    Supporting the qualification framework: labour market information systems, graduate tracking and labour market forecasting in Croatia: host country paper

    This paper has been prepared for the Peer Review on Forecasting skills for labour market needs held in Zagreb, Croatia, in March 2024, within the framework of the Mutual Learning Programme. It is set to lay out state of the art with respect to the combination of technical resources, analytical endeavours and policy efforts mobilised in the Republic of Croatia to provide and apply labour-market evidence base with the view to improving education provision to fit the current and future labour market needs. Therefore, this paper will start with a birds-eye overview of labour market developments and mismatch challenges in Croatia (section 2), moving on through policy tools intent to overview those challenges. It then analyses the main labour market intelligence tools and graduate tracking efforts and explores the existing recommendation mechanism and forecasting exercises built upon those foundations. In doing so, this overview will examine how each of those policy measures affected policy processes in the education and training systems. The review will include international initiatives and tools (such as the CEDEFOP toolbox, ESCO or the Eurograduate initiative) only insofar they are utilised in the ongoing processes at the national level. Having in mind strong policy ambitions of the government of Croatia in this field, both concerning the development of tools and their utilisation, the paper concludes with reflections on lessons learned from past efforts and tools their potential and challenges in fulfilling those ambitions

    Crossing borders, keeping language: ethnolinguistic vitality of Croatia’s diaspora in Sweden

    IN ENGLISH: This article revolves around the question of integration of Croatian immigrants in Sweden and is written from the sociolinguistic perspective of sustaining the Croatian language among the members of diaspora. Through the theory of ethnolinguistic vitality, the study highlights how Croatians in Sweden maintain their language and ethnic identity in transnational social space. Based on a mixed-method approach including an empirical research with 150 participants of the survey, and participants of additional focus-groups, it offers insights into the language attitudes and complexities of post-migration experiences among Croatian immigrants. The study emphasizes the level of language and identity sustainment among Croatian immigrants in Sweden, calling out the necessity for further exploration of such topics within the realms of migration, transnationalism and ethnic studies, together with sociolin-guistics. Even though this research is just a beginning in studying Croatian identity abroad from a sociolinguistic point of view, it offers useful insights on the dynamics of transnational migration and post-migration processes. Croatian immigrants in Sweden maintain a high level of ethnolinguistic vitality, retaining their ethnic characteristics and behaving as a linguistically cohesive identity, at the same time forming communities that bridge the gap between their home country and their current place of residence. --------------- IN CROATIAN: Ovaj se članak bavi pitanjem integracije hrvatskih imigranata u Švedskoj. Napisan je iz sociolingvističke perspektive s ciljem očuvanja hrvatskog jezika među članovima dijaspore. Kroz teoriju etnolingvističke vitalnosti, istraživanje prikazuje kako Hrvati u Švedskoj održavaju svoj jezik i etnički identitet u transnacionalnom društvenom prostoru. Na temelju pristupa mješovitih metoda, koji uključuje empirijsko istraživanje sa 150 sudionika ankete te dodatne fokus grupe, članak pruža uvid u jezične stavove i složenosti postmigracijskih iskustava među hrvatskim imigrantima. Istraživanje naglašava važnost očuvanja jezika i identiteta među hrvatskim imigrantima u Švedskoj te ističe potrebu za daljnjim istraživanjima ovakvih tema u okviru migracijskih, transnacionalnih i etničkih studija, kao i sociolingvistike. Iako se ovo istraživanje može shvatiti tek kao početak proučavanja hrvatskog identiteta u inozemstvu iz sociolingvističke perspektive, nudi korisne uvide u dinamiku transnacionalne migracije i postmigracijskih procesa. Hrvatski imigranti u Švedskoj zadržavaju visoku razinu etnolingvističke vitalnosti, čuvajući svoje etničke karakteristike i ponašajući se kao jezično kohezivna zajednica, istovremeno stvarajući zajednice koje premošćuju jaz između njihove domovine i trenutnog mjesta boravka

    The principle of solidarity and the challenges of system and social (dis)integration: in anticipation of the new EU rules on migration and asylum

    IN ENGLISH: In the wake of the political agreement reached in December 2023 by the European Parliament and the Council on the New Pact on Migration and Asylum, it is necessary to reconsider the concept of solidarity as its breaking point. Although it is crucial for a fair sharing of burden and responsibility among Member States in the face of persistent migratory pressure, a workable solidarity mechanism seems elusive and difficult to achieve. The Pact’s intended paradigm-changing approach towards a more flexible solidarity has initially been criticised by Member States, human rights organisations, and academia alike. This paper aims to examine the conceptual issues surrounding the proposed solidarity mechanism from an interdisciplinary perspective, relying on the analytical distinction of the concepts of system and social integration in the understanding and explication of the processes of constitution, transformation and (dis)integration of the social order. The aforementioned distinction is conceptually useful for analysing the process of functioning and (dis)integration of the social order because it allows scholars to simultaneously analyse how different institutional solutions affect the functioning and compatibility of the social (sub)systems of that order, and how they affect the character of the relationships between social actors with different interests and identities operating within that order. Building on the existing extensive legal scholarship on solidarity in the EU migration and asylum policy, the paper will analyse the role of solidarity in the context of processes related to constitution, transformation and (dis)integration of EU. As an underlying value and a principle, solidarity permeates numerous areas of EU law and represents the “ideological” basis legitimising the European integration. However, it is often misunderstood or implemented in the manner which accommodates current political and social circumstances. Thus, it becomes a political tool, at the expense of its legal coherence. This has a far-reaching impact on the functionality and efficiency of the legal system, and potentially disintegrating effects both on the relations between the EU and the Member States institutional systems, and on the cooperativeness between political and social actors regarding the creation and adoption of future EU policies and laws. Lessons from other fields of law, notably from institutionalisation of solidarity within the social security law, will be explored to evaluate the position of solidarity in the context of the EU migration and asylum policy. The aim is to establish whether the patterns of flexible solidarity can represent a viable option which is in line with the legal conceptualisation of solidarity, and to investigate how strong is their (dis)integrative potential. This innovative approach will offer a wider and fresh perspective to the on-going debate surrounding the institutionalisation of the principle of solidarity in the EU migration and asylum law. --------------- IN CROATIAN: Nakon političkog dogovora koji su u prosincu 2023. postigli Europski parlament i Europsko vijeće o novom Paktu o migracijama i azilu, potrebno je preispitati koncept solidarnosti kao njegovu prijelomnu točku. Iako je ključan za pravednu podjelu tereta i odgovornosti među državama članicama u uvjetima stalnog migracijskog pritiska, djelotvoran mehanizam solidarnosti čini se nedostižnim i teško ostvarivim. Namjeru Pakta da se paradigma promijeni prema fleksibilnijoj solidarnosti isprva su kritizirale države članice, organizacije za zaštitu ljudskih prava i akademska zajednica. Ovaj rad ima za cilj iz interdisciplinarne perspektive ispitati konceptualna pitanja koja okružuju predloženi mehanizam solidarnosti. Rad se oslanja na analitičku distinkciju koncepata sistemske i socijalne integracije u razumijevanju i eksplikaciji procesa konstitucije, transformacije i (dez)integracije društvenog poretka. Navedeno razlikovanje konceptualno je korisno za analizu procesa funkcioniranja i (dez)integracije društvenog poretka jer omogućuje znanstvenicima da istovremeno analiziraju kako različita institucionalna rješenja utječu na funkcioniranje i kompatibilnost društvenih (pod)sustava tog poretka, te kako oni utječu na karakter odnosa između društvenih aktera s različitim interesima i identitetima, a koji djeluju unutar tog poretka. Nadovezujući se na postojeća opsežna pravna istraživanja o solidarnosti u politici migracija i azila EU, rad će analizirati ulogu solidarnosti u kontekstu procesa povezanih s konstitucijom, transformacijom i (dez)integracijom EU. Kao temeljna vrijednost i načelo, solidarnost prožima brojna područja prava EU i predstavlja “ideološku” osnovu koja legitimira europsku integraciju. Međutim, često se krivo shvaća ili provodi na način koji se prilagođava trenutnim političkim i društvenim prilikama. Time postaje politički alat, nauštrb svoje pravne koherentnosti. To ima dalekosežan učinak na funkcionalnost i učinkovitost pravnog sustava, te potencijalno dezintegrirajuće učinke kako na odnose između EU i institucionalnih sustava država članica, tako i na suradnju između političkih i društvenih aktera u pogledu stvaranja i usvajanja budućih politika i zakona EU. Lekcije iz drugih područja prava, osobito iz institucionalizacije solidarnosti unutar zakona o socijalnom osiguranju, istražit će se kako bi se procijenio položaj solidarnosti u kontekstu migracijske i azilantske politike EU-a. Cilj je utvrditi mogu li obrasci fleksibilne solidarnosti predstavljati održivu opciju koja je u skladu s pravnom konceptualizacijom solidarnosti te ispitati koliki je njihov (dez)integrativni potencijal. Ovaj inovativni pristup ponudit će širu i novu perspektivu tekućoj raspravi oko institucionalizacije načela solidarnosti u zakonu EU-a o migraciji i azilu

    Youth work in South-East Europe

    The main goal of this study is to identify pivotal components of youth work, the sector’s accomplishments, and obstacles to youth work in 12 countries of South-East Europe. Following this, the study makes recommendations on how to advocate for better positions for youth workers and youth work in national and international contexts. The 12 countries included in this study are Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Kosovo1, Montenegro, North Macedonia, Romania, Serbia, Slovenia and Türkiye. To gain a comprehensive insight into the challenges, potential and perspectives of youth work in South-East Europe, two methods of analysis were applied: desk research and in-depth, semi-structured interviews with selected national-level experts on youth and national-level youth workers. The desk research focused on literature published on youth work in South-East Europe since 2015, along with analysis of the youth policies on the national level, while the in-depth interviews had four main thematic areas: i. the context of youth work; ii. youth workers’ skills and competences, and validation and professionalisation of their roles; iii. the potential for growth and innovation; and iv. examples of practice that resulted in improvements in youth work at the national or local level. The analyses indicate that all the countries observed struggle with similar obto sudden social changes, especially during the Covid-19 pandemic. The innovation and inner strength displayed by the youth civic sector in South-East Europe are foundations for growth and development; this should be recognised and supported by genuine cross-sectoral co-operation.     IN ENGLISH: East Asian religious communities in Croatia are very few in number. Although there is a substantial body of literature dealing with Asian religions from theoretical, descriptive, and comparative perspectives, there is a lack of interest in East Asian religions specifically, some research on Buddhist communities aside. This chapter provides insights into existing data on several communities present in Croatia for a longer period of time. These groups influence various aspects of social and individual life (sport, “well-being culture”, unconventional medicine and official societies that promote cultural, scientific and economic cooperation with Croatia). Recently, a great number of migrants to Croatia from East Asia have led scholars to explore their religious life. Thus far we have found that these migrants are not organised into religious communities and that their religious life takes place in the private sphere. --------------- IN CROATIAN: Istočnoazijske vjerske zajednice u Hrvatskoj su malobrojne. Iako postoji značajna literatura koja se bavi azijskim religijama iz teorijske, deskriptivne i komparativne perspektive, uočljiv je nedostatak interesa za istočnoazijske religije specifično, osim pojedinih istraživanja o budističkim zajednicama. Ovo poglavlje daje uvid u neke istočnoazijske zajednice prisutne u Hrvatskoj dulje vrijeme. Istočnoazijske zajednice utječu na različite aspekte društvenog i individualnog života u Hrvatskoj (sport, “well-being" kultura, nekonvencionalna medicina i službena društva koja promiču kulturnu, znanstvenu i gospodarsku suradnju).     Container life in post-earthquake Croatia

    IN ENGLISH: This article focuses on experiences of people in the Banija region and specifically the town of Petrinja, Croatia, after an earthquake hit the area in December 2020. It presents their reflections on being confined to “container homes” in three different situations: living in container settlements on the outskirts of town; spending time in a container shopping center; and finding shelter in containers adjacent to destroyed houses. The study shows that temporary container housing frequently turned into permanent living and working solutions during the three years of post-earthquake reconstruction. It also argues the importance of acknowledging that the sense of isolation in disaster-affected areas and the loss of potential for renovation and development do not merely arise from “container life” but reveal the longer-run “polycrisis” involved. --------------- IN CROATIAN: Članak donosi istraživanje iskustava stanovnika Banije te posebno grada Petrinje nakon što je područje zahvatio potres u prosincu 2020. Predstavljena su promišljanja stanovnika o osjećaju zatočenosti „kontejnerskim životom“, u tri različite situacije: život u kontejnerskim naseljima na rubu grada, rad u kontejnerskom shopping centru te pronalaženje trajnog životnog prostora u kontejnerima smještenim u blizini razrušenih domova. Istraživanje pokazuje da se privremeni smještaj u kontejnerima često pretvarao u trajna životna rješenja za stanovanje i rad u vrijeme trogodišnje postpotresne rekonstrukcije.     Perspectives of pupils with additional support needs and their parents on the learning support during the COVID-19 pandemic in Croatia

    IN ENGLISH: The concept of inclusive education is well established in policy documents worldwide, but its implementation for pupils with additional support needs (ASN) still raises questions. The challenges of educating pupils with ASN increased significantly during the COVID-19 pandemic due to changes in organisation of the teaching and learning process and the heightened need for support. To gain in-depth insights into the experiences of upper secondary school pupils with ASN and their parents, an exploratory, phenomenological study of the perspectives of pupils and parents was conducted within the Croatian educational system. Semi-structured interviews were conducted with 12 pupils with individualised educational programmes (IEPs) along with their parents. The data were analysed through reflexive thematic analysis. Three participant profiles that differed in regard to the perception of stability/change of learning support during the pandemic were generated and described. The dominant perspective included the perception of consistently low teacher support during the pandemic, which arises from insufficient recognition of pupils' needs, reactive stance and placing responsibility for school success on pupils. The perception of intensified parental support was evident in some accounts of both parents and pupils, but the pupils' explicit invitation stood out as a key factor in the activation of parents. --------------- IN CROATIAN: Koncept inkluzivnog obrazovanja ugrađen je u dokumente obrazovne politike u svijetu, ali njegova implementacija za učenike s potrebama za dodatnom podrškom još uvijek predstavlja izazov. Izazovi obrazovanja učenika s potrebama za dodatnom podrškom posebno su porasli tijekom pandemije COVID-19 zbog promjena u organizaciji procesa poučavanja i učenja te pojačanoj potrebi za podrškom. U cilju stjecanja dubinskih uvida u iskustva učenika srednjih škola s potrebama za dodatnom podrškom i njihovih roditelja, provedena je eksplorativna, fenomenološka studija perspektiva učenika i roditelja u hrvatskom obrazovnom sustavu. Provedeni su polustrukturirani razgovor s 12 učenika s individualiziranim obrazovnim programom i s njihovim roditeljima. Podaci su analizirani pomoću refleksivne tematske analize. Određena su i opisana tri profila sudionika koji su se međusobno razlikovali s obzirom na percepciju stabilnosti/ promjene podrške učenju tijekom pandemije. Dominantna perspektiva uključuje percepciju kontinuirano niske podrške učitelja tijekom pandemije, koja proizlazi iz nedovoljnog prepoznavanja potreba učenika, reaktivne pozicije i prebacivanja odgovornosti za školski uspjeh na učenika. Percepcija intenzifikacije roditeljske podrške je opažena kod dijela roditelja i učenika, ali je eksplicitni poziv roditeljima od strane učenika ključan čimbenik u aktivaciji roditeljske podrške
