THE CHALLENGES OF SMITHING INDUSTRY IN BAUCHI TOWN UNDER COLONIAL RULE
This paper examines the British conquest of Bauchi and its concomitant consequences as it relates to the smithing crafts in Bauchi. Iron working, especially iron smelting, which was the basis of the smithing industry, was affected seriously. The principal measures related to the smithing industry among other things, were the ban on the production of weapons, a series of mineral ordinances and the monetization of the economy, which broke the harmony and interdependence of smiths and other craftsmen and the society at large. This forced the craftsmen to work out of their traditional field in order to earn money in a colonial currency with which to pay taxes. More so, the market for smithing products was curtailed by the importation of products by European firms. The problem of the smiths was compounded by the various policies articulated by the colonial state, which included the monetization of the economy, the forest reservation proclamation, the mineral ordinances proclamations of 1913, 1916,1927, 1948 and 1958, and the scrap metal policy, as well as the provision of the railway, which ironically led to the transformation of the industry. From the production of traditional tools to the imitation of imported metal wares, especially during the Second World War period, led to the emergence of a new branch of the smithing industry called cold smithing. This new branch of the industry came to dominate the smithing trade. By the 1960s, traditional blacksmithing and whitesmithing declined drastically. Goldsmithing, however, continued to expand to meet up with the changing demand

Development more often than not; is about people, their needs and their circumstances. For the rural community to embrace holistic development, they have to be educated and enlightened. There is a need to articulate progress that will give them a new lease on life, which will enhance their socio-economic well-being, reduce the tendency of rural-urban drift, better contribute to the national economic growth and development through improved raw material production and supply as well as to improve their social and political responsibility. The need to develop a new approach that revealed the recognition of participatory development activities, such action calls for a holistic approach to various human endeavour. However, research revealed that poverty is more glaring in the rural areas as its both geographical (the semi-desert and the forest region), personal, biological as well as economical. For rural areas to be transformed effectively, therefore, there must be people\u27s active representation and citizen participation in such a programme to benefit their lots. On this note, therefore, a type of education like adult education, in which men and women seek to improve themselves and subsequently increase their skills, knowledge, and understanding as well as advance their society is necessary
Structure and Authority in the Nigerian Intergovernmental Relationships: Contextual and Theoretical Framework
Across modern democratic societies, structures or institutions are established to perform specific functions. Even when there are different political systems among nations, the structures perform similar functions. The objective of the paper is to examine the structure and authority of the relationships between the central and the sub-national levels of government, with a view to underscore the attitudes and behavior of the actors and their compliance to the constitutional provisions. Using coordinate-authority and overlapping-authority models, the study uses desk review to collect data. Data for the study was analysed qualitatively. The paper argues that power is concentrated at the centre with the federal government having fiscal dominance over the sub-national levels. The study further reveals that the structure of Nigerian federalism and the constitutional provisions do not guarantee the autonomy of local government. The study also discovers an unhealthy rivalry among the levels of government. The paper recommends constitutional amendment to reflect Wheare’s postulation of federalism
