ASSESSMENT OF EMPLOYEE\u27S WELFARE PACKAGES AND SERVICE DELIVERY IN NIGERIAN CIVIL SERVICE
This study examines the benets of employee\u27s welfare and services delivery in Nigeriancivil service. The study employs primary and secondary sources of data collection to aidthe study. The study reveals that since the attainment of Nigeria\u27s independence in 1960,the country has witnessed the immense contributions in diverse forms of the Nigeria\u27s civilservice to the nation building or national development. This study acknowledged thatwelfare schemes are critical instruments for desired re-orientation, however, welfaremotivational programmes in the Nigerian civil service have gradually and continuallydisappearing with time. The study established that there is poor commitment and devotionto the system, which consequences are the prevailing diverse work-defeating behavioursthat are great disservice to the nation, especially moonlightings and other social vices inthe institution. Consequently, the paper recommends that the government shouldappreciate workers efforts to boost their morale and support the prevailing socioeconomicreality in the country. The paper further challenged both employer andemployees in the public service to discharge their statutory responsibilities to enhancenational development.Keywords: Employee benet services, welfare schemes incentives, motivation,monetization policy
EFFECTS OF KANO STATE SHARIA PENAL CODE LAW ON THE EMBEZZLEMENT OF PUBLIC FUNDS
Embezzlement as an act of criminal deception and betrayal of trust, in all its form andmanifestation has not only been perfected in Nigeria but has become the order of theday- a means of earning a living. The teachings of Islam against embezzlement beginfrom its injunctions on morality and all sorts of virtuous conducts. Islam does not approvefraud in all its forms and dimensions. It is totally condemned and has been categorizedunder grave sins in Islam. To be dishonest after being entrusted with a wealth or any kindof trust, is an aspect of fraud and condemned in Islam. Any form of accumulation fromthe public treasury or property is condemned in Islam however little it may be. Even if itwere taken from war booty before its distribution, whatever is taken is a fraud. HenceKano State Legislatures enacted a law that provide the punishment for the offence ofembezzlement in a public service. This paper adopted doctrinal legal research method toexamine the offence of Embezzlement and its punishment under the Islamic Law and theKano State Shari\u27ah Penal Code Law 2000. The ndings revealed that although theLegislatures have the power to enact the law, such law must be in conformity with theShari\u27ah. The provisions of the Kano State Shari\u27ah Penal Code Law, 2000 categorizedthe offence of embezzlement under Hudud offences punishable with amputation which iscontrary to the principles of Shari\u27ah law, hence the need for its review.Keywords: Embezzlement, Shari\u27ah, Punishment, Ta\u27azir, Fund
IMPACT OF EMPLOYEE MOTIVATION ON ORGANISATIONAL PERFORMANCE: EMPIRICAL EVIDENCE OF PIPELINE AND PETROLEUM MANAGEMENT CORPORATION, OGUN STATE, NIGERIA.
This study examined the impact of employee motivation on employee\u27s performance withspecific reference to The Impact of Employee Motivation on OrganisationalPerformance: Empirical Evidence of Pipeline and Petroleum Management Corporation,Ogun State, Nigeria. Both primary data was used. Primary data was via questionnaire.The methodology of the study was based on both quantitative method usingquestionnaires. Data collected was analysed with descriptive and inferential statistics. Thedescriptive statistics was via frequency table and percentages. The inferential statisticsadopted both Pearson Product Moment correlation (PPMC) i.e. correlation coefficient –\u27r\u27 and regression analyses. Findings from the study showed that motivation had verystrong influence on employee performance. However, financial rewards like low monthlysalaries and non-financial rewards as well as the general lack of motivation were themajor factors that reduce morale for high performance at the Pipeline and Petroleummanagement Company. Twenty-five (25) questionnaire is administered to employees ofDPR Akure through a purposive sampling method. However, only 11 questionnaire iscorrectly filled and returned, which represents 44% response rate, while remaining 14represents 56%. This low percentage recorded reveals that DPR Akure is an annex of thecorporation with few number of employees. Both descriptive statistics (tables,frequencies, percentages) and one-sample \u27t\u27 test for means statistics are used to analysethe collected data. Recall, n<30. The result, t = 1.51 shows relationship between CSR,organisational support and employee engagement encompassed in the managementtrend called motivation. The paper further recommends that organisations should reviewtheir CSR policy bi-annually in accordance with best international standard practice onhow to promote relationship between stakeholders and to adopt best strategy on how toreduce menace environmental pollution caused by activities of corporation on immediateemployees and society at large
CONCEPTUALIZING SMALLHOLDER SUPPLY CHAIN ACTIVITIES OF HIBISCUS SABDARIFFA (ZOBO LEAF) WITHIN THE RURAL CONTEXT OF NIGERIA
This paper addresses the challenges facing smallholder Zobo Leaf supply chain inNigeria. It provides background information about Zobo Leaf cultivation in Nigeria,its international supply chain management performance, and managerialconfiguration. It then classifies the main challenges into five distinct categories andprovides some solutions to the challenges, using some supply chain managementapproaches to culminate into smart economic strategies. In the face of deterioratingand unstable competitiveness of the smallholder Zobo Leaf supply chain in Nigeria.This paper recognizes the special role of actors relationship capitalizing on supplierand consumer relationships, smart value addition, information and communicationtechnology (ICT), symmetric information flow, tractability in internal productioncapability, upgrading of Zobo Leaf sprouting, proper organization, management,policy reforms, training, studying internal and external environment context,management decisions, irrigation, venturing in new markets through partnership, andcivil society engagement as competitive supply chain strategies
Information and Communications Technology (ICT): A Panacea to the Nigerian Economic Growth and Development Up to 2022
Several countries including Nigeria see the utilization of Information and Communications Technology (ICT) as source of economic development and tools that facilitate communication, processing and transmission of information by electronic means. ICT is a driver of economic development and an indispensable tool for global development. Among the interests and vision of Nigeria for 2020 is to make the country become one of the leading 20 global economies. This can only be realized through the transfusion of innovation in modern technology and industrialization into virtually all sectors of the country’s economy. Thus, this paper exploits the growth benefits of ICT and its contributions to the Nigerian economy, as well as other developing countries of the world. The growth rate of ICT among other factors has been seen as the engine that drives the economic development of Nigeria. ICT services are helping in various sectors such as health, education, communication, agriculture and power. This paper also discusses the major constraints and challenges facing the effective utilization of ICT in the development of various sectors which among others include incessant power failure and poor exploitation of ICT resources in educating the masses on health and economic issues. Recommendations are made on the improvement of the application of ICT
In the Trail of Nemesis: Colonial Investments and Leadership Deficit in Nigeria
Capitalism and socialism are the two economic systems that dominate the contemporary world. The integration of Nigeria into global capitalism through British colonialism is the event which has had the most impact on shaping modern Nigeria. Since independence in 1960, issues that many development policies attempt to ameliorate in the country have their roots, partly, incolonialism. Less obvious are the colonial legacies that have shaped the country’s post-colonial super-structure. This paper, therefore, seeks to critically examine the haunting effects of colonial investments on the perceived leadership deficit in Nigeria. The paper is historical and descriptive in nature, it relied on secondary data sourced from libraries while the Marxian political economy was employed as its theoretical framework. It was demonstrated that the history of capitalism in Nigeria is the story of imperialism/colonialism. During its existence, from 1900 - 1960, the colonial state implemented policies that were largely favourable to the colonizer. It denied the country the possibility of indigenous development; colonial investments did not encourage local industrialization or the emergence/growth of indigenous capitalists which produced a situation of inverted capitalist formation. At independence, what changed was the class in whose dominant interest the state worked; the Nigerian ruling class and foreign economic groups. Consequently, politics/access to state power became the one sure route to capital accumulation by the local dominant class. This has produced a very high level of corruption and fierce/parochial politics. The leadership deficit in Nigeria manifests mainly in the disconnect between the political leadership and the citizenry, institutional decay and the inability of the state to deliver basic services which portrays Nigeria as a “failed” or “weak” state. The paper concludes that there is an urgent need for a major structural overhaul of the economic system towards any meaningful development in the country
The Impacts of Domestic Violence against Women in Ibadan North Local Government Area of Oyo State, Nigeria
This paper focuses on the impacts of domestic violence against women on children’sdevelopment in the Ibadan North Local Government Area of Oyo State in recent times.Specifically, it examined how the psychology of a child is impacted by domestic violence in thefamily and also investigated the various forms of domestic violence women experience. Hence,domestic violence against women and its impact on children’s development will bring to thenotice of the populace and the various forms of domestic violence women are exposed to in thesociety was critically spotlighted by this paper. The qualitative methodology of research approachto data collation and interpretation was adopted for the study. It also employed the surveydescriptive research design and also from the responses obtained and analysed, the findingsrevealed that the major people that experience domestic violence are women and that women arefrequently abused domestically in the society. The paper concludes that most domestic violenceagainst women includes sexual abuse, physical abuse, verbal abuse, and emotional abuse. Itrecommends that both governmental and non-governmental organizations are to identify theseabuses families and children encounter and develop strategies to combat domestic violence
The Igbo Entrepreneurs and Kano Economy in the Twenty-First Century
This paper focuses on some selected Igbo entrepreneurs in the Kano metropolis during the period 1970-2015. It examines the role that the Igbo have played in the development of the Kano metropolis. There seems to be no universally accepted definition of entrepreneurship as different scholars have defined the concept differently. However, some authors have conceptualized entrepreneurship as the purposeful activity (including an integrated sequence of decisions) of an individual or group of associated individuals undertaken to initiate, maintain, or aggrandize a profit-oriented business to produce or distribute economic goods and services. Igbo entrepreneurship could be said to have genesis from the conditions or state of affairs the Igbo found themselves in after the Civil War. Before the Nigerian Civil War, the Igbo passion for quick acquisition of wealth was not as in recent times. This was so because essential capital formation and a pre-condition for any business ventures were not as easy as in the early 1900s of Igbo settlements in Northern Nigeria, including Kano. Thus, the Igbo youth of the pre-war period found it difficult to embark on any business that required substantial capital. After the Civil War in 1970, 49 percent of the Igbo ventured into different enterprises basically to earn a living. At the end of the Nigerian Civil War in the early 1970s, Sabon-Gari Kano, an area meant for nonindigenes, began drastic changes due to developments undertaken by the returnee Igbo. As they returned, some of them resumed their businesses, but some were unable to do so due to a lack of initial capital to take off the business. By the end of the civil war, Kano had developed as an increasingly working-class city with some major areas of settlements like Tudun-Wada, SabonGari, and the new residential areas of Zaria Road, Zoo Road and Gwammaja
An Assessment of the Role of African Diaspora in Peace-Building in Nigeria’s Niger Delta and Tiv Area, 1999-2002
The role of transnational migrant groups in peace processes is a particular area of field research within the broad area of studies on migration. This article examines the contribution of the African Diaspora of Nigerian origin to peace-building in Nigeria. The paper argues and demonstrates that, contrary to recent findings in the literature that African Diaspora had a negative impact on peace processes, the diaspora communities are a potential force for peacebuilding initiatives in their home country. The paper concludes that although peace-building poses challenge far beyond the diasporas\u27 capacity, however well-meaning they might be,diaspora groups or members influence the situation in their homeland in different ways that engenders enduring peace. Essentially, the paper adopts a historical cum qualitative method of analysis, employing descriptive tools to arrive at a conclusion
EFFECT OF BANDITRY ON SOCIO-ECONOMIC DEVELOPMENT OF NIGER STATE
This paper examines the effect of banditry on socio-economic development of Niger State, which has become of great concern to the Nigerian government, citizens and even international communities. It is not a hidden fact that Niger state is under severe security threat occasioned by banditry, kidnapping and other form of security challenges which has affected virtually all social economic activities most especially farming activities, because farming is one of their major occupation. This paper relied on documentary method to source data from journals, news papers, magazines and other relevant materials as regards to the title of this paper. However, the paper used system theory which is traceable to Bertalanffy, L.V e\u27tal (1969), in a study titled, general system theory, foundation, development and applications, which seek to explain the factor taken into consideration in arriving at strategic outcome. Furthermore, the paper also discussed concepts of banditry, factors promoting banditry, implication of banditry on agricultural activities, socio- economic development, barriers to economic development and indicators of economic development. Therefore, the paper concludes that the problems of banditry is traceable to the problem of unemployment among citizens, injustice by those in the position of authority, using and dumping of youths by politicians, porous nature of Nigerian borders, poor motivation of security agents among other, and recommends measures in arresting the menace of banditry in the state, the need to acquire the security gadgets in curbing these menace of threats been faced by citizens for effective intelligent gathering and this will go in a long way fighting the danger confronting the society, also deliberate steps should be taken by government to reduce problem of unemployment by creating enabling environments for citizens to imbibes on the culture of farming business which will serve as a means of ensuring sustainable living through provision adequate financial incentives with lesser interest charges from intervention agencies, and lastly, there should be respect to rule of law and all perpetrators found wanting in the fight against banditry should be brought to the justice as this will serve a deterrent to others who have the same thinking
