    In Experience and Nature Dewey makes “an attempt to contribute to what has come to be called an ‘emergent’ theory of mind”. On a first approach, that doesn’t look very innovative to our contemporary materialist convictions. Indeed, Kim argues persuasively that a central claim of emergentism—concerning the irreducibility of emergent properties—is irremediably at odds with a view of mental causation that follows from some very plausible physicalist assumptions. This is “the problem of downward causation.” I intend to show that Dewey’s brand of emergentism actually allows an adequate reply to the very important worry formulated by Kim

    The paper argues against the current view according to which there is a clear dichotomy between causation and explanation. The first is usually conceived as an extensional relation connecting particulars individuated non-intentionally, while the second would concern only rational, intensional links between true propositions (facts). Close examination of the particularistic strategy employed to account for the way causal explanation depends ontologically on causation shows that it fails in at least two cases: (i) explanations involving negative facts and (ii) explanations by stative predications. This also reveals that the usual assumption of token-states as a new type of particular causes designated by the nominalization of the sentential expression of stative facts is not independently motivated. Moreover it goes against the plausible distinction between enabling conditions and triggering causes. The paper closes with the claim that facts can be genuine causes and effects

    Der digitale Wahlkampf eröffnet den politischen Parteien neue Chancen der politischen Kommunikation mit Wählern und Wählerinnen. Mit vergleichsweise geringem Aufwand wird eine reichweitenstarke, zeit- und ortsunabhängige, zielgruppengenaue politische Kommunikation möglich, die eine umfassende Partizipation gerade junger Bürger und Bürgerinnen am Prozess der politischen Willensbildung attraktiver und wahrscheinlicher macht. Zugleich hat die Nutzung von digitalen Plattformen wie Twitter, Facebook, Instagram & Co. Auch seine Schattenseiten: das Verbreiten von Falschinformationen, rassistischen und beleidigenden Äußerungen, das Sähen von Zweifel über die Integrität der Wahlen und Aufrufe zu gewalttätigen Ausschreitungen. Dies führte unter anderem zur Sperrung des Twitter-Accounts des 45. Präsidenten der USA Donald Trump und wirkte wie ein Brennglas auf das Problem des „Deplatforming“. Der Beitrag untersucht vor diesem Hintergrund die Problematik der Sanktionierung von Nutzerkonten auf sozialen Plattformen und arbeitet die Unterschiede zwischen der Sperrung von Nutzerkonten politischer Amtsträger und sonstigen Nutzern heraus

    The tandem system: A new electoral frame for the European Parliament

    The tandem system provides a new frame for the election of the European Parliament. It pays due tribute to the European level of the election rather than construing the event as a patchwork of separate elections per Member State. It offers a forum for europarties to contest an election with power, visibility and influence. It promotes the leaders of europarties as prime personnel for political offices to be staffed in the new legislative period. The tandem system proceeds in three steps geared to primary Union law. The first step apportions all parliamentary seats among europarties by aggregating the electorate\u27s votes at Union level. Thus, with regard to the division of the Union\u27s citizens by political persuasion, the tandem system obeys the One Person One Vote principle. The second step, disaggregation of the unionwide apportionment, allots the seats by Member State and europarty in a way safeguarding the preordained seat contingents of the Member States. Thus, with regard to the Union\u27s socio-cultural layout by Member State, the tandem system respects the principle of degressive representation that is peculiar to the European Union. The third step assigns the seats of a party in a Member State to domestic candidates by means of the same provisions which the Member State has been employing in the past, thus complying with the Union\u27s principle of subsidiarity. Das Tandemsystem: Ein neues Wahlsystem für das Europäische Parlament Das Tandemsystem ist ein neues Wahlsystem für das Europäische Parlament. Es betont die europäische Ausrichtung der Wahl anstatt in eine Ansammlung separater Wahlen pro Mitgliedstaat zu zerfallen. Es lädt die Europarteien ein, an der Wahl mit Elan, Sichtbarkeit und Gestaltungskraft teilzunehmen. Es erlaubt den Spitzenkandidaten der Europarteien, sich für Führungspositionen in der neuen Legislaturperiode zu positionieren. Das Tandemsystem geht in drei Schritten vor, die sich am Primärrecht der Union ausrichten. Im ersten Schritt werden auf Unionsebene alle Sitze den Europarteien im Verhältnis ihrer Stimmenerfolge zugeteilt. Hinsichtlich der Aufteilung der Unionsbürger nach politischer Positionierung genügt das Tandemsystem somit dem Grundsatz der Erfolgswertgleichheit der Wählerstimmen. Im zweiten Schritt werden die unionsweiten Sitzzuteilungen nach Mitgliedstaat und Europartei so aufgeschlüsselt, dass jeder Mitgliedstaat sein vorher festgelegtes Sitzkontingent erhält. Hinsichtlich der Unionsgliederung nach Mitgliedstaaten genügt das Tandemsystem somit dem Grundsatz der degressiven Repräsentation. Im dritten Schritt werden die Sitze einer Partei in einem Mitgliedstaat den dort nominierten Kandidaten und Kandidatinnen zugewiesen, wobei die bisher geltenden Bestimmungen des betreffenden Mitgliedstaates weiterhin Anwendung finden. Hinsichtlich der innerstaatlichen Sitzzuweisungen genügt das Tandemsystem somit dem Grundsatz der Subsidiarität

    Die Digitalisierung des Wahlkampfs hat viele Facetten, von denen zwölf im Beitrag erörtert werden. Die Pandemie zwang zunächst alle an der Wahl Beteiligten in die Digitalität und löste damit steile Lernkurven aus, prägte aber wenig die Schlussphase des Wahlkampfs. Entscheidende Bedeutung für den Wahlkampf hatte die Skandalisierung des Lachens von Laschet in Erftstadt. Sie war aber nur möglich, weil in diesem Bild die Vorstellungen der Wähler und der Journalisten von Laschet kristallisierten. Insgesamt gewannen die digitalen Medien in der Wähleransprache und in der Anhängermobilisierung weiter an Raum. Insbesondere Microtargeting mittels sozialer Netzmedien ist zur Routine geworden. Für das Wahlergebnis einzelner Parteien waren digitale Medien in unterschiedlicher Richtung von großer Bedeutung. So konnte die AfD ihr Stammwählerpotenzial halten, weil sie an den etablierten Medien vorbei intensiv digital kommunizierte. Und die SPD konnte auch deshalb zulegen, weil sich in der Partei eine Selbstverpflichtung zur digitalen Zurückhaltung durchsetzte. Und nicht zuletzt: Die Legitimität der Wahl war entgegen vieler Befürchtungen auch nicht im Ansatz durch digitale Instrumente gefährdet

    Cultural artefacts and neglect of the materials from which they are made

    This paper discusses an explanation, offered by Tim Ingold, for why social and cultural anthropologists have so far paid little attention to the materials from which artefacts are composed. The explanation is that these anthropologists accept a certain argument. According to the argument, what an anthropologist should focus on when examining an artefact are those qualities that make it part of a culture, and this is not the materials from which the artefact is composed. I show that Ingold has not made a compelling case against this argument, but also that it is not sound

    On the Metaphysics of Mental Causation

    In a series of recent papers, Cynthia MacDonald and Graham MacDonald offer a resolution to the twin problems of mental causation and mental causal relevance. They argue that the problem of mental causation is soluble via token monism— mental events are causally efficacious physical events. At the same time, the problem of mental causal relevance is solved by combining this causally efficacious mental property instance with the systematic co-variation between distinct mental properties of the cause and the action-theoretic properties of the effect in question. In other words, their model is an instance of the familiar strategy of yoking token monism with property dualism. MacDonald and MacDonald, however, endorse this nonreductive monism from within a property exemplification account of events. In this paper we argue that nonreductive monism, when yoked with the property exemplification account, faces significant difficulties in resolving the twin problems of mental causation and mental causal relevance
