-KTP to the public, repair damaged data recording devices and networks, conduct regular training for unskilled employees in providing E-KTP, clarify SOP regarding the time it takes to record an Electronic Identity Card

    The Problem of Neutrality of the State Civil Apparatus (ASN) in the 2020 Regional Head Election

    This article will discuss the neutrality of bureaucracy in Indonesia with the perspective of data collection from online media. Where the purpose of this paper is to find out the involvement of ASN in the power struggle in the implementation of regional head elections. If we look at the many cases of neutrality violations that occurred in the 2020 regional head elections, this is also justified by the State Civil Affairs Commission which records cases of violations of bureaucratic neutrality. The implementation of regional head elections conducted in 2020 is indeed full of pros and cons, besides that almost every regional head election always arises the issue of bureaucratic neutrality. In 2020, there were 694 ASNs who committed violations and have been reported to the State Civil Apparatus Commission. This shows that the implementation of regional head elections is one of the momentums for candidates for regional heads and ASNs to conduct patron-client practices. In addition, the implementation of regional head elections is also carried out during the covid-19 pandemic so that it is possible to have ASN involvement in the implementation of campaigns and so on. Because in 2020 there is a lot of involvement of civil apparatus that shows open support to one of the candidates
