    RESTORATIVE EFFORTS OF GOVERNMENT AND NONGOVERNMENTAL ORGANIZATIONS (NGOS) IN THE PROVISION OF ENABLING ENVIRONMENT IN BAMA LOCAL GOVERNMENT AREA OF BORNO STATE, NIGERIA

    Worldwide, development has become an issue of concern due to the increase in crises. The study assessed the restorative efforts of government and NGOs in the Provision of an enabling environment in Bama local government area of Borno State, Nigeria. Data were sourced from both primary and secondary sources. Primary data were obtained from the population of the study, which comprised of, 62,531 IDPs and 529 community leaders from within and outside camp in Bama. The secondary data were sourced from State Emergency Management Agency and Ministry of Rehabilitation, Reconstruction and Resettlement Borno state. The sample size of the study was 437 IDPs using stratify and simple random sampling and 53 community leaders were selected using purposive sampling. The study administered (437) questionnaires, (405) were returned as valid. Fifty-three (53) key informants were interviewed both within and outside the camp in Bama local government. Statistical package for social sciences (SPSS) version 26 was used for the analysis. The study revealed the extent to which an enabling environment provided for the restoration of development in Bama has not yielded a positive result and concluded that enabling environment available for the restoration of development in Bama local government has reported to be inefficient. The study recommended that Humanitarian agencies (Government and NGOs) should have a monitoring team that will consist of beneficiaries, experts in the field of Humanitarian programs, and community representatives to conduct a pilot survey on the prioritized needs of the returned IDPs. This will facilitate and reduce the challenges as it will give an insight on how to go about the effective provision of enabling environment as a variable for the restoration of development in Bama Local Government

    ASSESSMENT OF UNIVERSAL BASIC EDUCATION (UBE) PROGRAMME IN PUBLIC SCHOOLS IN KADUNA SOUTH (2016-2020)

    The journal evaluated the implementation of UBE programme in primary and junior secondary schools in Kaduna South, Kaduna State between 2016 and 2020. Descriptive method was utilised using a sample of five schools randomly picked from both sections with10 teachers randomly selected in each school to answer the questionnaires and the head teacher or the representative of each wasinterviewed. The questionnaires returned were analysed in frequency and percentages and the interviews used to support the findings. The findings showed among others that instructional and infrastructural facilities, trained teachers and funds are insufficient to a high extent for effective implementation of UBE programme in Kaduna South L.G.A between 2016 and 2020. Thus, the study recommended that government should provide instructional materials, infrastructural facilities and head teachers of primary and junior secondary schools be properly trained in order to guide the conduct of other teachers who are not functional in the implementation of the UBE programme among others

    MADNESS IN BESSIE HEAD’S NOVELS: A PSYCHOANALYTIC READING OF A QUESTION OF POWER AND MARU

    This paper is a study of madness in Besie Head’s novels, A Question of Power and Maru. Employing Sigmund Freud’s theory of psychoanalysis which focuses on the treatment of mental disorders by recognising the relationship between the conscious and the unconscious mind, the study shows how Head uses the madness as a strategic tool for revealing the evils of apartheid in South Africa. Head’s novels reflect the problematic situation of children born by South Africans in the apartheid era and the social and political pressures they experienced, which predisposed them to psychological trauma. It is against this backdrop that the author highlights madness as an ingredient necessary for humanity to come to terms with the value of life and self-acceptance. The research found that there is a complex link between living under oppressive, traumatising social and political conditions such as the blacks in South Africa experienced in the apartheid era and a subculture of madness and that madness is a purgative cauldron for inner psychic conflicts. The study thus concludes that the hope for a free, just and prosperous post-apartheid South Africa lies in a combination of efforts made by both South African and non-South African citizens in a global context to right the deep rooted negative effects of racial oppression

    COVID-19 pandemic has affected market share and competitive advantages of most smallbusinesses around the world which Nigeria is no exception. The main objective of the study is toexamine the effect of Covid-19 Pandemic on the performance of the Small Poultry BusinessEnterprises (SPBEs) in Ojo LGA of Lagos State, Nigeria. The independent variable is Covid-19Pandemic while dependent variables are market share and competitive advantages. The researchdesign for the study was descriptive survey design. The population of the study includes all thesmall poultry business, veterinary experts, feed producers and equipment/input suppliers in OjoLGA of Lagos State, Nigeria. Convenient sampling technique was chosen for the study since thepopulation is not certain. The sampling size of the study was three hundred and eighty-four (384)using Saunder, Lewis and Thornhill (2009) formula. With an addition of 10% of 384 of the samplesize derived, making a total of four hundred and twenty-two (422) respondents sampled. A onewayANOVA was performed to compare the effect of COVID-19 on market share. A one-wayANOVA reveals that the difference is positive and hence there was statistically significantdifference between COVID-19 and market share (F(12, 354) = (50.577), p = 0.02. A one-wayANOVA was performed to compare the effect of COVID 19 pandemic on competitive advantage.Also, the one-way ANOVA reveals that the difference is positive and hence there was statisticallysignificant difference between COVID-19 pandemic and competitive advantages (F(12, 354) =(47.674), p = 0.02. Based on the findings of the study, the following recommendations amongothers were made, that: Small poultry business owners and managers should leverage on the gainsof Information and Communication Technology (ICT) to boast their operations, this would go along way in boasting sales turnover and profit in the long run; small poultry business ownersshould applied backward integration strategy in the aspect of poultry feed to enable them copewith rising cost of foreign and imported feed and government and corporate bodies should helpthe farmers with loans and subsidies to enhance growth and sustainability of poultry business inOjo LGA of Lagos State, Nigeria

    Banditry and Ungoverned Spaces in Nigeria: A Case Study of Kaduna and Zamfara States

    Bandits perpetrate acts of banditry such as kidnapping, rape, wanton killing and so on.They perpetrate these acts while trans-locating from place to place, traversing therugged outskirts of states called ungoverned spaces which they convert as their place ofabode. These spaces are used by bandits as safe havens for living, planning, trainingand indoctrinating, securing access to weapons and equipment and engaging in illegalsmuggling. Bandits find the environment conducive due to its rugged terrains, complexmass of ridges, arid climatic conditions, crisscrossing seasonal streams and rivers aswell as adequate cover from observation and direct fire from state forces. The objectiveof this paper is to examine the effect of the existence of banditry on the ungovernedspaces of Kaduna and Zamfara states. The environmental crime theory was appliedwhile relying on interviews (anonymous identity) and extensive secondary data in thepaper. The effects of this menace which was found to be depletion of tourisms, andreduction in foods production, among others. The efforts of governments at all levels tocurb the menace of banditry and recover the ungoverned spaces were discussed whileproffering viable ways forward, which include synergy of efforts by governments of thetwo states to combat the menace and enhancement of the judicial system amongstothers, as appropriate recommendations for dealing with the menace

    Impact of Cybercrime on National Development: A Review on Nigeria

    Humans will continue to seek ease of life and consequently record breakthroughs indiverse aspects of life. Often, this growth and development will have its positive andnegative sides, one of which is cybercrime. The internet with its benefits has a plethoraof downsides and it has wrought a lot of havoc on socioeconomic and politicalwellbeing of nations. The drive of every nation is to develop to its full capacity andpotentiality, but this among other factors continues to act as a stumbling block to thisdevelopment. This work will consider the impact of cybercrime on nationaldevelopment in a bid to recommend ways of curbing cybercrime and positioning thenational interest before individual interest which hampers the direction of nationaldevelopment including an examination of the legal instrument of control both locallyand at the international plane. In the end, this study concludes that the growth ofcybercrime in relation to fraud is a digital pandemic that will continue to spread inNigeria in the years to come if offenders are not dealt with according to law, to serve asdeterrence to intending offenders. The research methods employed are derived fromsecondary sources such as the internet, textbooks, journals and articles within the areaunder study; governmental material from law enforcement, intelligence and policycommunities, and non-governmental sources like reputable global cyber securityvendors, consultancy companies and academia or research institutes (secondary sourceswere reported using the triangulation process). The retrieved data from books, journalsand newspapers were analyzed using content analysis

    Jungle Justice and the Nigerian Law Enforcement Order: An Analysis of Fire and Smoke Relationship

    The article reviewed how the menace of jungle justice is an obliteration of criminaljustice administration in Nigeria. It looked at the prevailing reality of human rights inNigeria, the causes of jungle justice, its implications for criminal justice administrationand what government can do to mitigate them. Using secondary sources, the studyfound that the principle of fair hearing is dwindling in the administration of criminaljustice. The behaviour of law theory was adopted for the study and utilized within thecontext of Nigerian society. In mitigating this pseudo form of justice in Nigeria, thegovernment needs an overwhelming reform of the judicial process in line with theglobal concern for human rights protection; ensure justice administration that is visibleand aimed at building public confidence in the criminal justice apparatus, the need fora massive awareness campaign by statutory organs on the right to fair hearing ascontained in Nigerian Constitution as well as the need to rekindle the spirit of patrioticconsciousness and professionalism in public authorities so that each citizen will havethe obligation to obey the law as expected

    Security Implications of Political Thuggery in Nigeria: A Study of Rivers State from 2015-2019 Elections

    This paper discusses the ugly phenomenon of thuggery in the body politics of Nigeria.It examines the reasons for the prevalent incidences of political thuggery, particularlyduring campaigns, general elections and even re-run elections in Rivers State. Thepaper identifies such reasons as unemployment among youths and its attendantpoverty and frustration which makes youths willing tools for thuggery in the handsof desperate politicians; and the negative impact of money politics in the country’sdemocratization process. The data collection and analysis is based on a field survey inPort Harcourt using questionnaire and descriptive analysis respectively. The study adoptsthe Marxist perspective of Conflict Theory as the tool of analysis to explain the act ofpolitical thuggery by unemployed youths and their recruitment by desperatepoliticians to serve their selfish interest of maintaining and controlling politicalpower and economic resources. The findings revealed that thuggery created fearamong candidates which hindered the electorates’ political participation, peacefuland fair elections, and stable democratic transitions

    An Overview of British Colonial Forest Conservation in Northern Nigeria

    The paper examines the evolution of British colonial forest conservation in Northern Nigeria with particular reference to Katsina Emirate. The paper argues that the British beliefs about Northern Nigerian forest utilization and local resources management practices were ideologically driven which were never substantiated in empirical terms. The paper further makes a historical assessment of the attempts by the British colonial authorities to introduce forest policies and administration into Northern Nigeria. Of particular relevance was the establishment of the Forestry Department responsible for implementing forest conservation policies. Examination of these policies shows among other things a shift from conservation to exploitation and vice versa under colonial rule. It finally demonstrates that the entire colonial forest conservation in Northern Nigeria was characterized by the colonial degradation narrative that was mostly ideologically driven to justify direct government involvement in forest management and conservation

    Teacher Education as Panacea to National Security Challenge: A Focus on Niger State as Investigated by Teachers on Training

    This paper attempts to examine the issue of teacher education and national security challenges, focusing on the insecurity situation in Niger state as one of the socio-economic forces that serve as constraints to peace, progress, and economic development. The present insecurity incidence in different parts of the state calls for urgent attention from both private and government organizations at all strata. The paper, therefore, discusses the concept of national security, the causes of insecurity, and its challenges. It also evaluates the importance of teacher education as the only panacea to insecurity in the state. Teacher education deserves to be encouraged and provided for students to pursue their constitutional right to be educated under normalcircumstances. It’s based on this that tertiary institutes such as Niger State College of Education Minna, Faculty of Education IBBU Lapai, and Faculty of Science Education and Technology FUT Minna were established around the state to crave for needed teacher education training, gender disparity and shortage of manpower in the field of teaching. Two thousand nine hundred and twenty-seven (2,927) Counselling psychology department undergraduates of Ibrahim Badamasi Babangida University constitute the population of the study, out of which three hundred and forty six (346) were randomly and stratified drawn as a sample size for the research. The study employed a survey approach. Two research objectives were raised and corresponding research questions and hypotheses were formulated. The instrument used for the study is a selfdeveloped IBBU- Student Teacher Education Evaluation Questionnaire (I-STEEQ). Validity of I-STEEQ was obtained through face and logical validities, bearing in mind the curriculum of the teacher education (TE) programme. The reliability of I-STEEQ was sought through Cronbach’s alpha formula and coefficient indices for I-STEEQ 0.75. A reliability of stability 0.79 over time was obtained through test-retest method for I-STEEQ. The data collected and hypotheses were analyzed using the chi-square statistical tool. The findings indicate some measure of agreement on the level to which the programme objectives were achieved. Conclusions were arrived at and recommendations were made on the relevance of teacher education to the national security challenge in Niger State
