    Community Development Initiatives Implementation and Disaster Risk Management Practices in Calamba City Barangays

    This study examined the relationship between community development frameworks and disaster risk management (DRM) practices using a quantitative descriptive correlational design. Data were gathered from 150 respondents, 40 barangay officials, and 110 community members from Barangays Palingon, Lingga, and Sampiruhan in Calamba City through a validated researcher-made survey (CVR = 1.00) utilizing a four-point Likert scale. Statistical analyses included a paired T-test (.05 significance level) and Pearson Product-Moment Correlation. Findings indicated that community development initiatives and DRM practices were generally "Fully Implemented" and "Fully Manifested," with Self-Understanding (3.49) and Preparedness (3.62) receiving the highest ratings, while Engage and Empower, Reflect and Celebrate (3.35), and Recovery (3.46) were the lowest. Significant differences were observed in Preparedness (p = 0.001) and Reflect and Celebrate (p = 0.044), while Self-Understanding (p = 0.175) showed no significant difference. Correlation analysis revealed significant relationships, with Engage and Response (p = 0.001) as the strongest and Reflect and Preparedness (p = 0.026) as the weakest, while no significant relationship was found in Reflect and Mitigation (p = 0.877). To enhance disaster preparedness and response, an action plan was proposed to equip barangay officials with hands-on training in Incident Command System (ICS) Level 1

    Profile, Trends, and Determinants of Pregnancy Termination Among Filipino Women

    Cultural and legal barriers force many Filipino women to undergo unsafe and secret abortions. This study examines the profile of women who terminated pregnancy among those who gave birth in the last five years according to selected independent variables, and the trends in pregnancy termination from 1992 to 2022 all National Demographic and Health Surveys.  It also identified the determinants of pregnancy termination and estimated its likelihood. The analysis accounted for the complex survey design. Descriptive statistics, bivariate analysis, and multivariate logistic regression were employed. Results show that nearly 13% of women who gave birth in the last five years experienced pregnancy termination, and the distribution varies according to selected independent variables. Termination rates remained from 1997 to 2007 but declined in 2022. Logistic regression identified age as the strongest predictor, with odds rising sharply over time. Belonging to wealthier quintiles and having good self-rated health reduced the likelihood of termination, while education, marital status, religion, and residence showed no independent significance. Older, low-income, and poor health remain at higher risk, highlighting the need for targeted support. Expanding access to family planning, improving maternal healthcare, and addressing economic vulnerabilities can help reduce unintended pregnancies and unsafe abortions. Strengthening reproductive rights policies and ensuring access to safe abortion-related care and the legalization of abortion in the country are also crucial steps in promoting women’s health and well-being

    This study examined Orozco and Demeterio’s research work on the history of the Obando Fertility Dance. This research seeks to trace its origins through preliminary historical tracing from the perspective of the older Obandenyo, aged 60 to 90. The study attempts to answer the following questions: (1) What is the chronology of Obando’s patrons, as well as the actual ritual performed for San Pascual Baylon, Santa Clara, and the Blessed Virgin of Salambao? (2) How do the images and rituals associated with the celebration in Obando, Bulacan, transform each May? (3) What is the historical context and form of the ritual dance in Obando, Bulacan? It was analyzed in this research that Orozco and Demeterio’s thoughts coincide with oral histories shared by eight older Obandenyos. The Obando fertility dance may not be a product of Christianity, nor it was a version of a ritual by the Tagalogs even before the arrival of the Spanish. This may have started when the Spaniards arrived and when the patrons arrived.     A Gewirthian Analysis of the Rights of the LGBTQ+ in the Philippines

    Politics is essential in ensuring the state’s security to uphold the common interest and the rights of the people. This paper examines the current political climate amid the political conflicts that affect the LGBTQ+ community in the Philippines due to the disproportion among the interests and beliefs of the state and the people. As such, Gewirth propounded the Principle of Generic Consistency, which focused on the imposition of duties on individual agents to do an action out of respect for one’s human rights. However, several thinkers contradicted the claim of Gewirth regarding the moral action of an individual, but I will expand on the analysis of Gewirth as to how any action of an individual does not limit the freedom of another and is a just metric. Meanwhile, an individual’s oppressive tendencies and unjust actions toward the LGBTQ+ community damage and hinder the progress toward social recognition of such rights. This is why I aim to utilize Gewirth’s analysis to show the possibilities for social justice and actualize a just society that respects and protects the human rights of a minority group in the Philippines

    Pagdidiskurso sa Nihonjinron at Kokusaika sa Pagkatutong Pangalawa at/o Pangatlong Wika ng mga Mag-aaral na Hapon: Kaso ng Ingles at Filipino

    Japan is known for its culture as a nationalistic country with tremendous love for their language and culture that is being imposed to its people, also known as ‘Nihonjinron’ or ‘Japaneseness’. In education, they also learn foreign language like English, Mandarin, Spanish and even Filipino to achieve internationalization among other countries or to put in concept, it is called ‘Kokusaika’. Notes on the ideology of Nihonjinron and Kokusaika were analyzed using the Critical Discourse Analysis (CDA) from several experts on the subject, including Befu (1983), Manabe (1993), Sugimoto (1999), Liddicoat (2007), and Rear (2017), to determine the interpretation of the two ideologies that focus on learning the foreign language particularly the English and Filipino of the Japanese people in Kagoshima, Japan that pervade their education system. Three factors from the study of the Japanese foreign language appear to be contextualized through Nihonjinron and Kokusaika ideology. First, there is a problem with communicative competence, which favors grammar above communication. Second, the lack of a global viewpoint that pervades the objective of foreign language acquisition, and finally, the intercultural awareness that encompasses the manner a foreign language is taught

    A Genderlect View of Communication Patterns of Male and Female Students in a Higher Education Institution

    The goal of this study is to describe the communication patterns relevant to the teaching-learning process among students in higher education following the Genderlect Styles Theory by Deborah Tannen, who emphasized that there are gender differences in the ways males and females communicate. A descriptive research design was followed utilizing a questionnaire checklist distributed to 100 university students. It revealed that both male and female university students observe varied communication patterns inside the classroom with respect to “public and private speaking,” “telling a story,” “listening,” “asking questions,” and “resolving conflicts.” Despite the similarities, specific differences in the communication styles of the university students vary, as revealed by the rejection of the null hypothesis. Thus, the following communication patterns were observed: female students seek connection, male students seek status; female students use rapport talk, male students use report talk; and both sexes may speak the same language, but they mean different things. These results implied that it is relevant among educators in higher education to be conscious of their students’ various communication styles as observed from their communication patterns

    This study is focused on exploring the process of how the articles in the Dalumat E-Journal (DEJ) of Networked Learning PH from 2010 to 2022 were published. This was inspired by Eilene Narvaez’s exploration of the entire process of choosing the winner for the “Salita ng Taon,” by the Filipinas Institute of Translation (FIT). Furthermore, this research used the Mixed Method design which aided the researcher in analyzing all articles that are available from the official website of Philippine E-Journals. By using Critical Discourse Analysis, the researcher had the chance to look into all the factors that influenced the selection of the articles published in DEJ. In this study, it was discovered that despite all the changes brought by technology and modernization happening in the present, the art of conventional writing is still sought in journal publications. In general, it would still be best for the readers and/or aspiring contributors to reflect on what is the real foundation of good writing—reading. The intellectualization of Filipino as a language is a long road to take but it does not mean that we cannot do anything.     A Comprehensive Analysis of the Implementation of Government Procurement Law in Metro Manila: Basis for Good Governance among Local Government Units

    Public procurement is a standard procedure for the government to buy products and services and develop infrastructure projects. Rigid procurement benefits northern hemisphere nations like the European Union (EU). In Australia, they use “Commonwealth Procurement Rules” to get value for money by strengthening local capabilities and skills (Allen, 2020). In a comparative study, Asia outperformed Africa in all parameters except voice, accountability, and procurement complaint handling. (Amankwa & Tetteh, 2022). This research evaluated the three (3) Highly Urbanized Cities based on their scores on four (4) pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and Innovation. (Manila, Pasay, and Quezon City) on how well they follow the procurement law’s procedures. Its secondary objective is to identify these LGUs’ obstacles while trying to carry out the procurement legislation. The researcher used a mixed-methods study design and anchored it in Marketization by Christopher Hood in 1991, and the Good Governance Concept, developed by the United Nations Development Programme (UNDP) in 2023. Also, it was found out that the Local Government Units (LGUs) demonstrated the praiseworthy proactive initiatives implemented by cities in Metro Manila, which might serve as a model for replication by other LGUs. Moreover, the government should consider allocating a significant proportion of the yearly budget to ICT modernization for long term investment. This investment aims to respond to core principles of Good Governance such as efficient and effective implementation. Also, addressing the sustainability concerns will secure online procurement platforms and cost-efficiency for suppliers and procurement agencies

    When South Meets South: A Case of African-Philippines Treaty Relations

    The African-Philippines Relations connected through the manifestation of bilateral agreements with the respective African States with Egypt obtaining the most of it. The World Bank (2023) established the Small States Forum (SSF) mostly composed of the African States. The Philippines and specific African States share surprising similarities that qualify them as Small States under the World Bank (2023) definition. Sadly, the Philippines did not give enough attention to increase its African diplomatic base. The study mainly aims to analyze the depth of Philippine Relations with these African Small States and what diplomatic instruments these two states connect. The study found that Small States in Africa namely Gabon (4) and The Gambia (3) obtained the most bilateral agreements with the Philippines. Twenty-five (25) agreements are in the forms of Memorandum of Agreement (MOA) or Treaty. With these findings in mind, the researcher concludes that the Philippine Foreign Policy Realities should be revisited to also include Africa as one of its increased establishment of diplomatic networks as in Middle Eastern States like Saudi Arabia. Despite that, these African States only began their diplomatic approach with the Philippines with non-binding instruments (MOUs) and no follow-up documents to upgrade their ties. Having seen their similar nature and issues, it is only imperative that the Philippine Foreign Policy should give more focus on the continent of Africa as a whole as a Small State to assert its good relations with the family of nations

    A Homage to the “Sublime Paralytic”: Apolinario Mabini & the Advent of Filipino Historical Consciousness

     For some perverse reason, Apolinario Mabini, though acclaimed as  the “brains of the revolution,” has remained a “sublime paralytic.”  What is sublime is not his being crippled but his thought and ideals that underwrote the whole period from 1896 to 1903, when he died, a victim of cholera. This essay argues that Mabini laid the groundwork for the Malolos Congress and the first Philippine Republic. He was the Republic’s first prime minister (from January 23, 1899 to May 7, 1899) and first secretary of Foreign Relations. In the latter position, he was tasked to confront two imperial powers: the defeated Spanish authority and the U.S. military and civil officlals whose racist ideology Mabini exposed—his signal contribution. What is perhaps “sublime” or still not appreciated is Mabini’s articulation of the emergent national-class consciousness embodied in the entire revolutionary process.The Republic’s legitimacy and its ethical/moral foundation was articulated by Mabini in his letters and discourses, chiefly in the “Decalogo” included in his draft of the Republic’s Constitution; and in his memoir, La revolucion filipina, the key narrative of our national transformation. Mabini’s decisive role in thematizing the collective ethos of the anti-imperialist struggle aganst Spain and the U.S., and its radical resonance for current radical mobilization, remains to be fully recognized. This essay is an initial attempt to do that via a speculative exploration of Mabini’s historical-materialist thought and its vision of a sovereign, egalitarian, and progressive Philippines.
