ADULT EDUCATION AS A TOOL FOR SUSTAINABLE DEVELOPMENT IN NIGERIA
Adult education which is often used interchangeably with other notions such as literacy, adult basic education, lifelong learning, continuing education, fall under the umbrella of non-formal education provided as a second chance or opportunity to those that have earlier missed schooling. Apart from being a right of everyone to be educated, adult education paves way for people to contribute to the development of themselves and their society. It is on record that the present level of illiteracy is very high in Nigeria; this makes it difficult for Nigeria to achieve sustainable development. This paper therefore looks at various aspects of sustainable development and how adult education can serve as a tool for all the goals attainment. Using secondary instrument such as various documents and various scholars view, the paper established that there is high number of population of illiterates in Nigeria and the need to drastically reduce the challenges such as poor budgetary allocation, societal perception of adult education, unqualified facilitators among others so that multi-dimensional nature of sustainable development which includes changes in social structures, attitude and all conditions of life from undesirable to the desirable be achieved. The paper therefore recommended that a systematic adult education policy be adopted and compressive education and training opportunities for adults that would expose them to various professional, vocational and other programmes of interest be embraced in order to achieve SDGs and Agenda 2030 in Nigeria.
CLASSROOM ASSESSMENT PRACTICES AND STUDENTS\u27 RETENTION RATE IN NIGERIAN UNIVERSITIES: IMPLICATIONS FOR NATIONAL SECURITY
The paper focuses on the classroom assessment practices commonly adopted by Lecturers in some Nigerian Universities and how students\u27 retention rate is affected vis-à-vis national security. The paper adopted survey design as a method of data collection. Simple random sampling procedure was used for selecting sampled Universities for the study and descriptive procedures were used in analysing collected data. The paper identified classroom assessment practices commonly used by University Lecturers to include formative and summative assessments, individual, group and ipsative assessments as well as referencing assessments. Issue of zero score in assessment was found to be largely responsible for poor retention rate and high drop-out rate among University students with the resultant effect on increasing level of societal crimes and threat to national security. The paper therefore, concludes that since national security implies the preservation of the nation\u27s physical integrity and territory including its nature, institutions and governance, as a matter of policy, necessary steps should be taken to ameliorate the aspect(s) of classroom assessment practices that expel students from the universities and constitute threats to national security. The paper recommends that there should not be zero in classroom assessment in line with the doctrine of comprehensiveness in assessment. Again, students should be exposed to a variety of assessment activities that give meaning to formative evaluation including the use of creative assessment, classroom observation, peer assessment, and self-assessment
PRAGMATIC ANALYSIS OF SELECTED DISCOURSE IN DUL JOHNSON\u27S ACROSS THE GULF
In communication, a listener infers or deduces a speakers\u27 intended meaning from utterances beyond the semantic context of the sentence uttered. This type of meaning cannot be captured only from the simple and semantic rules but also with the use of pragmatic principles like Grice\u27s cooperative principles which are not culture bound but universal in interpreting meaning. This paper is a Pragmatic Analysis of selected discourses in Dul Johnson\u27s Across the Gulf. The source of data is the primary text under review. The talks-exchanges were extracted to examine the dialogue collected for analysis. The paper examines utterances in the text arranged in a dialogue form in order to determine and interpret adherence or violation to Grice\u27s maxims using Grice\u27s (1975) cooperative maxims and their implicatures, based on the theoretical framework adopted for the study. The findings show that violation of Grice\u27s maxims is often unintentional as writers make effort through content to capture the realities of life in writing. The study concluded that analysis of a dialogue in a prose work brings a clearer picture of interlocutors\u27 use of language in a practical form and makes the implicature easier to interpret. The paper therefore recommends that creative writers should be encouraged to write as they are inspired but the knowledge of Grice\u27s maxim will be of great advantage to them
History of the Origin and Development of Meteorological Services in Nigeria
This paper attempts to give an insight to the origin and development of meteorological services in Nigeria. The study traced the origin of meteorological services in the world which started in 300 BCE by the Chinese weather prediction to 1835 when the modern weather forecasting was created by the British. The origin of meteorological services and its gradual development from manual to automated operations in Nigeria started in 1892 as an agricultural station under the then Public Works Department. It was about forty years later that a full-fledged Meteorological Department was established in the country. The Nigerian Meteorological Department started operations in 1937 and became the Nigerian Meteorological Agency a parastatal under the Federal Ministry of Aviation in 2003. The information used in this study was from the archives and also from the interview conducted with some key officers of the Nigerian Meteorological Agency (NIMET). This paper has found out that NIMET has gradually and steadily progressed from being a local to an international meteorological services organization through the consistent procurement of the latest meteorological equipment and partnering with relevant organizations to improve its meteorological services. The paper recommended the establishment of more meteorological stations for effective service delivery and the continuous training of its personnel
Beyond Specific Impression: The Development of Western Education in Toro District
In the context of colonial system of education there were chiefly improvised policies and procedures introduced for the purpose of effective vassalage and providing some services to the colonial governemt. Colonially introduced western education in most cases was short of the required amount and quality. Toro district is belief to be central in the training and retraining of diverse teaching personels among them were those who served differently outside the schedule of their practice. The development of system of education there has been a source of contention to some people within the area as, they raised some questions as to: why, when, how and for who was it founded? At the moment, none of the available publications written about the history of education in northern Nigeria provided cogent information as answers to thosequesinons. This is a negation of historical development of western education as it concern Toro district of Bauuchi emirate in the then, northern province. The paperdeal with background information about the development of western education in Toro district, as the second oldest school of its kind in northern Nigeria. Historical methodis chosen and used in this study for its qualities.Moreover, the paper brought to light the British colonial government’s collaborationism with the missions in carrying out their activities
An Archaeological Investigation of Kufen Karfi Abandoned Settlement Site in Malumfashi Katsina State, Nigeria
This article reports an archaeological investigation of Kufen Karfi abandoned settlement in Malumfashi area of Katsina State. The exercise which took place in the month of May,2016 was conducted by group C of the Field School of Department of Archaeology, Ahmadu Bello University Zaria. This preliminary investigation which involved archaeological survey, excavation and oral tradition collection and documentation, it revealed proven evidence of sedentary way of life by the people and cluster of dye pits in association with human burial, hence compelling the need for further more detailed study for a better understanding of thenature, evolution and development of the dying ndustry in the area
Do we have Governance in Rural Commodity Value Chains? Evidences from Niger State, Nigeria
This study deployed the Value Chain Approach (VCA) to study governance in rural commodity value chains while focusing on yam value added products within Niger State, Nigeria. The question of whether actors within the yam industry respects the food safety standards endorsed by the standardization bodies of the government or not is the major crux in this study. The study deployed qualitative case study methodology and the procedures utilized for data gathering were nine structured interviews, review of past literature and observation using the overt technique. The findings of the study revealed that governance and food safety measures are well spelt out by the certification bodies but what isn’t clear enough is the implementation of food safety measures and governance within the rural settings where many unregistered actors participate in value chains. The findings suggest that disintegration in value chain governance may limit the market exploitability of yam value added products, specifically yam flour, which is mostly traded in the rural markets and this could further make international competitiveness less possible
Effect of Credit Risk on the Performance of Listed Deposit Money Banks in Nigeria
The study examined the effect of credit risk on the performance of listed deposit money banks in Nigeria using panel data collected from the audited annual financial statements of thirteen listed DMBs in Nigeria for a period of 2012-2018 using Ex-post facto research design and thirteen listed DMBs in Nigeria form the sample size. Furthermore, the study employed Generalized Least Squares (GLS) method of Panel Regression, Fixed and Random Effects in its estimations with the aid of STATA Software Version 14. The study found that all the measures of credit risk (NPL, LLPR, LAR, and CAR) have significant negative effect on profitability of DMBs in Nigeria measured by ROA and ROE respectively. Based on the findings of the study, the study recommends that Listed DMBs should have comprehensive credit risk management procedures that will cover the formulation of an overall credit strategy for managing problem credits, and a credit risk management framework which will serve as a tool for monitoring and controlling risk inherent in individual credit as well as banks credit portfolios
The Role of Port Infrastructural Quality on GDP Per Capital in West African Countries: A Static Model Approach
This study seeks to examine the effect of quality Port Infrastructure on growth using panel data of 15 West African countries. This study employed the random effect model and vector autoregressive model for the period 2006 to 2019. The result of the study revealed that air transportation posits a negative and significant effect on GDP per capital. Infrastructural quality of port had a positive and significant effect on GDP per capital. However, working poverty had a negative and significant impact on GDP per capital in West African countries. On the causality relationship, air transport freight does not granger causes GDP per capital. Quality of port infrastructure and GDP per capital has a bi-directional relationship. There is also a bi-directional relationship between Inflation and GDP per capital. Similarly, a bi-directional relationship also exists between working poverty and GDP per capital
