    Vouchers as vehicle of change in Croatian vocational adult education: two theoretical perspectives

    IN ENGLISH: Context: This paper takes stock of evidence collected within the ongoing Thematic country review on the implementation of the 2016 European Council recommendation “Upskilling Pathways: New Opportunities for Adults” in Croatia. Approach: It focuses on two specific research questions. The first one looks at the likely impact of the recent introduction of the voucher scheme in the Croatian adult education sector on the overall features of the skill formation regime. The second research question examines how broader features of the Croatian welfare regime will likely mediate the effects of the voucher scheme rollout. The analysis is based on data from 39 physical and online interviews with 54 informants with direct knowledge of the upskilling challenges. Findings: The analysis broadly established that vouchers in the Croatian context largely work towards aligning the adult education system, thus far primarily governed by segmentalist principles, with the general features of the Croatian skill-formation regime characterised by an outsized role of the central state. Findings also indicate that the voucher scheme’s structure and rollout are substantially influenced by features of the Croatian active labour market policy, which systematically fails to effectively target beneficiary groups furthest removed from the labour market. There is also evidence of the Croatian welfare state failing to secure preconditions for the participation of low-skilled and low-qualified adults in voucher-funded courses despite them being nominally “free of charge” for beneficiaries. Critical social risks recognised as particular barriers to access are health impediments, physical isolation, care for dependents and access to decent income for welfare recipients. Conclusions: This paper paves the way for more ambitious (comparative) research efforts aimed at better understanding how vouchers influence established skill-production regimes and how their features interact with respective welfare state regimes. Analysis seems to demonstrate that vouchers can function as instruments of (central) state empowerment in educational policymaking despite originally being conceived as a market-based way of giving beneficiaries of educational services more support over their choices. --------------- IN CROATIAN: Kontekst: Ovaj rad se oslanja na aktualne nalaze Tematske procjene o provedbi Preporuke Vijeća Europske unije „Oblici usavršavanja: nove prilike za odrasle“ (usvojene 2016.) na teritoriju Republike Hrvatske. Pristup: Radom se nastoji odgovoriti na dva specifična istraživačka pitanja. Prvo se razmatra mogući utjecaj uvođenja vaučera u hrvatski sustav obrazovanja odraslih na ukupna obilježja nacionalnog režima razvoja vještina. Drugo istraživačko pitanja razmatra kako bi šira obilježja režima hrvatske socijalne države mogla oblikovati učinke uvođenja vaučera. Analiza je temeljena na ukupno 39 intervjua održanih uživo ili putem internetske komunikacijske platforme (online) koji su obuhvatili ukupno 54 sudionika s direktnim uvidom u prepreke koje otežavaju uspješnu provedbe programa usavršavanja. Nalazi: Analiza općenito ukazuje da struktura i način uvođenja vaučera u hrvatskom kontekstu uglavnom doprinosi usklađivanju sustava obrazovanja odraslih, koji je dosada uglavnom funkcionirao slijedeći segmentalitičke principe, s općim obilježjima hrvatskog režima razvoja vještina kojeg karakterizira dominantna uloga središnje države. Nalazi također ukazuju kako su struktura i način uvođenja vaučera pod snažnim utjecajem obilježja aktivne politike tržišta rada, koja u Hrvatskoj sustavno zanemaruje korisničke grupe koje se suočavaju s najvećim preprekama u pristupu tržištu rada. Analiza ukazuje i da hrvatska socijalna država ne osigurava nužne preduvjete za sudjelovanje odraslih osoba niskih razina vještina i kvalifikacija u programima osposobljavanja koji su financiraju putem vaučera, premda su oni za korisnike nominalno „besplatni“. Sljedeći društveni rizici se pokazuju kao naročito značajne prepreke ostvarivanju pristupa: zdravstvena ograničenja, fizička izolacija, nužnost brige za ovisne članove obitelji i nemogućnost ostvarivanja adekvatnog prihoda za korisnike socijalnih naknada. Zaključci: Ovaj rad otvara prostor ambicioznijim (komparativnim) istraživanjima koja za cilj imaju bolje razumijevanje utjecaja vaučera na uspostavljene režime razvoja vještina te načina na koji njihova obilježja dolaze u međuodnos s pripadajućim režimima socijalne države. Nalazi ove analize ukazuju kako vaučeri mogu funkcionirati kao instrument osnaživanja aktera središnje države, iako su originalno osmišljeni kao tržišno orijentirani mehanizam kojim se korisnicima pruža dodatna sloboda u odabiru obrazovnih usluga

    IN CROATIAN: Pandemija bolesti COVID-19 pokazala je važnu ulogu koju znanost ima za društvo u cjelini, ali ukazala i na neke slabosti u odnosu znanosti i javnosti. Nacionalne strategije nošenja s pandemijom u manjoj ili većoj mjeri, ovisno o ekonomskim i drugim odrednicama, počivale su na znanosti, znanstvenicima i ekspertima te njihovim znanjima i rješenjima (primjerice, cijepljenje). No pandemija COVID-19 otvorila je i javna propitivanja same znanosti i prirode znanstvenih spoznaja. Dok su znanstveno-istraživačka djelatnost i procesi u „normalnim“ vremenima spori, dugotrajni i dobrim dijelom zatvoreni pred javnošću, pandemija je potaknula ubrzanu mobilizaciju svjetskih resursa, transformacije u procesu proizvodnje znanja, odnosno promjene u uobičajenim znanstvenim procedurama, ali i otvorila znanost očima javnosti u puno većoj mjeri nego ikad dosad. Kako su se znanstvenici i eksperti snalazili u „novonormalnim“ uvjetima, s kojim su se problemima susretali te kako su doživjeli svoju ulogu u pandemiji pitanja su na koje želimo odgovoriti. U tu svrhu provedeno je terensko istraživanje u obliku polustrukturiranih dubinskih intervjua sa znanstvenicima/stručnjacima iz biomedicinskih i prirodnih znanosti u Hrvatskoj koji su bili aktivni u nošenju s pandemijom. Cilj istraživanja bio je istražiti, opisati i razumjeti na koji su način eksperti/znanstvenici doživjeli različite aspekte pandemije, s naglaskom na ulozi ekspertize/znanosti u kontroliranju pandemije, promjenama u proizvodnji znanja, odnosu s javnošću i ulozi znanosti u krizama. --------------- IN ENGLISH: The COVID-19 disease pandemic showed the important role that science plays for society as a whole, but also pointed out some weaknesses in the relationship between the science and the public. National strategies for dealing with the pandemic to a lesser or greater extent, depending on economic and other determinants, rested on science, scientists and experts and their knowledge and solutions (for example, vaccination). But the COVID-19 pandemic has also opened up public questioning of science itself and the nature of scientific knowledge. While scientific research activities and processes in „normal“ times are slow, long-lasting and largely closed to the public, the pandemic has stimulated the accelerated mobilization of world resources, transformations in the process of knowledge production, i.e. changes in usual scientific procedures, but also opened science to the eyes of the public to a much greater extent than ever before. This paper deals with the question of how scientists and experts managed the „new normal“ conditions, what problems they encountered, and how they perceived their role in the pandemic. For this purpose, a field research was conducted in the form of semi-structured in-depth interviews with scientists/experts from biomedical and natural sciences in Croatia who were active in dealing with the pandemic. The aim of the research was to investigate, describe and understand how experts/scientists experienced different aspects of the pandemic, with an emphasis on the role of expertise/science in controlling the pandemic, changes in knowledge production, public relations and the role of science in crises

    Post-earthquake reconstruction in the Zagreb settlements Markuševac and Čučerje

    IN ENGLISH: The Zagreb settlements of Markuševec and Čučerje were significantly affected by the 2020 Zagreb earthquake, and over the past four years have been undergoing a process of both technical and socio-demographic renewal. The analysis of post-earthquake renovation in these settlements was carried out by qualitative methodology and semi-structured interviews. They were conducted during the year 2024 (from May to September) on a sample of 20 residents and experts (16 residents and 4 experts in the construction profession). The research focus was on reconstruction models of damaged houses and the program for obtaining replacement houses, as well as the secondary accommodation of residents during the process of renovation. The results showed that the majority of residents went through the process of renovation by owners (self-renovation) and independent involvement in the renovation of their houses. They relied only partially on the help of the City of Zagreb and the Ministry of Physical Planning, Construction and State Assets, both in the administrative and financial sense. A smaller part decided for constructive reconstruction in administrative agreement with the Ministry, primarily those whose houses were demolished. The position of residents, who lived in temporary accommodation and in the so-called container houses or in isolated parts of their property that they reconstructed ad hoc, was particularly difficult. According to the different situations in which the residents found themselves we can conclude that they believe that, regardless of the great investment of the state, they were not adequately and on time returned to their own houses. Their expectations were focused on a permanent return to their own houses and to their property, especially because they are mostly elderly and therefore do not want to move out compared to the younger population. --------------- IN CROATIAN: Zagrebačka naselja Markuševec i Čučerje značajno su bili pogođeni potresom iz 2020. godine i unatrag više od četiri godine prolaze proces obnove u tehničkom i socio-deografskom smislu. Analiza post-potresne obnove u ovim naseljima provedena je kvalitativnom metodologijaom putem polustrukturiranih intervjua. Intervjui su provedeni tijekom 2024. godine (od svibnja do rujna) na uzorku od 20 stanovnika i stručnjaka (16 stanovnika i 4 stručnjaka iz građevinske struke). Istraživanje se fokusiralo na modele obnove oštećenih kuća i gradnju tzv. zamjenskih kuća kao i alternativnog smještaja za stanare tijekom procesa obnove. Rezultati su pokazali da je većina stanovnika i vlasnika kuća ušla u proces obnove samostalno kroz model tzv. samoobnove i neovisne obnove vlastitih kuća. Stanari su se samo dijelom oslanjali na pomoć Grada Zagreba i Ministarstva prostornog uređenja, graditeljstva i državne imovine, kako u administrativnom i tako i financijskom smislu. Manji dio stanara odlučio se za konstruktivnu obnovu koju provodi Ministarstvo i to većinom oni kojima je kuća srušena. Posebno je težak položaj stanara koji stanuju u privremenom smještaju i u tzv. kontejnerima ili u odvojenim dijelovima svoje imovine i gospodarskim dijelovima kuća koje su na brzinu preuredili za stanovanje. Prema različitim situacijama stanovnika u kojima se nalaze može se zaključiti da oni vjeruju da unatoč velikim ulaganjima države oni nisu adekvatno i na vrijeme vraćeni svojim kućama. Njihova su očekivanja usmjerena na trajni povratak u svoje kuće i na svoju imovinu posebno jer su oštećeni većinom stariji stanovnici koji ne žele iseliti iz naselja u suprotnosti s mlađom populacijom

    Rethinking the Blue Economy: integrating social science for sustainability and justice

    IN ENGLISH: To fulfill the Blue Economy’s promise of sustainable and just ocean use, its scientific foundation must more fully integrate the social sciences. Drawing on insights from real-world scientific networking initiatives, we identify three key contributions of the social sciences and propose a strategy to redefine the Blue Economy. This strategy anchors knowledge in societal challenges and emphasizes co-creation, the science-policy interface, knowledge integration, and the values of accountability and care. --------------- IN CROATIAN: Kako bi plava ekonomija ispunila svoje obećanje o održivom i pravednom korištenju oceana, njezina znanstvena osnova mora u većoj mjeri uključiti društvene znanosti. Oslanjajući se na spoznaje iz konkretnih inicijativa znanstvenog umrežavanja, identificiraju se tri ključna doprinosa društvenih znanosti i predlažu strategiju za redefiniranje plave ekonomije.     Two countries, one crisis: the YO-VID22 pandemic study

    IN ENGLISH: The publication analyzes the experiences, values, and well-being of young people in Croatia and Slovenia before, during, and after the Covid-19 pandemic. The results show that the pandemic worsened physical and mental health, with young women being the most affected. In addition to stress, social isolation intensified, strongly reinforcing feelings of loneliness, while housing and financial barriers limited independence, especially among disadvantaged and urban youth. Mental health problems, particularly stress, depression, and burnout, remain widespread, and the pandemic further exacerbated these issues. In this context, Croatian youth report stronger family support, whereas Slovenian youth experienced more tension within the family environment. Regarding political participation, Croatian youth are evidently disappointed and passive, while Slovenian youth are more active. A general decline in trust and solidarity in both groups points to the need for inclusive policies to improve youth well-being. --------------- IN CROATIAN: Publikacija analizira iskustva, vrijednosti i dobrobit mladih u Hrvatskoj i Sloveniji prije, tijekom i nakon pandemije Covid-19. Rezultati pokazuju da je pandemija pogoršala tjelesno i mentalno zdravlje, pri čemu su najviše pogođene mlade žene. Osim stresa, pojačala se društvena izolacija koja je snažno pojačala osjećaje usamljenosti, dok su stambene i financijske prepreke ograničile neovisnost, osobito među mladima iz nepovoljnih i gradskih sredina. Problemi mentalnog zdravlja, posebice stres, depresija i izgaranje, i dalje su rašireni, a pandemija je dodatno pogoršala ove poteškoće. U tom kontekstu, mladi u Hrvatskoj bilježe snažniju obiteljsku podršku, dok su mladi u Sloveniji doživjela više napetosti u obiteljskom okruženju. Što se tiče političkog sudjelovanja, mladi u Hrvatskoj su razočarani i pasivni, dok su mladi Slovenije aktivniji. Opći pad povjerenja i solidarnosti u obje skupine ukazuje na potrebu za uključivim politikama koje će poboljšati dobrobit mladih

    Life satisfaction and aspects of subjective well-being of youth as indicators of youth mental health: pre-pandemic, pandemic, and post-pandemic perspectives

    IN ENGLISH: This chapter examines youth well-being in Croatia and Slovenia before, during, and after the COVID-19 pandemic, with particular emphasis on mental health outcomes. Findings reveal a marked decline in life satisfaction across family life, friendships, and body image, with negative changes disproportionately affecting girls and young people of lower socio-economic status. During the pandemic, around one-fifth of respondents reported rarely or never experiencing positive emotions, while one-third frequently encountered negative states such as sadness, fear, or anger. Loneliness emerged as a significant concern, particularly among girls, though age-specific patterns differed between the two countries. Despite this, most young people retained access to supportive social networks, which served as an important protective factor. On the other hand, the post-pandemic period showed improvements in subjective well-being, which included stronger social connectedness and more positive emotional states. However, persistent vulnerabilities remain, particularly among girls, the youngest cohort, and youth from disadvantaged backgrounds. --------------- IN CROATIAN: Ovo poglavlje istražuje dobrobit mladih u Hrvatskoj i Sloveniji prije, tijekom i nakon pandemije COVID-19, s posebnim naglaskom na ishode vezane uz mentalno zdravlje. Nalazi pokazuju značajan pad životnog zadovoljstva u područjima obiteljskog života, prijateljstava i slike o vlastitom tijelu, pri čemu su negativne promjene nesrazmjerno pogađale djevojke i mlade iz nižeg socio-ekonomskog statusa. Tijekom pandemije, oko petine ispitanika izjavilo je da rijetko ili nikada ne doživljavaju pozitivne emocije, dok se trećina često suočavala s negativnim stanjima poput tuge, straha ili ljutnje. Usamljenost se pokazala kao posebno izražen problem, osobito među djevojkama, premda su se dobni obrasci razlikovali između dviju zemalja. Unatoč tome, većina mladih zadržala je pristup podržavajućim društvenim mrežama, koje su služile kao važan zaštitni čimbenik. S druge strane, postpandemijsko razdoblje pokazalo je poboljšanja u subjektivnoj dobrobiti, uključujući jaču društvenu povezanost i više pozitivnih emocionalnih stanja. Ipak, ustrajne ranjivosti ostaju, osobito među djevojkama, najmlađom kohortom i mladima iz nepovoljnijih društveno-ekonomskih sredina

    Housing and living conditions of youth – caught between COVID-19 and structural challenges

    IN ENGLISH: This chapter explores the housing and living conditions of youth in Slovenia and Croatia, highlighting how the COVID-19 pandemic exacerbated pre-existing structural challenges. The pandemic intensified housing insecurity through job losses, campus closures, and forced returns to parental homes, increasing stress, anxiety, and family strain. Youth in both countries leave home considerably later than the EU average, with financial constraints representing the main barrier to independent living. Croatia faces particularly high overcrowding rates, while in both contexts, housing deprivation is strongly linked to poorer mental health and lower life satisfaction. A severe affordability crisis, driven by rapidly rising housing prices and insufficient public housing, has further delayed transitions to autonomy. These trends reflect broader issues of labour market precarity, deregulated housing markets, and limited social investment. Policy implications include the urgent need for expanded social housing, rent subsidies, anti-speculation measures, and integrated youthoriented strategies linking housing, employment, and mental health to ensure sustainable pathways toward independence and well-being. --------------- IN CROATIAN: Ovo poglavlje istražuje stambene i životne uvjete mladih u Sloveniji i Hrvatskoj, naglašavajući kako je pandemija COVID-19 pogoršala već postojeće strukturne izazove. Pandemija je pojačala stambenu nesigurnost kroz gubitak poslova, zatvaranje studentskih kampusa i prisilne povratke u roditeljske domove, što je povećalo razinu stresa, tjeskobe i obiteljskih napetosti. Mladi u obje zemlje napuštaju roditeljski dom znatno kasnije od prosjeka EU-a, pri čemu financijska ograničenja predstavljaju glavnu prepreku samostalnom životu. Hrvatska se suočava s osobito visokim stopama prenapučenosti, dok je u oba konteksta stambena deprivacija snažno povezana s lošijim mentalnim zdravljem i nižim životnim zadovoljstvom. Ozbiljna kriza priuštivosti, potaknuta naglim rastom cijena nekretnina i nedostatkom javnih stanova, dodatno je odgodila prijelaze prema autonomiji. Ovi trendovi odražavaju šira pitanja nesigurnosti na tržištu rada, dereguliranih stambenih tržišta i ograničenih socijalnih ulaganja. Implikacije za politike uključuju hitnu potrebu za proširenjem fonda javnih stanova, subvencijama za najam, mjerama protiv špekulacija te integriranim strategijama usmjerenima na mlade koje povezuju stanovanje, zapošljavanje i mentalno zdravlje kako bi se osigurali održivi putovi prema neovisnosti i dobrobiti

    Youth wellbeing and support structures before, during and after the COVID-19 pandemic: policy brief and recommendations

    IN ENGLISH: The document presents the results of a comprehensive study on the needs and challenges faced by young people, with a particular focus on their mental health and social inclusion. The introduction outlines the methodology used, which includes both quantitative and qualitative approaches. The second section presents the research findings, reflecting the position, needs, and perspectives of young people. The third part of the document offers a set of concrete recommendations aimed at various target groups – from young people themselves, to youth workers, educational institutions, public bodies, researchers, civil society organisations, international organisations, and the media. The following section outlines short-, medium-, and long-term priorities for action, while the final part highlights the importance of co-creation principles in shaping youth-focused policies and practices. The document aims to encourage systematic, comprehensive, and coordinated support for young people through evidence-based decision-making, a multisectoral approach, and collaboration. --------------- IN CROATIAN: Dokument predstavlja rezultate sveobuhvatnog istraživanja o potrebama i izazovima mladih, s posebnim naglaskom na njihovo mentalno zdravlje i socijalnu uključenost. U uvodu se opisuje korištena metodologija, koja uključuje kvantitativne i kvalitativne pristupe. U drugom dijelu prikazani su rezultati istraživanja koji oslikavaju položaj, potrebe i perspektive mladih. Treći dio dokumenta donosi niz konkretnih preporuka usmjerenih različitim ciljanim skupinama – od samih mladih, preko omladinskih radnika, obrazovnih institucija, javnih institucija, istraživača, organizacija civilnog društva, međunarodnih organizacija i medija. U nastavku se iznose prioriteti za djelovanje u kratkoročnom, srednjoročnom i dugoročnom razdoblju, a završni dio naglašava važnost načela sukreacije u oblikovanju politika i praksi usmjerenih mladima. Dokument ima cilj potaknuti sustavnu, sveobuhvatnu i koordiniranu podršku mladima kroz donošenje odluka temeljenih na znanju, multisektorski pristup i suradnju

    Examining the dynamic nature of pupils’ educational aspirations: a longitudinal mixed-model study

    IN ENGLISH: This paper describes the results from a fully integrated longitudinal mixed model study examining the nature of, changes in, and interaction between the upper secondary and higher education aspirations of Croatian pupils. The research was carried out over two academic years in which pupils approached the transition from single-structure elementary (primary and lower secondary) education to differentiated upper secondary education. The qualitative part of the study centred on an in-depth exploration of the educational aspirations of 30 pupils from five schools using a series of 118 semi-structured interviews. The quantitative part consisted of repeated questionnaire administration (N=823) while pupils progressed to the final year of elementary education. Generalised Estimating Equations for Repeated Measures Outcome and Latent Curve Growth Modelling procedures indicate significant changes in upper secondary aspirations and stable higher education aspirations over time. Qualitative analyses indicate five patterns of upper secondary education aspirations and three patterns of higher education aspirations. Analysis of the interaction between aspirations at different educational levels suggests that upper secondary aspiration mediates a pupil’s aspiration for higher education. These results suggest that special effort is necessary in order to inform pupils about their educational options at both the upper secondary and higher education levels. --------------- IN CROATIAN: Ovaj rad opisuje rezultate potpuno integriranog longitudinalnog istraživanja mješovitog modela u kojem se istražuje priroda, promjene i interakcija između srednjoškolskih i visokoškolskih aspiracija učenika u Hrvatskoj. Istraživanje je provedeno tijekom dvije školske godine u kojima su učenici pristupali prijelazu iz osnovne škole prema diferenciranoj srednjoj školi. Kvalitativni dio istraživanja je usmjeren na dubinsko istraživanje obrazovnih aspiracija 30 učenika iz pet škola putem serije 118 polustrukturiranih razgovora. Kvantitativni dio istraživanja obuhvaćao je ponovljenu primjenu upitnika (N=823) dok su učenici napredovali prema završnoj godini osnovnog obrazovanja. Generalizirane procjene jednadžbi za ponovljene mjere ishoda i postupci modeliranja rasta krivulje latentnog rasta ukazuju na značajne promjene u srednjoškolskim aspiracijama i na stabilne visokoškolske aspiracije tijekom vremena. Kvalitativne analize ukazuju na pet obrazaca srednjoškolskih aspiracija i tri obrasca visokoškolskih aspiracija. Analiza interakcije između aspiracija na različitim obrazovnim razinama sugerira da srednjoškolske aspiracije posreduje u učeničkim visokoškolskim aspiracijama. Ovi rezultati sugeriraju da je potrebno uložiti poseban napor kako bi se učenici informirali o njihovim mogućim obrazovnim opcijama, kako na razini srednje škole i na razini visokog obrazovanja
