The Affect of Behavioral Risk Factors on Healthcare System Performance
Behavioural risk factors are known to have an impact on countries' health system performance. Behavioral risk factors include habits such as alcohol consumption, smoking, and patterns of food consumption which might lead to different types of obesity among different age groups in every community. In the context of OECD countries, this study aims at investigating whether behavioral risk factors have an impact on healthcare system performance or not. Data Envelopment Analysis (DEA) and then Ordinary Least Squares Regression (OLS) was utilized to bring into the open the factors that affect health performance scores of OECD countries. In OLS, the obtained health performance score was utilized as a dependent variable and alcohol and tobacco consumption and obesity rate were utilized as independent variables.According to the OLS results, The only variable that has a statistically significant effect on the health performance scores of OECD countries is the alcohol consumption rate.To reduce health expenditures and improve health system performance, OECD countries need to develop more effective, macro and micro, level policies to eliminate the negative effects of behavioral risk factors. Such policies might include health awareness campaigns and more strict taxing policies upon the risk factor products, in addition to increasing community-based healthcare services
PANDEMİ SONRASI OLUŞAN VUCA ORTAMININ ÇALIŞAN İNSAN KAYNAKLARI KAYGI DÜZEYİ VE VERİMLİLİĞİ ÜZERİNE ETKİSİ
Günümüz dünyası, Covid-19 ile birlikte değişimin hızının ve kapsamının belirle- nemediği, planlama ve öngörü yapmanın zorlaştığı tam anlamıyla bir VUCA orta- mı yaşamaktadır. VUCA, ilk olarak 1987’de kullanılan ve Warren Bennis ve Burt Nanus’un liderlik teorilerine dayanan bir kısaltma olup, değişkenlik, belirsizlik, karmaşıklık ve muğlaklık anlamına gelmektedir. Araştırmanın amacı, VUCA orta- mının, insan kaynakları verimliliği üzerine etkisinde kaygı düzeyinin aracı rolünü incelemektir. Araştırmaya ait veriler, yapılandırılmış anket tekniği kullanılarak aktif olarak hizmet sektöründe yer alan işletmelerde çalışmakta olan ve rassal ola- rak seçilen 627 çalışandan elde edilmiştir. Araştırma sonucunda VUCA ile kaygı düzeyi arasında pozitif yönlü, kaygı düzeyi ve verimlilik arasında negatif yönlü ve yine VUCA ile verimlilik arasında da negatif yönlü anlamlı bir ilişki bulunmuştur. Yapılan hiyerarşik regresyon analizi sonucunda ise kaygı düzeyinin VUCA ile ve- rimlilik ilişkisinde tam aracılık etkisi bulunduğu gözlemlenmiştir. Bu sonuca göre VUCA’nın verimlilik üzerindeki negatif etkisinin nedeninin kişilerin kaygı düzeyi- nin artması olduğu söylenebilir

İNGİLİZ OKULU’NUN DÜZEN-ADALET TARTIŞMASI BAĞLAMINDA BM BARIŞI DESTEKLEME OPERASYONLARININ ANALİZİ
İngiliz Okulu üyeleri dayanışmacılar ve çoğulcular olarak iki kutupta yer almışlardır. Devlet egemenliğine uluslararası ortamda düzen sağlayıcı işlevinden hareketle daha fazla önem atfeden çoğulcular; egemenliğin insani müdahale sebebiyle de olsa ihlal edilmemesi gerektiğini, bu durumun bir düzen sorunu yaratacağını ileri sürerken; devlet-birey ilişkisinde devletin araçsallığından hareketle bireyi daha fazla önemseyen dayanışmacılar; birey haklarının güvence altına alamayan devlete müdahalenin meşru olduğunu ileri sürerler. Bu makalenin amacı; insani müdahale sebebiyle yapılan Birleşmiş Milletler barışı destekleme operasyonlarının bu teorik çerçeve içinde değerlendirilmesidir. Niteliksel ve betimleyici bir yöntemin kullanıldığı çalışmada öncelikle İngiliz Okulu’nun genel bir okuması yapılmış; daha sonra Dayanışmacılar ve Çoğulcular’ın egemenlik-insan haklarından hareketle düzen-adalet tartışmaları ele alınmıştır. Bu teorik incelemeden sonra barışı destekleme operasyonları tanım, kapsam ve tarihsel süreç açılarından anlatılmış, Soğuk Savaş ve sonrası dönemde geçirdiği dönüşüm açıklanmaya çalışılmıştır. Bu çalışmada ortaya çıkan temel sonuç; barışı destekleme operasyonlarının fikirsel altyapısında ve uygulamasında egemenliğin ne insani müdahaleyi aşırı derecede kolaylaştıracak kadar gevşek, ne de insani müdahaleyi imkansız hale getirecek kadar katı olduğu fikrinin yattığı ve bu operasyonların devlet egemenliği ile insan haklarının korunması tartışmasında çözüme dair orta bir yolu temsil ettiğidir
Observation of the doubly Cabibbo-suppressed decays D+ -> K+ pi(0)pi(0) and D+ -> K+ pi(0)eta
By analyzing e(+)e(-) annihilation data corresponding to an integrated luminosity of 2.93 fb(-1) collected at the center-of-mass energy of 3.773 GeV with the BESIII detector, we report the first observations of the doubly Cabibbo-suppressed decays D+ -> K+ pi(0)pi(0) and D+ -> K+ pi(0)eta. The branching fractions of D+ -> K+ pi(0)pi(0) and D+ -> K+ pi(0)eta are measured to be (2.1 +/- 0.4(stat) +/- 0.1(syst)) x 10(-4) and (2.1 +/- 0.5(stat) +/- 0.1(syst)) x 10(-4) with statistical significances of 8.8 sigma and 5.5 sigma, respectively. In addition, we search for the subprocesses D+ -> K*(892)(+)pi(0) and D+-> K*(892)(+)eta with K*(892)(+) -> K+pi(0). The branching fraction of D+ -> K* (892)(+)pi(0) is determined to be (4.4(-1.5stat)(+1.8) +/- 0.2(syst)) x 10(-4), with a statistical significance of 3.2 sigma. No significant signal for D+ -> K* (892)(+)pi(0) is found and we set an upper limit on the branching fraction of this decay at the 90% confidence level to be 5.4 x 10(-4)
Development of a deep wavelet pyramid scene parsing semantic segmentation network for scene perception in indoor environments
In this paper, a new Deep Wavelet Pyramid Scene Parsing Network (DW-PSPNet) is proposed as an effective combination of Discrete Wavelet Transform (DWT), inception module, the channel and spatial attention modules, and PSPNet. Improved semantic segmentation via the combination, to our best knowledge, is not yet reported in the literature. The paper has two main contributions: (1) a new backbone network into PSPNET introduced by a combination of DWT, inspection modules, and attention mechanisms; (2) a new and improved version of PSPNet base structure. Further, three new modifications are introduced. First, the drop activation function is used to increase validation and test accuracy of the segmentation. Second, a skip connection from the backbone is applied to increase validation and test accuracies by restoring the resolution of feature maps via full utilization of multilevel semantic features. Third, Inverse Wavelet Transform (IWT) and convolution layer are applied to obtain the segmented images without information loss. DW-PSPNet was implemented via our own data generated by using a Robotis-Op3 humanoid robot to detect objects in indoor environments and and benchmark data set. Simulation results show higher performance of the proposed network compared with that of previous successful networks in handling semantic segmentation tasks in indoor environments. Moreover, extensive experiments on the benchmark Ade20K data set were also conducted. DW-PSPNET achieved an mIoU score of 45.97% on the ADE20K validation set, which are new state-of-the-art results. © 2022, The Author(s), under exclusive licence to Springer-Verlag GmbH Germany, part of Springer Nature
Türk örnekleminde koronavirüs korkusu ve kaygısına ilişkin sosyodemografik bir inceleme
Pandemi esnasında ortaya çıkan ya da sonrasında ortaya çıkabilecek bireysel veya kitlesel psikolojik tepkileri öngörme, anlama, koruyucu ve önleyici düzeyde psikososyal destek programları yahut resmi stratejiler geliştirme sürecinde, koronavirüse karşı temel psikolojik tepkiler olarak ele alınabilecek kaygı ve korkunun güncel durumunun tespiti önem taşımaktadır. Bu çalışmada, Türk örnekleminde koronavirüs kaygı ve korku düzeylerinin sosyodemografik değişkenlere göre nasıl farklılaştığı incelenmiştir. Veri toplamak için Sosyodemografik Bilgi Formu, Koronavirüs Kaygı Ölçeği ve Kovid-19 Korkusu Ölçeği kullanılmıştır. Çalışmaya 18-73 yaş aralığında, 722’si kadın ve 428’i erkek olmak üzere toplam 1150 kişi katılmıştır. Analiz sonuçları cinsiyet, yaş, eğitim düzeyi, maddi durum, aile içerisinde koronavirüs tanısı alan birinin varlığı, izolasyon süresi ve çalışma durumuna göre koronavirüs kaygı ve korku düzeylerinin farklılaştığını ortaya koymaktadır. Medeni durum, ailede koronavirüs tedavisi gören ve koronavirüsten vefat eden kişilerin varlığı açısından bireylerin koronavirüs kaygı ve korku düzeyleri anlamlı olarak farklılaşmamıştır. Elde edilen bulgular uluslararası alanyazın ile karşılaştırmalı olarak tartışılmıştır
Examining the perceived stress and body image in burn patients: A cross-sectional study
This study aimed to examine the perceived stress and body image in burn patients and the relationship between these two variables. This is a descriptive and cross-sectional study. The study included total of 144 patients who had burn injuries, received treatment in a research and training hospital and were scheduled to be discharged. The data were collected prospectively by the researchers, using descriptive methods, Kruskal Wallis test, paired samples t test, and Pearson's correlation analysis. Of the patients, 59% were between the ages of 18 and 35 years, 68.1% were male, 65.3% had second-degree burns, 77.1% had burn surfaces ranging between 10% and 20% of their body, and 54.9% had autograft surgery. The burn patients aged 51 years and over had higher perceived stress than younger patients, and the difference between them was statistically significant (P < 0.05). As the percentage of burn surface increased, the perceived stress increased, and the perceived body image weakened (P < 0.05). The burn patients with autograft surgery had lower perceived stress and higher perceived body image than those without autograft surgery, and the difference between them was statistically significant (P < 0.01). This study found an inverse relationship between perceived stress and body image in burn patients, which was affected by the percentage of burn surface and autograft surgery. Relevant interventions are suggested to increase perceived body image in burn patients and reduce their perceived stress. © 2022 The Authors. A Comparison of Automated Segmentation and Manual Tracing of Magnetic Resonance Imaging to Quantify Lateral Ventricle Volumes
Objective: Ventricular volume measurements have been proposed as a useful biomarker for several neurological diseases. The goal of this study was to compare the performance of 3 fully-automated tools, volBrain (http://volbrain.upv.es), ALVIN (Automatic Lateral Ventricle Delineation) (https://sites.google.com/site/mrilateralventricle/), and MRICloud (http://mricloud.org), with expert hand tracing to quantify lateral ventricle (LV) volume using magnetic resonance images. Materials and Methods: The sample comprised 24 healthy subjects (age: 25.1±5.7 years, all male). Volumes derived from each automated measurement were compared to hand tracing results performed by 2 specialists to assess the percent volume difference using the intraclass correlation coefficient (ICC), concordance correlation coefficient (CCC), Dice index value, and Bland-Altman analysis. Results: The ICC agreement of the Manual_1 and Manual_2 was very good (0.979), and there was no statistically significant difference (p>0.001). The volume difference of all methods was similar. The CCC with MRICloud and ALVIN was higher than that of volBrain. Bland-Altman plots indicated that the 3 automated methods demonstrated acceptable agreement. Conclusion: Compared with hand tracing, the LV volumes generated by MRICloud were more accurate than those of volBrain and ALVIN. LV volume values can provide valuable data related to the volumetric dependencies of the anatomical structures in various clinical conditions that can now be easily obtained using automated tools
An Analysis of the Failure of the Peace Process (2013-2015) with PKK through the Ripeness Theory
Turkey has experienced a protracted conflict with the PKK since 1984. Over the history of almost 30 years of the violent conflict, the first comprehensive and overt peace attempt was launched by Turkish government in 2013. It had lasted for two years with great optimism and high expectations on reaching a political settlement before it failed in July 2015. This article aims to explore the reasons of the failure of 2013-2015 negotiations and examines whether conditions were suitable for launching a ‘peace process’ in 2013 to resolve Turkey’s conflict with the PKK. It draws on three main elements of Zartman’s Ripeness theory: mutually hurting stalemate (MHS), a formula for a way out and valid spokespersons. It is argued in the article that the conflict in Turkey was not in fact ripe enough for negotiations which were initiated and conducted hastily without any formula for way out and with problematic spokespersons
