EFFICIENCY IN RICE PRODUCTION AND AVAILABILITY DURING THE COVID-19 LOCKDOWN: FOCUS ON PRESIDENT MUHAMMAD BUHARI RICE PRODUCTION PROGRAMME IN MINNA, NIGER STATE. NIGERIA
This paper aimed to assessed the efficiency in rice production and availability during the covid-19 lockdown, with the objective to determine the success of president Muhammad Buhari rice production programmes in chanchaga local government area of Minna, Niger state; Nigeria. A sampled questionnaire was adopted for data collection. The study area was divided into eleven (11) Wards. The eleven wards are Limawa wards (a & b), Mekera, Minna (central and south), Nasarawa (a, b, c), Sabon-Gari and Tudun (North and South). Salants and Dillman (2007) formula was adopted for sample size selection. Four hundred (400) questionnaires were administered to sampled households. Three hundred eighty-two (382) questionnaires were returned and analyzed using descriptive statistics. The analysis shows that 52.37percent of the farmers were involved in the RIFAN programme, 52.09% of households responded had no problem with rice scarcity during the covid-19 lockdown. About 200 respondents, which account for 52.36 percent had a low rice production level before the programme, while 51.83 percent of the respondents had their rice increase production level during the ongoing programme. While, in terms of loan accessibility, 46.60 percent of the total respondents accessed their loans easily through commercial banks. However, 75.39 percent of the respondents applaud the local rice production policy, based on the sanity it brought on the suffering from the importation of rice. On the other hand, only 24.61 percent of the respondents has diverse opinions. Among the recommendations that the agricultural programme on rice production be sustained, loans credit facilities accessibility should be made easy to farmers at all levels, and agencies should be constituted for strict monitoring and supervision of the program
ADAPTATION STRATEGIES ON CLIMATE CHANGE IN MANGU LOCAL GOVERNMENT AREA OF PLATEAU STATE NIGERIA
Climate change is an environmental, social and economic challenge on a global scale. This study examines public perception on climate change and adaptation strategies in Mangu LGA. Twenty-seven years secondary data on rainfall and Temperature were used along with 200 questionnaires randomly distributed in Mangu LGA. The research made used of descriptive statistical technique on primary and secondary data depicted in graphs, tables and charts. Results shows that 56% of the respondents were male, majority of the respondents (50.2%) and had tertiary education. In terms of climate change knowledge, findings show that 52.8% of the respondents were of the opinion that the present climate is moderate and that it is increasing gradually due to Climate change. 39.4% of the respondents attributed the climate change to global warming linked to natural factor (54.4%) and human factor (38.9%). Respondents opined that the impact of climate change is felt more on food production and biodiversity. A cross section tabulation of demographic characteristics revealed that perception on local climate change is corroborated more with the age grade 60years and above. It was seen that respondents with tertiary level of education has a better understanding of climate change issues in Mangu LGA than those of lower level of education. The 52.8% of respondents were of the opinion that climate change leads to decrease in crop yields. Some of the adaptation strategies practiced in the study area includes cultivation of crops that are tolerant to low moisture requirement, increased fertilizer usage and cultivation of different crop varieties. The study concludes that climate change knowledge is rather poor among the people in Mangu LGA. It is therefore recommended that there is need to introduce climate change courses in primary schools’ curriculum and organize sensitization programmes on climate change in the study area to create awareness and enlighten the general public on climate change
UNDERSTANDING PHILOSOPHICAL ASSUMPTIONS IN SOCIAL SCIENCE RESEARCH: A CONTRIBUTORY NOTE
Social science researchers explicitly or implicitly conduct research via certainphilosophical assumptions about the nature of the social world and how it may beinvestigated. These assumptions have impact on how the social world is investigated ormethodology to obtain knowledge about it. Therefore, an important step to conductingresearch in social science is identifying and choosing philosophical assumptions that willguide the research. Despite the importance of philosophical assumptions many emergingscholars are experiencing difculties in articulating philosophical assumptions guiding theconduct of their investigations. Therefore, the aim of this article is to discuss in simpleterms prevailing philosophical assumptions guiding the conduct of social scienceresearch. To achieve the aim, theoretical review of literature is undertaken to describe thephilosophical assumptions of positivism, interpretivism and pragmatic researchparadigms. Similarly, the study highlighted on the appropriate research designsassociated with each of these paradigms. In this way, the study is in addition to discussingphilosophical assumptions, contributing to guiding emerging social science researchers onchoice of appropriate research paradigms and designs consistent with chosenphilosophical assumptions. The study may be of signicance to social science researchersespecially emerging scholars in guiding them to choosing the most appropriatephilosophical assumptions that will guide their studies either from positivists,interpretivists or pragmatic approaches. This is most important as failure to chooseappropriate philosophical assumptions may lead to obtaining different results even on thesame investigated phenomena. Likewise, highlights on pragmatic research paradigm andits philosophical assumptions may be found useful
APPRAISAL OF EMPLOYEES PERFORMANCE IN NIGERIA\u27S PUBLIC SECTOR
The central focus of every public organization is to realize a signicant increase in thelevel of productivity. Attaining this all-time goal is determined by the performance of theemployees who handle the services of the organization. This implies that the productivityof any organization depend on the considerable extent to which its employees performtheir assigned responsibilities in the organization. Employee\u27s performance appraisal isone of the parameters used by the management to measure and improve the performanceof the employees. The paper employed survey research design method; The population ofthe study consist both academic and non academic staff of the polytechnic amounting to atotal of 1450 population and arrived at 440 using Krecie and morgan (1970) table fordetermining sample size, Data were collected from both primary and secondary sources.Questionnaires were distributed to the targeted population and oral interviews were alsoconducted with the respondents. Simple random sampling technique was used indetermining the sample size. The data collected were analyzed using regression. It wasdiscovered that employee\u27s performance appraisal exercise play a vital role in boosting employee\u27s productivity in public sector. It was also found that theincrease in the level of productivity in public sector depend largely on employee\u27sperformance. In the end, it was recommended that organization\u27s management shouldgive emphasis on employee\u27s performance appraisal exercise that will cover wide rangeareas such as on the job and off the job appraisal, employee\u27s attitude to work andannual performance evaluation. Management should introduce new approach toemployee\u27s performance appraisal that is capable of boosting employee\u27s productivity,such as Management by Objectives
CREATING OPPORTUNITIES FOR ARTISANS\u27 ENTREPRENEURSHIP DEVELOPMENT IN THE RURAL CONTEXT OF NIGERIA.
The study aims at exploring access to recent interventions designed towards interveningin the entrepreneurial life of rural people to ascertain the level at which rural artisans\u27benefitted. A virtual trace approach (VTA) methodology was deployed together with anempirical investigation using focused group discussions (FGD) as a tool to examine theimpact of such interventions in three rural communities in Niger State, Nigeria. The studyfound that there is no impact felt in the rural communities and aside that there has been noprovision for trainings that will make artisans\u27 entrepreneurship mentorship accessible torural people which would place the rural communities on the path of development. It wastherefore recommended that a suitable policy arrangement in terms of promoting andnurturing artisans\u27 entrepreneurial spirit alongside financial support in this regard issuggested to reduce rural poverty
THE ROLE OF HISBAH ON THE REDUCTION OF MORAL DECADENCE AMONG YOUTHS IN KANO METROPOLIS
The decay in the society has affected the values and moral character of Nigerian youth.This menace is not exempted from youth in Kano state, in fact just like any other state inNigeria, Kano state is not spared of the prevailing moral crises in the contemporaryperiod. Many of these crises are however, traceable to the new values ushered in as aresult of social media usage by most of the youth who embrace some values and moralbehavior that are in conflict with Islamic and Hausa cultures. However the emergence ofHisbah as an Islamic institution in Kano state could go a long way in the reduction ofmoral decadence in Kano state. Against this backdrop this study is aimed at examiningthe Role of Hisbah as an institution for reduction of moral decadence among youth inKano state. Metropolis. This is because the purpose of the Hisbah is to protect members ofthe society from deviance, preserve their faith, guarantee the welfare and security of thepeople and enforce Sharia law. The study adopt content analysis as it methodology. Thefinding from this study showcase that, Hisbah\u27s fight against immoral conducts, such asindecent dressing, clubbing, indecent haircut, street patrol, raids on criminal hideouts,surveillance, community sensitizations, which contributes to reduction of moraldecadence as well as crime in Kano metropolis. The study recommends that Hisbah as aninstitution in the Kano should be statutorily strengthened going by their contributions toreduction of moral decadence and crime among youth in Kano Metropolis
EFFECT OF INTERNALLY GENERATED REVENUE ON GRASSROOT DEVELOPMENT OF PORT HARCOURT CITY LOCAL GOVERNMENT COUNCIL
Grassroots development means making life better for people in rural areas as a whole. It is therefore the constitutional responsibility of local governments to ensure that the rural populace partakes of development opportunities at different points in time through the maximization of internally generated revenue as stated in the Constitution. The study made use of survey research design and purposive sampling techniques and also Localism theory as its theoretical framework. Both primary and secondary data were used for the study. The primary data was analyzed with the use of the four-point Likert scale tool of analysis while the secondary data generated from journals and textbooks were analyzed with the use of content analysis. The findings from the study reveals that lack of community consultations and meetings and the practice of State-Local Joint Accounts affect the efficiency of Port Harcourt City Local Government Council and this study therefore recommends amongst others, that, there should be a review of taxes appropriated to federal, state and local governments and that local governments should be made independent
EFFECT OF OWNERSHIP STRUCTURE ON EARNINGS QUALITY OF LISTED INSURANCE COMPANIES IN NIGERIA.
The Earnings figure is one of the most important economic variables in the financial statement that measures the financial position and performance of an entity. However the earnings reported may not really reflect the true performance of a company due to management manipulation as a result measures are raised to curb this situation among which is ownership structure (distribution of company ownership among its shareholders). The main objective of this study is to determine the effect of ownership structure on earnings quality of listed insurance companies in Nigeria. The study formulates three hypotheses and applied Generalised Least Squared (GLS) Techniques to analyse the relationship between dependent variable earnings quality and the independent variable, institutional ownership, managerial ownership and ownership concentration of the sampled Insurance Companies. Data were extracted from the annual reports and accounts of the Insurance Companies over the period 2012 to 2021. The data analysis technique was regression using STATA version 14. The study found that: Institutional ownership negatively influences earnings quality, Managerial ownership negatively influences earnings quality and ownership concentration negatively impacts on earnings quality but not significant. The study recommends that Nigerian Insurance companies should reduce the shareholding of their managers, motivates their institutional investors to become long term institutional investors and reduces the shareholding of their major investors
COMMUNITY PATICIPATORY DEVELOPMENT IN NIGERIA: BENEFITS AND CHALLENGES
success of every project depends on the active participation of the community in designing, implementing and sustaining the projects that affect their condition of living. The paper examines rural or community development in Nigeria with emphasis on the institutions, agencies, policies and strategies employed to bring about the much needed rural development in the country. It goes further to assess the impacts of the various efforts made by both the domestic and foreign governments and international organizations, institutions, agencies and non-governmental organizations to bring about real development at the grassroots level. In an attempt to do this, clarification of concepts like community, development, rural areas, and rural development was carried out, which formed the theoretical basis of the analysis. The study employs the use of Content Analysis as a methodology and Participatory Theory is used as a theoretical framework of the study. The data for the study was generated from secondary sources. The paper reveals that top bottom approach, political deprivation, lack of enlightenment and awareness campaign and lack of proper educational empowerment constitutes the major challenges of community participation in rural development. The paper therefore, recommended that for rapid and sustained community development to take place, change of attitudes and orientation by all and sundry, realistic and enduring measures should be given priority attention, especially at the implementation stages
