    Local Open Government Issues in Austin, United States

    This study aims to analyze key issues of open government in Austin. Austin plays a major role in the United States as the only local government pilot program established by the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the Austin Government and sourced from the Google Scholar database. The findings of this study indicate that the study of Austin's open government is not popular. The topics that dominate the study of Austin's open government are information, collaboration, transparency, communication, development, community, access, framework, service, and communication model. Meanwhile, the latest and potential topics in the study of Austin's open government include network, media, online information, consultative process, implementation, data sovereignty, governance, monitoring, assessment, deployment, infrastructure, data sharing, digital intervention, and innovation strategy. Austin is currently focusing on four main commitments, namely the community climate resilience pilot, inclusion in court contracting, public participation in city anti-displacement efforts, and public safety data analysis.     EFEKTIVITAS PEMEKARAN WILAYAH DI INDONESIA: Antara Idealisme Otonomi Dan Realitas Ketergantungan Fiskal

    Regional proliferation in post reform Indonesia was intended to realize autonomous, self-sufficient local governments. However, many Newly Autonomous Regions (DOB) remain trapped in fiscal dependency, particularly on the central government’s General Allocation Fund (DAU). This study aims to analyze the effectiveness of regional proliferation by uncovering why DOBs consistently fail to achieve substantive autonomy across fiscal, institutional, and governance dimensions. Using a descriptive qualitative approach, the research was conducted in three purposively selected DOBs: Lebak (Java), Mahakam Ulu (Kalimantan), and Puncak Jaya (Papua). Data were collected through in-depth interviews with 15 key informants (including local officials, legislators, and community leaders), two weeks of participatory observation in each site, and document analysis (APBD, RPJMD, academic reports). Thematic analysis followed Braun and Clarke’s (2006) six-step model, supported by NVivo 14. Findings reveal chronic fiscal dependency, DAU contributes 70–77% of total revenue, while Local Own-Source Revenue (PAD) remains below 15%. Institutional capacity is weak, with limited technical expertise and outdated financial systems. Boundary conflicts persist due to inadequate spatial planning, and no systematic post-formation evaluation mechanism exists at the national level. These conditions confirm that autonomy remains formal rather than substantive. The study concludes that without mandatory post-split evaluations, incentives for PAD development, and targeted capacity-building, regional proliferation will continue producing administratively autonomous but functionally dependent entities.Pemekaran wilayah pasca reformasi di Indonesia bertujuan mewujudkan otonomi daerah yang mandiri. Namun, realitas menunjukkan banyak Daerah Otonom Baru (DOB) justru terjebak dalam ketergantungan fiskal terhadap transfer pemerintah pusat, terutama Dana Alokasi Umum (DAU). Penelitian ini bertujuan menganalisis efektivitas pemekaran wilayah dengan mengungkap akar kegagalan mencapai kemandirian fiskal, kelembagaan, dan tata kelola pasca-pemekaran. Menggunakan pendekatan kualitatif deskriptif, penelitian dilakukan di tiga DOB: Kabupaten Lebak (Jawa), Mahakam Ulu (Kalimantan), dan Puncak Jaya (Papua), yang dipilih secara purposif. Data dikumpulkan melalui wawancara mendalam dengan 15 informan kunci, observasi partisipatif selama dua minggu di tiap lokasi, serta studi dokumen (APBD, RPJMD, naskah akademik). Hasil menunjukkan bahwa ketiga daerah memiliki ketergantungan DAU 70–77%, PAD sangat rendah (8–14%), kapasitas kelembagaan lemah, konflik batas wilayah persisten, dan tidak ada evaluasi sistematis pasca-pemekaran. Temuan ini mengungkap bahwa otonomi daerah masih bersifat formal, bukan substantif. Penelitian menyimpulkan bahwa tanpa penguatan kapasitas SDM, insentif pengembangan PAD, dan mekanisme evaluasi wajib pasca-pemekaran, kebijakan pemekaran hanya akan melahirkan entitas administratif yang dependen

    The implementation of the e-Performance system is an innovative step in managing employee performance in the government environment. This study aims to evaluate the implementation of e-Performance in improving employee accountability at the Personnel and Human Resources Development Agency of Ciamis Regency. This study uses a qualitative descriptive approach, data were collected through interviews and observations of four informants consisting of junior expert and first expert apparatus resource analysts, using interview guidelines, notebooks and voice recorders. The results of the study indicate that the implementation of e-Performance carried out in the work environment of the BKPSDM of Ciamis Regency has had a positive impact in improving the efficiency, transparency and accountability of employee performance, although its success is influenced by the educational background and competency of employees. The main challenge faced is the lack of understanding of technological developments among human resources apparatus. This study concludes that understanding and implementing the use of e-Performance is an important step in achieving organizational goals and improving overall performance in the work environment of the BKPSDM of Ciamis Regency. The BKPSDM of Ciamis Regency should continue to improve employee technological competence through regular training and technical assistance to optimize the use of e-Performance. Penelitian ini bertujuan untuk mengevaluasi implementasi e-Kinerja dalam meningkatkan akuntabilitas pegawai di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Ciamis. Penelitian ini menggunakan pendekatan deskriptif kualitatif, data dikumpulkan melalui wawancara dan observasi terhadap empat informan yang terdiri dari analis sumber daya aparatur ahli muda dan ahli pertama, dengan menggunakan pedoman wawancara, buku catatan dan perekam suara. Hasil penelitian menunjukan bahwa implementasi e-Kinerja yang dilakukan di lingkungan kerja BKPSDM Kabupaten Ciamis telah memberikan dampak positif dalam meningkatkan efisiensi, transparansi dan akuntabilitas kinerja pegawai, meskipun keberhasilannya dipengaruhi oleh latar belakang pendidikan dan kompetensi pegawai. Tantangan utama yang dihadapi adalah kurangnya pemahaman tentang perkembangan teknologi di kalangan sumber daya manusia aparatur. Penelitian ini menyimpulkan bahwa pemahaman dan implementasi penggunaan e-Kinerja merupakan langkah penting dalam mencapai tujuan organisasi dan meningkatkan kinerja secara keseluruhan di lingkungan kerja BKPSDM Kabupaten Ciamis. Hendaknya BKPSDM Kabupaten Ciamis terus meningkatkan kompetensi teknologi pegawai melalui pelatihan berkala dan pendampingan teknis guna mengoptimalkan pemanfaatan e-Kinerja.     ECONOMIC POTENTIAL ANALYSIS IN MALAKA REGENCY, EAST NUSA TENGGARA PROVINCE

    Malaka Regency, East Nusa Tenggara Province is a newly formed region with various potential natural and human resources that have not been optimally developed. It has a type A Motamisin Cross-Border Post (PLBN), which is an official post that functions to support cross-border trade between countries. The purpose of this study is to analyze the economic structure, its shifts, and determine business field categories to increase economic growth in the border region. Using a quantitative descriptive design with the Location Quotient (LQ), Dynamic Location Quotient (DLQ), and Shift Share (SS) methods, and analyzing the relative position of business field categories. The final result is that there are 7 leading sectors or basic sectors. The results of the economic growth analysis (shift share) show that the primary sector category is Agriculture/Forestry/Fisheries, which grew by 5.93 percent, contributing 102,315.45 billion rupiah or 37.88 percent to the GRDP. The secondary sector, namely the construction sector, contributed 42.78 billion rupiah or 15.84 percent to the GRDP. The tertiary sector, namely transportation/warehousing, accounted for 24.43 billion rupiah, or 9.05 percent. Based on the classification of business sector development, eight sectors are categorized as having rapid growth, five as having potential (prospective), and four as developing.     The Study phenomenon aimed to find out the influence  of rate of Inflation, rate of Interest of SBI toward LQ45 whether in partial or simultaneously at Indonesian Stock Exchange in 2018-2023 periods. The design analysis used is Multiple regression analysis, classical assumption test, correlation analysis of Pearson, determination coeficient, and hypothetical testing using T test dan F test. The result shows that variable the rate of Inflation partially has found there is an negative significant influence toward LQ45, and rate of interest of SBI had a partially significant influence toward LQ45. Simultaneously rate of Inflation and rate of Interest of SBI had a significant influence toward LQ45.Fenomena penelitian ini bertujuan untuk mengetahui pengaruh tingkat inflasi, dan tingkat suku bunga Sertifikat Bank Indonesia (SBI) terhadap penetapan Indeks Harga Saham LQ45 baik secara simultan maupun parsial pada Bursa Efek Indonesia (BEI) periode 2018-2023. Rancangan analisis yang digunakan adalah analisis regresi linier berganda, uji asumsi klasik, analisis korelasi pearson, koefisien determinasi dan uji hipotesis menggunakan uji T dan uji F. Hasil penelitian menunjukan bahwa variabel tingkat inflasi secara parsial terdapat pengaruh yang negatif signifikan terhadap LQ45, dan tingkat suku bunga SBI secara parsial berpengaruh terhadap LQ45. Secara  simultan tingkat inflasi dan tingkat suku bunga Sertifikat Bank Indonesia (SBI) berpengaruh signifikan terhadap penetapan Indeks Harga Saham LQ45 pada Bursa Efek Indonesia (BEI)

    The development of information and communication technology has brought about changes in the abundance of consumer personal data on online shopping and lending applications. This phenomenon has implications for the increased collection and processing of consumer personal data by application providers, which poses the potential for privacy violations if the data is misused by unauthorized parties. This is necessary for the protection of personal data to provide legal certainty for consumers. This study aims to analyze electronic contract law in relation to the protection of consumer personal data. The research method used is a normative and empirical juridical approach, with data collection through literature studies and observations of the practices and behavior of online shopping and lending application users in the field. The results indicate that increasing consumer legal awareness and the responsibility of application providers in implementing personal data protection principles are key factors in creating a safe, fair, and trustworthy electronic transaction ecosystem. Therefore, the implementation of electronic contract law based on the principles of justice and legal certainty is a crucial effort to protect consumer rights in the digital era.Perkembangan teknologi informasi dan komunikasi telah membawa perubahan dengan banyaknya data pribadi konsumen dalam situs aplikasi belanja online dan pinjaman online. Fenomena tersebut berimplikasi pada meningkatnya pengumpulan dan pemrosesan data pribadi konsumen oleh penyelenggara aplikasi, yang menimbulkan potensi pelanggaran atas hak privasi apabila data tersebut disalahgunakan oleh pihak yang tidak berwenang. Hal ini perlu untuk perlindungan data pribadi agar dapat memberikan kepastian hukum terhadap konsumennya. Penelitian ini bertujuan untuk menganalisis hukum kontrak elektronik terhadap  perlindungan data pribadi konsumen. Metode penelitian yang digunakan melalui pendekatan yuridis normatif dan empiris, dengan pengumpulan data melalui studi kepustakaan serta observasi terhadap praktik dan perilaku pengguna aplikasi belanja daring maupun pinjaman daring di lapangan. Hasil penelitian menunjukkan bahwa peningkatan kesadaran hukum konsumen serta tanggung jawab penyelenggara aplikasi dalam mengimplementasikan prinsip-prinsip perlindungan data pribadi menjadi faktor utama dalam mewujudkan ekosistem transaksi elektronik yang aman, adil, dan terpercaya. Dengan demikian, penerapan hukum kontrak elektronik yang berlandaskan prinsip keadilan dan kepastian hukum merupakan upaya penting dalam melindungi hak-hak konsumen di era digital

    Dampak Kenaikan Inflasi Terhadap Kemiskinan Ekstrem dan Strategi Penanggulangannya Di Kabupaten Bandung

    ABSTRACT There are at least four problems currently facing the people of Bandung Regency, including stunting, extreme poverty, inflation, and waste. This study aims to analyze the impact of rising inflation on poverty rates in Bandung Regency and to analyze the poverty alleviation strategies implemented by the Bandung Regency government. This study uses a descriptive qualitative approach, with data sources from interviews supported by related document studies. The results of the study indicate that rising inflation can drive up poverty rates because spending on minimum needs for the extremely poor becomes unaffordable. Meanwhile, the strategies implemented by the Bandung Regency Government are; 1. Increasing Community Income; 2. Reducing the Expenditure Burden of Poor Households; 3. Reducing Pockets of Poverty; 4. Organizing Integrated Program Governance. Practically, the results of this study can be a consideration for local governments in formulating strategies to alleviate extreme poverty. In addition, this research also provides scientific contributions to the literature that focuses on poverty alleviation and local economic development.  Keywords: Extreme Poverty, Inflation, Poverty alleviation, Strategies ABSTRAK Setidaknya ada empat permasalahan yang saat ini tengah dihadapi masyarakat Kabupaten Bandung di antaranya adalah masalah stunting, kemiskinan ekstrem, inflasi, dan permasalahan sampah. Penelitian ini ditujukan untuk mengalisa dampak kenaikan inflasi terhadap angka kemiskinan di Kabupaten Bandung dan juga untuk menganalisa strategi penanggulangan kemiskinan yang dilakukan oleh pemerintah Kabupaten Bandung. Penelitian ini menggunakan pendekatan kualitatif deskriptif, dengan sumber data dari hasil wawancara didukung dengan studi dokumen terkait. Hasil penelitian menunjukkan bahwa kenaikan inflasi dapat mendorong kenaikan angka kemiskinan karena pengeluaran untuk kebutuhan minimum masyarakat miskin ekstrem menjadi tidak terjangkau. Sementara strategi yang dilakukan oleh Pemerintah Kabupaten Bandung adalah; 1. Meningkatkan Pendapatan Masyarakat; 2. Menurunkan Beban Pengeluaran Rumah Tangga Miskin; 3. Mengurangi Kantong Kemiskinan; 4. Menata Tata Kelola Program Secara Terpadu.     The Effectiveness of Online Single Submission in Improving The Productivity of Civil Servants in The Investment and One-Stop Integrated Services Agency of Padang City West Sumatra Province

    This study examines the effectiveness of the Online Single Submission (OSS) system in improving civil servant productivity at Padang City DPMPTSP. Using a descriptive qualitative approach with interviews, participatory observation, and documentation, the study applies Subagyo's theory of effectiveness, covering target accuracy, dissemination, objectives, and program monitoring. Results show that of eight sub-indicators across four dimensions, only civil servant ethics and monitoring performed well, while competence development, ease of implementation, facilities and infrastructure, media, civil servant knowledge, and evaluation were unsatisfactory. The study concludes that OSS implementation remains ineffective and recommends enhancing human resource capacity through training, optimizing information technology use, improving infrastructure, and strengthening coordination to achieve better service outcomes

    Development of State Civil Apparatus at the Department of Culture and Tourism of Tulungagung Regency

    The development of state civil apparatus resources plays a strategic role in improving organizational performance and the quality of public services, particularly in the cultural and tourism sectors. This study aims to analyze the implementation of apparatus development, identify inhibiting factors, and examine the efforts undertaken to enhance the quality of human resources at the Department of Culture and Tourism of Tulungagung Regency. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and documentation. Informants were selected using purposive sampling and snowball sampling techniques. Data analysis was conducted using the interactive model of Miles and Huberman, which includes data reduction, data presentation, and conclusion drawing, while data validity was ensured through source and technique triangulation. The findings indicate that apparatus development has been implemented through education, training, and job rotation based on the merit system. However, its implementation has not been optimal, particularly in technical and managerial training programs. The main inhibiting factors include limited budget allocation, low employee motivation, and inadequate facilities for competency development. Efforts to overcome these obstacles include collaboration with third parties and the utilization of webinars to improve apparatus competencies. This study concludes that apparatus development should be conducted in a more planned and sustainable manner, supported by adequate budgetary policies and increased employee motivation, to enhance organizational performance and support regional tourism development.

    Analysis of Human Resource Development in the GEMAPESTA Program at the Tourism and Culture Office of Wonosobo Regency, Indonesia

    Background: Human resource development (HRD) is a strategic element in the tourism sector, especially in responding to the demands of the digital era, which emphasizes technological adaptation and innovation in digital promotion. Wonosobo Regency, as a leading tourist destination, faces challenges due to the low digital competence of local tourism actors. Although tourist visits are increasing, skills in utilizing digital media for tourism promotion and management remain limited. This creates a gap between the tourism potential and the capacity for effective digital promotion. To address this issue, the Department of Tourism and Culture initiated the Community Tourism Awareness Movement (GEMAPESTA) to enhance the technology-based capacity of human resources. Purpose. This study is to analyze human resource development in the digital era through training programs within GEMAPESTA. Method. The research employs a descriptive qualitative approach using the HR training and development theory by Sedarmayanti (2016). Data were collected through in-depth interviews with seven informants and documentation. The informants consisted of officials from the Department of Tourism and Culture and community-based tourism actors involved in the GEMAPESTA program. Result. The results indicate that the GEMAPESTA program has contributed positively to improving the knowledge and skills of the community in managing and promoting tourist destinations. Conclusion. The program has been implemented quite well and in line with its objectives, although challenges remain, such as limited technological infrastructure and uneven digital literacy. This study recommends strengthening collaboration between government, local communities, and the private sector to support the sustainability of the program and enhance the effectiveness of human resource development in the digital tourism sector
