Pleading Intoxication as a Defence under the Nigerian Legal System
The state of mind of the accused is always difficult to ascertain as it is said that even the devil knoweth not the intention of a man, therefore, it’s pertinent to always look at the state of mind of an accused while he was committing the crime for which he is being charged. Thus, whenever an offence is committed, it becomes the duty of the court to discover not only how was the crime committed, but under what frame and state of mind was the accused was when committing the crime. Therefore, the tendency might have brought about impairing perception, judgment and muscular co-ordination as a result of drunkenness and drugs, among others. This affects the capacity and, therefore, the liability of an accused person
PROLIFERATION AND COMMERCIALIZATION OF BIRTH DELIVERY AS CATALYST TO HIDDEN MATERNAL MORTALITY IN ILORIN EMIRATE, NIGERIA, 1999 TO 2020
Since the 1960s, the burden recorded from the persisting cases of maternal and neonatal health problems in Ilorin Emirate, Nigeria, cannot be overemphasized. These problems were borne out of the disparity in access to standard orthodox healthcare, most especially at the grass root level. The military regimes responded by launching and intensifying efforts and strategies towards combating the scourge and safeguarding the good health of all. In 1986, they ensured the execution of the 1978 Alma Ata declaration by establishing and funding Basic Health Centres in all political wards of Nigeria. As of the year 2000, however, the subsequent democratically elected governments castrated and frustrated the effective implementation of the “health for all”, thereby triggering the proliferation and commercialization of maternal health care in the Ilorin Emirate. The study adopts historical method of data analysis using primary and secondary sources to juxtapose the intensifying magnitude of hidden maternal mortality as the repercussion of excessive proliferation and commercialization of maternal health care in the Ilorin Emirate. Using purposive sampling, oral interviews were conducted with traditional birth attendants, Community Health Extension Workers (CHEW), church birth attendants, medicine store birth attendants, retired nurses, medical doctors, pregnant mothers, and other hospital supporting staff. Information sourced proclaimed the extent through which excessive commercialization of birth delivery, accompanied by other vices such as the quest for an alternative means of livelihood, religious fanaticism, impunity and misplacement of priorities, have compounded the already worsened unreported and hidden maternal and infant mortality context in twenty-first century Ilorin health history

POLITICAL ECONOMY PERSPECTIVE OF THE EFFECTIVENESS OF NAIRA REDESIGN POLICY ON BANDITRY IN LAPAI LOCAL GOVERNMENT AREA, NIGER STATE
The study examined the effectiveness of the Naira redesign policy on banditry in the Lapai Local Government Area of Niger State. In terms of methodology, primary data was used for this study. The study used a synthesis of financial intermediation theory and frustration-aggression theory as its theoretical framework. The analytic techniques for this study were descriptive statistics, frequencies and percentages. The descriptive statistics and percentages were used to determine the perception and extent of effectiveness of the Naira redesign on banditry in the study area. The chi-square test was also used to test for the hypothesis by examining the effectiveness of the relationship between Naira redesign and banditry in the study area. The study found that thenewly designed notes led to short-term cash shortages that affected the bandits’ activities in the study area. The removal of the old notes rendered stores of currency held by bandits in their forest hideouts useless. The redesigned Naira notes made it harder for bandits to hoard ill-gotten cash in the area. The redesigned Naira notes curtailed the activities of bandits in the study area. It was also established that the Naira redesign was further effective in curbing banditry in Lapai local government of Niger State. The study recommends, therefore, the need for the government to ensure robust monetary tightening for a sustainable period. This can permanently sustain a cashless economy by the Central Bank of Nigeria (CBN), and also curb banditry. There is a need for greater political will to mobilize financial and human resources to fund disarmament and deradicalization programmes to curtail the challenges of banditry
EFFECTS OF GUIDED INQUIRY INSTRUCTIONAL STRATEGY ON MATHEMATICS ACHIEVEMENT AMONG DYSCALCULIC DISABILITY STUDENTS IN ABIA STATE, NIGERIA
This study investigated the effects of guided inquiry instructional strategy on mathematics achievement among dyscalculic disability students in Abia state, Nigeria. Quasi-experimental research design was adopted. The study was guided by three research questions and three hypotheses. The population of the study comprised of 110,712 SSII students. Purposive sampling procedure was used to select 120 dyscalculic students. Two schools were selected using simple random sampling technique and an intact class of one arm was purposively selected in each of the schools. Mathematics Achievement Test was designed by the researcher. Data obtained through the instrument were analyzed using inferential statistics of ANCOVA at 0.05 levels of significance. The finding of the study revealed a significant difference in the mean achievement score of students taught using Guided Inquiry and Lecture Method among dyscalculic students. The result of the study further showed that there was a significant main effect of gender (male and female students) on the treatments. The study concluded that guided inquiry instructional strategy is effective in teaching dyscalculic disability students. The results of the study revealed a significant positive relationship between authoritarian, authoritative parenting style and students’ academic achievement. The results further indicated that there was a significant negative relationship between delinquent, aggressive behaviour and students’ academic achievement. The study concluded that there is an association between parenting style, social defects and students’ achievement. Foreign Debt, Institutional Quality and Economic Performance in Nigeria: An Experimental Evaluation
Nigeria is the largest economy in Africa and the largest exporter of crude oil in Africa, yet Nigeria has a huge foreign debt portfolio and weak institutions. It is against this backdrop that this study examines the impact of foreign debt and institutional quality on economic performance in Nigeria. Data used for the analysis were quarterly data that ranges from 1996Q1 to 2019Q1. Foreign debt service was used as a measure of foreign debt while corruption control and government effectiveness were used as measures of institutional quality. Economic performance which is the dependent variable was measured using Gross Domestic Product. The study also examines how institutional quality influences the relationship between foreign debt and economic performance in Nigeria. Autoregressive Distributed Lag Model was used to specify and estimate the relationship between the variables. The result of the analysis indicates that foreign debt has an insignificant negative effect on economic performance in the short run and also negative insignificant effect in the long run too, corruption control has a significant positive effect on economic performance only in the short run, Government effectiveness does not have a significant effect in the economy, being the two; the short run and the long run, on that account corruption control influences the relationship between foreign debt and economic performance significantly and negatively only in the short run but also positively and insignificantly in long run. Mechanism should be put in place to ensure that foreign debts are properly utilized on the projects they were meant for
