ESTRATÉGIA DE EXPLORAÇÃO E COMERCIALIZAÇÃO DE MINERAIS ESTRATÉGICOS: O NOVO MARCO REGULATÓRIO PARA AS TERRAS RARAS NO BRASIL
Get PDFThis article aims to analyze the importance of the new regulatory framework for mining, through documentary analysis, which aims, in addition to the commercialization and exploration of rare earths, to implement an industry with greater added value that uses these minerals, to promote development of the national defense industry. The State\u27s initiative in legislating on the importance of rare earths for the Brazilian economy and sovereignty is fundamental. Judging by the discussions in the Federal Senate during 2013, the Brazilian State does not intend to limit itself to legislating on the topic, but to establish coordination with the private sector to build the rare earths processing production chain. The biggest challenge faced by Brazil is to achieve scientific and technological mastery of all phases of the exploration and industrialization of rare earth elements, followed by the need for investments that allow this mastery. If this objective is achieved, Brazil would overcome its current condition of dependence on the international supply of rare earth elements and could become a global reference market for these minerals, benefiting from all the gains that would arise from this production chain.Este artigo tem por objetivo analisar a importância do novo marco regulatório da mineração, por meio de análise documental, que visa além da comercialização e da exploração das terras raras, a implementação de indústria de maior valor agregado que utiliza esses minerais, para promover o desenvolvimento da indústria de defesa nacional. É fundamental a iniciativa do Estado em legislar sobre a importância das terras raras para a economia e a soberania brasileiras. A julgar pelas discussões no Senado Federal durante o ano 2013, o Estado brasileiro não pretende limitar-se a legislar sobre o tema, mas estabelecer uma coordenação com a iniciativa privada para construir a cadeia produtiva de beneficiamento de terras raras. O maior desafio enfrentado pelo Brasil é conseguir domínio científico e tecnológico de todas as fases da exploração e industrialização dos elementos de terras raras, seguido pela necessidade de investimentos que permitam esse domínio. Caso este objetivo seja alcançado, o Brasil superaria a sua atual condição de dependente do fornecimento internacional de elementos de terras raras e poderia tornar-se um mercado de referência mundial desses minerais, beneficiando-se de todos os ganhos que adviriam dessa cadeia produtiva

Get PDFAfter the democratic recovery in the late 80\u27s, Brazil began to move closer to their neighbors, especially in the Southern Cone. The bilateral relations with Argentina led to the development of important agreements since the Alfonsín-Sarney, culminating years later in MERCOSUR. At the same time, Brazilian Municipalities, using their autonomy granted by the Constitution of 1988, in a context of globalization and international flows and networks, increased their attitude toward greater involvement abroad. A qualitative approach was developed to relate the integration process with Brazil-Argentina and para-diplomatic activities of municipalities in order to conclude that a spillover of relations between states to the local level allowed various movements of local cooperation agreements and consolidation of regional integration.Após a retomada democrática no final dos anos 80, o Brasil passou a aproximar-se mais de seus vizinhos, especialmente no Cone Sul. As relações bilaterais com a Argentina levaram ao desenvolvimento de importantes acordos desde os governos Sarney-Alfonsín, que culminaram anos mais tarde no MERCOSUL. Ao mesmo tempo, Municípios brasileiros, usando sua autonomia outorgada pela Constituição de 1988, em um contexto de globalização de crescentes fluxos e redes internacionais, aumentaram sua atitude em direção a uma maior participação ao exterior. Uma abordagem metodológica qualitativa permitiu relacionar o processo integrador Brasil-Argentina com a atuação paradiplomática de municípios brasileiros e concluir que um transbordamento das relações entre Estados para o nível local permitiu diversos movimentos de acordos locais de cooperação e o adensamento da integração regional

Get PDFInternational institutions have gained density and importance in the world especially after the end of the Cold War. Issues of cooperation have become a common topic of government’s foreign policy. In this sense, understanding the role and the value of global institutions on the behavior and orientation of international actors has become relevant. This article aims to present the different theoretical approaches of International Relations on international institutions, understood as organisms, systems, values, norms and practices among States and international society. In order to accomplish its goal it will be discussed the major theoretical perspectives emphasizing the more recent debate from realism, liberalism, Marxism and critical theory, to constructivism, raising issues about international institutions.As instituições internacionais ganharam densidade e importância no cenário mundial principalmente após o fim da Guerra Fria. Os temas sobre cooperação se tornaram comuns nas agendas externas dos Estados. Nesse sentido, compreender o papel das instituições globais e qual o seu peso no comportamento e na orientação dos atores internacionais torna-se relevante. O presente artigo busca apresentar as diferentes abordagens teóricas das Relações Internacionais sobre instituições internacionais, compreendidas como organismos, regimes, valores, normas e práticas entre os Estados e a sociedade internacional. Para isso, serão abordadas as principais correntes teóricas dando ênfase ao debate mais recente passando pelo realismo, o liberalismo, o marxismo e teoria crítica, e o construtivismo, levantando aspectos sobre as instituições internacionais
A FORÇA “DO BEM”: O PAPEL DO IDEALISMO NAS POLÍTICAS INTERVENCIONISTAS DE CLINTON, BUSH E OBAMA
Get PDFPresent work intends to demonstrate the role of idealism in order to analysis the intervention in the American foreign policy during the post-Cold War. It shows how the American military interventions in this period are embedded by values. This way of analysis permits to identify contact points within the most different administrations. The governments studied are the administration of Clinton, G. W. Bush and Obama. The two first ones are interpreted by bibliographic evaluations, whereas the third one is understood by interpreting an Obama essential speech. At the end, it is possible to notice that even in different administrations the idealist values are perceived as link objects.Este artigo procura demonstrar a importância da percepção idealista para se analisar a política intervencionista nos governos estadunidenses pós-Guerra Fria, mostrando como os valores liberais estão inseridos nessas práticas nos diversos governos, e verificando como esta abordagem pode extrair pontos de contatos entre as mais variadas administrações. São estudadas intervenções dentro das administrações Clinton, Bush e Obama, sendo que, nas duas primeiras, a pesquisa é bibliográfica e, na última, entra-se no discurso. Chega-se à conclusão que, apesar de serem administrações diferentes e em momentos diferentes, valores idealistas permeiam os três governos, em que a imposição da democracia é o elo determinante de ligação entre elas, no tocante à abordagem aqui trabalhada

Get PDFThis paper analyses China-Brazil energy industry cooperation processes, in the framework of their roles as emerging powers in the international system of cooperation for development. It intends to analyse possible obstacles to the expansion of energy industry cooperation between China and South America - particularly with Brazil. We conclude that energy cooperation is a strategic process stimulated by both states, but especially by China, as a mechanism to ensure economic growth and increase international integration with the ultimate intention of projecting themselves as assertive international actors and influence the changes in system and in international institutions.O presente artigo analisa o processo de cooperação no campo energético entre Brasil e China, tendo em vista a participação de ambos como países emergentes no sistema internacional de cooperação em busca do desenvolvimento. O principal objetivo consiste em os empecilhos. Conclui-se que a cooperação energética é um arranjo estratégico estimulado por ambos os Estados, notadamente pela China, como forma de assegurar o crescimento econômico e ampliar a inserção internacional, pretendendo, assim, ambos os países, se projetarem como atores assertivos e influir nas mudanças do sistema e das instituições internacionais

No full textThe current case study aims to examine the way in which Israel used the 2024 edition of the Eurovision Song Contest (ESC), as a mechanism for cleaning its reputation and building its image on an international level, in the face of the Invasion of Gaza Strip, started in 2023. Thus, the work has the following specific objectives: (1) present the concept of nation-branding and how this strategy has helped States to conceal their reputations; (2) explain what Brand Israel is and how art and culture play extremely important roles in Israeli public diplomacy; and, finally, (3) analyze Israel\u27s performance in the 2024 edition and the repercussions in the media and/or among other participants. Therefore, the problem-question can be characterized as: how can the State of Israel\u27s participation in Eurovision 2024 benefit Israel\u27s image internationally in parallel with the new wave of attacks against the Palestinian people, starting in 2023? It is concluded that, despite Israel seeking to promote identity and political elements to the West through ESC 2024 (nation-branding), a wave of criticism and calls for Boycott, Divestment and Sanctions (BDS) rose as a form of retaliation.O presente estudo de caso tem por objetivo examinar o modo como Israel utilizou-se da edição de 2024 do Festival Eurovisão da Canção (FEC), como um mecanismo de limpeza de reputação e construção de imagem no plano internacional, frente à Invasão à Faixa de Gaza, iniciada em 2023. Dessa maneira, o trabalho possui como objetivos específicos: (1) apresentar a conceituação de nation-branding e como essa estratégia tem auxiliado os Estados a corrigir suas reputações; (2) expor o que é a Brand Israel e como a arte e cultura desempenham funções de extrema relevância para a diplomacia pública israelense; e, por fim, (3) analisar a atuação de Israel na edição de 2024 e as repercussões na mídia e/ou dentre os outros participantes. Portanto, a pergunta-problema pode ser caracterizada como: de que maneira a participação do Estado de Israel no Eurovisão 2024 pode beneficiar a imagem israelense no plano internacional em paralelo à nova onda de ataques contra o povo palestino, iniciada em 2023? Conclui-se que, apesar de Israel buscar promover elementos identitários e políticos para o Ocidente através do FEC 2024 (nation-branding), uma onda de críticas e chamadas de Boicote, Desinvestimento e Sanções (BDS) levantaram-se como forma de retaliação

Get PDFPassion unites us! It was at this staff and at the passionate speech of President Lula in Copenhagen that Brazil supported its strategy to win the election to host the 2016 Olympic Games. So, for the first time in the whole history, a South-America country is going to host the Olympics. Noting that this fact transcends sports issues and reach a political level, to study how Brazil has conducted the nomination becomes really important to evaluate the model of international insertion adopted by the country in the current period; a model that seeks to break the stigma of backwardness and poverty and achieve a level more consistent and influential within the global scenario. The aim of this paper is to deepen the studies on the strategy of the Brazilian Olympic Committee, encompassing political, cultural, economic and social aspects. We are going to take as a guide the dialogue promoted by our government between the history of our national identity and the contemporary phase of development experienced by our country in the new international order.A paixão nos une! Foi nesse bordão e no discurso apaixonado do presidente Lula em Copenhague que o Brasil apoiou sua estratégia para vencer as eleições para sediar os Jogos Olímpicos de 2016; sendo assim, pela primeira vez em toda a história teremos um país Sul-Americano recebendo as Olimpíadas. Observando que esse acontecimento transcende as questões esportivas e atinge um nível reconhecidamente político, estudar a forma como o Brasil conduziu a candidatura torna-se de fundamental importância para avaliar o modelo de inserção internacional adotado pelo país no período atual, que busca romper com o estigma do atraso e da miséria e atingir um patamar mais influente e consistente dentro do cenário global. DO ARREPENDIMENTO ENLOUQUECIDO
Get PDF: In this paper which aims to edify those who approach, we will submerge into the paralyzing and illusory form of the repentance present in The Concept of Anxiety, by Kierkegaard: the maddened repentance. This repentance consists of our vain and decadent habit of fighting against life by supposing that it should and could be different from what it was. Ana Prado ilustrate by saying that, in her garden she planted an if seed, but it never grew. Such repentance – one that does not turns into the individual´s freedom, not being able to annul sin, but only mourn for it – is not capable of overcoming the mortal moment of the Anguish, making residence in this state. Through the development it will become clear that habit comes from not letting ourselves be formed in anguish by faith. But what is the faith? Usually the horde refers to faith as a conviction that things in the life will turn out as desired. However, in this work, the faith will trought of as an existential outlook, that in human humus, is in tune with the reality itself. In this faith – transcendent way from desperate to the forgiveness (crossing of giving) – we have the surrender of an existence addicted to plant seeds that don´t grow. In other words, abandoning the regretful interpretation towards the past and present, as well as relinquishing the fear of the future, we can leap into a re-existence that decides welcome existence unconditionally (and with pleasure). Here, then, we will traverse this path of the individual from the maddned repentance to metanoia (true repentance). Neste escrito, que busca edificar aquele que se achega, mergulharemos na forma paralisante e ilusória do arrependimento presente em O Conceito de Angústia, de Kierkegaard: o arrependimento enlouquecido. Este arrependimento consiste em nosso vão e decadente costume de brigar contra a vida, supondo que esta deveria e poderia ser diferente do que foi. Ana Prado ilustra dizendo que, em sua horta, ela plantou um pé de se, mas nunca nasceu. Tal arrependimento – aquele que não se converte na liberdade do indivíduo, não podendo anular o pecado, mas somente lamentar por ele – não é capaz de ultrapassar o instante mortal da angústia, fazendo morada neste estado. Ao longo do desenvolvimento restará claro que este hábito provém de não nos deixarmos formar na angústia pela fé. Mas que é a fé? Usualmente a horda se refere à fé como uma convicção de que coisas da vida ocorrerão conforme se deseja. Neste trabalho, todavia, a fé será pensada como um olhar existencial que, no húmus do humano, se afina com a própria realidade. Nesta fé – caminho transcendente do desesperado para a liberdade do perdão (travessia da doação) –, há a desistência de uma existência viciada na plantação de pés que não nascem. Isto é, abandonando a interpretação lamentosa para com o passado e o presente, bem como desistindo de temermos o futuro, é que podemos saltar para uma reexistência que decide acolher incondicionalmente (e com gosto) a existência. Aqui, então, atravessaremos este caminho do indivíduo desde o arrependimento enlouquecido até a metanoia (verdadeiro arrependimento).
