    Analisis Kebijakan Kota Layak Anak di Kota Banda Aceh Menurut Indikator Kota Layak Anak

    Child-Friendly City (KLA) is a strategic policy that aims to ensure the fulfillment of children’s rights through synergy between government, society, and the business world. This study aims to analyze the implementation of the KLA policy in Banda Aceh City with a focus on seven institutional indicators as stipulated in the Regulation of the Minister of State for Women’s Empowerment and Child Protection of the Republic of Indonesia Number 12 of 2011 concerning Indicators of Child-Friendly Districts/Cities. This study uses a qualitative method with data collection techniques in the form of interviews, observations, and documentation. Informants consist of government officials, community leaders, and representatives of relevant community institutions. The results of the study indicate that Banda Aceh has not fully achieved Child-Friendly City status. Several institutional indicators, such as special budget allocation and involvement of community institutions, have been implemented, but are not optimal. The Regional Action Plan for Child-Friendly City is not yet available, and involvement of the business world is still limited. At the village level, understanding of the KLA concept is still low, so that policy implementation is not evenly distributed. It is necessary to strengthen the synergy between the City Government and villages, special budget allocation, and involvement of the business world through the establishment of the Indonesian Child-Friendly Company Association (APSAI). With these steps, it is hoped that the implementation of KLA can be accelerated, so that the fulfillment of children's rights in Banda Aceh can be realized comprehensively.Kota Layak Anak (KLA) merupakan kebijakan strategis yang bertujuan memastikan pemenuhan hak anak melalui sinergi pemerintah, masyarakat, dan dunia usaha. Penelitian ini bertujuan menganalisis implementasi kebijakan KLA di Kota Banda Aceh dengan fokus pada tujuh indikator kelembagaan sebagaimana diatur dalam Peraturan Menteri Negara Pemberdayaan Perempuan dan Perlindungan Anak Republik Indonesia Nomor 12 Tahun 2011 tentang Indikator Kabupaten/Kota Layak Anak. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Informan terdiri dari aparatur pemerintah, tokoh masyarakat, serta perwakilan lembaga masyarakat yang relevan. Hasil penelitian menunjukkan bahwa Banda Aceh belum sepenuhnya mencapai status Kota Layak Anak. Beberapa indikator kelembagaan, seperti alokasi anggaran khusus dan keterlibatan lembaga masyarakat, telah diterapkan, namun belum optimal. Rencana Aksi Daerah Kota Layak Anak belum tersedia, dan keterlibatan dunia usaha masih terbatas. Di tingkat gampong, pemahaman konsep KLA masih rendah, sehingga implementasi kebijakan belum merata. Diperlukan penguatan sinergitas antara Pemerintah Kota dan gampong, alokasi anggaran khusus, serta pelibatan dunia usaha melalui pembentukan Asosiasi Perusahaan Sahabat Anak Indonesia (APSAI). Dengan langkah-langkah ini, diharapkan implementasi KLA dapat dipercepat, sehingga pemenuhan hak anak di Banda Aceh dapat terealisasi secara menyeluruh

    The health sector is an important pillar in a country's development. It has become an obligation for the government to provide quality health services that meet the needs of the community. To be able to design health services that suit the expectations and needs of the community, a responsive bureaucracy and community involvement are needed in every service process. The new public service paradigm is present as a relevant approach to realizing health services that are more community oriented. Therefore, this research aims to understand how the principle of Serve Citizens, Not Customers in the New Public Service is implemented in the context of health services and what obstacles are faced, specifically at Berkah Pandeglang Regional Public Hospital. This research uses a qualitative method where data collection is carried out through a literature study, observation, and interviews. The results of this research show that Berkah Pandeglang Regional Public Hospital has succeeded in implementing the principle of Serve Citizens, Not Customers from the New Public Service concept. Apart from that, good implementation has been seen in the aspects of fairness and personal attention. However, this research also identified that aspects of reliability and convenience still need to be optimized, and there are still several obstacles that must be faced to improve overall service quality. Telah menjadi kewajiban bagi pemerintah untuk menyediakan pelayanan kesehatan yang bermutu dan sesuai dengan kebutuhan masyarakat. Agar dapat merancang pelayanan kesehatan yang sesuai dengan harapan dan kebutuhan masyarakat, maka diperlukan birokrasi yang responsif dan keterlibatan masyarakat dalam setiap proses pelayanan. Paradigma pelayanan publik baru (new public service) hadir sebagai pendekatan yang relevan untuk mewujudkan pelayanan kesehatan yang lebih berorientasi pada masyarakat. Oleh karena itu, penelitian ini bertujuan untuk memahami bagaimana prinsip Serve Citizens, Not Customers pada New Public Service diimplementasikan dalam konteks pelayanan kesehatan dan kendala apa saja yang dihadapi, tepatnya di RSUD Berkah Kabupaten Pandeglang. Penelitian ini menggunakan metode kualitatif yang pengumpulan datanya dilakukan melalui studi kepustakaan, observasi, dan wawancara. Hasil penelitian ini menunjukkan bahwa RSUD Berkah Kabupaten Pandeglang telah berhasil menerapkan prinsip Serve Citizens, Not Customers dari konsep New Public Service. Selain itu, telah terlihat implementasi yang baik pada aspek fairness (keadilan) serta personal attention (perhatian pribadi). Meskipun demikian, penelitian ini juga mengidentifikasi bahwa aspek reliability (keandalan) dan convience (kenyamanan) masih perlu dioptimalkan serta masih terdapat beberapa kendala yang harus dihadapi untuk meningkatkan kualitas pelayanan secara keseluruhan.     THE EFFECTIVENESS OF THE FAMILY PLANNING PROGRAM IN CONTROLLING THE POPULATION GROWTH RATE IN NORTH MINAHASA REGENCY, NORTH SULAWESI PROVINCE

    This research aims to assess the effectiveness of the Family Planning Program in controlling the population growth rate in North Minahasa Regency, North Sulawesi Province. The research employs a qualitative descriptive method to collect and analyze data, with a total of 9 informants. Data collection was conducted through observation, interviews, and documentation. The data analysis process involved reduction, presentation, conclusion, and verification. The research is grounded in Duncan's theory of effectiveness, which consists of three components: (1) Goal Achievement, (2) Integration, and (3) Adaptation. The findings indicate that the Family Planning Program has effectively reduced the population growth rate in North Minahasa Regency by 0.6% compared to the previous year. The success of the program can be attributed to efforts to address various challenges, including enhancing human resource competency through training, conducting continuous socialization during key family-related events, and improving infrastructure, such as providing transportation to facilitate access to services for family planning participants.   Keywords: Effectiveness, Family Planning Program, Population Growth Rat

    Handling disaster emergencies with the Integrated Emergency Management System through the LAKA SI LASER program has the aim of exploring the collaborative process of handling disaster emergencies that occur in Pinrang Regency. Handling disaster emergencies through the LAKA SI LASER program refers to the concept of collaborative governance put forward by Emerson. The three dimensions measured are collaboration dynamics, collaborative actions, impact and adaptation of the LAKA SI LASER program. Qualitative research method with a case research approach that explores information on handling disaster emergencies within the Pinrang Regency BPBD and agencies involved in handling disaster emergencies. Strengthening case studies using data triangulation. Collaboration through the LAKA SI LASER program shows the fact that in dealing with disaster emergencies, not involving all agencies in the LAKA SI LASER program to handle disaster emergencies and also minimal facilities for handling disaster emergencies.     ANALYSIS OF THE FAMILY HOPE PROGRAM (PKH) IMPLEMENTATION IN ADDRESSING SOCIAL WELFARE ISSUES IN MANADO CITY, NORTH SULAWESI PROVINCE

    The Ministry of Social Affairs administers the Family Hope Program (PKH), a poverty alleviation and social protection initiative providing conditional non-cash assistance to individuals with social issues (PMKS), focusing on health, education, and social welfare. This research aims to evaluate the implementation of the Family Hope Program in Manado City, identify the challenges and obstacles encountered, and assess how the Manado City Social Service addresses these issues. The research employs a descriptive qualitative research method with an inductive approach. Data were collected through interviews, observations, and documentation, and analyzed using techniques including data collection, reduction, presentation, and conclusion drawing. The findings indicate that the implementation of the Family Hope Program in Manado City aligns with William Dunn's evaluation theory, meeting six key indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The program's implementation is assessed as satisfactory across these indicators

    75 Years Smart Library Research on Scopus Database: A Bibliometric Analysis and Information Mapping

    Abstract Background: Library employs advanced technology to facilitate digital access and offer smart services. Despite numerous benefits, different issues arise with the implementation of smart library, such as limited accessibility and technological challenges. Purpose: This research aimed to analyze the mapping trends and accessibility challenges in smart library implementation. Method: A quantitative paradigm was used with a bibliometric method and the results were collected, summarized, and analyzed using the keyword from the Scopus database, focusing on titles without restricting the publication year. In addition, data were analyzed and mapped using VOSviewer. Result: The information that describes the research findings. A total of 347 articles were found in the Scopus database and 260 were identified after analyzing for high relevance. Meanwhile, the number of publications increased significantly in 2018, with continued growth through 2021 and 2022. The peak research activity occurred in 2021 and 2022, with 61 and 58 publications, respectively. Conclusion: The most frequently occurring keywords included book, internet, Internet of Things (IoT), university library, library service, transformation, academic library, RFID, smart service, and public library. In this context, research in the field was related to information technology, services, and transformation into smarter and more efficient library. &nbsp

    The Transformation of Research Supporting Libraries: Case Study Knowledge-Sharing as Organizational Culture at the National Research and Innovation Agency Library

    Background: The rapid advancement of technology and information has necessitated libraries to transform respective services in order to remain relevant and effective. To achieve relevance and effectiveness, libraries must cultivate an organizational culture that supports necessary transformations, particularly in the field of library services. In particular, libraries that significantly support research have been found to continually innovate respect offerings with the sole purpose of providing information capable of facilitating the research process. Purpose: This research aimed to examine the support provided by the National Research and Innovation Agency (BRIN) for the successful documentation of publications, with a specific focus on the evolving services offered by the library. Method: The research method used is qualitative research with a case study approach. Result:The BRIN Library offers a variety of services, including research consultation, information retrieval, bibliometric analysis, data visualization, literature review support, and plagiarism detection. In order to achieve the stated objective, a qualitative method was adopted with a case study approach to explore the phenomenon of knowledge-sharing in the context of library transformation as part of its organizational culture. Conclusion: The obtained results showed that knowledge-sharing activities at BRIN Library played a significant role in enhancing the expertise of librarians and improving the quality of research services. These services were observed to be facilitated through formal and informal programs, egalitarian leadership practices, as well as internal and external motivational strategies. It was also found that BRIN librarians actively contributed to research innovation in Indonesia by enabling access to critical information, promoting information literacy, and fostering collaboration among academics. Based on the findings, knowledge-sharing activities within libraries supporting research were inferred to lead to the cultivation of an organizational culture that promotes interdisciplinary and inter-institutional collaboration

This research aims to explore the extent of obstacles in utilizing sub-district funds which can provide benefits to the community in Manggala sub-district. the research was conducted using a qualitative descriptive approach using data collection techniques through interviews, observation and documentation. interviews were conducted with informants consisting of village heads, sub-district heads and other community figures such as community groups in the sub-district, rW, rt as well as community leaders who have an interest in the development of sub-district infrastructure and concepts of community empowerment in the sub-district. data analysis was carried out using the theory of Merilee S, Grindle (1980) which is influenced by two large variables, namely the Policy content variable and the Policy environment variable which is equipped with several sub-variables, the results of which show that Village fund management, although some can already be implemented, some other parts still encounter obstacles both in administrative and managerial aspects. in particular, it has not been implemented optimally, especially partnerships with local community groups as mandated by applicable laws and regulations

    Empowerment of Farmers in Rejang Lebong Regency, Bengkulu Province

    Empowerment is essential for the community to analyze the conditions, potentials, and life problems they face. In this paper, the author examines the core of the study on farmer empowerment in Rejang Lebong Regency, aiming to develop, improve, and optimize farmers in managing the production of their agricultural products. The author employs a qualitative descriptive method to describe aspects related to the observed and studied focus. The data collection method used is document study. The research results conclude that empowerment activities in Rejang Lebong Regency need to be enhanced to meet the target goals. The quality of human resources is inadequate, and community participation is still minimal regarding socialization, education, and capacity training from the local government. The author suggests that the empowerment process programmed by the government should be carried out according to the target and, if possible, exceed the target. This would ensure that the empowerment goals are felt by the farming community in Rejang Lebong Regency, ultimately moving towards an independent community

    IMPLEMENTASI PERATURAN DAERAH NOMOR 15 TAHUN 2019 TENTANG DESA WISATA DI DESA SOMONGARI

    ABSTRACT. As one of the leading sectors, tourism needs to be developed purposefully in order it can contribute significantly to national and regional income which in the end can improve the society welfare. The current trend is the development of tourist villages which is being carried out in various regions in Indonesia, including Somongari Village, Kaligesing District, Purworejo Regency, Central Java. In this research, researchers describe the implementation of Regional Regulation Number 15 of 2019 concerning Tourism Villages and identify supporting and inhibiting factors and efforts to overcome obstacles to implementation. This research is qualitative research with a descriptive approach. The theory used is the implementation theory from Van Meter & Van Horn (1975). Data was collected through in-depth interviews, observation, and documentation. Once collected, the data was then analysed using the interactive analysis model Miles, Huberman, Saldana (2014). The research results indicate that the policy implementation has been successful, as evidenced by four out of six analyzed dimensions being categorized as good, namely the dimension of the characteristics of the implementing organization, the dimension of communication between related organizations and implementing activities, the dimension of the attitudes of the implementers, and the dimension of the social, economic, and political environmental conditions. This success is supported by the strong commitment among policy implementers, effective communication, and the high awareness of the Somongari Village community regarding the development of the tourist village. The inhibiting factors include the lack of understanding among policy implementers regarding Regional Regulation Number 15 of 2019 on Tourist Villages, the inadequate and incompetent resources of Pokdarwis, the suboptimal management of village funds, and the minimal budget support for the development of supporting facilities. Sebagai salah satu sektor unggulan, pariwisata perlu dikembangkan dengan serius supaya dapat berkontribusi nyata pada pendapatan negara dan daerah yang pada akhirnya dapat membantu menyejahterakan masyarakat. Tren saat ini yaitu pengembangan desa wisata yang banyak dilakukan di berbagai daerah di Indonesia termasuk di Desa Somongari Kecamatan Kaligesing Kabupaten Purworejo Jawa Tengah. Dalam penelitian ini, peneliti mencoba mendeskripsikan implementasi Peraturan Daerah Nomor 15 Tahun 2019 tentang Desa Wisata serta mengidentifikasi faktor pendukung dan penghambat serta upaya dalam mengatasi hambatan implementasi. Penelitian ini termasuk penelitian kualitatif dengan pendekatan deskriptif. Teori yang digunakan yaitu teori implementasi dari Van Meter & Van Horn (1975). Data dikumpulkan melalui in-depth interview, observasi, dan dokumentasi. Setelah dikumpulkan, data kemudian dianalisis dengan model analisis interaktif Miles, Huberman, Saldana (2014). Hasil penelitian menunjukkan implementasi kebijakan telah berjalan dengan baik yang didukung komitmen dan komunikasi yang baik dari apara pelaksana kebijakan dan masyarakat memiliki kesadaran tinggi dalam pengembangan desa wisata. Adapun yang menjadi faktor penghambat yaitu kurangnya pemahaman pelaksana kebijakan terhadap Peraturan Daerah Nomor 15 Tahun 2019 tentang Desa Wisata, sumber daya Pokdarwis yang belum memadai dan kompeten, serta pengelolaan dana desa yang belum optimal dan minimnya dukungan anggaran untuk pembangunan fasilitas penunjang.   Kata kunci: implementasi; kebijakan; pengembangan; pemerintah; desa wisat
