DOES GENDER EQUALITY IMPACT REGIONAL ECONOMIC GROWTH?:: A CASE STUDY IN WEST JAVA PROVINCE USING ECONOMETRIC ANALYSIS
This research aims to examine the impact of gender equality on regional development, represented by regional economic growth. The analysis applies econometric methods to panel data from 27 districts/cities in West Java Province for the 2018–2022 period, with the Common Effect Model (CEM) selected as the optimal regression model for this study. Gender equality is represented by indicators such as the ratio of female to male in per capita expenditure, mean years of schooling, life expectancy, and labor force participation rate. The findings reveal heterogeneous effects: gender equality in per capita expenditure, education, and health positively influences economic growth, with health, as measured by life expectancy, being the most significant factor. Conversely, the labor force participation rate exhibits a negative effect, indicating challenges in optimizing female's roles in the labor market. Overall, the study finds that gender equality development contributes 12.34% to West Java's economic growth. These findings highlight the need to provide equal opportunities for female by enhancing access to education, healthcare, and economic resources while addressing barriers in labor force participation to achieve inclusive and sustainable development.Keywords: Econometrics Analysis, Economic Growth, Gender Equality, Regional Development.This research aims to examine the impact of gender equality on regional development, represented by regional economic growth. THE IMPLEMENTATION OF THE VILLAGE FUND IN AN UNDERDEVELOPED VILLAGE: A CASE STUDY OF TENDE VILLAGE, GALANG SUB-DISTRICT, TOLITOLI REGENCY
This study aims to explore the implementation of Village Fund management in Tende Village, Galang Sub-district, Tolitoli Regency, Central Sulawesi Province. This study employs qualitative research with a case study approach. The data collection techniques used were observation, in-depth interviews, and documentation from primary and secondary sources. This study discovered that the implementation of Village Fund at the planning level could accommodate community aspirations. Development in the infrastructure sector had a significant impact on the community. However, the negative side of Village Fund implementation is the dominance of the Activity Implementation Team (TPK), which does not involve the community in implementation, especially in infrastructure development. Furthermore, due to the limited bureaucracy, the disbursement of the Village Fund took a considerable amount of time. In addition, the Village Fund had implications for decreasing the social capital of village communities. This study argues that the utilization of Village Fund should be tailored to the specific conditions of each village. This study contributes by providing additional perspectives on Village Fund implementation in underdeveloped villages
Analysis of the Impact of MSME Financing and Government Spending on Poverty Levels in South Sulawesi from 2017 to 2022
The poverty rate is still amongst the biggest problem to achieve national goals. the government through fiscal policy pays great attention to dealing with the problem. The objective of this study is to analyze the impact of fiscal policy through treasury variable proxies, or variables that are directly or indirectly related to the functions of dgt as a treasury institution in Indonesia. the variables are State Budget expenditures, KUR, and UMi. the study uses panel data, which is a combination of cross-sectional data in 24 regencies/ cities in South Sulawesi and time-series data from 2017 to 2022. the regression method used is the Random Effect Model (REM), also known as the Error Component Model (ECM). The results showed that all treasury variables are statistically significant to give a positive impact on reducing poverty rate in South Sulawesi
Optimalisasi Penggunaan Web Desaku Melalui Transformasi Digital
This article discusses efforts to optimize the web desaku platform through digitaltransformation in village government.The web desaku platform village Cikumpay consistsof village profiles, e-commerce and daily village news which need to be optimized so thatits application is useful for village government as a tool to improve the quality ofCikumpay village government services, as well as for the village community who find itseasy to get information about villagesResults research conducted by the author showsthat the existence of the web desaku is known. But its use has not been maximized byvillage officials due to a lack of understanding of how to fill out the plaform on it andalso incomplete data. The low quality of village officials human resources is the mainchallenge that the author mush face in optimizing the use of the web desaku website.Thus,this article attempts to break down the problems faced by village officials throughactivities carried out by the author starting from mapping the understanding of villageofficials,interview and brainstorming activities as well as guidance activities on fillingout the web desaku platform. The implications of research can be used as a guide forfurther development in intergration digitalization in village government managemen.Artikel ini membahas mengenai upaya optimalisasi platform web desaku melaluitransformasi digital di pemerintahan desa. Platform web desaku Desa Cikumpayini terdiri dari profil desa, e-commerce dan berita harian desa yang perlu dioptimalisasi kan pengaplikasian nya agar berguna bagi pemerintah desa sebagaialat untuk meningkatkan kualitas pelayanan pemerintahan Desa Cikumpay, begitujuga bagi masyarakat desa yang mendapatkan kemudahan dalam mendapatkaninformasi desa.Hasil Penelitian yang dilakukan penulis menunjukkan web desakuini telah diketahui keberadaannya namun penggunaannya belum dimaksimalkanoleh perangkat desa dikarenakan kurangnya pemahaman mengenai cara mengisiplatfom yang ada di dalamnya dan juga data yang tidak lengkap. Sosialisasi, Verifikasi dan Validasi Data dalam Pendataan Keluarga Miskin Pada Aplikasi Kelurahan On Mobile (KELOM) di Kelurahan Sumelap Kecamatan Tamansari Kota Tasimalaya
Data Badan Pusat Statistik menyebutkan tingkat kemiskinan di Kota Tasiklamaya pada tahun 2022 adalah sebesar 12,72%, lebih tinggi dibandingkan rata-rata provinsi Jawa Barat dan juga rata-rata nasional. Sebagai upaya pendataan masyarakat miskin di Kota Tasikmalaya, Pemerintah Kota Tasikmalaya membuat suatu inovasi digital Kelurahan On Mobile (KELOM), sebagai bentuk digitalisasi pendataan dan sarana sumber informasi bagi masyarakat. Aplikasi KELOM membutuhkan verifikasi dan validasi penduduk miskin yang menjadi data awal Pemerintah Kota Tasikmalaya. Guna membantu dalam mempersiapkan data yang valid, pelaksanaan Magang sebagai bagian dari Pengabdian kepada Masyarakat (PkM) ini difokuskan pada verifikasi dan validasi data kemiskinan di aplikasi KELOM dengan kondisi riil di Kelurahan Sumelap. Metode yang digunakan adalah sosialisasi, verifikasi, dan validasi. Hasil PkM di Kelurahan Sumelap menunjukkan, dilansir dari aplikasi KELOM, terhitung dari tanggal 22 Juni 2023 sebanyak 100% data Kepala Keluarga miskin telah terverifikasi dan tervalidasi. Adapun kendala yang dihadapi saat pelaksanaan verifikasi dan validasi antara lain karena faktor geografis, sarana, prasarana dan kondisi jaringan. Guna memastikan data kemiskinan merupakan data yang paling terbaru, diperlukan pembaharuan data secara terus menerus dan optimalisasi aplikasi KELOM melalui pelatihan digital aparat Kelurahan Sumelap
Analysis of Job Promotions to Improve the Performance of Bombana Regency Civil Servants
Bombana Regency became an autonomous region based on Law Number 29 of 2003 concerning establishment in Southeast Sulawesi Province. The development of a region is highly dependent on the competence and participation of the human resources in utilizing the potential of respective areas. Therefore, the development of human resources is essential to support future development process. However, the Regional Staffing Agency (BKD) of Bombana Regency faced several challenges. The implementation of objective competency tests has not been optimal, and employees performance is hindered by inadequate Manpower Planning (workforce planning in accordance with organizational needs through identification, evaluation and needs planning). The execution of employees education and training (Diklat) has not been carried out effectively. Therefore, this study aimed to investigate the challenges to promotions affecting the performance of civil servants at the BKD of Bombana Regency and explore the efforts to address these issues. Qualitative and quantitative methods were used, in-depth interviews were conducted with key informants, and descriptive statistics were derived from processed questionnaires. Furthermore, data were collected through interviews, observation, and documentation. The results showed that subjectivity was a significant challenge that affected promotions considerations and employees performance at BKD Bombana Regency. Konflik Kepala Daerah: Strategi Pencegahan dan Penyelesaian
The Local Chief Executive and Vice elections in Indonesia are conducted together, which leads to potential conflicts in the relationship between both parties. Therefore, this research aimed to examine the causes and mechanisms for resolving conflicts between Local Chief Executive and Vice. This is empirical juridical research with the primary, secondary, and tertiary data analyzed through the utilization of a statutory and conceptual approach. The results showed that the conflict between the Local Chief Executive and the Vice was caused by the absence of chemistry and a clear division of duties. The two alternative mechanisms that can be used to prevent the conflict are mate selection during the nomination period, and the application of an agreement mechanism in accordance with the laws and political agreements. Vertical settlement mechanism, which enables the Local House of Representative (DPRD) was adopted to resolve persistent conflict in accordance with the controlling function. This mechanism is a new concept that can be used as a guideline for resolving Local Chief Executive conflicts in Indonesia.Pemilihan kepala daerah dilakukan untuk memilih pasangan kepala daerah dan wakil kepala daerah dalam satu paket yang berdampak pada potensi konflik dalam hubungan kepala daerah dan wakil kepala daerah. Kajian ini mengkaji penyebab dan mekanisme penyelesaian konflik antara kepala daerah dan wakil kepala daerah. Metode penelitian yang digunakan adalah penelitian yuridis empiris. Data penelitian ini bersifat primer, sekunder, dan tersier yang dikumpulkan dari studi virtual. Penelitian ini menggunakan analisis data dengan pendekatan undang-undang dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa konflik antara kepala daerah dan wakil kepala daerah disebabkan oleh tidak adanya chemistry dan tidak adanya pembagian tugas yang jelas. Konflik tersebut dapat dicegah dengan adanya dua alternatif mekanisme yaitu memilih jodoh pada masa pencalonan dan mekanisme perjanjian pranikah yang diterapkan pada pra kepala daerah-wakil kepala daerah untuk membagi tugas antara kepala daerah dan wakil kepala daerah. mengikuti ketentuan peraturan perundang-undangan dan perjanjian politik. Apabila konflik masih terjadi, maka alternatif mekanisme penyelesaian konflik antara kepala daerah dan wakil kepala daerah adalah dengan mekanisme penyelesaian vertikal yaitu diselesaikan oleh atasan dan secara horizontal oleh DPRD maka DPRD dapat menyelesaikan konflik. berdasarkan fungsi pengendaliannya

PENGARUH GAYA KEPEMIMPINAN KEPALA DESA DAN KOMPETENSI PERANGKAT DESA TERHADAP KINERJA PERANGKAT DESA DENGAN KEPUASAN KERJA SEBAGAI VARIABEL MODERASI
Aparatur Desa memiliki peran krusial dalam pembangunan dan penyelenggaraan pemerintahan di tingkat desa. Peran gaya kepemimpinan dan kompetensi aparatur desa menjadi dua faktor kunci yang mendukung atau menghambat pencapaian kinerja yang optimal. Penelitian ini bertujuan untuk menguji peran gaya kepemimpinan dan kompetensi terhadap kinerja aparatur di Desa Wringinagung Kecamatan Doro dengan mempertimbangkan kepuasan kerja sebagai variabel moderasi. Penelitian ini menggunakan pendekatan kuantitatif dengan desain penelitian cross-sectional. Sampel penelitian dipilih menggunakan metode purposive sampling.Data dikumpulkan melalui distribusi kuesioner kepada responden. Data yang telah terkumpul akan dianalisis menggunakan berbagai teknik statistik. Selanjutnya, analisis moderasi akan digunakan untuk menentukan apakah kepuasan kerja memperlemah atau memperkuat hubungan antara variabel independen dan variabel dependen.Data yang terkumpul dianalisis menggunakan metode regresi linier berganda dan analisis moderasi. Hasil penelitian menunjukkan bahwa gaya kepemimpinan mempunyai pengaruh yang signifikan terhadap kinerja aparatur. Kompetensi tidak berpengaruh terhadap kinerja aparatur. Kepuasan kerja tidak memoderasi hubungan antara gaya kepemimpinan dengan kinerja aparatur. Artinya tingkat kepuasan kerja tidak bergantung pada gaya kepemimpinan dan kompetensi mempengaruhi kinerjanya.

COLLABORATIVE GOVERNANCE IN ADDRESSING STUNTING IN THE BAJAU COMMUNITY IN BUTON REGENCY
Abstract
This research aims to understand how collaborative governance between the Buton Regency government and other stakeholders related to stunting issues can collaborate and contribute to reducing stunting rates, particularly in the Bajau ethnic community living in the Buton region. Due to their long-standing isolation above the sea, the Bajo/Bajau community has a lower level of welfare compared to other ethnic communities in Buton. Through a descriptive qualitative approach, the researcher found that although collaboration has been effective at the government level, there are still several obstacles, such as suboptimal private sector involvement and low health awareness among the Bajau community. This research can contribute to an approach to governance, especially at the regional level, that prioritizes aspects of collaboration and does not leave the socio-cultural aspects in the community.

Penelitian ini bertujuan untuk memahami bagaimana tata kelola kolaboratif antara pemerintah Kabupaten Buton dan pemangku kepentingan lainnya yang terkait dengan masalah stunting dapat berkolaborasi dan berkontribusi dalam menurunkan angka stunting, khususnya pada masyarakat etnis Bajau yang tinggal di wilayah Buton. Karena terisolasi sejak lama di atas laut, masyarakat Bajo/Bajau memiliki tingkat kesejahteraan yang lebih rendah dibandingkan dengan masyarakat etnis lain di Buton. Melalui pendekatan kualitatif deskriptif, peneliti menemukan bahwa meskipun kolaborasi telah berjalan efektif di tingkat pemerintah, namun masih terdapat beberapa kendala, seperti keterlibatan sektor swasta yang belum optimal dan rendahnya kesadaran kesehatan di kalangan masyarakat Bajau. Penelitian ini dapat memberikan kontribusi kepada pendekatan tata kelola pemerintahan khususnya di tingkat daerah yang mengedepankan aspek kolaborasi dan tidak meninggalkan aspek sosial budaya di masyarakat.
