User Perceptions of the Service Quality of Soepardjo Roestam Library, Ministry of Home Affairs
Background/Problem Statement: The contemporary perception of the library differs from its historical representation. Today, libraries must contend with digital information media that is accessible at any time and from any location. Furthermore, the Soepardjo Roestam Library, a specialized library with restricted segmentation, must sustain the quality of its services to remain beneficial for its consumers. User perceptions of service quality serve as a key standard for enhancing library services. Purpose: This research examines library users' perceptions of service quality at the Soepardjo Roestam Library. Method: Concurrent mixed techniques are employed as the analytical tool. This methodology integrates both quantitative and qualitative techniques. The quantitative method involves a survey of 80 participants utilizing the Grand Mean technique. The qualitative method enhances the analysis of quantitative data through interviews with four active users. This study employs Charles Grönroos' service quality theory as a framework for its analysis of service quality. Result: The results indicate that the overall mean value of consumers' perceptions of the Technical Quality and Functional Quality aspects is at a satisfactory level. Meanwhile, the interview results corroborate the quantitative data. The interviews reveal other conclusions, specifically that consumers desire enhancements in several aspects concerning the perception of exclusivity and the deficiency of social interaction with library services. Moreover, users expressed aspirations and suggestions for promotion. Conclusion: The study's results indicate that users are highly happy with the service quality of the Soepardjo Roestam Library. Bibliometric Mapping of Local Knowledge Preservation: Connection to Information Literacy and Open Science
Abstract
Problem Statement: Preserving local knowledge has become a critical effort in this era of globalization to safeguard cultural values and traditions threatened by modernization. In general, local knowledge plays a strategic role in natural resource management, environmental conservation, and sustainable social development. Purpose: this research aims to analyze developments in the field of local knowledge preservation, document relevant international publications, and identify research positions on the enhancement of information literacy and open science. Method: . A descriptive quantitative approach was used with bibliometric analysis. Data were retrieved from the Scopus database for the period 2014–2024. Result: The results showed that research on local knowledge preservation primarily focuses on biodiversity conservation, natural resource management, and community empowerment. However, the explicit connection between local knowledge preservation and information literacy or open science remains underdeveloped. This indicates that local knowledge preservation has significant potential to strengthen information literacy and support open science, but the strategic integration requires further development. Conclusion: The results provide an overview of global research trends and show opportunities to incorporate local knowledge into future information systems that are more inclusive and accessible
Analysis of the Legitimacy of PPPK Recruitment Implementation in Makassar City in 2024
The announcement of the 2024 PPPK Phase I selection has been announced and can be declared a decision that meets the legal requirements, as announced simultaneously in December 2024 . The purpose of this study is to explain information that produces legitimate decisions, because it already has the requirements for legitimacy according to the provisions of applicable laws and regulations, and it turns out that the level of legitimacy is questionable, which in this study identified a lot of commotion that occurred after the announcement. It is a legitimacy crisis, it does not mean canceling the results of the decision or illegitimate, but it is a characteristic that shows the lack of credibility of a decision issued by the authorities, that the implementation of the first stage of the PPPK selection in 2024 has been carried out properly with the completeness of the requirements that have been set and regulated according to the same provisions for all selection participants based on their respective levels/levels of education and formation, so it is reasonable to call it a legal and rational decision, although it has been declared to have legality and has provided relief for those who have passed, but in terms of ethical legitimacy and sociological legitimacy, of course, there are still problems because it can be linked to a sense of justice and assessment of moral principles that are still being questioned by many parties, especially the dissatisfaction of those who have been declared to have failed or a number of observers for various reasons
Effectiveness of Agricultural Tools and Machines (Alsintan) Assistance in Increasing Corn Production in Belu Regency, East Nusa Tenggara Province
This study aims to analyze the effectiveness of agricultural machinery assistance (alsintan) in increasing corn production in Belu Regency, East Nusa Tenggara Province. Corn, as a key commodity, has experienced productivity fluctuations in recent years. The local government, through the Department of Agriculture and Food Security, has distributed various types of alsintan, such as tractors, corn planters, and power threshers, to improve farming eficiency. This research uses a qualitative approach with a phenomenological method. Data were collected through in-depth interviews, observations, and documentation. The results of the study indicate that the assistance of alsintan is effective in accelerating planting and harvesting processes and reducing reliance on manual labor. However, the effectiveness of this assistance is influenced by training, inter-agency cooperation, and limited infrastructure. This study recommends enhancing continuous training for farmer groups to optimize the use of alsintan
PROCESS DIMENSION ANALYSIS ON THE SUCCESS OF CHILD MARRIAGE PREVENTION POLICY
Children are the foundation of a nation's human resources, an important issue affecting child welfare is child marriage. The East Java Provincial Government issued a policy in the form of a Governor's Circular Letter (SE) on the prevention of child marriage, Malang Regency as an area with a high marriage rate in East Java followed up on the SE. After three years, the efforts made have succeeded in reducing the number of child marriages in Malang District each year. This article analyzes the follow-up process of the child marriage prevention policy in Malang District using a descriptive qualitative research method, case study research type with Allan McConnell's Policy Success theory as the analytical knife. This article explores the success of the child marriage prevention policy from the process dimension, as well as the level of success using the degree of policy success/failure. The results showed the success of the policy in the process dimension, firstly maintaining policy objectives / instruments, all SE Child Marriage Prevention objectives were maintained with several derivative policies, although there was one policy instrument related to the budget that was not fully maintained. The level of success is included in Resilient Success. Second, ensuring policy legitimacy, where the entire SE follow-up process is legitimized by all parties, so the success level is included in Success. Third, building a sustainable coalition, the Malang District Government built a sustainable coalition to overcome the problem of child marriage through the policies made. FNKSDA YOGYAKARTA SEBAGAI AKTOR INTERMEDIARY: Membangun Soliditas Internal Organisasi
This study aims to analyze the internal solidity of an intermediary actor, namely the Nahdliyin Front for Natural Resource Sovereignty (Front Nahdliyin untuk Kedaulatan Sumber Daya Alam/FNKSDA) in Yogyakarta, in advocating agrarian justice and natural resource sovereignty. FNKSDA emerged as a response to the escalation of agrarian conflicts affecting Nahdliyin communities, as well as a form of critique toward the weakening critical stance of mainstream religious organizations in addressing such issues. This research employs a qualitative approach, with data collected through in-depth interviews and literature review. Data analysis was conducted through the stages of data condensation, data display, and drawing and verifying conclusions. The findings indicate that FNKSDA’s internal solidity is constructed through the cadre formation mechanism of the Pesantren Agraria, which functions as a space for shaping ideology, political consciousness, and collective commitment among members. In this process, Ahlussunnah wal Jama’ah (Aswaja) and socialism serve as the main pillars that integrate Islamic identity with the spirit of social justice struggle. Moreover, FNKSDA’s independent stance in rejecting external funding further strengthens internal cohesion and safeguards the movement’s autonomy from external intervention. Thus, internal solidity constitutes a crucial asset for FNKSDA in sustaining its role as an intermediary actor in a consistent and enduring manner.Penelitian ini bertujuan untuk menganalisis soliditas internal aktor intermediary, yaitu Front Nahdliyin untuk Kedaulatan Sumber Daya Alam (FNKSDA) di Yogyakarta, dalam memperjuangkan isu keadilan agraria dan kedaulatan sumber daya alam. FNKSDA hadir sebagai respons atas meningkatnya konflik agraria yang berdampak pada warga Nahdliyin, sekaligus sebagai bentuk kritik terhadap melemahnya sikap kritis organisasi keagamaan arus utama dalam merespons persoalan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dan studi kepustakaan. Analisis data dilakukan dengan tahapan data condensation, data display, serta drawing and verifying conclusions. Hasil penelitian menunjukkan bahwa soliditas internal FNKSDA dibangun melalui mekanisme pengkaderan Pesantren Agraria yang berfungsi sebagai ruang pembentukan ideologi, kesadaran politik, dan komitmen kolektif anggota. Dalam proses tersebut, Aswaja dan sosialisme dijadikan sebagai pilar utama yang menyatukan identitas keislaman dan semangat perjuangan keadilan sosial. Selain itu, sikap independen FNKSDA yang menolak pendanaan dari pihak eksternal turut memperkuat kohesi internal serta menjaga otonomi gerakan dari intervensi luar. Dengan demikian, soliditas internal menjadi modal penting bagi FNKSDA dalam menjalankan perannya sebagai aktor intermediary secara konsisten dan berkelanjutan
MODEL PEMBANGUNAN BERBASIS MASYARAKAT DALAM PROGRAM DESA MANDIRI: STUDI KASUS
The Village Independent Program (VIP) is a community-based rural development model aimed at fostering self-sufficiency and economic resilience in rural communities. This research analyzes the effectiveness of the program by examining community engagement, governance structures, and sustainability factors through a qualitative case study approach using secondary data. Data sources include government reports, academic literature, and NGO case studies, which were analyzed using thematic and comparative analysis. The findings highlight that active community participation and transparent governance significantly impact program success. Villages with strong leadership, financial accountability, and diversified economic activities show higher levels of sustainability. However, challenges such as resource disparities, governance inconsistencies, and digital infrastructure limitations hinder program implementation in certain regions. The study suggests that policy improvements, digital transformation, and public-private partnerships are essential for enhancing long-term rural development outcomes. Strengthening financial transparency, expanding internet access, and fostering youth entrepreneurship are recommended to sustain the program’s impact. This research contributes to the broader discussion on scalable community-based development models, emphasizing the importance of local governance, digital inclusivity, and long-term economic planning.

Penelitian ini menganalisis efektivitas program dengan meninjau partisipasi komunitas, struktur tata kelola, dan faktor keberlanjutan melalui pendekatan studi kasus kualitatif berbasis data sekunder. Sumber data meliputi laporan pemerintah, literatur akademik, dan studi kasus dari LSM, yang dianalisis menggunakan analisis tematik dan komparatif. Hasil penelitian menunjukkan bahwa partisipasi aktif masyarakat dan transparansi tata kelola berkontribusi besar terhadap keberhasilan program. Desa yang memiliki kepemimpinan kuat, akuntabilitas keuangan, dan diversifikasi ekonomi lebih cenderung mencapai keberlanjutan jangka panjang. Namun, tantangan seperti ketimpangan sumber daya, inkonsistensi tata kelola, dan keterbatasan infrastruktur digital masih menjadi hambatan dalam implementasi program di beberapa daerah. Studi ini merekomendasikan perbaikan kebijakan, transformasi digital, dan kemitraan publik-swasta sebagai langkah penting untuk meningkatkan hasil pembangunan pedesaan dalam jangka panjang. Penguatan transparansi keuangan, perluasan akses internet, dan pengembangan kewirausahaan pemuda diperlukan untuk mempertahankan dampak positif program ini. Penelitian ini berkontribusi dalam diskusi lebih luas mengenai model pembangunan berbasis komunitas yang dapat direplikasi, dengan menekankan pentingnya tata kelola lokal, inklusivitas digital, dan perencanaan ekonomi berkelanjutan.

ESCAPING THE RESOURCE CURSE: A COMPARATIVE ANALYSIS OF INDONESIA AND NIGERIA IN THE CONTEXT OF NATURAL RESOURCE PRIVATIZATION
Abstract
This study investigates the political instability triggered by the privatization of natural resources in Indonesia, particularly through Government Regulation No. 72/2016, using Nigeria as a comparative case. Employing a qualitative, descriptive-comparative approach and case studies in Papua, Sulawesi, and the Niger Delta, the research finds that non-inclusive resource governance, weak state oversight, and the dominance of foreign corporate actors have led to local marginalization, social inequality, and conflict. The Nigerian case illustrates how overreliance on oil, extreme privatization, and poor governance have entrenched the resource curse—manifesting in poverty, political crisis, and armed violence. This study underscores the risks Indonesia faces as it exhibits early signs of similar vulnerabilities, including agrarian disputes, environmental degradation, and diminishing state control over strategic sectors. The paper calls for inclusive governance reforms, greater public participation, and a critical reassessment of privatization policies to prevent escalating instability and ensure sustainable, equitable resource management.

Studi ini mengkaji ketidakstabilan politik yang dipicu oleh privatisasi sumber daya alam di Indonesia, khususnya melalui Peraturan Pemerintah No. 72 Tahun 2016, dengan menggunakan Nigeria sebagai kasus pembanding. Melalui pendekatan kualitatif deskriptif-komparatif dan studi kasus di Papua, Sulawesi, dan Delta Niger, penelitian ini menemukan bahwa tata kelola sumber daya yang tidak inklusif, lemahnya pengawasan negara, dan dominasi aktor korporasi asing telah menyebabkan marginalisasi masyarakat lokal, ketimpangan sosial, dan konflik. Kasus Nigeria menunjukkan bagaimana ketergantungan berlebihan pada minyak, privatisasi ekstrem, dan tata kelola yang buruk memperparah kutukan sumber daya—yang diwujudkan dalam kemiskinan, krisis politik, dan kekerasan bersenjata. Studi ini menyoroti risiko yang dihadapi Indonesia karena menunjukkan tanda-tanda awal kerentanan serupa, termasuk konflik agraria, degradasi lingkungan, dan lemahnya kontrol negara atas sektor-sektor strategis. Tulisan ini menyerukan reformasi tata kelola yang inklusif, partisipasi publik yang lebih besar, serta evaluasi kritis terhadap kebijakan privatisasi untuk mencegah ketidakstabilan yang memburuk dan memastikan pengelolaan sumber daya yang adil dan berkelanjutan.

INOVASI DESA WISATA BRAYUT, KECAMATAN PANDOWOHARJO KABUPATEN SLEMAN DALAM PENINGKATAN DAYA SAING DESA WISATA
Tourism management in Brayut Tourism Village demonstrates uniqueness, namely the collective participation of the community which is able to provide equitable distribution of economic benefits while preserving local traditions. This study aims to identify and analyze the types of innovations implemented by Brayut Tourism Village in Pandowoharjo District, Sleman Regency, to increase its competitiveness as a culture-based tourism destination. The approach applied is descriptive qualitative research using data collection methods through field observations, in-depth interviews with tourism village administrators, community leaders, and analysis of relevant documents. The research findings indicate that Brayut Tourism Village has implemented a number of innovations, including diversification of tourism products based on local culture, implementation of educational tourism programs for students, utilization of digital media in promotion, and development of human resource competencies through periodic training. In addition, active community participation in managing tourism activities is an important element in the success of sustainable innovation. The findings of this study indicate that the innovations implemented in Brayut Tourism Village have significantly strengthened the village's competitiveness, as reflected in the increase in the number of visitors, increase in local revenue, and preservation of cultural sites. This achievement shows that innovation based on local resources and involving community participation is an effective way to develop a tourism village with a strong competitive advantagePengelolaan pariwisata di Desa Wisata Brayut memperlihatkan keunikan, yaitu peran serta masyarakat secara kolektif yang mampu menghadirkan pemerataan manfaat ekonomi sekaligus melestarikan tradisi lokal. Penelitian ini bertujuan untuk mengenali dan menganalisis jenis inovasi yang diterapkan oleh Desa Wisata Brayut di Kecamatan Pandowoharjo, Kabupaten Sleman, untuk meningkatkan daya saingnya sebagai tujuan wisata yang berbasis budaya. Pendekatan yang diterapkan adalah penelitian kualitatif deskriptif menggunakan metode pengumpulan data melalui observasi lapangan, wawancara mendalam dengan pengurus desa wisata, tokoh masyarakat, serta analisis dokumen yang relevan. Temuan penelitian mengindikasikan bahwa Desa Wisata Brayut melaksanakan sejumlah inovasi, di antaranya diversifikasi produk wisata yang berlandaskan budaya lokal, penyelenggaraan program wisata edukatif untuk siswa, pemanfaatan media digital dalam promosi, serta pengembangan kompetensi sumber daya manusia melalui pelatihan berkala. Selain itu, partisipasi aktif masyarakat dalam pengelolaan kegiatan pariwisata menjadi salah satu elemen penting dalam keberhasilan inovasi yang berkelanjutan. Temuan penelitian ini mengindikasikan bahwa inovasi yang diterapkan di Desa Wisata Brayut telah memperkuat daya saing desa secara signifikan, yang tercermin dari bertambahnya jumlah pengunjung, kenaikan pendapatan asli daerah, serta pelestarian situs budaya. Pencapaian ini menunjukkan bahwa inovasi yang berlandaskan sumber daya lokal dan melibatkan partisipasi masyarakat adalah cara yang efektif untuk mengembangkan desa wisata dengan keunggulan kompetitif yang kokoh
The Role of the Tomohon City Government in Realizing Rice Food Sovereignty: A Study of the Regional Food Service
Food is everything that comes from biological sources and water, whether processed or unprocessed for human consumption in the form of food and drink. Food availability is very important. Especially the availability of rice as the community's staple food. The Tomohon City Government has a role in maintaining the availability of rice as a staple food for the community through the Regional Food Service. This research uses qualitative research methods with a descriptive approach. The results of this research reveal the role of the government as a regulator in forming regulations which become a permanent legal basis for maintaining the availability of rice, the role of the dynamist is to encourage community participation to actively participate in maintaining the availability of rice through several programs such as cheap food programs, food villages and increasing the capacity of farmers and the role of facilitator. The government facilitates the farming community, such as providing modern facilities and infrastructure such as tractors and rice shedding machines and fertilizer to farmers, apart from that, the role of agricultural extension workers is to provide direct intervention to farmers to improve the quality and production of rice.
