Quality assurance in public service interpreting: An overview of the Greek Registry of Public Service Interpreters

    Get PDF
Ensuring the quality of interpreting services in various public sector environments is a complex and often challenging issue. Despite legislative provisions and various measures implemented worldwide to maintain high standards, instances of poor or inadequate interpreting services continue to be reported both in Greece and internationally. To address this issue, the Greek Ministry of Migration and Asylum, in collaboration with Ionian University, has recently undertaken a project to establish a national registry of qualified interpreters. This paper discusses the main aspects of the registry, emphasizing its potential to offer a sustainable solution to quality challenges and to enhance the effectiveness of interpreting services in Greece

Certification of interpreters: an overview and best practices internationally

    Get PDF
Over the past few years, the issue of certification has emerged as an issue of paramount importance for all professions, including interpreting. While certification is a voluntary procedure, there is confusion about the use of terminology around the world: in Texas reference is made to licensed court interpreters, while the central website of US Courts of Justice speaks of “certified interpreters”, although in both cases interpreters voluntarily undergo exams at the court to be registered as interpreters. In the case of court interpreters, reference is made to “court certified, registered και enrolled interpreters”, without any difference in the meaning of each one of them, while in the United Kingdom the term “chartered linguist” is widespread.  Since its foundation the European Union has been organizing “accreditation tests” for the freelance interpreters it occasionally recruits to cover its interpreting needs, while national interpreters’ associations have started issuing quality certification for their members over the past few years based on their national legislation. Interesting examples of certification are presented (Assointerpreti, AIIC Italia, Universitas Austria) as they could be a source of inspiration for other countries, since they are based on the compliance with certain legal requirements and interestingly do not entail any additional bureaucratic burden or cost for the public sector. In the field of Registers of Public Service Interpreters, Norway and the UK lead by example within Europe. Norway has had a Register of Public Service Interpreters since 2005, while the National Register of Public Service Interpreters (NRPSI) provides a database of the UK’s registered interpreters. Last but not least, reference is made to ISO certification and in particular to ISO 13611 on Community Interpreting Services

The use of new music technologies has created a new perspective for education. The acquisition of knowledge and skills in relation to the use of various tools of Informatics in Music, is a goal of modern music education. New media provide opportunities for creativity and new modes of expression, promote efficiency in terms of learning objectives and increase participation (Alexouda & Patio, 2018). Digital music literacy refers to knowledge and skills about new technologies and, in particular, the digital music culture of our time. Digital tools have a place in music education but in terms of music education. If technology is the way, pedagogy is always the function. The use of digital media for music teaching-learning becomes important to the extent that it is done within clearly defined educational objectives (Kokkidou, 2016). In the new Music Curriculum for the Secondary School (Zacharopoulou & Konstantinidis, 2022a; Zacharopoulou & Konstantinidis, 2022b), the acquisition of knowledge and skills that are part of digital literacy are linked to the goals, objectives and expected learning outcomes of music education and mentioned as essential. Special attention is given to the use of tools and applications that make use of digital technology. They can offer opportunities and possibilities especially in areas related to creativity, interdisciplinarity, development of motivation, stimulation of the student's self-esteem, communication with audiences outside the classroom and personalized learning. It should be noted, however, that the use of new technologies should not be an end in itself, but should be done in the context of serving the musical objectives of the Curriculum and through pedagogical approaches that promote critical, analytical and creative thinking, collaborative learning, self-action, initiative, exploration and experimentation. Virtual musical instruments provide endless possibilities, limited only by the imagination and abilities of the performer (Blackwell & Aaron, 2015) and can contribute to the development of a new pedagogical model, different from the traditional-conventional one (Williams, 2014). In the unprecedented, exceptional and pressurized conditions that our country experienced in the spring of 2020, during covid-19 pandemic crisis, distance education was the most suitable tool for our students to keep in touch with the educational process. The teaching of music in secondary education has faced minor or major difficulties. The subject of music is practice and experience and therefore dynamic interventions in its teaching with modern and asynchronous distance education had to be immediate and decisive (Patio, 2021). Children were asked to participate en masse in online music lessons and certainly not all of them had acoustic musical instruments in their homes. The only solution was the use of virtual musical instruments, which were integrated into musical practice, incorporated into music education activities and became useful tools of musical creation in distance education. Wigdor and Wixon (2011) identify that the development of musical applications is shaped by users' experiences, desires and behaviours of existing musical instruments, leading inevitably to the design of virtual pianos, metallophones, percussion, etc. This paper presents the design, the objectives and the stages of virtual "construction" of a simple rhythmic musical instrument with the use of Google Slides presentations. Finally, the methodology is described, the experience of the implementation of the project in a Secondary Experimental School is presented and the conclusions and suggestions of the work are summarized

    Get PDF
Students studying at Open Universities worldwide may not be aware of the meaning of the term "open" included in the name of these institutions, as is the case with the Hellenic Open University. However, this word was chosen very carefully indicating a whole philosophy, educational approach and policy. In this paper, terms and concepts such as "Open Education", the culture of openness and the preconditions for openness are approached in order to start and develop a dialogue and create a contemporary theoretical framework, first of all for the philosophy of openness, but more specifically for Open Universities, as well as for the Hellenic Open University. The rapid changes taking place in the 21st century as a result of the 4th Industrial Revolution and globalization have brought new challenges and opportunities by transforming the way we live, work, communicate and learn (Schwab, 2016). In this context, education takes on a crucial role, as it focuses on "teaching people how to learn", encouraging knowledge creation that will lead to progress and development (Lionarakis, 2006; Siemens, 2005). UNESCO (2015) emphasizes accessibility in education, regardless of time, place and device, ensuring the participation of all stakeholders. This statement is a manifesto for implementing changes to make education open and responsive to the challenges of modern societies. Openness in education requires restructured educational systems that promote democracy, human rights and equity (Lionarakis, 2008). Moreover, it emphasizes access and opportunities offered to people without formal qualifications, removing barriers faced by a large part of the population. Yet, the concept of openness has multiple dimensions, with no widely accepted definitions. Our aim is to identify the assumptions and philosophy of openness, rather than to provide a definition. Open Education aims to increase educational opportunities for those who have been excluded from the traditional system. At the same time, it is used to describe educational systems that are more accessible than conventional ones. The emergence of education as a critical factor in social development after World War II coincided with the rapid development of the sciences and arts. In this context, the sociology of education highlighted the need for equity in education in order to increase access to higher education and economic progress. Nevertheless, Bourdieu (1986) and Bernstein (1975) argued that education reflects social inequities and power relations, reproducing differences between social classes. Ideas such as ensuring students' rights, inclusion and participation in school management (Bernstein, 2000) came to the fore, although reality belies such expectations. School maintains a closed and conservative culture that promotes practices of symbolic violence and excludes the lower classes from academic success (Bourdieu & Passeron, 1990). Despite these challenges, Bourdieu and Bernstein laid the foundation for the concept of openness, which includes free access to education, recognition of social differences, flexibility of curricula, granting students control, and the adoption of student-centered learning. But the question remains: how can openness be achieved in such a context? Openness can be approached interpretatively, through criteria that are shaped according to the social, educational and political context. A broader approach to openness is concerned with learner autonomy, the supportive role of the teacher, interdisciplinary teaching, flexibility in time, curriculum and pace of learning, focusing on the right of choice for learners (Jones, 2015). These parameters are selectively adopted by Open Universities, depending on the social, economic and political needs they serve (Jones, 2015; Wiley, 2006). Therefore, openness in education can be considered synonymous with freedom of choice. The conditions for an open educational environment are related to freedom in terms of (Baker, 2017; Cronin, 2017; Jones, 2015; Mishra, 2017; Mohammed & Mishra, 2012; Wiley, 2006; Villamejor - Mendoza, 2013 Zawacki-Richter & Jung, 2023): acceptance of learners, regardless of cost, previous academic success, cultural and economic background, access to the premises of educational institutions, choice of place, time, pace and methods of learning, the organisation, design and development of educational materials, the choice of educational materials available, developing curricula, the development of interactions and partnerships. The above conditions define and outline the profile of Open Universities, which is related to: open access, human resources and the recognition of formal, non-formal and informal learning, physical space, as no physical presence in university halls is required, new teaching methods, new ideas and innovations, new concepts, organisation and flexibility in learning and teaching, teaching/learning materials, designed in an interactive way and based on basic principles and methodologies, student support and preparation for difficulties they may encounter, bridging experiences that harmonise students' past experiences with those they will acquire in higher education; and the perspective of "teaching them how to learn". However, openness often remains unclear or only partially achievable (Peter & Deimann, 2013). The lack of clarity leads to overly optimistic expectations based on the false assumption that openness is independent of social, political, and economic conditions (Bayne, Knox, & Ross, 2015). In reality, openness interacts with, shapes, and is shaped by factors such as society, politics, and economy (Peter & Deimann, 2013). For example, the economic crisis of 2008-2009 highlighted the need for open education systems, especially for marginalised groups such as refugees and migrants, while raising issues, such as increased tuition fees (Jones, 2015). These developments have led to the creation of MOOCs, which promote openness, but often without formal accreditation (Hall, 2015; Jones, 2015). Open Education promotes equity, accessibility and the dissemination of knowledge, creating a more equitable and open educational environment, as well as increasing educational opportunities for those who have been excluded from the traditional system. Openness in education is directly linked to democracy, implying restructured education systems that promote democracy, human rights and equality. Despite efforts, openness remains superficial in many cases, limited by political agendas and social inequalities (Olakulehin & Singh, 2013). Ultimately, openness in education can act as a policy tool, intensifying inequalities and confirming Bourdieu and Bernstein's theories of social and educational inequalities

Policy change, port governance and climate policy in the European Union

As not all European policy sectors have the same strength, does a focusing event assist on the creation of an EU-wide policy? After the adoption of the European Green Deal in 2019, there is a turn into European policies becoming more climate friendly. This article explores the case of the European port governance, a sector governed mostly intergovernmentally and not directly contributing to the fight against climate change. The article delves into the European Studies literature, utilizing it as empirical data, along with European legislation, to showcase that port ‘policy’ has not been developed and that the penetration of climate policy might lead to a faster development of the former than expected
