    THE IMPLEMENTATION OF EARLY DETECTION AND PREVENTION IN THE PREVENTION OF RADICALISM BY THE NATIONAL AND POLITICAL UNITY AGENCY IN CIMAHI CITY, WEST JAVA PROVINCE

    The author's interest is in acquiring the title due to the discovery of a Khilafatul Muslimin group in Cimahi City that has been actively disseminating radical beliefs since the 2000s. In contrast, Cimahi metropolis, known as the Army City, can be presumed to be a secure metropolis free from radicalism. The objective of this study is to assess the effectiveness of early identification and preventative measures in mitigating the spread of extremism. Furthermore, it is crucial to identify the barriers that develop during the implementation of early detection and prevention, as well as the measures taken by the Cimahi City National and Political Unity Agency to address these hurdles. The research employed a qualitative descriptive methodology, utilizing an inductive technique. The data sources utilized in this study encompass both primary and secondary data sources. The employed data analysis procedures encompass data reduction, data display, and data verification. Common methods of data collection are interviews, observations, and documentation. According to the findings from interviews, field observations, and documentation collecting, the current implementation of early detection and prevention measures to combat extremism in Cimahi City has not been effective due to a lack of intelligence expertise. The current challenges encompass the scarcity of skilled personnel and constrained financial resources to facilitate the execution of early identification and prevention measures. Efforts to address current challenges including incorporating members into intelligence science education and training programs, as well as enhancing supervision in the community settings that are exposed to extremism. To implement early detection and prevention effectively, it is necessary to enhance the directing function by assigning competent individuals to vacant positions and providing them with additional education and training in the field of intelligence science.     The objectives to be achieved in this study are to analyze and describe the Communication Strategy of the Tangerang City Civil Service Police Unit Banten Province to Anyar Market Traders; analyze and describe the supporting factors and inhibiting factors in the Communication Strategy of the Tangerang City Civil Service Police Unit Banten Province to Anyar Market Traders; analyze and describe the efforts that hinder the Communication Strategy of the Tangerang City Civil Service Police Unit Banten Province to Anyar Market Traders. The research design used is a qualitative descriptive approach, the data collection techniques used are interviews, documentation and observation. The theory used by the author is the theory of strategy according to James Briann Quin which has dimensions including goals, policies and programs. The results of the study show that the Communication Strategy of the Civil Service Police Unit in the relocation of Anyar Market traders in Tangerang City has been running well and succeeded in moving the Anyar market traders to the relocation site provided, this has been described in accordance with the dimensions and indicators of the theory that the author uses, by having a communication strategy used by the Tangerang City Government such as bidding, socialization and dialogue with Anyar Market Traders which is carried out in accordance with conditions in the field and prioritizes the common interest. The inhibiting factors are that the relocation places are far apart; the existence of provocateurs. Supporting factors are, 1) Good coordination and communication with the agencies involved such as PD. Market, Indagkop, Tangerang City Metro Police, Transportation Department, Environmental Service, Kesbangpol 2) have various ways to approach such as wawaran by notifying the Traders by using cars and loudspeakers for sounding related to relocation, socialization by providing direct understanding regarding the process of moving to the relocation site and dialogue with the Anyar Market Traders regarding the obstacles faced.   Keywords: Communication strategy; Civil Service Police Unit; Traders Relocation.   &nbsp

    EMPOWERING THE COMMUNITY PROTECTION UNIT MEMBERS BY THE COMMUNITY PROTECTION TASK FORCE OF TANAH BUMBU DISTRICT, SOUTH KALIMANTAN PROVINCE

    The rapid development of information technology brings new challenges in maintaining public security and order. The Community Protection Unit (Satlinmas) in Tanah Bumbu Regency needs to improve its effectiveness in facing these challenges, in terms of ability, expertise, and knowledge. This research qualitatively analyzed efforts to empower Satlinmas members in Tanah Bumbu Regency based on Sumadyo’s theory, which consists of Business, Human, Environmental, and Institutional Development aspects, with an inductive approach. The research results showed that the empowerment efforts made have covered several aspects but still face a number of obstacles. Limited budget, lack of synergy between institutions, low community participation, and minimal infrastructure are the main inhibiting factors in increasing the capacity of Satlinmas members. To improve empowerment results, it is recommended to further encourage village governments to use village budget and funds, further socialize community protection, strengthen the synergy between the Community Protection Task Force and Satlinmas, and provide allowances and insurance for Satlinmas members.   Keywords: Empowerment; Community Protection Unit Members; Community Protection Task Force of Tanah Bumbu Regency

    Innovation Through the Titip Bandaku Program at Library and Archives Services of Klaten Regency, Indonesia

    Background: Concerning archival services, local government agencies are responsible for managing archives within the regions. The Klaten Regency Government has adopted technology to produce innovation in public archives services, focusing on the management and preservation of archival records. To achieve this objective, the Titip Bandaku (Titip Berkas Arsip Digitalku) archival innovation program was established, facilitating the digital conversion of physical documents. However, in the implementation of program which has been running for approximately 5 years, the volume of digitized documents has not met the targets set by Library and Archives Services as the implementing government agency. Purpose: Therefore, This study aimed to examine the implementation of the Titip Bandaku program in protecting and preserving archives, identifying the obstacles included, and how the Klaten Regency Library and Archives Services addressed these challenges. Method: A qualitative-descriptive method was used to describe the implementation of the Titip Bandaku innovation based on the theory of innovation (State Administration Institute, 2017) with two dimensions of innovation namely output and outcome5. Data collection methods included observation, interviews, and documentation. The collected data further underwent stages of analysis through data collection, reduction, presentation, and conclusion. Result: The implementation of the Titip Bandaku Innovation Program positively impacted the preservation of community archives against disasters by digitizing records. On the Output indicator, program was a pioneering effort within Klaten Regency to protect archives in disaster-prone areas, offering swift and customized services despite capacity limitations. On the Outcome indicator, program improves the security of community archives, lowers transportation costs through a mobile services system, and shows sustainability with the backing of regulations, funding, and continuous enhancement of facilities and services. Conclusion: The Titip Bandaku program at the Klaten Regency Library and Archives Services did not achieve optimal functionality. Factors hindering progress included limited human resources, inadequate facilities and infrastructure, and the poor condition of some archives. To improve program’s effectiveness, several measures were recommended, such as forming a dedicated Titip Bandaku team, increasing public outreach through community activities, and fostering partnerships with relevant stakeholders. &nbsp

    The Ministry of Home Affairs has developed a Regional Government Information System (SIPD) to replace the previous system, SIMDA. The aim is to create an efficient, effective, accurate, transparent and accountable information system, connecting the central government with regional governments. Accuracy and completeness of information is the key to increasing government service capabilities, so a supporting information system is needed. This research aims to analyze the implementation of SIPD in the South Sulawesi Province Trade Service using qualitative methods. Policy implementation theory by George C. Edward III is used as a framework, which emphasizes four variables important for policy success: Communication, Resources, Attitudes or Dispositions, and Bureaucratic Structure. The research results show that there are obstacles in understanding SIPD implementers, so intensive training is needed to improve implementers' capabilities in using this systemKementerian Dalam Negeri telah mengembangkan Sistem Informasi Pemerintahan Daerah (SIPD) untuk menggantikan sistem sebelumnya, SIMDA. Akurasi dan kelengkapan informasi adalah kunci peningkatan kapabilitas pelayanan pemerintah, sehingga diperlukan sistem informasi yang mendukung. Penelitian ini bertujuan untuk menganalisis penerapan SIPD di Dinas Perdagangan Provinsi Sulawesi Selatan menggunakan metode kualitatif. Teori implementasi kebijakan oleh George C.     IMPLEMENTATION OF ELECTRONIC GOVERNMENT IN SUMEDANG REGENCY: (A Strategy for Accelerating Electronic-Based Government Systems Towards World Class Regional Government in 2030)

    This research was aimed at providing a detailed overview of the current e-government implementation in Sumedang Regency, developing scenarios and alternatives for sustainable e-government implementation, assessing its roles in enhancing community welfare by 2030 and formulating e-government strategies for the next six years based on constructed scenarios. Qualitative methods, specifically exploratory descriptive research using scenario planning analysis by Woody Wade were employed. Data analysis utilized the SOAR tool framework. The research results showed that first, the future of e-government in Sumedang Regency hinges on two dimensions: Digital leadership and digital literacy. Second, there are four developed scenarios for e-government implementation: Cloudy, Bright, Storm, and Rain. The first scenario was the Cloudy scenario, which is a scenario in which the digital leadership of regional leaders in Sumedang Regency is strong, but the digital literacy of state officials and citizens is low. The second is the Bright Scenario, a scenario in which the digital leadership of regional leaders in Sumedang Regency is strong and the digital literacy of state officials and citizens is high. The third is the Storm Scenario, a scenario in which the digital leadership of regional leaders in Sumedang Regency is weak and the digital literacy of state officials and citizens is low.     Potensi Pariwisata Sebagai Lokomotif Perekonomian Di Kabupaten Demak

    Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis potensi pariwisata di Kabupaten Demak sebagai lokomotif perekonomian daerah. Metodologi yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kasus. Data yang dikumpulkan berasal dari sumber sekunder seperti Badan Pusat Statistik (BPS), Dinas Pariwisata Kabupaten Demak, serta hasil survei lapangan. Penelitian ini memanfaatkan data dari berbagai sumber yang kredibel untuk mendapatkan gambaran yang komprehensif mengenai potensi pariwisata di daerah tersebut. Temuan utama penelitian ini menunjukkan bahwa Kabupaten Demak memiliki potensi pariwisata yang besar, terutama di sektor pariwisata sejarah dan religi. Destinasi seperti Masjid Agung Demak, Makam Sunan Kalijaga, dan situs-situs sejarah lainnya memiliki daya tarik yang kuat bagi wisatawan domestik dan mancanegara. Potensi ini, jika dikelola dan dikembangkan dengan baik, dapat menjadi penggerak utama perekonomian lokal. Pengembangan sektor pariwisata ini tidak hanya akan meningkatkan jumlah kunjungan wisatawan, tetapi juga mendorong pertumbuhan sektor-sektor terkait seperti perhotelan, restoran, dan kerajinan tangan. Selain itu, pariwisata yang berkembang dapat menciptakan lapangan kerja baru dan meningkatkan pendapatan masyarakat setempat. Dengan demikian, sektor pariwisata memiliki peran strategis dalam memperkuat perekonomian daerah. Penelitian ini menekankan pentingnya strategi pengembangan pariwisata yang terintegrasi dan berkelanjutan, dengan dukungan kebijakan yang komprehensif dan partisipasi aktif dari semua pemangku kepentingan. Dengan pendekatan yang tepat, Kabupaten Demak dapat memaksimalkan potensi pariwisatanya untuk mencapai pertumbuhan ekonomi yang inklusif dan berkelanjutan

    ABSTRACT. There are institutional, authority and human resources (HR) problems for government supervisors. HR concerns the individual capacity and independence of a government supervisor. Grindle theory in Ardiansyah, Aksanul Khalis, Ubaidullah. (2020, hlm. 13) indicators that the implementation of a policy is running optimally are determined by the substance of the policy and the environment in which the policy is implemented. The research uses descriptive qualitative and qualitative verification analysis strategy models. This research uses a qualitative descriptive method with an inductive approach. This method is used because it examines the consistency between policies and the implementation of PPUPD Functional Positions. This consistency pays attention to the content and environment which also colors the policy. Consistency refers to dynamic conditions, adaptation to phenomena and realities of regional government in Indonesia. data analysis with two analysis models, namely the qualitative verification analysis strategy model and the qualitative descriptive strategy model. Data analysis techniques include: Content Analysis Techniques, Selected Observation, Focused Observation, Interactive Analysis, Theme Analysis, and Critical Discourse Analysis Techniques. Based on this focus, it is known that there is a functional government supervisory position (PPUPD) in institutional aspects which is attached to regional inspectorates (provincial and district/city). The thing that makes supervision relatively difficult is because the objects being monitored/examined are regional heads or officials who administratively and in terms of personnel are the superiors of PPUPD officials. In terms of authority, it experiences limitations because it only supervises aspects of implementing government affairs but does not touch on financial and asset aspects. and in the aspect of human resources, there are limitations both in terms of quantity and quality Key Words: Policy, Functional Position, Supervision, Regional GovernmentABSTRAK. Terdapat masalah kelembagaan, kewenangan dan sumber daya manusia (SDM) dari pengawas pemerintahan. SDM menyangkut kapasitas individu dan kemandirian seorang pengawas pemerintahan.  Teori Grindle dalam Ardiansyah, Aksanul Khalis, Ubaidullah (2020, hlm. 13) indikator implementasi suatu kebijakan dilaksanakan secara optimal ditentukan oleh substansi kebijakan dan lingkungan kebijakan dilaksanakan. Penelitian menggunakan kualitatif deskriptif dan model strategi analisis verifikasi kualitatif. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Metode ini dipergunakan karena mengkaji terkait konsistensi antara kebijakan dan pelaksanaan Jabatan Fungsional PPUPD. Konsistensi tersebut memperhatikan isi dan lingkungan yang turut mewarnai kebijakan. Konsistensi merujuk pad keadaan yang dinamis, adanya adaptasi atas fenomena dan realitas pemerintahan daerah di Indonesia. analisis data dengan dua model analisis, yaitu model strategi analisis verifikasi kualitatif dan model strategi deskriptif kualitatif. Teknik analisis data itu diantaranya: Teknik Analisis Isi, Observasi terseleksi, Observasi Terfokus, Analisis Interaktif, Analisis Tema, dan Teknik Analisis Wacana Kritis. Berdasarkan fokus tersebut diketahui bahwa adanya jabatan fungsional pengawas pemerintahan (PPUPD) pada aspek kelembagaan yang dilekatkan pada inspektorat daerah (Provinsi dan kabupaten/kota). Hal yang menyebabkan pengawasan relatif sulit dilakukan karena obyek yang diawasi/diperiksa adalah kepala daerah ataupun pejabat yang secara administratif dan kepegawaian merupakan atasan dari pejabat PPUPD. Pada aspek kewenangan mengalami keterbatasan karena hanya melakukan pengawasan pada aspek pelaksanaan urusan pemerintahan namun tidak menyentuh pada aspek keuangan dan asset. dan pada aspek sumber daya manusia, mengalami keterbatasan baik dilihat pada sisi jumlah maupun kualitas.     SIPADEK (Office Administration Service Information System) is an application for office correspondence administration services that has some features of digital mail disposition, incoming and outgoing email, letter, mail search, digitallogue and striverailature, and archival letter, the schedule event of the meeting. This research is a study to see how far the implementation of the Electronic Mail Information System (SIPADEK) in the Public Works and Spatial Planning Office of Jambi City leading to Smart Governance. The results make it clear that through the application SIPADEK get useful implementation in helping to improve the effectiveness of correspondences in Public Works and Spatial Planning Office of Jambi City. This app streamlines the process of capturing, searching, and disseminating mail digitally, thereby decreasing dependence on manual procedures and paper usage. This research also identified some barriers, including end user application competency (which is often not there), poor staff motivation, under-provisioned data networks and upload capacities. To overcome these obstacles, it is recommended to provide assistance and training, periodic evaluation and monitoring dashboards, data security and protection, as well as support from local authorities and management. In conclusion, the implementation of the application SIPADEK at the Public Works and Spatial Planning Office of Jambi City shows great potential in supporting smart governance, although it still requires some improvements and enhancements for the optimal utilization of this application. Keywords: Smart Governance, SIPADEK, 3 dimensions, human, organization, technology.Aplikasi “SIPADEK” (Sistem Informasi Pelayanan Administrasi Perkantoran) adalah aplikasi pelayanan administrasi surat menyurat perkantoran yang didalamnya terdapat berbagai fitur yang dapat dimanfaatkan antara lain disposisi surat digital, surat masuk dan keluar, membuat surat, pencarian surat, paraf dan tanda tangan digital, arsip surat dan agenda acara. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan pelaksanaan Smart Governance melalui aplikasi “SIPADEK” di Dinas PUPR Kota Jambi, mengindentifikasi faktor penghambatnya, serta upaya dalam mengoptimalkan pelaksanaannya.Penelitian ini menggunakan metode kualitatif dengan penelitian studi kasus. Pada pelaksanaanya ditemukan hambatan yaitu kemampuan pegawai lamban dan minat pegawai kurang dalam pengoperasian aplikasi, kemampuan jaringan data yang kurang stabil, dan kapasitas upload file yang terbatas.
