The dynamics of state institutions in Indonesia are interesting to study. The change from an Agency to a Ministry or from a Ministry to an Agency is part of the dynamics of state institutions. This article aims to examine the dynamics of state institutions as an instrument of government, using a descriptive qualitative analysis approach. To support governance, the government requires government instruments, including government facilities/infrastructure, institutions, and policy instruments. Government instruments are the tools or means used by the government or government administration in carrying out its duties. As a welfare state that governs its people from upstream to downstream, the dynamics of state institutions are unavoidable in the context of accelerating certain government affairs, both technical and functional
Optimizing the Management of Educational Facilities and Infrastructure in Vocational High Schools
The management of educational facilities plays a crucial role in supporting effective teaching and learning processes in schools. It is essential for optimizing available resources to ensure that these facilities are fully utilized, even with existing limitations. This study aims to investigate the optimization of educational facility management at SMK YPLP PGRI 1 Makassar, with a focus on the library, the computer lab for the MPLB program, and classroom XII MPLB 1, as well as to identify the supporting and inhibiting factors in the management of these educational facilities. This research employs a descriptive qualitative approach, with data collected through observations, interviews, and documentation, and analyzed using data collection, data condensation, data presentation, and conclusion drawing. The findings show that the optimization of facility management at SMK YPLP PGRI 1 Makassar has been effectively implemented, as it is carried out
systematically with clear optimization efforts. Planning is conducted annually in a participatory manner by various school stakeholders and is based on needs and priority scales. Procurement is carried out according to plan and in stages based on urgent needs. Organization is managed through inventory, storage, and maintenance with active involvement from all parties. The use of facilities is effective and in accordance with their functions, with a scheduled and orderly system, while disposal is carried out functionally by removing damaged items from the inventory list, although it lacks oficial administrative documentation. Key supporting factors include cooperation among stakeholders, student participation, and budget support. Challenges include space limitations and security issues. Therefore, the optimization of facility management is not solely determined by the availability of resources but also by the school’s ability to maximize the utilization, organization, and maintenance of these resources despite limitations
Parkinson Bureaucracy: An Analysis of Administrative Structure in Current Indonesia Cabinet System
Leadership style has a significant impact on the development of Indonesia bureaucratic structure. In 2024, under the administration of Prabowo Subianto and Gibran Rakabuming, the number of ministers and deputy ministers increased significantly compared to previous administrations. This phenomenon is in line with Parkinson Bureaucracy theory, stating that a bureaucratic structure extends beyond practical necessity, resulting in inefficiency and possibly ineffectiveness, contrary to the principles of good governance. Bureaucratic growth often leads to unnecessary expenditures and budgetary waste due to overlapping responsibilities, preventing effective governance and service delivery. Therefore, this study aims to analyze the development of Parkinson Bureaucracy in the cabinet of Indonesia and analyze the effects on efficiency, reform in governance, and public service delivery. A systematic literature review method was used to analyze previous studies, policy analyses, and relevant data with a focus on determining the extent to which administrative structure are consistent with governance principles. The results showed that the enlarged cabinet structure contributed to increased inefficiencies and, concomitantly, greater coordination challenges and higher administrative overhead costs, limiting funds for public welfare investments. These structural inefficiencies underscore the urgent need for rightsizing and reforms aimed at optimizing roles, minimizing redundancies, and fostering accountability as well as transparency. Simplifying bureaucratic structure is important to improve responsiveness, decision-making processes, and efficiency outcomes in governance. Therefore, under the ideals of good governance, Indonesia must place priorities on reforms that increase the efficiency of public service orientation and structural complexity. This study emphasizes the urgent need for actions towards Parkinson bureaucracy.Setiap gaya kepemimpinan memiliki dampak krusial terhadap perkembangan struktur birokrasi Indonesia. Pada tahun 2024, di bawah pemerintahan Prabowo Subianto dan Gibran Rakabuming, jumlah menteri dan wakil menteri meningkat sangat banyak jika dibandingkan dengan sebelumnya. Fenomena ini sesuai dengan prinsip-prinsip yang ditetapkan oleh teori Birokrasi Parkinson di mana, struktur birokrasi tidak hanya terlalu luas, tetapi mengarah pada inefisiensi dan mungkin juga inefektif, bertentangan dengan prinsip-prinsip tata kelola pemerintahan yang baik. Pertumbuhan birokrasi biasanya menghabiskan jatah dan membuang-buang anggaran untuk fungsi-fungsi yang tidak lagi perlu dilakukan karena tanggung jawab yang tumpang tindih, sehingga mencegah tata kelola dan pemberian layanan yang efektif. Penelitian ini bertujuan untuk menganalisis munculnya Birokrasi Parkinson dalam kabinet Indonesia dan menganalisis dampaknya terhadap efisiensi, reformasi dalam tata kelola pemerintahan, dan pemberian layanan publik. Penelitian ini menggunakan tinjauan pustaka sistematis untuk melihat studi sebelumnya, analisis kebijakan, dan data relevan untuk memeriksa sejauh mana struktur administratif konsisten dengan prinsip-prinsip tata kelola. Temuan penelitian menunjukkan bahwa struktur kabinet yang diperluas berkontribusi pada peningkatan inefisiensi dan, bersamaan dengan itu, meningkatkan tantangan koordinasi dan dengan demikian menimbulkan peningkatan biaya overhead administratif yang seharusnya digunakan untuk investasi kesejahteraan publik. Inefisiensi struktural ini memerlukan penyesuaian ukuran dan reformasi yang bertujuan untuk mengoptimalkan peran, meminimalkan redundansi, dan mendorong akuntabilitas dan transparansi. Penyederhanaan struktur birokrasi sangat penting untuk meningkatkan daya tanggap, membuat proses pengambilan keputusan lebih sederhana, dan hasil efisiensi dalam tata kelola. Strategi pengembangan pariwisata dalam meningkatkan perekonomian daerah kabupaten Subang
Subang Regency is a region that has quite large tourism potential, facing challenges in developing the tourism sector to improve the local economy. The natural beauty, cultural sites, and rich traditions in the Subang Regency area have great potential to support economic growth, but suboptimal management hampers this potential. Therefore, it is important to formulate a tourism development strategy that can lead to improving the regional economy. This study aims to analyze tourism development strategies that can improve the regional economy of Subang Regency, by highlighting the potential, challenges, and solutions that can be applied. The method used in this study is a qualitative approach with a case study technique. Data were obtained through interviews with stakeholders, document analysis, and direct observation at several tourist attractions in Subang Regency. The data analysis technique used is a SWOT analysis to evaluate the strengths, weaknesses, opportunities, and threats in tourism development. The results of the study show that Subang Regency has quite large tourism potential, especially in the natural and cultural tourism sectors. However, there are several challenges, such as lack of infrastructure, low quality of human resources in the tourism sector, and less than optimal tourism promotion. The recommended strategies include improving the quality of infrastructure, training for tourism industry players, and strengthening regional promotion through digital media and cooperation with travel agents.Kabupaten Subang merupakan daerah dengan potensi pariwisata yang cukup besar, sehingga menghadapi tantangan dalam mengembangkan sektor pariwisata untuk meningkatkan perekonomian daerah. Keindahan alam, situs budaya, dan kekayaan tradisi di wilayah Kabupaten Subang memiliki potensi besar untuk mendukung pertumbuhan ekonomi, namun pengelolaannya yang belum optimal menghambat potensi tersebut. Oleh karena itu, penting untuk merumuskan strategi pengembangan pariwisata yang dapat mengarah pada peningkatan perekonomian daerah. Penelitian ini bertujuan untuk menganalisis strategi pengembangan pariwisata yang dapat meningkatkan perekonomian daerah Kabupaten Subang, dengan menyoroti potensi, tantangan, dan solusi yang dapat diterapkan. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan teknik studi kasus. Data diperoleh melalui wawancara dengan para pemangku kepentingan, analisis dokumen, dan observasi langsung di beberapa objek wisata di Kabupaten Subang. Teknik analisis data yang digunakan adalah analisis SWOT untuk mengevaluasi kekuatan, kelemahan, peluang, dan ancaman dalam pengembangan pariwisata. Hasil penelitian menunjukkan bahwa Kabupaten Subang memiliki potensi pariwisata yang cukup besar, terutama di sektor wisata alam dan budaya. Namun, terdapat beberapa tantangan, seperti kurangnya infrastruktur, rendahnya kualitas sumber daya manusia di sektor pariwisata, dan kurang optimalnya promosi pariwisata. Strategi yang direkomendasikan antara lain meningkatkan kualitas infrastruktur, pelatihan bagi pelaku industri pariwisata, dan memperkuat promosi daerah melalui media digital serta kerja sama dengan agen perjalanan
INVESTIGASI EMPIRIS TRANSFORMASI DIGITAL DAN EFEKTIVITAS TATA KELOLA ELEKTRONIK (E-GOVERNANCE) DI SEKTOR PUBLIK MALAYSIA
This study investigates the relationship between digital transformation and e-governance effectiveness in Malaysia’s public sector, employing an integrated model based on the Technology–Organization–Environment (TOE) framework and the Unified Theory of Acceptance and Use of Technology (UTAUT). Despite Malaysia’s progressive digital initiatives under the MyDIGITAL Blueprint and the Public Sector Digitalisation Strategic Plan (2021–2025), variations persist in the implementation and utilization of e-government systems across ministries and agencies. Using a quantitative research design, data were collected from 354 civil servants across federal and state institutions in Putrajaya, Kuala Lumpur, and Selangor. Partial Least Squares Structural Equation Modeling (PLS-SEM) was applied to examine the effects of technological readiness, organizational capability, environmental policy support, performance expectancy, and facilitating conditions on e-governance effectiveness. The results reveal that all five constructs significantly influence e-governance effectiveness, explaining 68.1% of its variance. Among these, organizational capability emerged as the strongest predictor, followed by environmental policy support and facilitating conditions. The findings highlight that the success of digital transformation in Malaysia’s public sector depends not only on technological infrastructure but also on institutional readiness, supportive policy environments, and user acceptance. The study contributes theoretically by empirically validating an integrated TOE–UTAUT model in a developing-country public sector context and offers practical insights for strengthening interoperability, capacity building, and citizen-centric digital service delivery.Penelitian ini meneliti hubungan antara transformasi digital dan efektivitas e-governance di sektor publik Malaysia dengan menggunakan model terintegrasi yang didasarkan pada kerangka Technology–Organization–Environment (TOE) dan Unified Theory of Acceptance and Use of Technology (UTAUT). Meskipun Malaysia telah melaksanakan berbagai inisiatif digital melalui MyDIGITAL Blueprint dan Public Sector Digitalisation Strategic Plan (2021–2025), masih terdapat variasi dalam implementasi dan pemanfaatan sistem e-government di antara kementerian dan lembaga. Penelitian ini menggunakan pendekatan kuantitatif dengan data yang dikumpulkan dari 354 pegawai negeri di lembaga pemerintah federal dan negara bagian di Putrajaya, Kuala Lumpur, dan Selangor. Analisis dilakukan menggunakan metode Partial Least Squares Structural Equation Modeling (PLS-SEM) untuk menguji pengaruh kesiapan teknologi, kapabilitas organisasi, dukungan kebijakan lingkungan, ekspektasi kinerja, dan kondisi fasilitasi terhadap efektivitas e-governance. Hasil penelitian menunjukkan bahwa kelima konstruk tersebut berpengaruh signifikan terhadap efektivitas e-governance, dengan nilai determinasi sebesar 68,1%. Di antara faktor-faktor tersebut, kapabilitas organisasi merupakan prediktor paling kuat, diikuti oleh dukungan kebijakan lingkungan dan kondisi fasilitasi. Temuan ini menegaskan bahwa keberhasilan transformasi digital di Malaysia tidak hanya bergantung pada infrastruktur teknologi, tetapi juga pada kepemimpinan, kesiapan institusional, dan keterlibatan pengguna. Secara teoretis, penelitian ini berkontribusi dengan memvalidasi model gabungan TOE–UTAUT dan secara praktis memberikan wawasan kebijakan untuk memperkuat kepemimpinan digital, interoperabilitas, serta desain layanan publik yang berfokus pada warga negara
Analisis Akuntabilitas Dan Transparansi Pengelolaan Dana Desa
ABSTRACT
This study aimed to analyze the implementation of the principles of Accountability and Transparency in Village Fund Management in Plumbon Village, Suruh District, Semarang Regency. Minister of Home Affairs Regulation Number 20 of 2018 is used as an indicator to assess the practice of implementing the principles of Accountability and Transparency by paying attention to several stages such as Planning, Implementing, Administrating, Reporting, and Carrying out Accountability. This study is a case study that used a qualitative approach. The method used was a descriptive qualitative method to provde an accurate and systematic description based on the data that had been collected before. The data collection techniques included interviews with related parties, practical observations and documents, as well as supporting documentations. The overall final result of this study showed that Plumbon Village Government’s quite good while implementing the principles of accountability and transparency in managing its village funds. However, for the principle of accountability at implementing and administrating stages, some indicator were not appropriate. Moreover, the principle of transparency for the reporting and carrying out accountability stages was appropriate but can be improved for a better village governance ahead.

ABSTRAK
Penelitian ini bertujuan untuk menganalisis penerapan prinsip Akuntabilitas dan Transparansi dalam Pengelolaan Dana Desa di Desa Plumbon, Kecamatan Suruh, Kabupaten Semarang. Permendagri Nomor 20 Tahun 2018 digunakan sebagai indikator untuk menilai praktik penerapan prinsip Akuntabilitas dan Transparansi dengan memperhatikan beberapa tahapan seperti Perencanaan, Pelaksanaan, Penatausahaan, Pelaporan, dan Pertanggungjawaban. Penelitian ini merupakan studi kasus yang menggunakan pendekatan kualitatif. Metode yang digunakan adalah kualitatif deskriptif untuk memberikan deskripsi yang akurat dan sistematis berdasarkan data yang telah dikumpulkan. Teknik pengumpulan data berupa wawancara dengan pihak terkait, observasi praktik dan dokumen, serta dokumentasi sebagai pendukung. Hasil dari penelitian secara keseluruhan Pemerintah Desa Plumbon sudah cukup baik untuk penerapan prinsip akuntabilitas dan transparansi dalam pengelolaan dana desa. Namun untuk prinsip akuntabilitas pada tahap pelaksanaan dan penatausahaan terdapat indikator yang belum sesuai. Dan pada prinsip transparansi untuk tahapan pelaporan dan pertanggungjawaban sudah sesuai namun dapat ditingkatkan untuk pemerintahan desa yang lebih baik.

Transformasi Desa Menuju Kemandirian: Studi Pemanfaatan Dana Desa Berbasis IDM Di Kecamatan Bone, Bone Bolango
ABSTRACT
This study aims to analyze the utilization of Village Funds in improving the Village Development Index (IDM) in Bone District, Bone Bolango Regency, Gorontalo Province. A qualitative descriptive approach was used, using a case study method in four villages that have achieved independent village status: Segitia, Monano, Cendana Putih, and Molamahu. Data were collected through in-depth interviews, field observations, and documentation, then analyzed using thematic analysis techniques. The results indicate that the utilization of Village Funds, directed at the development of productive infrastructure such as farm roads and biofloc ponds, as well as local economic empowerment programs, directly contributed to improving the social and economic resilience dimensions of the IDM indicator. Mentoring by professional staff has also been shown to strengthen community participation in development planning and improve budget accountability. This study recommends strengthening village development planning based on IDM (village development planning) data and implementing a digital monitoring system to promote transparency and evidence-based decision-making. These findings reinforce the importance of utilizing Village Funds, not only physically but also transformatively, in promoting sustainable village independence.

ABSTRAK
Penelitian ini bertujuan untuk menganalisis pemanfaatan Dana Desa dalam meningkatkan Indeks Desa Membangun (IDM) di Kecamatan Bone, Kabupaten Bone Bolango, Provinsi Gorontalo. Pendekatan yang digunakan adalah kualitatif deskriptif dengan metode studi kasus pada empat desa yang telah mencapai status desa mandiri, yaitu Desa Segitia, Monano, Cendana Putih, dan Molamahu. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan dokumentasi, kemudian dianalisis dengan teknik analisis tematik. Hasil penelitian menunjukkan bahwa pemanfaatan Dana Desa yang diarahkan pada pembangunan infrastruktur produktif seperti jalan usaha tani dan kolam bioflok, serta program pemberdayaan ekonomi lokal, berkontribusi langsung terhadap peningkatan dimensi ketahanan sosial dan ketahanan ekonomi dalam indikator IDM. Pendampingan oleh tenaga profesional juga terbukti memperkuat partisipasi warga dalam perencanaan pembangunan dan meningkatkan akuntabilitas penggunaan anggaran. Penelitian ini merekomendasikan perlunya penguatan perencanaan pembangunan desa berbasis data IDM (village development planning), serta penerapan sistem monitoring digital untuk mendorong transparansi dan pengambilan keputusan berbasis bukti. Temuan ini memperkuat pentingnya pemanfaatan Dana Desa yang tidak hanya bersifat fisik, tetapi juga transformatif dalam mendorong kemandirian desa secara berkelanjutan.

IMPLEMENTATION OF THE 2024 GENERAL ELECTION IN NANGGROE ACEH DARUSSALAM PROVINCE REVIEW OF PROCEDURAL DEMOCRACY
The 2024 elections in Aceh reflect unique dynamics in the context of procedural democracy and special autonomy. The characteristics of elections in Aceh are influenced by the recognition of local political parties regulated through Law Number 11 of 2006 concerning the Government of Aceh, as a result of the 2005 Helsinki MoU. Local parties such as the Aceh Party (PA) and the Nanggroe Aceh Party (PNA) compete with national parties in reflecting the aspirations of the Acehnese people. This study uses a qualitative approach with document studies to analyze the implementation of elections in Aceh, including voter participation, local political dynamics, and the effectiveness of election administration. The results showed an increase in voter participation compared to the previous election, with the highest participation recorded in the presidential election (87.01%). However, challenges such as money politics, campaign abuses, and security stability remain significant issues. In addition, the role of the young generation and women in elections has begun to be strengthened through political party strategies. In the context of procedural democracy, these elections reflect efforts to meet Robert Dahl's criteria, including equal voting, effective participation, and agenda oversight. In conclusion, the 2024 election in Aceh is not only a democratic mechanism but also an instrument to strengthen peace and special autonomy. EVALUASI KEBIJAKAN PENGGUNAAN DANA KUTE TAHUN 2023 DI KABUPATEN ACEH TENGGARA
This study evaluates the policy of using the 2023 Kute Fund in Southeast Aceh Regency, focusing on its implementation, supporting factors, and inhibitions. The importance of this evaluation lies in the need for Kute funds to be on target, adequate, and contribute to improving people's welfare. This research employs a descriptive qualitative approach, utilizing data collection techniques that include interviews, observations, and documentation. Furthermore, the data is analyzed by reducing it, presenting the results, and drawing conclusions. The results of the study show that the Kute Fund policy in Southeast Aceh Regency in 2023 is generally running well, but faces obstacles in terms of effectiveness and accuracy, especially related to the allocation of funds that are not always in accordance with priorities and the lack of capacity of the Kute apparatus in budget management. Factors that support success include regulatory support, community involvement, and a commitment from local government. Inhibiting factors include the low competence of Human Resources, the lack of socialization of regulations, and public pressure on the use of funds that do not comply with the provisions. This study recommends increasing the capacity of the Kute apparatus, strengthening the internal supervision system, and providing continuing education to the public on the use of Kute funds in accordance with development priorities.

Pentingnya evaluasi ini didasari oleh kebutuhan agar dana Kute tepat sasaran, efektif, dan berkontribusi pada peningkatan kesejahteraan masyarakat. Menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data wawancara, observasi, dan dokumentasi, penelitian ini mengaplikasikan teori evaluasi kebijakan William N. Dunn (2003) yang mencakup enam dimensi: efektivitas, efisiensi, kecukupan, kemerataan, responsivitas, dan ketepatan. Hasil penelitian menunjukkan bahwa kebijakan Dana Kute di Kabupaten Aceh Tenggara tahun 2023 secara umum berjalan baik, namun menghadapi kendala pada aspek efektivitas dan ketepatan, terutama terkait alokasi dana yang tidak selalu sesuai prioritas dan minimnya kapasitas aparatur Kute dalam pengelolaan anggaran. Faktor pendukung keberhasilan meliputi dukungan regulasi, pelibatan masyarakat, dan komitmen pemerintah daerah. Kendala utama meliputi rendahnya kompetensi sumber daya manusia, minimnya sosialisasi peraturan, serta tekanan masyarakat terkait penggunaan dana yang tidak sesuai ketentuan. Penelitian ini merekomendasikan peningkatan kapasitas aparatur Kute, penguatan sistem pengawasan internal, dan edukasi berkelanjutan kepada masyarakat mengenai pemanfaatan dana Kute sesuai prioritas pembangunan

Descriptive statistics and hypothesis testing were used in the data analysis process. in these institutions, as evidenced by the study's findings that it contributes 65.8% to public servant performance.
