LIETUVOS UNIVERSITETINIO AUKŠTOJO MOKSLO POLITIKOS IŠŠŪKIAI
Following its newly won independence, Lithuania at first experienced a substantial decline in the per capita GDP. However, from there on Lithuania has been part of the “convergence” machine of the European Union, meaning that its economic growth rates are much higher than those of the richer European countries. However, if Lithuania wants a convergence to continue, then a serious overhaul of the system of higher education is required. It should focus on the employability of graduates. Universities can only engage in this overhaul if they are empowered – financially and managerially. The labour market has drastically changed over recent decades in all countries. The supply of graduates increased markedly, yet the demand increased faster, with the result that in most countries graduates have had a larger wage increase and a lower relative unemployment than those with less education. Under the cloak of increased demand for graduates, there is also a shift in the types of traits graduates need in order to function well in society. So how best to reinvent universities, to take on board the principle of graduates with the twenty-first-century skills as their prime output? Lithuania should have its own strategy, and it will not be easy to get it implemented, because educational change is perhaps among the most difficult to achieve.Continental European higher education is for the most part publicly provided and financed. The role of government in determining the organisation and performance of universities has been the focus of the NGO Empower European Universities, which has compared thirty-two European countries. The study found that in 2008, in comparison with the other countries, Lithuanian universities had much less financial autonomy, a slightly lower level of policy autonomy, and higher than average organisational autonomy. Funding in the Lithuanian higher education is currently insufficient to retain qualified teachers and to provide sufficient room for student–teacher interaction. Research funding as a percentage of GDP is low when compared internationally. Lithuanian rates of participation in higher education, and of graduation, are above the European average, but the percentage of foreign students is low (1.3 per cent with a European average of 5.9 per cent). Some 84.8 percent of graduates were employed within three years of graduation in 2010. This is above the European average of 82.9 per cent. 22.4 per cent of the enrolled students graduated in 2010 (above the European average of 21.2 per cent). On these measures Lithuania does well. This is a marked contrast to its academic research, which is far below the European average according to all parameters we have introduced. These include the presence of Lithuanian universities among the top five hundred in the Jiao Tong ranking, the number of publications in top journals, the number of Marie Curie fellows, cooperation with the private sector, and ERC awards. Lithuania has a low level of labour productivity (a little more than half the average European level), a low percentage of knowledge workers and a corresponding low GDP per capita. This is likely to be in part due to the low level of university research. Our policy recommendation is that the ties between the ministries of education and science and of economic affairs should be strengthened. A serious attempt should be made to bring Lithuanian research up to world standards. The latter may require a considerable increase in investment. The challenge for Lithuanian higher education is to be more focused not only on what society needs in terms of graduate skills and in research but also on how this can be done with the limited resources available. The Lithuanian system of higher education should be diversified so as to match students’ potential talents with the university offerings. In Europe, almost eighty per cent of graduates feel that they work in an international environment. This calls for English to be used at least in Masters programmes, as well as for some internationally oriented Bachelor studies. Rather than spend money in political and economic cooperation on translators, we need to produce graduates who are fluent in English next to their mother tongue. A wider usage of the English language in university studies will create more favourable conditions for teacher and student exchange and will encourage young people from abroad to enter Lithuanian universities.Professorial Fellow of International Economics of Science,Technology and Higher EducationUnited Nations University Maastricht Economicand Social Research Institute on Innovation and TechnologyAddress: Keizer Kareplein 19, 6211 TC Maastricht, the NetherlandsTel.

MOKYTOJO NARATYVAS MUZIKINIO UGDYMO KONTEKSTE
In this article, the essential features of the narrative – multimeaning and roughness – are highlighted, and their importance in the educational process is shown. The narrative is examined based on the paradigms of the postmodern and phenomenological philosophies. In the postmodern concept of storytelling, the narrative is interpreted not only in the historical context, but is highlighted also as a verbal act. The base of the research of the narrative is the belief that stories give meaning to peoples’ lives and therefore can be processed as data. Also, it is analyzed how the narrative, from being a phenomenological perspective, gains a status of the method that gives a possibility of self-expression to a person, based on individual experience. The phenomenological empirical research has shown, that the teacher’s narrative, which is composed from a story (or from a metaphor), is a spur for students’ aesthetical perception. It dehisces in many different forms and spans over the past, the present, and the future. The narrative shows itself being multimeaningful, because it performs the functions of information, communication, intercommunication, and musical expression.Interviews with teachers and the observed lessons have revealed the teachers’ narrative, presented as a graphic story of experience (or a metaphor), to be an important part of musical education in each individual lesson. On the one hand, the teacher directs the student to a desired object of perception with his narrative, but, on the other hand, through the interpretations of one’s imagination, the teacher opens up multiple choices for a student to accept the meaning in his own way.
The objective of this paper was to analyze the original texts of Domostroy, the 16th-century Russian set of household rules, to find its core value and obligation areas. The texts are analyzed from the point of view of the history of mentality, the experiences from structural-functional analysis are also considered, and the general educational norms that helped to develop the idea of an archaic Russian perfect human being are emphasized. As a result, this study divides the texts of Domostroy into six core value and key obligation areas as the general education norms: (1) The Religious and Ethical Aspects; (2) The Reflection of the Ritual and Etiquette, (3) Emphasising Gender Roles; (4) The Family Model, (5) The Woman, (6) The Food Table as a Ritual and Etiquette. Although the results and the groupings of the texts are preliminary, they are important for the educators of cultural history, because the influences of the Domostroy in general education norms can still be found in the modern Russian society.Assoc. ProfessorTallinn University, Institute of Educational SciencesNarva mnt 25, 10120 Tallinn, Estoniae-mail: [email protected] šio straipsnio tikslas – išanalizuoti Domostroi, šešioliktojo amžiaus rusų namų ūkio taisyklių rinkinio, originalius tekstus ir išskirti esmines vertybes bei pareigų sritis.
This study focuses on two career development variables: vocational identity and career adaptability. Vocational identity reflects the way an individual defines oneself in a particular occupational area or a career path. Similarly to other forms of identity, it is thought to develop over time. Late adolescence is of an extreme importance in terms of vocational identity formation, as this is the time when high school students start seriously considering their future careers and prepare for the transition from school to higher education or work.Building on the works of J. Kroger and J. Marcia (2011), E. Crocetti et al. (2008), and W. Meeus et al. (1999), at least three identity dimensions can be distinguished: in-depth exploration, commitment, and reconsideration of commitment. They can be analyzed separately or as a combined pattern which reflects the dynamic nature of this construct.Although the above-mentioned identity dimensions are often explored in relation to various socio-demographic variables (for instance, gender or age), it is nonetheless important to look for their psychological or psychosocial correlates.Drawing on the Career Construction Theory, this study focuses, therefore, on the construct of career adaptability (Savickas & Porfeli, 2012) encompassing such adapt-abilities as concern, control, curiosity, and confidence in constructing one’s future career. These are defined as psychosocial resources to cope with occupational transitions and developmental tasks, and are hypotehsized to play a role in the development of adolescents’ vocational identity. The current study had a twofold aim: a) to analyze the inter-relation between high-school students’ vocational identity and socio-demographic variables (gender, age, grade, GPA), and b) to explore the link between vocational identity and career adaptability. In total, 518 high school students took part in the study, of them 40.3% were male and 59.7% were female. Their age ranged from 14 to 19 years (mean, 16.46 years). The respondents filled out a composite questionnaire which included a demographic question list, the Utrecht Management of Identity Commitments Scale (U-MICS; Crocetti et al., 2008), and the Career Adapt-abilities Scale (CAAS; Savickas & Porfeli, 2012).ional identity. However, age was negatively correlated with the commitment dimension, whereas GPA was positively related with it (even after controlling for career adapt-ability). Compared among different grades, 10th grade students the showed strongest vocational identity in terms of commitment. In addition, vocational identity seems to be related to career adapt-ability. Two of the three identity dimensions (in-depth exploration and commitment) positively correlated with all career adapt-abilities, proving the relevance of this psychosocial construct for a better understanding adolescent vocational identity.Socialinių mokslų (psichologija) daktarėVilniaus universiteto Bendrosios psichologijos katedraUniversiteto g. 9/1, LT-01513 VilniusEl. paštas: [email protected]ų mokslų (psichologija) daktarasVilniaus universiteto Bendrosios psichologijos katedraUniversiteto g. 9/1, LT-01513 VilniusEl. paštas: [email protected]ų mokslų (psichologija) daktarėVilniaus universiteto Bendrosios psichologijos katedraUniversiteto g. 9/1, LT-01513 VilniusEl. paštas: [email protected]ų mokslų (psichologija) daktarėVilniaus universiteto Bendrosios psichologijos katedraUniversiteto g. 9/1, LT-01513 VilniusEl. paštas: [email protected]ški darbo, ekonominės, socialinės aplinkos pokyčiai kelia drastiškus iššūkius individų profesinei / karjeros raidai, jų profesiniam tapatumui ir adaptyvumui.
The aim of the investigation is to establish the correspondence between the outcomes of Lithuanian language and literature education laid down by the educational policy for secondary schools, and the specific assessment criteria of Lithuanian language and literature matura examination. With this aim in view (on the one hand), educational documents on regulating the Lithuanian language and literature education in general secondary schools are analysed (Lithuanian Language Education Strategy for 2010–2014, Lithuanian Language and Literature Framework Programme for Secondary Education) on the basis of which the Lithuanian language and literature education outcomes have been defined. On the other hand, the state matura examination syllabus and the construct of the Lithuanian language and literature exam are analysed for establishing whether the outcomes of education in the Lithuanian language and literature are adequately assessed by the language and literature state matura examination. The study shows that the main outcomes in the education of the subject under investigation – the development of cultural, social and civic, communicative and creativity competencies – are evaluated by the matura examination only in part because of the enormous number of requirements set out for the task (essay) and the lack of flexibility in assessment criteria. The Lithuanian language and literature outcomes in secondary education could be more successfull achieved if the following conditions were observed: 1) the definition of argumentative essay should be modified, allowing students to choose their own references to the contents of Lithuanian literature and cultural phenomena; 2) themes of the literary essay should not require the evaluation of works of various authors or reviews of the development of literature, but the awareness of the specificity of an individual author and the ability to perform an in-depth literary analysis; 3) criterion-referenced assessment should be liberated from the precise calculation of errors and be based on a holistic approach.Zita NauckūnaitėDocentė socialinių mokslų (edukologijos) daktarėLietuvos edukologijos universitetoLietuvių kalbos ir literatūros didaktikos katedraT. ASMENS UGDYMO KLASTA POSTMODERNO AMŽIUJE: GYVAS AR MIRĘS KŪRYBIŠKUMAS?
The article deals with the concept of creativity and creative education, analyzing its content and development based on the philosophy of Bergson, Dewey, Nietzsche, Deleuze. The aim is to show different presumptions for the analysis of creativity as a phenomenon and consequently its features while applying creativity in practice, especially for person education. The understanding of human creativity is explicated as a phenomenon of the rational thought in action and also as phenomenon of irrational product of instinct, also looking how they are related with to the aesthetical intuition. The insights of the mentioned philosophers are contextualized in the postmodern age of mass production, when every new concept and its content become an empty but well-selling sign as Joas has warned about creativity and creative action. From the critical pedagogy perspective (Freire, McLaren, Giroux), the insidiousness of education is discussed, trying to find any way out of such situation of the total “copy machine” and inviting everybody to be more critical in education.
