INNOVATION AND DEVELOPMENT OF TRUSMI BATIK: IMPROVING SKILLS AND PRODUCTION CAPACITY TO EMPOWER YOUNG CRAFTSMEN IN CIREBON
Despite its strong cultural value, the Batik Trusmi industry in Cirebon faces challenges in competing globally due to limited knowledge of digital marketing and branding. This study aims to analyze the role of modern marketing in enhancing the competitiveness of Batik Trusmi and to identify the need for digital marketing training among artisans to promote their products internationally. A qualitative approach was used, involving in-depth interviews with 20 artisans and industry stakeholders and a literature review. The findings indicate that while Batik Trusmi artisans possess strong technical skills, they lack knowledge in digital marketing and branding, which hinders expansion into global markets. The recently inaugurated Digital Batik Trusmi Museum is expected to serve as a platform for enhancing the global visibility of Batik products. The implications of this study highlight the importance of strengthening training in digital marketing and branding to boost Batik Trusmi's competitiveness in international markets. This study recommends closer collaboration between the government, the private sector, and artisans to create a digital ecosystem supporting Batik Trusmi's development as a global product.Industri Batik Trusmi di Cirebon, meskipun memiliki nilai budaya yang kuat, menghadapi tantangan dalam bersaing di pasar global karena terbatasnya pemahaman tentang pemasaran digital dan branding. Penelitian ini bertujuan untuk menganalisis peran pemasaran modern dalam meningkatkan daya saing Batik Trusmi, serta mengidentifikasi kebutuhan pelatihan digital bagi pengrajin untuk memasarkan produk mereka secara internasional. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan wawancara mendalam kepada 20 pengrajin dan pelaku industri Batik Trusmi, serta analisis literatur terkait. Hasil penelitian menunjukkan bahwa meskipun pengrajin Batik Trusmi memiliki keterampilan teknis yang kuat, mereka masih kekurangan pengetahuan dalam hal pemasaran digital dan branding, yang menghambat ekspansi ke pasar internasional. Museum Digital Batik Trusmi, yang baru-baru ini diresmikan, diharapkan dapat menjadi platform untuk meningkatkan visibilitas produk batik secara global. Implikasi dari penelitian ini adalah pentingnya penguatan pelatihan dalam pemasaran digital dan branding untuk meningkatkan daya saing Batik Trusmi di pasar internasional. Penelitian ini menyarankan kolaborasi lebih erat antara pemerintah, sektor swasta, dan pengrajin untuk menciptakan ekosistem digital yang mendukung pengembangan Batik Trusmi sebagai produk global
IMPLEMENTASI KEBIJAKAN PENGELOLAAN SAMPAH DI KOTA MATARAM (STUDI DI TEMPAT PENGOLAHAN SAMPAH TERPADU SANDUBAYA)
Dalam Peraturan Daerah Kota Mataram Nomor 1 Tahun 2019 tentang Pengelolaan Sampah dijelaskan bahwa pemerintah daerah memiliki tanggung jawab dalam pengelolaan sampah secara berkelanjutan, dimulai dari pemilahan di sumber hingga proses akhir. Penelitian ini bertujuan untuk mengetahui sejauh mana pelaksanaan kebijakan pengelolaan sampah melalui Tempat Pengolahan Sampah Terpadu (TPST) Sandubaya dapat mengurangi volume sampah di Kota Mataram, serta untuk mengetahui faktor-faktor pendukung dan penghambat dalam proses implementasi kebijakan tersebut. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi terhadap pihak Dinas Lingkungan Hidup, pengelola TPST Sandubaya, serta masyarakat sekitar. Hasil dari penelitian ini menunjukkan bahwa TPST Sandubaya telah mampu memberikan kontribusi dalam pengurangan volume sampah dengan adanya program seperti pemilahan sampah, pengolahan kompos, budidaya maggot, hingga pembuatan paving block dari sampah plastik. Sehingga peneliti menyimpulkan bahwa kebijakan ini sudah berjalan tetapi belum optimal. Namun demikian, implementasi kebijakan ini masih menghadapi berbagai hambatan seperti kurangnya partisipasi masyarakat yang belum maksimal, masih terjadi kerusakan mesin yang membuat keterbatasan fasilitas saat operasiona. Faktor pendukung keberhasilan seperti penggunaan teknologi canggih di Tempat Pengolahan Sampah Terpadu (TPST), tersedianya tenaga kerja terlatih meskipun jumlahnya masih belum optimal, serta dukungan yang kuat dari pihak pemerintah dan masyarakat. Dengan demikian, pengelolaan sampah melalui kebijakan ini perlu terus dioptimalkan seperti penambahan jumlah tenaga terlatih serta partisipasi masyarakat yang bisa lebih maskimal lagi agar dapat mewujudkan Kota Mataram yang bersih dan berkelanjutan secara lingkungan.

Dengan demikian, pengelolaan sampah melalui kebijakan ini perlu terus dioptimalkan agar dapat mewujudkan Kota Mataram yang bersih dan berkelanjutan secara lingkungan
Changing Library Reader’s Services in Nigeria Universities: New Reality from Covid-19 Pandemic
Background/Problem Statement: The COVID-19 pandemic disrupted university library operations in Nigeria, significantly limiting physical access to library services and creating challenges for students, lecturers, and researchers in obtaining timely information. The sudden shift to remote and digital services exposed gaps in infrastructure, professional skills, and preparedness, especially in developing countries where technological adoption is slower. Consequently, there was a need to assess how university libraries and librarians adapted their reader services during the pandemic to meet users' evolving information needs. . Purpose: This study examines change in readers’ services in Nigeria universities: new reality from COVID- 19 pandemic Method: The study adopts qualitative research method. The purposive sampling technique was adopted for the study as the participants were sampled on the ground of being professional librarians in university of Ilorin library. The total number of participant was seven. The structured interview was used to collect data on the convenient time of the participants. Thematic analysis was used to analyze the final version of the interview transcript. Result: Interviews with professional librarians supported these findings, revealing that university libraries adopted various innovations such as subscription to electronic resources, development of library guides, and increased use of library websites to continue serving users . The majority of library services during the pandemic were delivered through electronic formats, highlighting a shift towards digital engagement. Conclusion: The finding of the study revealed that majority of participants noted the services by professional librarians during COVID 19 to users were through electronic formats. The study recommends that training and workshop should be organized for library users and library professional on the use of current information tools.

Use of Reference Management Software by Graduate Students: A Case Study at Gadjah Mada University, Indonesia
Abstract
Problem Statement: Large-scale analysis at Gadjah Mada University (UGM), Indonesia, to assess students’ awareness and usage of Reference Management Software (RMS) in academic writing tools has been limited. Purpose: This study aimed to examine the extent to which postgraduate students at UGM are familiar with and use RMS in analysis and academic writing. Method: A descriptive survey method was applied using an online questionnaire distributed to postgraduate students at Faculty of Geography, UGM. Furthermore, a total of 52 valid responses were collected and analyzed. Results: The results showed that 94.2% (49) of students were aware of RMS, such as Mendeley, Zotero, and EndNote. The remaining 5.8% (3) were not aware of the existence of RMS. Mendeley was the most widely used, and out of the 49 students who were aware of the existence of RMS, only 2% or 1, did not adopt the application in scientific writing. The knowledge of the software was obtained from librarians or libraries in 44% of cases. Conclusion: Librarians play an important role in enhancing students’ ability to use RMS effectively. This study recommends that libraries continue to offer structured and periodic training programs to strengthen students’ productivity and digital literacy. The results contribute new insights into RMS adoption in Indonesian higher education and report the evolving role of librarians in supporting activities
Utilization of Law Against Conflicting Public Policies
Good and qualified public policies can be sued, let alone public policies that actually cause harm to the community. This paper aims to analyze public policies (legislation) that conflict with each other, even though the public policies (legislation) in question have not been revoked. This paper uses a library research method by identifying relevant literature sources, including books, academic journals, and policy documents that discuss the relationship between law and public policy. Analysis is carried out on the sources that have been collected to understand how law can function as a tool to resolve conflicts in public policy. The results of the study indicate that Indonesia as a country of law based on Article 1 paragraph (3) of the 1945 Constitution, every government action by the government is always based on (written) law and norms that apply at a certain time and place. However, in the implementation of the government as an implication of the written legal regulation regime, sometimes there is a conflict between one legal regulation and another, either lower legal regulations against higher legal regulations or between equal legal regulations, to overcome the lack of legal basis for public service, the application of the principle of derogation becomes a legal instrument to provide legal certainty
Entrepreneurship Education as an Investment in Human Resources for Long-Term Economic Development
Entrepreneurship education plays a strategic role in developing human resources (HR) that are adaptive, creative, and competitive, making it an important instrument for long-term economic development. This article aims to analyze the interrelation between entrepreneurship education, HR investment, and long-term economic development through a literature review approach. Research data were collected using documentation techniques, by examining indexed international journal articles, academic books, and oficial reports from international institutions. The findings indicate that entrepreneurship education serves as a foundation for building entrepreneurial competencies, which subsequently encourages greater investment in HR through education, training, health, and financial literacy. Such investment produces competitive, productive, and adaptive HR, thereby contributing to sustainable long-term economic development. The novelty of this study lies in the development of an integrative conceptual framework that connects entrepreneurship education, HR investment, and long-term economic development in the context of developing countries
Dampak Inovasi Pemerintahan Terhadap Restrukturisasi Kelembagaan Pemerintahan Di Kota Bandung
Government innovation has become a crucial strategy in responding to the pressures of globalization, rapid digitalization, and rising public expectations for more efficient, transparent, and accountable public services. This study aims to examine how government innovation influences institutional restructuring in Bandung City and its consequences for local governance. Using descriptive qualitative methods, data were collected through document analysis, observation, and in-depth interviews with 16 key informants, including government officials, civil servants, members of the Regional Representative Council (DPRD), and community representatives. Findings indicate that various digital innovations, such as the Sadayana, HAYU, Gampil, and SiBISA applications, as well as the development of the Public Service Mall (MPP), not only improve the quality of public services but also trigger structural and cultural shifts within the bureaucracy. Institutional changes are evident in the establishment of the Regional Development Planning, Research, and Innovation Agency as an innovation center, the repositioning of the Regional Apparatus Organization with the Communication and Information Agency as its digital backbone, and the strengthening of human resource capacity through digital literacy programs. Innovation also strengthens the principles of good governance, particularly transparency and public participation, through mechanisms such as e-budgeting, e-planning, and digital complaint channels. A distinctive contribution of this research lies in highlighting the reciprocal relationship between innovation and institutional restructuring, each serving as a prerequisite and enabler for successful governance transformation. This dynamic points to a paradigm shift from the efficiency-focused New Public Management (NPM) model to digital governance, which prioritizes data integration, cross-sector collaboration, and inclusivity.Abstrak
Inovasi pemerintahan merupakan kunci strategis dalam menghadapi tantangan globalisasi, digitalisasi, dan tuntutan masyarakat akan pelayanan publik yang lebih efisien, transparan, dan akuntabel. Penelitian ini bertujuan untuk menganalisis bagaimana inovasi pemerintahan mendorong reformasi kelembagaan di Kota Bandung, serta memperkuatnya terhadap tata kelola pemerintahan daerah. Metode yang digunakan adalah pendekatan deskriptif kualitatif melalui studi dokumentasi, wawancara mendalam dengan 16 informan kunci (aparat pemerintah, pegawai negeri sipil, Dewan Perwakilan Rakyat Daerah (DPRD), dan masyarakat), serta observasi langsung di lapangan. Hasil penelitian menunjukkan bahwa berbagai inovasi digital, seperti aplikasi Sadayana, HAYU, Gampil, SiBISA, dan pengembangan Mal Pelayanan Publik (MPP), tidak hanya meningkatkan kualitas pelayanan publik tetapi juga mendorong perubahan struktural dan kultural dalam birokrasi. Restrukturisasi kelembagaan tercermin dalam pembentukan Bapperida sebagai inkubator inovasi, redefinisi peran Organisasi Perangkat Daerah (OPD) dengan Dinas Komunikasi dan Informatika sebagai tulang punggung digital, serta peningkatan kapasitas sumber daya manusia melalui literasi digital. Inovasi juga memperkuat prinsip-prinsip tata kelola pemerintahan yang baik, khususnya transparansi dan partisipasi publik, melalui e-budgeting, e-planning, dan kanal pengaduan digital. Kebaruan penelitian ini terletak pada penekanannya pada hubungan siklus antara inovasi dan restrukturisasi kelembagaan, yang keduanya merupakan pendorong dan pendorong keberhasilan transformasi pemerintahan. Hal ini menghasilkan perubahan paradigma dari pendekatan Manajemen Publik Baru (NPM) yang berfokus pada efisiensi tata kelola digital, tekanan integrasi data, kolaborasi lintas sektor, dan inklusivitas.

Penelitian ini bertujuan menganalisis bagaimana inovasi pemerintahan mendorong reformasi kelembagaan di Kota Bandung, serta memperkuatnya terhadap tata kelola pemerintahan daerah. Metode yang digunakan adalah pendekatan deskriptif kualitatif melalui studi dokumentasi, wawancara mendalam dengan 16 informan kunci (pejabat pemerintah, ASN, DPRD, dan masyarakat), serta observasi langsung di lapangan. Hasil penelitian menunjukkan bahwa berbagai inovasi digital, seperti aplikasi Sadayana, HAYU, Gampil, SiBISA, dan pengembangan Mal Pelayanan Publik (MPP), tidak hanya memperbaiki kualitas layanan publik, tetapi juga mendorong perubahan struktural dan birokrasi kultural. Restrukturisasi kelembagaan diwujudkan pada pembentukan Bapperidasebagai inkubator inovasi, redefinisi peran OPD dengan Dinas Kominfo sebagai tulang punggung digital, serta peningkatan kapasitas SDM melalui pelatihan literasi digital. Inovasi juga memperkuat prinsip tata kelola yang baik, terutama transparansi dan partisipasi publik, melalui mekanisme e-budgeting, e-planning, dan kanal pengaduan digital.
Kebaruan penelitian ini adalah menekankan keterkaitan siklikal antara inovasi dan reformasi kelembagaan, di mana keduanya saling menjadi inovasi sekaligus penggerak yang mencapai keberhasilan transformasi pemerintahan. STRATEGI PENGEMBANGAN GEOPARK MERANGIN JAMBI SEBAGAI TAMAN BUMI DUNIA (UNESCO GLOBAL GEOPARK): Akselerasi Pengembangan dan Optimalisasi Pengelolaan Geopark Merangin
The development of Merangin Geopark in Jambi as a prospective UNESCO Global Geopark faces complex challenges, including limited infrastructure, low accessibility, inadequate tourism amenities, and suboptimal community participation. Analyzing the current governance of the management and development of Merangin Jambi Geopark, viewed from the perspective of community-based tourism, community empowerment, stakeholder synergy (government, business actors, and local communities), and the implementation of tourism branding; and examining the most relevant and sustainable development strategies to strengthen the governance of Merangin Jambi Geopark in order to meet the criteria of a UNESCO Global Geopark. Using a qualitative descriptive approach, data were collected through in-depth interviews, observations, and document analysis involving government officials, local communities, and tourism actors. The results show that while the Merangin Regional Government has integrated geopark development into its official planning documents (RPJMD, RIPP, and Master Plan), the implementation remains fragmented and lacks coordination among stakeholders. Community empowerment and tourism branding efforts have been initiated but have yet to generate substantial impact due to limited participation and promotional activities. The study concludes that an effective strategy for Merangin Geopark development requires accelerating policy implementation, strengthening community-based tourism, fostering public–private partnerships, and creating a distinctive tourism brand that reflects local geological and cultural uniqueness. These integrated efforts are essential to position Merangin Geopark as a sustainable world-class geotourism destination.Pengembangan Geopark Merangin di Jambi sebagai calon Geopark Global UNESCO menghadapi tantangan kompleks, termasuk infrastruktur yang terbatas, aksesibilitas yang rendah, fasilitas wisata yang tidak memadai, dan partisipasi masyarakat yang suboptimal. Analisis tata kelola pengelolaan dan pengembangan Geopark Merangin Jambi saat ini, dilihat dari perspektif pariwisata berbasis masyarakat, pemberdayaan masyarakat, sinergi pemangku kepentingan (pemerintah, pelaku bisnis, dan masyarakat lokal), dan implementasi branding pariwisata; serta meneliti strategi pembangunan yang paling relevan dan berkelanjutan untuk memperkuat tata kelola Geopark Merangin Jambi agar memenuhi kriteria Geopark Global UNESCO. Dengan menggunakan pendekatan deskriptif kualitatif, data dikumpulkan melalui wawancara mendalam, observasi, dan analisis dokumen yang melibatkan pejabat pemerintah, masyarakat lokal, dan pelaku pariwisata. Hasil menunjukkan bahwa meskipun Pemerintah Daerah Merangin telah mengintegrasikan pengembangan geopark ke dalam dokumen perencanaan resminya (RPJMD, RIPP, dan Rencana Induk), implementasinya masih terfragmentasi dan kurang terkoordinasi antar pemangku kepentingan. Upaya pemberdayaan masyarakat dan branding pariwisata telah dimulai tetapi belum menghasilkan dampak yang signifikan karena partisipasi dan kegiatan promosi yang terbatas. Studi ini menyimpulkan bahwa strategi efektif untuk pengembangan Geopark Merangin membutuhkan percepatan implementasi kebijakan, penguatan pariwisata berbasis komunitas, pengembangan kemitraan publik-swasta, dan penciptaan merek pariwisata yang khas yang mencerminkan keunikan geologi dan budaya lokal. Upaya terpadu ini sangat penting untuk memposisikan Geopark Merangin sebagai destinasi geoturisme kelas dunia yang berkelanjutan
Analisis Faktor Persepsi Manfaat Dan Kemudahan Dalam Adopsi E-Retribusi Pasar: (Studi Literatur Berbasis Technology Acceptence Model Di Kota Bandung)
ABSTRACT
Digitizing market levies through the e-retribution system is a key strategy for the Bandung City Government to improve transparency, accountability, and Regional Original Revenue (PAD). However, the system's success depends not only on technological infrastructure but also on the acceptance of market traders as primary users. This article aims to analyze the factors of perceived usefulness (PU) and perceived ease of use (PEOU) in the adoption of e-market levies in Bandung City, as well as to identify external barriers influencing technology acceptance. The method used is a systematic literature review using the PRISMA approach, analyzing 23 selected primary and secondary documents (published between 2018 and 2024) using thematic analysis techniques based on Davis's (1989) Technology Acceptance Model (TAM) framework. The findings indicate that PU and PEOU are the primary determinants of acceptance, but their effectiveness is significantly mediated by three external factors: (1) training intensity and methods, (2) level of trust in the system and institutions, and (3) disparities in digital literacy between generations. Bandung City's Regional Original Revenue (PAD) data (2021–2024) shows an increase in the contribution of e-retribution from 44% to 90%, but resistance persists, particularly among older vendors who find the system complicated and unuser-friendly. Theoretically, this study extends the TAM model by integrating contextual variables such as digital literacy, institutional trust, and community mentoring models relevant to the context of local e-government and non-technical user groups in developing countries. Practically, these findings recommend evidence-based policies: (1) redesigning the e-retribution application using universal design principles; (2) institutionalizing the "Market Digital Ambassador" program as a peer-to-peer mentoring model; (3) ongoing audio-visual-based training; and (4) developing a backup system and a real-time transparency dashboard to restore trust after a technical incident. This study emphasizes that successful digital transformation must be human-centered, not just technology-centered.

ABSTRAK
Digitalisasi retribusi pasar melalui sistem e-retribusi menjadi strategi kunci Pemerintah Kota Bandung dalam meningkatkan transparansi, akuntabilitas, dan Pendapatan Asli Daerah (PAD). Namun, keberhasilan sistem tidak hanya bergantung pada infrastruktur teknologi, melainkan pada penerimaan pedagang pasar sebagai pengguna utama. Artikel ini bertujuan untuk menganalisis faktor persepsi manfaat (Perceived Usefulness/PU) dan persepsi kemudahan (Perceived Ease of Use/PEOU) dalam adopsi e-retribusi pasar di Kota Bandung, serta mengidentifikasi hambatan eksternal yang memengaruhi penerimaan teknologi. Metode yang digunakan adalah studi literatur sistematis (systematic literature review) dengan pendekatan PRISMA, menganalisis 23 dokumen primer dan sekunder terpilih (publikasi 2018–2024) melalui teknik analisis tematik berbasis kerangka Technology Acceptance Model (TAM) Davis (1989). Temuan menunjukkan bahwa PU dan PEOU merupakan determinan utama penerimaan, namun efektivitasnya dimediasi secara signifikan oleh tiga faktor eksternal: (1) intensitas dan metode pelatihan, (2) tingkat kepercayaan terhadap sistem dan institusi, serta (3) disparitas literasi digital antar generasi. Data PAD Kota Bandung (2021–2024) menunjukkan peningkatan kontribusi e-retribusi dari 44% menjadi 90%, namun resistensi tetap ada, terutama di kalangan pedagang usia lanjut yang merasa sistem rumit dan tidak ramah pengguna. Implikasi teoretis, penelitian ini memperluas model TAM dengan mengintegrasikan variabel kontekstual seperti literasi digital, kepercayaan institusional, dan model pendampingan komunitas yang relevan dalam konteks e-government lokal dan kelompok pengguna non-teknis di negara berkembang. Implikasi praktis, temuan ini merekomendasikan kebijakan berbasis bukti: (1) redesain aplikasi e-retribusi dengan prinsip universal design; (2) institusionalisasi program “Duta Digital Pasar” sebagai model pendampingan peer-to-peer; (3) pelatihan berkelanjutan berbasis audio-visual; dan (4) pembangunan sistem backup serta dashboard transparansi real-time untuk memulihkan kepercayaan pasca-insiden teknis. Human Resource Development in Improving Employee Performance at Bawaslu Padang Pariaman
This study examines human resource development through training programs to improve the performance of Bawaslu employees in Padang Pariaman Regency. The main issue is the limited evaluation of training effectiveness, which reduces its usefulness for policy and strategic decision-making. Using a survey with purposive sampling involving all employees, the data were analyzed through reduction, presentation, and conclusion drawing. The results show that the training is relevant to core tasks, enhances competencies, and helps employees meet performance standards, but has not significantly improved productivity. Thus, improvements are needed in training budget planning, the development of measurable performance indicators, and the implementation of key performance indicators (KPIs) to assess training outcomes and support sustained competency development. These findings are expected to guide Bawaslu in formulating more effective HR development strategies
