IMPLEMENTAÇÃO DOS OBJETIVOS DE DESENVOLVIMENTO SUSTENTÁVEL NO GOVERNO LOCAL NA NIGÉRIA: UM EXAME CRUZADO DA INSTRUMENTALIDADE ADMINISTRATIVA
Get PDFSustainable Development Goals is an off-shoot of Millennium Development Goals after the life span of the latter terminated in 2015. This paper argue that administrators at the local level are instrumental to the successful implementation of the agenda. There exists substantial evidences that suggests that, in spite of the claims by state officials to the contrary, the pace of achievement of SDG goals, after almost a decade of its launch remains abysmally low. This study, therefore, assessed the involvement of local administrators in the SDG implementation framework. The study adopts a explanatory design and qualitative method of data collection and analysis were adopted. The paper found, against speculations, that the local administrators had in-depth knowledge about SDGs agenda and they were instrumental to its implementation. The paper recommends a bottom up strategy that will start with localising SDG from the third tier level of governance and implementing same therefrom using trained administrators as key role players.Os Objetivos de Desenvolvimento Sustentável (ODS) são uma continuação dos Objetivos de Desenvolvimento do Milênio, após o término do período de vigência destes em 2015. Este artigo argumenta que os administradores em nível local são fundamentais para a implementação bem-sucedida da agenda. Existem evidências substanciais que sugerem que, apesar das afirmações em contrário por parte de autoridades estaduais, o ritmo de alcance das metas dos ODS, após quase uma década de seu lançamento, permanece extremamente baixo. Este estudo, portanto, avaliou o envolvimento dos administradores locais no marco de implementação dos ODS. O estudo adota um delineamento explicativo e utilizou métodos qualitativos de coleta e análise de dados. O artigo constatou, contrariando especulações, que os administradores locais possuíam conhecimento aprofundado sobre a agenda dos ODS e foram instrumentais em sua implementação. O artigo recomenda uma estratégia ascendente (“bottom-up”), que comece pela localização dos ODS no terceiro nível de governo e pela implementação a partir desse ponto, utilizando administradores capacitados como principais agentes

Get PDFIn the current context of higher education reform, fostering learner agency plays a pivotal role in developing a workforce equipped with independent thinking, creativity, and adaptability to the challenges of a knowledge-based society. This article focuses on analyzing the relationship between self-directed learning (SDL) and the development of learner agency among students at Tay Nguyen University (TNU) - a regional institution with a high proportion of ethnic minority students. This study draws on established theoretical foundations and empirical data from a stratified sample of 397 students across disciplines, supplemented by 12 semi-structured interviews, to examine how SDL contributes to the development of learner agency at TNU. It thereby underscores the essential role of SDL in cultivating core attributes of learner agency, such as autonomy, reflexivity, and a sense of social responsibility. The research findings contribute to proposing practical educational directions that are responsive to the distinctive needs of regional universities and aligned with the broader goal of fostering holistic human development.No contexto atual da reforma do ensino superior, o fomento da agência do estudante desempenha um papel fundamental no desenvolvimento de uma força de trabalho capacitada com pensamento independente, criatividade e adaptabilidade aos desafios de uma sociedade baseada no conhecimento. Este artigo tem como foco a análise da relação entre a aprendizagem autodirigida (Self-Directed Learning – SDL) e o desenvolvimento da agência do estudante entre os alunos da Universidade Tay Nguyen (TNU) – uma instituição regional com alta proporção de estudantes de minorias étnicas. O estudo apoia-se em fundamentos teóricos consolidados e em dados empíricos obtidos a partir de uma amostra estratificada de 397 estudantes de diferentes áreas, complementados por 12 entrevistas semiestruturadas, a fim de examinar como a SDL contribui para o desenvolvimento da agência do estudante na TNU. Dessa forma, evidencia-se o papel essencial da SDL na formação de atributos centrais da agência do estudante, tais como autonomia, reflexividade e senso de responsabilidade social. Os resultados da pesquisa contribuem para a proposição de direções educacionais práticas, que atendam às necessidades específicas de universidades regionais e estejam alinhadas ao objetivo mais amplo de promover o desenvolvimento humano integral
É POSSÍVEL DECLARAR INDEFERIDA UMA PERDÃO QUALIFICADO?
Get PDFIn this research we analyze the legal basis for the issuance of qualified pardons. The problem of the research is focused on the issuance of pardons in cases where the accused have a previous criminal record in their extract of filiation. For this purpose, we will proceed according to the following objectives. First, we will study the requirements of the pardon in the Chilean criminal system. Then, in the second section of this work, we will present the dogmatic foundations of pardon according to political parameters in qualified cases. In the third and fourth sections, we will focus on identifying the different alternatives to motivate a pardon decision. Finally, we will examine the use of principles in its dictation. The expected results are to provide a strategy of rational argumentation in the dictation of qualified pardons that does not jeopardize the security of citizens, and the conclusion is that it is possible to use more than one principle in the dictation of pardons, such as the principles of security and human dignity.
Nesta pesquisa, analisamos a base legal para a concessão de indultos qualificados. O problema da pesquisa está centrado na concessão de indultos em casos onde os acusados possuem antecedentes criminais em seu extrato de filiação. Para tanto, procederemos de acordo com os seguintes objetivos. Primeiro, estudaremos os requisitos para o indulto no sistema penal chileno. Em seguida, na segunda seção, apresentaremos os fundamentos dogmáticos do indulto segundo parâmetros político-criminais em casos qualificados. Nas terceira e quarta seções, focaremos na identificação das diferentes alternativas para fundamentar a decisão de indulto. Por fim, examinaremos o uso dos princípios em sua concessão. O resultado esperado é fornecer uma estratégia de argumentação racional na concessão de indultos qualificados que não comprometa a segurança dos cidadãos. Concluímos que é possível — e necessário — aplicar mais de um princípio na concessão dos indultos, tais como os princípios de segurança e dignidade humana
A RELAÇÃO ENTRE LAZER E QUALIDADE DE VIDA ENTRE MULHERES TRABALHADORAS: UMA ANÁLISE SISTEMÁTICA DA LITERATURA DA WEB OF SCIENCE 2020–2024
Get PDFToday, women play active roles in professional and social life, contributing significantly to the development of societies. However, working women must cope with various factors such as heavy workloads, household and family responsibilities, social life, and health issues. In this process, participation in leisure activities adds meaning and balance to their lives and plays an important role in improving their quality of life. In this study, 61 articles published between 2020 and 2024 in the Web of Science (WOS) database that included the concepts of working women, leisure or quality of life were examined through the document analysis method. Accordingly, the aim of the research is to review studies published in the WOS database in the last five years within the context of working women, leisure and quality of life. The findings indicate an increase in publications on this topic in recent years; most studies were conducted in India and within the field of Public Health, and the International Journal of Environmental Research and Public Health was identified as the journal with the highest number of publications. Most of the studies were indexed in SCIE journals and published in journals with a moderate impact factor. The majority of the studies were quantitative in nature and mainly used questionnaires as data collection tools. As a result, it was determined that working women have difficulties in planning their leisure due to job and household responsibilities, which negatively affects their quality of life, whereas participation in leisure activities has positive effects on health, stress management, and overall life quality. In this regard, it is recommended to strengthen spousal support and develop positive employer policies to enhance leisure participation and improve the quality of life among working women.Hoje, as mulheres desempenham papéis ativos na vida profissional e social, contribuindo significativamente para o desenvolvimento das sociedades. No entanto, as mulheres trabalhadoras precisam lidar com diversos fatores, como cargas de trabalho intensas, responsabilidades domésticas e familiares, vida social e questões de saúde. Nesse processo, a participação em atividades de lazer acrescenta significado e equilíbrio às suas vidas, desempenhando um papel importante na melhoria de sua qualidade de vida. Neste estudo, 61 artigos publicados entre 2020 e 2024 na base de dados WOS, que incluíam os conceitos de mulheres trabalhadoras, lazer ou qualidade de vida, foram analisados por meio da técnica de análise documental. Assim, o objetivo da pesquisa é revisar os estudos publicados na base de dados WOS nos últimos cinco anos, no contexto de mulheres trabalhadoras, lazer e qualidade de vida. Os resultados indicam um aumento nas publicações sobre esse tema nos últimos anos; a maioria dos estudos foi realizada na Índia e na área de Saúde Pública, e o International Journal of Environmental Research and Public Health foi identificado como o periódico com o maior número de publicações. A maior parte dos estudos estava indexada em periódicos SCIE e publicada em revistas com fator de impacto moderado. A maioria das pesquisas era de abordagem quantitativa e utilizava principalmente questionários como instrumentos de coleta de dados. Como resultado, constatou-se que as mulheres trabalhadoras têm dificuldades em planejar seu tempo de lazer devido às responsabilidades profissionais e domésticas, o que afeta negativamente sua qualidade de vida, enquanto a participação em atividades de lazer apresenta efeitos positivos sobre a saúde, o gerenciamento do estresse e a qualidade de vida geral. Nesse sentido, recomenda-se fortalecer o apoio do cônjuge e desenvolver políticas positivas por parte dos empregadores para ampliar a participação no lazer e melhorar a qualidade de vida das mulheres trabalhadoras
A ASCENSÃO DA DARIJA NA PUBLICIDADE DIGITAL MARROQUINA: LINGUAGEM, IDENTIDADE E O PODER DA INFLUÊNCIA
Get PDFThis article examines the sociolinguistic transformation of advertising in Morocco. It mainly focuses on the integration of Moroccan Arabic (Darija) in influencer marketing. Historically, Moroccan advertising has relied on French and Modern Standard Arabic (MSA). This usage reflects class hierarchies and formal authority. However, the rise of digital platforms and social media influencers has brought a shift toward new, informal, localized, and affective modes of communication. Based on the literature in media studies, sociolinguistics, and marketing, this review shows how Darija has become a strategic linguistic resource to create cultural intimacy and audience engagement. The article tries to cover data from traditional advertising to influencer culture in order to examine language ideologies and hierarchies in Morocco. The goal is to see the commodification of Darija within globalized marketing practices. By reviewing different studies and theoretical frameworks, this paper argues that the popularity of Darija in digital content is not simply a marketing trend, but a reflection of particular sociocultural changes. Therefore, this paper offers a critique on how language, identity, and consumer behavior are linked together in the context of Moroccan digital advertising.Este artigo analisa a transformação sociolinguística da publicidade no Marrocos, com foco especial na integração do árabe marroquino (Darija) no marketing de influência. Historicamente, a publicidade marroquina tem se baseado no francês e no árabe padrão moderno (MSA), refletindo hierarquias sociais e autoridade formal. No entanto, o surgimento das plataformas digitais e dos influenciadores nas redes sociais provocou uma mudança em direção a formas de comunicação novas, informais, locais e afetivas. Com base na literatura das áreas de estudos de mídia, sociolinguística e marketing, esta revisão mostra como a Darija se tornou um recurso linguístico estratégico para criar intimidade cultural e engajamento do público. O artigo busca abranger dados desde a publicidade tradicional até a cultura dos influenciadores, a fim de examinar as ideologias e hierarquias linguísticas no Marrocos. O objetivo é analisar a mercantilização da Darija dentro das práticas de marketing globalizadas. Ao revisar diferentes estudos e marcos teóricos, o artigo argumenta que a popularidade da Darija no conteúdo digital não é apenas uma tendência de marketing, mas reflete mudanças socioculturais específicas. No full textArtificial intelligence (AI) has currently transformed learning and teaching methods in educational institutions at all levels, which, from a humanistic approach, has implied finding a balance between technology and the ethical development of students. The objective of the study was to explore the ethical and educational perspectives related to the use of artificial intelligence tools in students of the Faculty of Engineering of the UAEMex, highlighting its impact on the formation of values, through a mixed research with a descriptive-exploratory approach. The methodology included data collection through a survey, followed by a quantitative and qualitative analysis. The results evidenced a generalized use (94%) of these tools, highlighting their importance to personalize learning and optimize time, while raising ethical concerns about their responsible use, highlighting their potential to strengthen student autonomy and critical learning. Suggestions advocate ethical and technical training to integrate technology with human values. The conclusions underlined the importance of the teacher as an irreplaceable guide in academic training, promoting inclusion, critical thinking and ethical use of AI.La inteligencia artificial (IA) actualmente ha transformado los métodos de aprendizaje y enseñanza en las instituciones educativas de todos los niveles, lo cual, desde un enfoque humanista, ha implicado encontrar un equilibrio entre la tecnología y el desarrollo ético de los estudiantes. El objetivo del estudio fue explorar las perspectivas éticas y educativas relacionadas con el uso de herramientas de inteligencia artificial en estudiantes de la Facultad de Ingeniería de la UAEMéx, destacando su impacto en la formación de valores, a través de una investigación mixta con un enfoque descriptivo-exploratorio. La metodología incluyó la recolección de datos mediante una encuesta, seguida de un análisis cuantitativo y cualitativo. Los resultados evidenciaron un uso generalizado (94%) de estas herramientas, resaltando su importancia para personalizar el aprendizaje y optimizar el tiempo, mientras plantean preocupaciones éticas sobre su uso responsable, se destaca su potencial para fortalecer la autonomía estudiantil y el aprendizaje crítico. Las sugerencias abogan por una formación ética y técnica para integrar la tecnología con valores humanos. PRINCIPAIS FATORES QUE INFLUENCIAM A FORMAÇÃO DOS PENSAMENTOS REFORMISTAS DE PHAN CHAU TRINH
Get PDFFrom the late 19th century to the early 20th century, under the invasion and rule of French colonialism as well as the weakness of the feudal court, Vietnam fell into a state of tumult and darkness; the people's lives were miserable and desperate. Faced with this situation, several great revolutionaries having patriotic spirit emerged, putting forward many progressive reformist ideas to save the country and help the people. One of the great and outstanding thinkers in this reformist movement was Phan Chau Trinh. Within the scope of this article, the author presents some of Phan Chau Trinh's reformist thoughts, and analyzes some of the main factors that influenced the formation of his reformist thoughts. The article uses the research method of the dialectical materialist and historical materialist standpoint, considering Phan Chau Trinh's writings and the related materials of contemporary activists. The article shows that the reformist thoughts of the patriot Phan Chau Trinh originated from his revolutionary spirit and love for his compatriots and shows his awareness of accepting new and progressive thoughts; through that, Phan Chau Trinh's thoughts made significant contributions to the cause of national liberation of Vietnam, especially reflected in the inheritance by Nguyen Ai Quoc.Do final do século XIX ao início do século XX, sob a invasão e o domínio do colonialismo francês, bem como a fraqueza da corte feudal, o Vietnã caiu em um estado de tumulto e escuridão; a vida das pessoas era miserável e desesperadora. Diante dessa situação, surgiram vários grandes revolucionários com espírito patriótico, apresentando muitas ideias reformistas progressistas para salvar o país e ajudar o povo. Um dos grandes e destacados pensadores desse movimento reformista foi Phan Chau Trinh. No escopo deste artigo, o autor apresenta alguns dos pensamentos reformistas de Phan Chau Trinh e analisa alguns dos principais fatores que influenciaram a formação de seus pensamentos reformistas. O artigo usa o método de pesquisa do ponto de vista materialista dialético e materialista histórico, considerando os escritos de Phan Chau Trinh e os materiais relacionados de ativistas contemporâneos. O artigo mostra que os pensamentos reformistas do patriota Phan Chau Trinh se originaram de seu espírito revolucionário e do amor por seus compatriotas e mostram sua consciência de aceitar pensamentos novos e progressistas; com isso, os pensamentos de Phan Chau Trinh fizeram contribuições significativas para a causa da libertação nacional do Vietnã, especialmente refletidas na herança de Nguyen Ai Quoc
