    ENHANCING SERVICE DELIVERY THROUGH MODERN INFORMATION TECHNOLOGY IN BAYERO UNIVERSITY KANO.

    This Paper has focused on enhancing Service Delivery through Modern InformationTechnology in Bayero University, Kano (BUK). Specifically, it examined the challenges thatconfronted BUK in her attempt to deliver public service before the creation of theManagement Information System (MIS). The study further examined the extent to which thecreation of MIS had enhanced the system of generating, dissemination, storage and analysisof information in BUK. The study also studied the factors impeding the implementation of thestrategic plan of BUK on Information and Communication Technology (ICT). The studyreviewed literature based on the research topic and related theory and adopted AdaptiveStructuration Theory as the theoretical framework for the study. The study used bothquantitative and qualitative methods for data collection and analysis. The total sample size forthe work was two hundred and seventy, which comprised of two hundred and sixtyrespondents for the quantitative data and ten staff interviewed drawn from CIT, MIS,Automation and Computer Science Department. The study discovered Modern InformationTechnology as a critical tool for effective service delivery and that certain challengesconfronted BUK before the creation of MIS unit that included poor storage of data, inefficientmanagement of information and poor dissemination of information. The study among othersrecommended that, the management of the Bayero University Kano, should effectively trainpersonnel on modern information technology to enhance the availability of man-power inCIT and MIS units as this will help to solve the problem of expertise on modern informationtechnology of the institution

    The public procurement systems and practices in most countries, especially developingnations, majorly focus on solving infrastructures problems and acquiring services and goodsor items necessary for developmental purposes and the day-day running of state affairs.Against this conventional notion, however, this paper demonstrates the applicability ofpublic procurement to addressing other important societal concerns. Specifically, the paperexplores the usefulness of public procurement as a veritable tool for alleviatingsocioeconomic disparities among groups and categories of people in the society. It concludesby arguing that, following the examples of other countries, Nigeria could maximize herpublic procurement power to accomplish similar goals through a review and amendment ofthe country\u27s 1999 Constitutional and the Public Procurement Act of 2007, to bring to bear thesocioeconomic realities of the country in her public procurement practice and system. Thepaper is basically a theoretical and qualitative research. Data for the study were derivedmainly from secondary sources, and the descriptive method of qualitative analysis wasemployed to analyze the data

    EFFECTS OF OFF-CAMPUS ACCOMODATION ON STUDENTS\u27ACADEMIC PERFORMANCE IN TERTIARY INSTITUTIONS IN NIGER STATE

    This study looks at the effects of living in off campus accommodation on studentsin educational institutions, using three educational institutions in Niger state ascase study. The frequent problems posed by students living in off campusaccommodations to school managements and the observed decline in theacademic performance of some of the off campus students have been of concernto school administrators. The data was collected using multiple -answerquestionnairesdistributed to students in the three institutions. It wascomplemented with interviews with staff of the student\u27s affairs unit of theschools. Some of the findings were that most of those lured into cult activities inthese schools are in off campus accommodations, they incur high financialexpenses in off campus accommodations and that most of them perform belowexpectations in their academics. Some of the recommendations were forinstitutions to improve on their student accommodation capacities, and tostrengthen security around off campus accommodations

    Nigerians have been observed to be more loyal to religion than the state. This is manifested inthe growing trend of religiosity, the phenomenal rise in the number of worship centres andinfluential clergies in Nigeria today. The interdependence of Religion and Politics as socialdynamics in fostering the development of Nigeria has become quite a concern across thenation. Nigeria is a highly heterogeneous nation with diversity in terms of multi-tribal,cultural, religious and political spheres. Thus, the objective of this study is to analyze theextent to which politicization of religion had affected the political development of Nigeria asa whole and Northern Nigeria in particular. The study made use of primary and secondarysources of data. The data obtained through questionnaire was analysed by descriptivestatistics presented in tables and frequency distribution simple percentages. Data on the resultof the 2015 presidential election was also obtained from INEC office to buttress our point.The study reveals remote and immediate causes of religious politics included the hunger forpower, wealth and independent religious sentiments. To de-emphasize religious politics, thecountry should de-emphasize religion. Tribe and state of origin should be excluded in thefilling of forms for both public and private organisations. Appointments and employmentsinto these organisations should be based on merit and competency

    CONTEMPORARY ISSUES IN LOCAL GOVERNMENT PERSONNEL MANAGEMENT AND THE SUSTAINABLE

    This paper examines the local government personnel functions, career and juxtaposes it within the context of subsisting realities and challenges towards the attainment of the sustainable development goals (SDGs) as one task amongst many at the regional and local levels of government in Nigeria. It identified the core problem that few local governments can offer competitive salaries which are available to prospective employees at the other levels of government (Federal and State) and in the organized private sector. This is aside the ‘heavy hand’ of the State government bureaucracy which clogs the local government service commission (LGSCs) efficient and effective function with long delays in processing applications for hiring, deploying, training, and disciplining local government staff and even separation in terms of retirement and payment of gratuity and pensions. This paper relying on secondary documents theoretically connects this problem using the human capital theory within the SDGs and their 169 targets often described as aspirational. This paper posits here that the availability of local government municipal personnel to implement the Sustainable Development Goals (SDGs) from its global policy agenda setting dimension to the local sector plans as it envisions to the local citizens is an uphill task towards its target of the year 2030 agenda. It suggests amongst others, that the solution remains in the decentralization concept with the deployment (deconcentration/delegation) of personnel from the central and regional governments to the local government with enhanced wages and incentives to end their careers in local communities towards the attainment of SDGs and targets which requires well trained and competent personnel
