Is Financial Development Important for Zambia’s Low Carbon Growth? An Extension of the STIRPAT Model
Following the growing global concerns about environmental sustainability, this study aimed to assess the role of financial development in Zambia’s low carbon growth using an asymmetric approach. Data collected from secondary sources for carbon dioxide emission, population, economic growth and financial development cover the period between 1980 and 2019. The results obtained from applying the nonlinear ARDL bounds technique revealed that the variables maintain a long-run relationship. Furthermore, estimates show that in the long-run, increase financial development and economic growth deter the achievement of low carbon growth while in the short-run, economic growth alone supports low carbon growth. Meanwhile, population and financial development were found to have no effect on carbon emissions in both the long-run and short-run. Accordingly, the study recommends that relevant government authorities should put policies in place, which encourages green investment and a switch over to cleaner energy sources. This would support a sustainable environment as the economy grows and becomes financially developed

THE EFFECT OF BANDITRY AND KIDNAPPING ON STUDENTS ENROLMENT IN NIGER STATE
This study set out to examine the effect of banditry and kidnapping on students\u27enrolment in Niger State. The study adopted documentary research approach were data was collected, from the record of various schools affected as a result of banditry and kidnapping in the state. Data was collected from 100 respondents from affected communities of the state. The paper used situational Action Theory (SAT) by Per OlofWikstom (2004), which focus on the motive behind tourism, banditry insurgency, kidnapping and aimed robbery. The theory was choosen on the basis of its application in knowing while people are motivated to commit crimes considering it effect on ecological, criminological, social and behavioual factor. The findings reveals that the incidence of banditry and kidnapping in Niger State as affected students enrolment, performance and attendance because 41 junior and senior secondary schools within the affected communities are completely shut down since 2021 because of the anxiety among the students, staff, and parents The paper therefore concluded that, the incidence of banditry and kidnapping in the state is traceable to high level of unemployment, poor motivation of security agents, state boarder with affected states like Kaduna, Zamfara, Kebbi, and thereby recommended that, government shouldacquire modern equipment for the security agents to fight the menace of banditry to restore peace in the affected communities so that schools that are closed can now be re-opened to give opportunity to children that could not attend schools as a result of fear of being kidnap and can now be enroll into various institutions, government should embark on enlightenment campaign assuring parents, students and parents of their safety to improve students\u27 performance, government should also provide standby security in every school located in most of the affected communityto reduce fear and anxiety so that student will be motivated to attend school regularly
CONFIDENTIALITY OF OFFICIAL RECORDS AND FREEDOM OF INFORMATION ACT IN NIGERIA: ISSUES AND CHALLENGES
Official records of strategic value are generated daily in files, electronic mails and computer sets in public service and public institutions in the course of public policy making process, governance and administration of the state. Official records are necessary ingredients for decision making in government and large number of these official records are sensitive in nature such that unrestricted access to them by the public may be inimical to state security and injurious to public interest. This paper examines some germane issues and certain provisions of Nigerian laws which allow confidentiality of official records despite the freedom of information law. The study is anchored on democratic secrecy theory, and adopted a qualitative based- descriptive analysis as well as the literature-review approach to examine and analyse existing laws, some emerging issues and challenges relating to confidentiality of official records in this era of freedom of information law in Nigeria especially between 2011 and 2023 of this fourth republic such as the existence of subsisting laws like official secret Act,1999 Constitution, Public Service Rule and Criminal Code Act
EFFECTS OF ELECTORAL VIOLENCE ON DEMOCRATIC CONSOLIDATION IN NIGERIA WITH SPECIFIC FOCUS ON 2011, 2015 AND 2019 GENERAL ELECTIONS IN NIGERIA
The place of free, fair and credible election in the sustenance of democracy most importantly in a democratic society cannot be overemphasized. This is because, it not only offers a government a unique opportunity for legitimacy, but also serves as a transitory process in stable democracies. The main objective of the study is to examine the effects of electoral violence on democratic consolidation in Nigeria with specific focus on 2011, 2015 and 2019 general elections in Nigeria, The Frustration Aggression theory will be adopted, the study adopted a descriptive survey design, and a selfstructured questionnaire was developed to gather data from 78 respondents. The study\u27s findings indicated that; the respondents agreed that all variables selected in the study are causal factors of electoral violence in Nigeria. It is also found that electoral violence does have bad implications on democratic consolidation. The suggested ways to prevent electoral violence and consolidate democracy in Nigeria are the bill for the establishment of Electoral Offences Commission should be passed without delay. Nigeria must improve on its existing security apparatuses in order to combat the dynamic and sophisticated 21st century security among others

EFFECT OF REFRIGERATION STORAGE ON THE GELATION QUALITY OF FERMENTED SOYMILK USING EXOPOLYSACCHARIDE PRODUCING LACTOBACILLUS PLANTARUM JCM 1149 ISOLATED FROM TAMARIND FRUIT
Lactic acid bacteria fermentation is a reliable means of prolonging shelf life. This study was aimed at assessing the effect of refrigeration storage on the gelation quality of fermented soy milk using exopolysaccharide (EPS) producing Lactobacillus plantarum JCM 1149 isolated from Tamarind fruit. Soybean seeds milk was produced by extraction and pasteurized at 76oC for 30 minutes. Soymilk was divided into two portion, both portions were inoculated with 0.5mL (23.7×102 CFU/g) inoculum and incubated for 24 hours. One portion was fermented under optimal conditions (sample T) and the other portion was fermented at 37- 38oC without treatment (sample C). Fermented soy milk was stirred, packaged and refrigerated at 4oC. The viscosity, water holding capacity (WHC), pH, syneresis, microbial and proximate composition were evaluated using standard methods. The viscosity of sample T increases 1468.3 mpa.s on day 3 than the increase in sample C 1351.6 mpa.s on day 15. The WHC in sample T increases and decrease on day3 and day 15. Sample T had high WHC of 79.1% than sample C 32.2%. The bacterial count of sample C was significantly (p≤0.05) high on day 6 (12.70×102 CFU/mL) and decreases (9.30×102 CFU/mL) on day 15. Sample T had a bacterial count (7.60 ×102 CFU/mL) on day 0. Sample C and T had no coliform or fungal count. Sample T had high moisture content of 62.79% - 80.62%. Sample C and T had no significant difference in ash, crude protein and lipid content (3.47±0.09- 3.73±0.01), (3.02±0.00- 4.75±0.00) and (4.46±0.04- 4.51±0.01). The nitrogen free extract in sample T was high 3.47% than sample C 1.69% on day 9. Sample T had high energy content 53.46 kCal than sample C 41.31 kCal. The pH of sample C and T increases on day 6 (7.3 and 7.8) and decreases (5.6 and 6.2). However, sample C had high syneresis of 66.7% than sample T 49.04% on day 15. The EPS content of the fermented soy milk is attributed to the gelation quality of the product and assist in maintaining some yoghurt qualities. Bacteria activity is slowed down during refrigeration thus reducing spoilage and improving the shelf life of fermented soy milk
