Türkiye'de yazılım sektörünün gelişimini etkileyen faktörler
Yüksek lisans tezi.Yazılım sektörünün Bilgi ve İletişim Teknolojileri içerisindeki önemi her geçen gün artmaktadır. Gerek devletler ulusal güvenliklerini sağlamak için, gerekse de şirketler rekabet avantajı yaratmak için yazılım projelerine oldukça büyük yatırımlar yapmaktadırlar. İrlanda, Çin, Hindistan gibi gelişmekte olan ülkeler yazılım sektörünü stratejik sektör olarak belirleyip kısa sürede gelişmiş ülkelerle aralarındaki makası kapatmışlardır. Gelişmekte olan ülkeler sınıfında bulunan Türkiye de yaklaşık 20 yıldır yazılım sektörüne yönelik çeşitli politikalar üretmekte ve yazılım sektörünü büyütmeyi hedeflemektedir. Ancak yazılım sektörü katma değerli bir sektördür ve bir ulusal yazılım sektörünün gelişimi bir çok farklı parametrenin birlikte gelişimine bağlıdır. Bu çalışmada seçilen 151 kişinin ulusal yazılım sektörünün gelişimin etkileyen faktörlerin Türkiye yazılım sektörünün gelişimine etkisine dair görüşlerini ölçmek adına bir anket çalışması yapılmıştır. Anket çalışmasından elde edilen sonuçlara göre ulusal yazılım sektörünün gelişimini etkileyen faktörler ile Türkiye yazılım sektörünün gelişimi arasında pozitif yönlü anlamlı bir ilişki bulunmaktadır
Measurements of absolute branching fractions for D mesons decays into two pseudoscalar mesons
Using a data sample of e(+)e(-) collision data with an integrated luminosity of 2.93 fb(-1) taken at the center-of-mass energy root s = 3.773 GeV with the BESIII detector operating at the BEPCII storage rings, we measure the absolute branching fractions of the two-body hadronic decays D+ -> pi(+)pi(0), K+pi(0), pi(+)eta., K+eta., pi(+)eta', K+eta', K-S(0)pi(+), (KSK+)-K-0, and D-0 -> pi(+)pi(-), K+ K-, K--/+pi(+/-), K-S(0)pi(0), K-S(0)eta, K-S(0)eta' Our results are consistent with previous measurements within uncertainties. Among them, the branching fractions for D+-> pi(+)pi(0), K+pi(0), pi(+)eta, pi(+)eta', (KSK+)-K-0, (KSK+)-K-0 and D-0 -> K-S(0)pi(0), K-S(0)eta, K-S(0)eta' are determined with improved precision compared to the world average values

A statistical assessment on global drift ratio demands of mid-rise RC buildings using code-compatible real ground motion records
Palancı, Mehmet (Arel Author)Over the past 20years, significant socio-economic losses have been encountered in Turkey due to several moderate to large earthquakes. The studies published after the earthquakes concurringly emphasized that multistory reinforced concrete (RC) buildings, mostly 3-7 story ones, collapsed or were heavily damaged as a result of inadequate seismic performance. Global drift ratio demands are mostly used as a representative quantity for determining the behavior of structures when subjected to earthquakes. In this study, three representative mid-rise RC buildings are analyzed by nonlinear time history analysis using code-compatible real ground motion record sets and the calculated global drift ratio demands of these buildings are statistically evaluated. Ground motion record sets compatible with the design spectrum defined for local soil classes in the Turkish Earthquake Code (TEC-2007) are used for the analyses. In order to evaluate the effect of the number of ground motions on drift ratio demands, five different ground motion record sets with 7, 11 and 15 ground motion records are used separately for each local soil class. Results of this study indicate that (1) the dispersion of global drift ratio demands calculated for individual ground motion records in record sets is high, (2) local soil class has no significant effect on dispersion. However, dispersion increases in a direct proportion to the number of ground motion records in a record set, (3) the mean of global drift ratio demands calculated for different ground motion record sets may differ although they are compatible with the same design spectrum, (4) the mean of the drift demands obtained from different ground motion record sets compatible with a particular design spectrum can be accepted as simply random samples of the same population at 95% confidence leve

In this context, companies have begun to make more efforts to improve their logistics performance. Performance evaluation is an important issue for firms and requires the use of certain and uncertain data in the decision-making process. In this study; a large size logistics company's performance evaluation made with fuzzy analytical hierarchy process method. In the first phase of the study, the global weights were evaluated by using the fuzzy AHP method. Öncelikle metnin transkripsiyonlu çevirisini yaptık. Ardından metnin özetini hazırladık. Daha sonra metnin tüm söz varlığını yansıtan kapsamlı bir sözlük oluşturduk

Human papillomavirus prevalence and genotype distribution among Turkish women with or without cervical lesion
Güzel Dağ, Aylin (Arel Author)Context: Human papillomavirus (HPV) infection is the main cause of cervical cancer, but the risk is associated with the various HPV genotypes which may be found in women with or without clinical findings. Aims: We aimed to identify HPV prevalence and genotype distribution in women with or without cervical lesions admitted to Gynaecology and Obstetrics Clinics of one of the largest private hospitals in Istanbul between 2013 and 2017. Subjects and Methods: In the present study, cervical cytobrush samples collected from 2464 women with different cytological conditions, and investigated for the presence of HPV, and the different genotypes. Results were evaluated based on the HPV positivity in different cytological findings, and ages. Furthermore, distribution of high-risk (HR) and low-risk (LR) genotypes in different groups was investigated. Results: Among all participants, 1925 (78.1%) was with the normal cytological condition, 354 (14.4%) with ASC-US; 151 (6.1%) with low-grade squamous intraepithelial lesion (LSIL), and 34 (1.4%) with high-grade squamous intraepithelial lesion (HSIL). Our results showed that 649 out of 2464 patients (26.3%) were positive, and 1815 (73.7%) were negative for the presence of HPV. Among 649 positive patients, 223 (34.3%) were found positive for more than one genotype. HPV 16 was found the most common HR-HPV type in ASC-US and LSIL whereas HPV 18 was the most common in HSIL. HPV 6 was found the most common LR-HPV type in ASC-US and LSIL whereas HPV 11 was the most common in HSIL. 26.9% of women = 50 years old was positive for HPV. The most common HR-HPV genotype was 16 in both groups with (19%) or without (17%) abnormal cytology. Conclusions: We concluded that HPV prevalence and genotype distribution in women with or without clinical findings is an important predictor of cervical cancer

The Role and Effect of Culture Cultivation (Culturevation) in the Relationship between Urbanism and Publicness
Bengü, Devran (Arel Author)In urbanism and architecture, the concepts of the public sphere, publicness, and public space have been used either as separate domains or as substitutes. However in a democratic society, these 3 concepts actually constitute a holistic whole. This point of view can only be advanced in an atmosphere of productivity that is not only non-consumerist, but which also differs from the contemporary capitalist production environment. When the art of theater is examined in relation to the development of publicness, it is possible to find spaces that may be tools of this different productivity that vitalizes the public sphere. There is quite a strong philosophical and historical connection between the development of publicness and the art of theater. In this article, the argument that theater is an influential tool in the relationship between urbanism and publicness is supported by the findings of field surveys conducted in the historic city center of the Kadikoy district of Istanbul. The findings suggest that the productivity of the rapidly increasing and accepted "alternative stages" of new generation theater spaces have characteristics that are different from the contemporary capitalist system. This productivity, which is visible in the environment of the new generation theater spaces nourishes publicness. This form of productivity that has emerged in the environment of the alternative stages observed in the field research is termed "culture cultivation" or "culturevation." This article provides a definition of culturevation and a discussion of the effective dynamics in the context of culturevation using data obtained in the field. Attention is drawn to how the existing publicness of local administrative structures, where the entirety of the public cultural production dynamic can be addressed, can be evaluated from a different perspective as sociocultural spaces that serve publicness
